Chandigarh, February 24 - In the span of the last nine and a half years, with the key feature of ‘commitment to action’, the Manohar Lal-led Haryana Government has consistently ensured the well-being and prosperity of the State's farmers. Through the introduction of innovative schemes, the present state government has continuously worked towards uplifting farmers. Taking a step further, the Government had now decided to stop the levying of ‘abianahas’ on supply of canal water to farmers from the time of British rule from April 1, 2024. This step will mean a one-time waiver of about Rs. 140 crore along with an annual relief of Rs. 54 crore providing a benefit to farmers of 4299 villages. The Chief Minister had made the said announcement while presenting the budget for the Financial Year 2024-25.

Notably, in the history of Haryana, the practice of charging for canal water supply has never been abolished. Year after year, this practice has continued. For the first time under the leadership of the Chief Minister, Sh. Manohar Lal, the present state government has taken the step of discontinuing this practice. With this historic decision, the government has worked towards economically empowering the farmers by ending the tradition carried forward from British rule.

According to the financial year 2022-23, in the list of major districts, Hisar district has a pending abiana of Rs. 31.23 crore for 349 villages. Similarly, 320 villages of Kaithal have a pending amount of Rs. 19.90 crore, 417 villages of Bhiwani have a pending amount of Rs. 17.13 crore, 395 villages of Sirsa have pendency of Rs. 12.48 crore, 157 villages of Jhajjar have pendency of Rs. 6.94 crore, 229 villages of Charkhi Dadri have pendency of Rs. 6.09 crore and 171 in Nuh have a pendency of Rs. 5.98 crore.

With this historic announcement, now, the farmers in these villages will not have to pay abianahas. There are 16,932 outlets designated for irrigation purposes, and under the pending amount of canal water charges, approximately 24.11 lakh hectares of land assessed, including 12.19 lakh hectares for Rabi crops and 11.92 lakh hectares for Kharif crops. With the discontinuation of abianahas, farmers will now directly benefit by approximately Rs. 140 crore.

Government Prioritizes Empowering Women and Alleviating Poverty, says Chief Minister

Chandigarh, February 24- Empowering women within Self Help Groups across Haryana, Chief Minister, Sh. Manohar Lal unveiled a meaningful initiative on Saturday. Having pledged last year to foster self-reliance among women, the Chief Minister delivered on his commitment by inaugurating the first 'Sanjha Bazaar' in Karnal district today, making a significant step towards creating opportunities for economic empowerment and community development.

Addressing the gathering, the Chief Minister said that in this ‘Sanjha Bazaar’, the women members of SHG would find a platform to display and sell their products as a secure source of livelihood. He said that places have been identified for the ‘Sanjha Bazaar’ in 6 districts in the first phase. In the first phase, each of these ‘Sanjha Bazaar’ will have 10 portable cabins, which will be increased as required in the future. The rent for each of these cabins will be only Rs. 100 per day, said Sh. Manohar Lal.

He said that under the self-help groups, 58,000 groups have been formed in the entire state. These groups are leading 6 lakh women towards self-reliance as members. Among these 6 lakh women, there are one lakh women whose annual income is less than Rs. 1 lakh. According to the Central Government's Drone Didi Scheme, 500 women are being trained in the first phase across the state. The government is emphasizing on empowering self-help groups not only in villages but also in cities, said Sh. Manohar Lal.

In Karnal district, 5298 self-help groups have been formed, with 57175 women associated, which is the highest number in the entire state. In this series, 386 gram organizations have been formed, and 17 cluster-level federations are operational. The state government has provided Rs 5 crore 82 lakh 80 thousand to these self-help groups and Rs 7 crore 57 lakh to the gram organizations in Karnal district.

Similarly, a fund of Rs 140 crore has been made available as a loan to rural poor women for livelihood in Karnal district. Women in these self-help groups are provided training related to agriculture, non-agricultural livelihood activities by coordinating with various departments. Women of these self-help groups are successfully operating 26 canteens in government offices. In this series, work is being done on 713 kitchen gardens, in which women of the groups are increasing their income by growing and selling organic vegetables. These women of self-help groups are also working to create awareness among the general public about their handcrafted products and various other schemes.

