Manohar Lal, announced that henceforth, the Gurugram Marathon will be organized on the last Sunday of February every year. In addition, to sustain enthusiasm and awareness about this event among the people, small events will be organized every month.

During the inaugural edition of the Gurugram Marathon on Sunday morning, the Leisure Valley Ground located in Sector 29 of Gurugram buzzed with the energy and excitement of the runners. The enthusiasm of the thousands of participants, gathered for this momentous event in the Millennium City, soared even higher with the arrival of Chief Minister Sh Manohar Lal to flag off the marathon. Gurugram Marathon brand ambassador cricketer Shikhar Dhawan was also with him.

Under the theme of "Run for Zero Hunger," the Gurugram Marathon saw the spirited participation of school and university students, youth, and elders alike. Cultural performances enriched the marathon event, serving as a platform to propagate important messages. Haryanvi singer MD delivered a live performance advocating for a drug-free Haryana, amplifying the Chief Minister's anti-drug campaign. RJ Naved entertained the audience with his distinctive style, while various fitness groups presented live programs. Mikiyas of Ethiopia, securing third place in the same category, was honored by the Chief Minister with a prize of Rs 75000.

The women's category saw remarkable performances as well, with Kiran from Rohtak emerging as the winner in the full marathon, earning a prize of Rs 1.50 lakh. Bharti from Delhi and Manju Rani from Uttar Pradesh secured the second and third positions respectively in the same category.

In the half marathon category, Prashant, Ankit, and Abdhesh secured the first, second, and third positions respectively in the men's category, while Chaltu from Ethiopia, Sonika from Bhiwani, and Poonam from Maharashtra clinched the first, second, and third positions respectively in the women's category. Prize money of Rs 1 lakh, 75000, and 50000 was awarded to the top three winners in this category.

Chandigarh, Feb 25 - Haryana Chief Minister Sh Manohar Lal, while highlighting the significant contribution of tourism in the economy, said that there is substantial scope for entrepreneurship within the tourism sector.


He made these remarks while inaugurating the OYO Accelerator program in Gurugram on Sunday. Commending the Aarambh Accelerator program initiated by OYO to foster new entrepreneurs, he expressed confidence that this initiative would effectively promote and support budding entrepreneurs.

Shri Manohar Lal said that there are immense employment opportunities in the hotel business. It does not take long for any small work to become big, the government is continuously making efforts to ensure that the young generation moves forward with zeal and enthusiasm, employment opportunities continue to be available to the youth. Also, the government will provide full support to those starting their own business.

He said that Prime Minister Sh Narendra Modi always encourages the youth to explore new and positive avenues. Today, the younger generation is advancing and showcasing its talent in various fields, including hotel and tourism. He observed that individuals from rural backgrounds are now significant economic contributors to the country. He extended congratulations to OYO founder Ritesh Agarwal on the auspicious occasion of the program and assured government support.

He attributed this progress to the strong leadership of Prime Minister Sh Narendra Modi and initiatives such as Startup India, which have ignited enthusiasm among the youth, prompting them to embark on entrepreneurial ventures.

Highlighting Haryana's significant contribution to India's startup ecosystem, he noted the transparent employment opportunities available to the youth based on merit.

Chandigarh, February 25 - Haryana Chief Minister, Sh Manohar Lal, today inaugurated the 'Savera' program initiated by the Medanta Foundation in collaboration with the Health Department in Gurugram, aimed at early detection and prevention of breast cancer, a growing concern among women. He emphasized that this groundbreaking initiative marks the first of its kind in the country, focusing on detecting breast cancer in its early stages among women. Furthermore, he expressed his intention to expand this program to other districts of the state following its successful implementation.

On this occasion, the Chief Minister remarked that a distinctive program, Savera, has been initiated by the Medanta Foundation in partnership with the Health Department. In its initial phase, the program will be launched at the Civil Hospital in Sector-10 of Gurugram, the Polyclinic in Sector-31, and the Primary Health Center in Wazirabad. An agreement for the expansion of this program will soon be formalized between the Health Department and Medanta Foundation.

Under 'Savera' programme, help of blind women/sisters will be taken for screening of breast cancer - Chief Minister

Sh Manohar Lal said that cancer often goes undiagnosed until its later stages, ranging from stage-2 to stage-4, impacting various parts of the body. Similarly, breast cancer is also one of those cancers which mostly occur in women living in cities. He said that about 90 thousand women across the country lose their lives every year due to breast cancer. However, he commended the 'Savera' program for its innovative approach, leveraging the assistance of visually impaired women for breast cancer screening, a commendable initiative indeed.

