Haryana Government allocates budget of Rs. 6,247.27 Crore for Irrigation and Water Resources- CM Haryana

Chandigarh, February 23 - Haryana Chief Minister, Sh. Manohar Lal has proposed a budget allocation of Rs. 6,247.27 crore for the irrigation and water resources sector, marking a 30.90 percent increase compared to the current financial year's revised estimates of Rs. 4,772.54 crore. The decision to stop the levy of abiana has also been announced from April 1, 2024. This move is aimed at providing relief to farmers dependent on canal water, benefiting approximately 4,299 villages with a one-time waiver of about Rs. 140 crore and an annual relief of Rs. 54 crore.

The Chief Minister highlighted the challenges recognizing the challenges faced by the Western Jamuna Canal (WJC) carrier system during non-monsoon period, a new Parallel Lined Channel (PLC) with a capacity of 6000 Cusecs is currently under construction. In addition, the augmentation of the capacity of the Augmentation Canal and Parallel Delhi Branch is underway with an investment of Rs. 465 crore.

He said that the Government is committed towards the implementation of the Sutlej-Yamuna Link canal to utilise the legitimate share of Haryana in the water of Ravi-Beas river system. Several meetings have been held with Punjab and the Union Jal Shakti Ministry to resolve long pending issue of construction of SYL.To reiterate this commitment, the state governement propose to continue the outlay of Rs. 100 crore for 2024-25.

He said that two projects namely the remodelling of Gurugram Water Supply Channel (GWS) and the Mewat Feeder Pipeline Project to solve the drinking water of the Gurugram and Mewat region, have been planned to cater to the future drinking and industrial water demand up to the year 2050 for Nuh District Gurugram, Manesar and Bahadurgarh cities and the newly developing industrial areas of IMTs at Manesar, Sohna, Kharkhoda and Bahadurgarh, Dharuhera Industrial Area and adjoining villages by enhancing the existing design capacity of 175 cusecs to 686 cusecs. The two projects are estimated to cost Rs. 3,028 crore and the work is likely to commence by August, 2024.

Furthermore, an agreement has been signed between Haryana and Rajasthan with the support of the Union Ministry of Jal Shaktion February 17, 2024 for utilisation of the excess waters of the river Yamuna during monsoon period. During this period, water flow exceeds 24,000 cusecs. The excess waters available for a short period of time will be stored and a pipeline will be laid to carry the water for irrigation purposes to the water deficit districts of Bhiwani, Charkhi-Dadri and Hisar. In addition, pipeline will also be laid by Rajasthan, to carry water to Rajasthan. This will ensure that excess flood water is stored, and used for agriculture and drinking purposes and at the same time possibilities of floods will be reduced, he added.

The Chief Minister reaffirmed the state government's commitment to improve canal infrastructure. During 2023-24, rehabilitation of major Channels has been successfully completed, namely JLN Feder, Hansi Branch, Balsamand Sub Branch, Loharu Distributary, Narnaul Branch, Kural Distributary, Dewana Distributary, New Siwani Feeder, Sherpura Distributary.

He further stated that conservation of water during monsoon is priority of Government. During 2023-24, 5 check dams and 26 water bodies in Mahendargarh have been constructed and water has been conserved in these water bodies. This enhanced water storage capacity is poised to make a positive impact on local agriculture with a more consistent and reliable water source.

Moreover, in the past three years, 1745 ponds including 769 Amrit Sarovar ponds have been rejuvenated. State Government further propose the rehabilitation, renovation and restoration of 2494 ponds in 2024-25.

Chandigarh, February 23 - Haryana Chief Minister, Sh. Manohar Lal who also holds the portfolio of the Finance Minister, today presented the government's fifth budget consecutively. For the fiscal year 2024-25, a budget of Rs. 1,89,876.61 crore was presented, which is 11.37 percent higher than the revised estimates of Rs. 1,70,490.84 crore for the year 2023-24. This includes, Rs. 1,34,456.36 lakh crore is allocated for revenue expenditure and Rs. 55,420.25 lakh crore for capital expenditure, accounting for 70.81 percent and 29.19 percent of the total budget, respectively.