Chandigarh, February 24- Haryana Chief Minister, Sh. Manohar Lal inaugurated 5 major health sector projects worth Rs 820.92 crore in the auditorium of Kalpana Chawla Government Medical College, Karnal today.

The list of five projects inaugurated by the Chief Minister today includes the construction of the second phase of Kalpana Chawla Government Medical College with a cost of Rs 169.58 crore, the construction of a private ward in Pandit Deen Dayal Upadhyaya Health Sciences University Kutail with a cost of Rs 33.41 crore, the construction of the third phase of Bhagat Phool Singh Government Medical College Khanpur Kalan (Sonipat) with a cost of Rs 419.13 crore, the construction of a private ward complex in Pandit Bhagwat Dayal Sharma PGIMS Rohtak with a cost of Rs 155.36 crore, and the construction of Government Nursing College Safidon (Jind) with a cost of Rs 43.44 crore.

Speaking on the occasion, he said that by 2030, a medical college will be started in every district of the state. The government is progressing in terms of strengthening the public healthcare sector. Yoga sahayaks will undergo a short-term dietitian course. Haryana has become the first state in the country to implement Universal Health Coverage for all citizens.

Sh. Manohar Lal said that the healthcare sector in Haryana is progressing rapidly. In 2015, the government decided to open medical colleges in every district to increase the number of doctors. Today, medical colleges have started in 12 districts of the state.

The Prime Minister, Sh. Narendra Modi recently laid the foundation stone of the 22nd AIIMS in Rewari. Medical colleges are under process in nine other districts. The land has been acquired for three colleges, and if possible, the foundation stone will be laid before the implementation of the Code of Conduct. He said that by 2030, medical colleges will be started in every district.

MBBS seats increased from 750 to 2100, CM

The Chief Minister shared that in 2014, there were 750 MBBS seats in the state, which have now increased to 2,100. After the start of medical colleges in all districts by 2030, there will be 36,00 seats available for admission to MBBS. Today, the state needs 28,000 doctors. This need can increase to 35,000 to 40,000 by 2030. The government aims to fulfill this requirement in the next six years. The government's effort is to provide one or two doctors in every village according to the population, said Sh. Manohar Lal.

Ayushman Bharat Scheme expanded to cover all income Groups, CM

The Chief Minister said that the Ayushman Bharat scheme was initially for BPL families, with an income limit of Rs 1.20 lakh, which the government increased to Rs 1.80 lakh. By doing so, 29 lakh families were covered under it. Then the income limit was increased from Rs 1.80 lakh to Rs 3 lakh. Under this, a premium of Rs 1,500 per annum was fixed for those benefiting from the scheme. By doing so, 7 lakh more families were added to the scheme. Now the government has decided to implement the scheme for everyone by removing the income limit. Those with incomes from Rs. 3 to Rs. 6 lakh will have to pay an annual premium of Rs. 4,000, and those with incomes above Rs. 6 lakhs will have to pay Rs. 5,000, informed Sh. Manohar Lal.

Government has increased the health budget by 24 percent to Rs 9,500 crore, CM

The Chief Minister said that the government has increased the health budget by 24 percent to Rs 9,500 crore. Under the Nirogi Haryana scheme, every citizen's health check-up will be done within two years. So far, lab tests have been conducted for 2 crore 26 lakh people.

He said that the government is also promoting Ayurveda. Wellness centres with three rooms, along with gyms, will be established in villages, and yoga sahayaks will be trained in dietetics.

The Chief Minister said that improper eating habits have a negative impact on the mind, intellect, and brain, therefore we should develop healthy eating habits.

He said that meaningful results have been seen in the Beti Bachao Beti Padhao campaign. Not only has the gender ratio improved in the state, but girls are also performing well in education. The percentage of girls in Rohtak Medical College has reached 55 percent.

Haryana CM approves 3 new projects under Rural Augmentation & Mahagram Scheme worth over Rs. 44 crores

Chandigarh, February 24 – Haryana Government has decided to implement 3 new projects worth more than Rs. 44 crores under Rural Augmentation & Mahagram Scheme in 2 districts namely Charkhi Dadri and Bhiwani.