Disabled sisters have amazing qualities, these sisters will test breast cancer with the help of their highly developed tactile senses - Chief Minister

The Chief Minister said that undoubtedly the help of blind/disabled sisters is being taken in 'Savera' program, who have some deficiencies, but along with this, these individuals possess remarkable qualities, particularly their heightened sense of touch. They will utilize this ability to effectively screen for breast cancer. Illustrating this point, he referenced Surdas, a renowned poet born in the village of Sihi, Faridabad, who despite his blindness, became a prolific philosopher and poet, demonstrating that disability should never hinder one's potential or contributions to society.

Visually impaired people have natural tactile sensitivity - Chief Minister

Sh Manohar Lal said that visually impaired people have natural tactile sensitivity. The importance of this ability has been understood, tested and used by people associated with the medical world. As they were told that visually impaired sisters can detect breast cancer up to half a centimeter, whereas even a normal doctor can detect it up to one centimeter after examination. These sisters have very high sensitivity to touch.

Government has also established institutes for cancer treatment - Chief Minister

While sharing the government's initiatives for cancer prevention, the Chief Minister highlighted significant developments. He mentioned the establishment of the National Cancer Institute - AIIMS in Jhajjar district, equipped with 1000 beds. Additionally, he informed about the Atal Cancer Care Center established in Ambala district, dedicated to the treatment of cancer patients. Moreover, he said that cancer treatment and research are also being conducted at PGIMS, Rohtak.

Haryana government is always ready for cancer prevention - Chief Minister

Regarding the origins of cancer, he pointed out that often it stems from factors such as inadequate nutrition and the use of chemical-laden water, and fertilizers in agriculture. He mentioned the naming of a train between Bhatinda and Bikaner as the "Cancer Train," emphasizing the need for maintaining healthy eating habits, utilizing clean water, and embracing natural farming practices. The current state government, he assured, is diligently working to promote natural farming and ensure access to clean water. He invited cancer experts to collaborate with the Haryana government, expressing openness to their suggestions and cooperation in the ongoing efforts to prevent cancer.

Earlier, Medanta's Group CEO and Director, Sh. Pankaj Sahni, acknowledged Chief Minister Sh. He informed that after the introduction of 'Tactile Breast Examination' (TBE) system in India six years ago, visually impaired women were given training on breast diseases and their examination at NAB India Center for Blind Women and Disability Studies. After which they were provided clinical internship for three months under the guidance of Dr. Kanchan Kaur at the Breast Clinic of Medanta Gurugram.

Narendra Modi virtually inaugurated the newly constructed Central Research Institute of Yoga and Naturopathy in village Devarkhana of the Jhajjar district from Rajkot, Gujarat. Haryana Chief Minister Sh Manohar Lal presided over the program at Devarkhana. MP Dr. Arvind Sharma, Sh Rajesh Kotecha, Secretary, Ministry of AYUSH, Government of India, former Minister Sh OP Dhankhar were prominently present in the program.

Chief Minister Sh Manohar Lal said that Haryana has become the first state in the country to provide universal health cover.

Under the Chirayu Ayushman Bharat scheme, a member of the Antyodaya family has the facility of free treatment up to Rs 5 lakh, while a nominal contribution is given by a family with an annual income of Rs 3 lakh, Rs 4000 by a family with an annual income of Rs 3 lakh to Rs 6 lakh, families with annual income above Rs 6 lakh can avail the benefits of Chirayu Ayushman Bharat Scheme by paying an annual contribution of Rs 5000.

He stated that we have opened Vyamshallas in every village, and wellness centers are also being established. The poor have the foremost claim on the government treasury. Our government has initiated numerous schemes for the welfare of the impoverished. Through programs like PPP, the benefits of these schemes are reaching eligible individuals in a transparent manner. He remarked that this is the first project of its kind in the field of AYUSH medicine in Haryana by the Central Government. The inauguration of this institute will benefit people from Haryana, Delhi, Rajasthan.

The Chief Minister emphasized that India's traditional medical system extends beyond mere treatment; it embodies a holistic science of life. Today, the modern world's lifestyle is conducive to the emergence of new diseases daily. Therefore, understanding our ancient and authentic medical system is paramount in addressing this challenge.

Chief Minister highlighted that Ayurveda stands as the world's ancient and authentic medical system. Today presents a golden opportunity as the Prime Minister of the country, Sh Narendra Modi, inaugurates a significant institute related to AYUSH. This institute marks the beginning of a new era in the field of Ayurveda. He emphasized Prime Minister Narendra Modi's historic efforts in connecting every citizen with Yoga and Ayurveda. 2500 ponds will be cleaned by the end of this year - Dushyant Chautala

Deputy Chief Minister inaugurated PWD rest house in village Mandkola

Chandigarh, February 25 - Haryana Deputy Chief Minister Sh. Dushyant Chautala said that approximately 1600 ponds across the state have been cleaned thus far, with a target of cleaning 2500 ponds by the end of this year.