This people-friendly budget will certainly help Haryana to play a crucial role in the journey towards a developed India by 2047. No new taxes have been imposed by Manohar Sarkar.

While presenting the budget, the Finance Minister said that with the buoyant revenue receipts and economic growth for 2024-25, he is pleased to announce that there are no new tax proposals in this year's budget. The projected revenue receipts are Rs. 1,16,638.90 crore, comprising of tax revenue of Rs. 84,551.10 crore and Rs. 9,243.46 crore as non-tax revenue. In tax revenue receipts, GST, VAT, excise, stamp duty, and registration are the major sources of revenue receipt. The share of Central tax is Rs. 13,332.23 crore, and grant in aid is Rs. 9,512.11 crore. Additionally, for the FY 2024-25, the projected capital receipts is Rs. 72,722.01 crore.

The Chief Minister stated that the next two decades until 2047 is the Amrit Kaal where India will be amongst the foremost developed nations in the world, where India will emerge as the Vishwa Guru. In this journey of Viksit Bharat, Viksit Haryana will play a crucial role. We will have to lay the foundation of Viksit Bharat-Viksit Haryana by our collective efforts and robust action plans.

Sh. Manohar Lal said that there is a plan to spend Rs. 8,119.24 crore on the construction of infrastructure for public sector undertakings in the financial year 2024-25. Therefore, our expenditure for this year is estimated to be Rs. 63,539.49 lakh crore.

The annual growth rate of the total State Domestic Product is estimated to increase to Rs. 6,34,027 lakh crore in 2023-24

The Finance Minister, Sh. Manohar Lal, said that during the period 2014-15 to 2023-24, the Gross State Domestic Product, at constant prices (2011-12 prices) of Haryana has recorded a compound annual growth rate of 6.1 percent from Rs. 3,70,535 crore in 2014-15 to Rs. 6,34,027 crore in 2023-24. GSDP at constant prices (2011-12 prices) at the national level has recorded a compound annual growth rate of 5.6 percent during the same period. Haryana’s faster growth as compared to national growth has meant that the share of Haryana's GSDP in All-India GDP has increased from 3.5 percent in 2014-15 to 3.7 percent in 2023-24. Haryana has witnessed a year-on-year growth in its GSDP at constant prices of 8.0 percent in 2023-24, whereas the national GDP registered a growth rate of 7.3 percent during the same period.

The Finance Minister said that the national per capita income at current prices has increased by 114 percent from Rs. 86,647 in 2014-15 to Rs. 1,85,854 in 2023-24, whereas it has increased by 121 percent in Haryana from Rs. 1,47,382 in 2014-15 to Rs. 3,25,759 in 2023-24.

He said that as per the Advance Estimates of GSVA 2023-24 at current prices, the share of secondary sector has been estimated to 29.3 percent. In 2023-24, the share of tertiary sector in GSVA is estimated to 52.6 percent and 18.1 percent in primary sector. The primary, secondary and tertiary sectors have recorded growth of 8.6 percent, 6.3 percent, and 13.8 percent respectively in 2023-24.

Fiscal Parameters

The Finance Minister said that we are always able to maintain the fiscal parameters within prudent norms. Fiscal deficit has been contained at 2.80 percent of GSDP in RE 2023-24 as against the permissible limit of 3.0 percent of GSDP. For 2024-25, fiscal deficit of 2.77 percent of GSDP is projected, which is well within the permissible limit of 3 percent, he added.

He said that the overall debt stock has also been successfully contained within the prescribed limit. The debt to GSDP ratio in RE 2023-24 is 26 percent as against the limit of 33.10 percent of GSDP. For 2024-25 debt stock is projected at 26.15 percent of GSDP, much below the stipulated norms of 32.80 percent of GSDP. We will continue to exercise fiscal prudence as this is the only path to sustainable economic development.