Chief Minister, Sh. Manohar Lal today accorded administrative approval for these projects to be implemented by the Public Health Engineering Department here today.

Giving more information in this regard, an official spokesperson informed new projects under Mahargram Yojana include Augmentation of Water Supply Scheme in Village Dhanana, Bawani Khera, District Bhiwani at a cost of Rs. 34.01 crore, Independent Water Works in Village Madh Madhvi, District Bhiwani under Rural Augmentation Programme at an estimated cost of Rs. 3.79 crore, Augmentation of Water Supply Scheme By Constructing Rcc S&S Tanks, Other Structures and Laying of DI Pipe Lines in Village Unn, District Charkhi Dadri under Rural Augmentation Programme at an estimated cost of Rs. 6.44 crore.

Dushyant Chautala said that Sant Guru Ravidas ji gave the message of eliminating all kinds of discrimination from society more than 500 years ago and worked to unite the society. He was a staunch opponent of blind faith and ostentation. He said that the government is working to bring the life philosophy and teachings of great saints to every household. A grand Samarak of Sant Guru Ravidas will be built on five acres of land in Kurukshetra, which will cost crores of rupees. This will inspire the younger generation.

The Deputy Chief Minister Sh. Chautala participated as the Chief Guest and addressed the Sant Ravidas Jayanti celebrations organised at the Guru Ravidas temple complex in the town of Bawani Khera in Bhiwani district on Saturday.

He said that Sant Guru Ravidas was a great saint who gave the message of ending all kinds of discrimination in society throughout his life. He said that the government is committed to the welfare of the poor. Along with implementing welfare policies, the government has made a provision of Rs 200 crore in the budget for the renovation of SC and BC Chaupals.

He said that digital libraries are being opened in villages for the ease of students. Acting on the proposals received from the villages, about 1500 libraries have been opened in the state. As a result, the children of the villages are preparing for competitive examinations at their homes and they no longer need to go to the city. Through libraries, the children of the villages are reaching high positions. He said that there is no progress without education. He asked the temple committee to prepare an estimate for upgrading the library running in the temple complex and send it so that it can be implemented.

Chandigarh, February 24- Haryana Agriculture and Farmers’ Welfare and Animal Husbandry Minister, Sh. J.P. Dalal said that the budget presented by the Chief Minister Sh. Manohar Lal, is a boon for every haryanvi but especially beneficial for the farmers of Bhiwani district. The budget provides for bringing water to Rajasthan as well as Bhiwani district through a pipeline from the Tajewala Head, which will cost thousands of crores. This will ensure that there is enough water for irrigation in the district in the coming times. There will be good crop production and prosperity in the lives of farmers.

No new tax imposed

Sh. Dalal said that no new tax has been imposed in the budget, and the government is implementing all development projects and other schemes without any hindrance. The common man has got a big relief due to no new tax being imposed.

Haryana Agriculture and Farmers’ Welfare and Animal Husbandry Minister, Sh. J.P. Dalal said this while speaking to the press at the local public works rest house in Bhiwani today. Zilla Parishad Chairperson Anita Malik was also present on this occasion.

Agriculture and Women Welfare

Agriculture Minister Sh. Dalal said that for the welfare of the farmers increased provisions have been made for strengthening of canals by 30.9 percent. The agriculture budget has been increased by 38.9 percent. He said that the interest amount of Rs 1700 crore of the defaulter farmers of PACS has been waived off, now they have to deposit only the principal amount of the loan.

He said that earlier, a separate fee had to be paid to get an electricity connection outside the 150 meters of the village boundary, but this limit has been increased from 150 meters to 300 meters. Similarly, a target of 4000 acres has been set for shrimp farming in the state.

He said that a turmeric oil extraction plant will be set up in Radaur. A target has been set to open one thousand ‘Har-Hith’ stores in the state, which will employ the youth on the one hand and good quality goods at cheap rates in the villages on the other hand. A provision of Rs 200 crore has been made in the budget for the renovation of chaupals for the people belonging to SC and BC.