The Deputy CM was speaking t at the inauguration of the rest house of the Public Works Department built at a cost of Rs 3.94 crore in village Mandkola of Hathin sub-division of Palwal district oday. Apart from this, the Deputy CM also laid the foundation stone of the road from Mathura Road to Prithla Industries to be built at a cost of Rs 1.44 crore and the approach road to the railway station of Palwal city to be built at a cost of Rs 1.90 crore.

On this occasion, Deputy Chief Minister said that the construction of this rest house will significantly benefit not only the village Mandkola but also the Palwal area. He highlighted that the state government is actively implementing numerous schemes and programs for public welfare, ensuring uniform development throughout the entire state. He further assured that the construction work of Mathura Road till Prithla Industries and the railway station approach road in Palwal will be completed within the next six months, offering substantial relief to the public.

While addressing the public, the Deputy Chief Minister said that the road from Palwal to district Nuh will undergo conversion from two lanes to four lanes, at an estimated cost of Rs 137 crore in coming days. He also mentioned ongoing repairs of SC and BC chaupals throughout Haryana, totaling Rs 200 crore. Furthermore, he highlighted the government's efforts in pond cleaning across the state, with approximately 1600 ponds already cleaned and a target of 2500 ponds to be cleaned by year's end.

70 mobile livestock ambulances worth Rs 11.20 crore also flagged off

Chandigarh, February 25 - Haryana Chief Minister Sh Manohar Lal bestowed a significant boon upon the state's cattle farmers during the second day of the three-day 40th State Livestock Exhibition-2024, hosted at the Haryana Central University campus in village Jat Pali, Mahendragarh district. The Chief Minister flagged off 70 mobile livestock ambulances, valued at Rs 11.20 crore, for various districts across the state. He also inaugurated the state's veterinary hospital call center, accessible 24x7 toll-free at number 1962.

Previously, the state had 20 mobile livestock ambulances; now, with their fleet expanded to 90, this service is significantly enhanced. Agriculture and Farmers Welfare, Animal Husbandry and Dairying Minister Sh Jai Prakash Dalal was also present on this occasion.

These medically equipped mobile vans have been integrated with the call center. They are equipped with GPS technology to provide monitoring and consultation facilities for veterinary services to cattle rearers. Under this scheme, in addition to free veterinary services, animal owners will also receive consultation through the toll-free number 1962 of the veterinary hospital call center. These vehicles enable door-to-door treatment for sick animals.

Now, any animal owner in the state will promptly call a medical vehicle to their location if their animals fall ill, ensuring timely treatment. This initiative will facilitate door-to-door treatment for animals, making it easier for officials of the Department to provide essential care.

The Chief Minister was addressing the program on the second day of the three-day 40th State Livestock Exhibition-2024 being held at the Haryana Central University campus located at village Jat Pali in Mahendragarh district today. The event was presided over by Agriculture and Farmers Welfare, Animal Husbandry and Dairying Minister Sh Jai Prakash Dalal. During the event, the Chief Minister conducted a lucky draw to announce the winners' names. He bestowed the National Gopal Ratan Award upon Jitendra Singh, a cattle rearer from Gillakheda (Fatehabad), Sahiwal Cow Farm for the year 2022-23, and Ram Singh, a resident of Nilokheri (Karnal), for the year 2023-24.

During the event, the top-performing cattle owners in the state's milk production competition were honoured. These include Karambir from Sunarian (Kurukshetra) achieved first place with 28.62 kg of Murrah milk, followed by Babulal from Mundi (Rewari), Haryana, who produced 17.08 kg. Satbir Singh from Bahabalpur (Hisar) earned recognition for producing 23.68 kg of Sahiwal milk, while Vineet Kamboj from Radaur (Yamunanagar) received honors for yielding 9.266 kg of Belahi milk.

In his congratulations to the cattle farmers, the Chief Minister highlighted how such exhibitions serve as catalysts for farmers to enhance their livestock breeds and acquire new techniques. He expressed pride in the fact that Haryana houses 2.1 percent of the country's milch animals while contributing over 5.19 percent to the nation's milk production. Notably, the state boasts a per capita milk availability of 1098 grams per day.

The Chief Minister informed about several key decisions taken by the Haryana Government in the farmers' interest, including exempting farmers from paying for canal water usage (abiana), thereby providing them with free access to canal water. Additionally, to alleviate the burden on ordinary citizens, the government has eliminated the minimum charge on electricity bills.