Public Sector Enterprises shows significant increase in dividends

The Chief Minister said that it is estimated that the turnover of State Public Enterprises (PSE) in 2022-23 was Rs. 79,907 crore, an increase of 11.94 percent. The performance of Public Sector Enterprises has improved over the period of last nine years. During 2013-14, out of 43 PSEs, only 13 PSEs reported profit, to the tune of Rs. 804 crore. However, during 2022-23 the number of profit-making PSEs increased to 20, with a total profit of Rs. 1767 crore, thereby recording an increase of Rs. 963 crore. Due to the measures taken by the Government, the combined debt of all Public Sector Enterprises has reduced by 27.4 percent from Rs. 60,576 crore in March 2014 to Rs. 43,955 crore in March 2023.

Chandigarh, February, 23- Haryana Chief Minister, while presenting the State Budget for the year 2024-25 here today said that farmers are the backbone of the economy of the state. Due to the hard work and toil of our farmers, Haryana is a major contributor to national food security. Acknowledging the pivotal contributions made by the Framers, an amount of Rs. 7570.77 crore has been allocated for agriculture and allied sectors and cooperation for FY 2024-25 which is an increase of 38.9 percent over the revised estimates of Rs. 5449.26 crore of the current year.

He said that the Government has taken various measures for the benefit of the farmers as a result of which agricultural production has grown at 8.1 percent in 2023-24, amongst the highest in the country. Support is provided through subsidies for inputs such as seeds, fertilizers and electricity and in their output through different schemes via the mechanism of DBT.

The Chief Minister said that the digital platform of Meri Fasal Mera Byora (MFMB) has been widely adopted by the farmers of the state and has provided the basis for Government intervention in support of the farmers. I am happy to state that up to 10 lakh farmers provide their crop details every season on MFMB which provide useful information to the Government to tailor the strategy for market intervention.

He said that the farmers of Haryana have been provided a safety net for their produce whether in the form of procurement, price support or compensation for damage. Based on the price differential between the prevailing market price and the Minimum Support Price (MSP), the Government has adopted the strategy of direct procurement at MSP or providing support for the price differential through Bhawantar Bharpayee Yojana.

The Chief Minister said that over the last 3 years, the Government has procured 14 crops at the Minimum Support Price (MSP) making the payments directly into the accounts of the farmers. In kharif and Rabi 2023, Government has made a payment of Rs. 29,876 crore directly into the accounts of farmers and Bhawantar support has been provided to the extent of Rs. 178 crore also directly into farmers accounts. The Government would like to assure all farmers of the state that it recognises their contributions and will stand by them at all times.

In 2024-25, a target has been fixed to reclaim 62,000 acres of critical saline & waterlogged area, CM

The Chief Minister said that the target to reclaim an area of 50,000 acres was fixed during 2023-24, against which an area of 52,695 acres has been reclaimed through Sub-Surface & Vertical Drainage technology with an expenditure of Rs. 80.40 crore. In 2024-25, a target has been fixed to reclaim 62,000 acres of critical saline and waterlogged area. I hope to ensure that in the next three years, all critical and waterlogged areas identified by the Haryana Water Resources Authority will be reclaimed and made available for cultivation.

He said that in line with the initiative of the Government of India to promote farmer drones in spraying of fertilisers and insecticides, the State Government is in the process of providing training in drone operations to 500 youth farmers for drone operations through DRISHYA, a State Government Enterprise. Till date 100 farmers have been trained and provided drone pilot licences, shared Sh. Manohar Lal.