In the realm of animal husbandry, the Chief Minister underscored the significant capital required for purchasing and raising animals. To address this, Livestock Kisan Credit Cards are being issued to livestock farmers to meet their capital requirements. Banks have already approved 1.56 lakh Livestock Kisan Credit Cards, with more than Rs 2,000 crore disbursed to cattle farmers in the state.

He said that animal husbandry presents a promising avenue for self-employment. This is evident from the overwhelming response received by the Animal Husbandry and Dairying Department during the organization of Antyodaya fairs under the 'Mukhyamantri Antyodaya Parivar Utthan Yojana' aimed at enhancing the income of the poorest families. Acknowledging these applications, the government has facilitated the establishment of 31,914 livestock units, extending subsidies amounting to Rs 72 crore. Furthermore, initiatives like the Hi-Tech and Mini Dairy Scheme are being implemented to support small farmers and rural youth, aiming to boost milk production while fostering self-employment opportunities. Under this scheme, 13,244 dairies have been established during the tenure of the present government.

The Chief Minister said that the government has launched a special scheme for financial assistance and animal insurance to cattle farmers. 10.42 lakh animals have been insured in the state under the Pandit Deen Dayal Upadhyaya Collective Livestock Insurance Scheme. Under this scheme, any animal owner can get insurance for big animal for only Rs 100 to 300 and small animal for Rs 25. Under this scheme, the animals of Scheduled Caste cattle owners are insured completely free of cost. He also emphasized various initiatives aimed at the welfare of cattle rearers in the state.

Addressing the program, Agriculture and Farmers Welfare Minister Sh Jai Prakash Dalal highlighted that this exhibition marks the first of its kind in the region, offering local farmers a chance to acquaint themselves with the latest agricultural technologies. He underscored the commitment of the Haryana government, led by Chief Minister Sh Manohar Lal, in procuring crops at the minimum support price for 14 crops, the highest among all states in the country.

Haryana government notifies new guidelines for issuing Appreciation Letters to Government Employees

Chandigarh Feb 25 - In Haryana, government officers and employees will now receive appreciation letters to recognize exceptional work performance. These letters will be issued based on their outstanding achievements. Furthermore, they will be documented in the personal files of the respective officers or employees.

Haryana Chief Secretary Sh Sanjeev Kaushal has issued detailed instructions in this regard here today.

In a letter addressed by the Chief Secretary to all administrative secretaries, heads of departments, managing directors of corporations and boards, registrars of all universities, divisional commissioners, and deputy commissioners, it was stated that utmost care should be taken in issuing appreciation letters. They should only be awarded in truly evaluable cases and at the end of the prescribed reporting period. If appreciation is given too easily, it will lose its significance.

Furthermore, appreciation letters should only be issued by the appointing authority and not by an officer lower than him. Officers below the appointing authority may provide comments regarding the good work done by their subordinates, and these comments should be accurately recorded in the Annual Confidential Report of the respective officer or employee.

The letter also clarifies that, in specific situations like flood relief, locust invasions, or VIP visits, executive officers in the field can continue motivating their subordinates by issuing appreciation letters. It is not the intention of the Government to render this method of motivating subordinates beyond the reach of executive authorities in the field. In such cases, appreciation letters may also be issued by officials below the appointing authority. However, it is emphasised that these letters should be issued sparingly.

The letter outlines the protocol for issuing appreciation letters based on the recommendations of reporting authorities. When there's a single reporting authority who unequivocally recommends issuing an appreciation letter and specifies the commendable work, an appreciation letter may be issued accordingly.

In cases where multiple reporting authorities are involved, if the first authority explicitly recommends the appreciation letter and the subsequent authority merely agrees with a statement like 'I agree,' an appreciation letter can still be issued. This agreement serves as sufficient support for the recommendation of the primary reporting authority.

Similarly, if two reporting authorities recommend a citation and the highest authority doesn't oppose it but records 'observed' or 'no comment' or simply signs, an appreciation letter may also be issued. However, if the highest authority overrides the recommendation, no appreciation should be issued.

Likewise, if the two lower reporting authorities don't recommend a citation but the highest authority does so explicitly, the decision shouldn't be made directly. Instead, it should be referred to the administrative authority, which is the next highest reporting authority.

The letter also clarifies that if the Administrative Secretary recommends issuing a citation, the decision rests with the minister in charge. Similarly, if the Minister-in-charge recommends appreciation, the decision falls to the Chief Minister. Finally, if the recommendation for a citation comes directly from the Chief Minister, the citation can be issued as recommended.