The Chief Minister said that to support farmers in prevention of stubble burning and mitigate pollution, the Government has distributed 11,007 Crop Residue Machines to individual farmers during 2023-24. An incentive of Rs. 1,000 per acre is being provided to farmers. Under the scheme, as many as 1.56 lakh farmers registered for management of 14 lakh acres and an incentive of Rs. 139 crore was distributed during 2023-24. In 2023-24, stubble burning cases decreased by 67 percent to 2303 in the last two years from 6,987 cases reported in 2021-22, he informed.

6 Botanical Gardens to come up at 6 locations in the state, CM

The Chief Minister said that the State Government will develop 6 Botanical Gardens at 6 locations in the state for collection, preservation, theme parks, educational, training, germplasm and to act as a major attraction for local population and centre of prominence. Three new Centres of Excellence shall be established: for post-harvest management at Panchkula, for clean planting material at Hansi and for vertical farming at Cheeka.

8 new Government Veterinary Hospitals and 18 new Government Veterinary Dispensaries to be opened in the districts

The Chief Minister said that 2.1 percent of the total bovine population of the country is in Haryana but the state’s contribution to the nation’s total milk production is more than 5.19 percent. The per capita per day milk availability of the State is 1098 grams, which is about 2.4 times the national average of 459 grams per capita per day. Therefore to provide veterinary services to the livestock owners at their doorsteps, it is proposed to open 8 new Government Veterinary Hospitals and 18 new Government Veterinary Dispensaries in the districts where veterinary services coverage is less in proportion to the livestock population of the area.

He said that in order to provide veterinary services at the doorstep, the Government has awarded the contract for 70 mobile Veterinary Units in addition to the 21 such Units presently functional and services are expected to commence shortly.

The Chief Minister said that he hopes that these services prove beneficial to the livestock owners, and they are able to avail veterinary services at their door-step. He further informed that to promote fisheries, Soil and Water Testing facilities will be provided to the farmers through three Mobile Water Testing Laboratory Vans for fisheries at their doorstep. An additional 4000 acres will be brought under fish and shrimp culture.

In FY 2023-24, a sum of Rs. 297.58 crore has been provided directly into the accounts of farmers as compensation, CM

The Chief Minister said that the Government introduced e-kshatipurti as a digital platform for enabling the farmers to register the claim for compensation in case of damage to crops on account of any calamity. This has enabled the Government to provide support directly to the farmer in contrast to the landowner in the past. E-kshatipurti has enabled the quick verification and disbursement of compensation claims. In FY 2023-24, a sum of Rs. 297.58 crore has been provided directly into the accounts of farmers as compensation.

He said that Haryana was the first State to launch Bhawantar Bharpayee Yojana for horticulture crops and 21 fruits and vegetables crops have been covered to mitigate the risk of farmers. . During 2023-24, an incentive of Rs. 41 crore was provided to 6,868 farmers.

500 new CM-PACS to be setup in FY 2024-25, CM

The Chief Minister said that the State Government has launched a new cooperative movement, namely the Comprehensive Multi-Purpose Activities Cooperative Society (CM-PACS), which will promote entrepreneurship and rural development. CM-PACS will encompass a wide range of activities including agriculture lending, crop and food processing, packaging, marketing, storage, and transportation, warehousing, insurance and other rural-based services.

He said that the State Government has planned to establish 500 new CM-PACS in FY 2024-25. I hope that CM-PACS will open up new avenues of prosperity in rural areas and create a platform for the Cooperative movement to thrive.

CM announces an interest and penalty waiver on repayment of principal by May 31, 2024, for crop loans taken until September 30, 2023

The Finance Minister announced that loans are being given to farmers through Primary Agriculture Credit Society (PACS). I announce to waive off interest and penalty on the crop loan, in case Crop loan was availed till September, 30, 2023 and the principal amount is paid by May 31, 2024, provided the farmer is registered on MFMB. Such loans should have been taken by farmers registered on Meri Fasal Mera Byora (MFMB) portal. Thereafter, the farmer will be eligible for crop loan from PACS during Kharif season 2024.

He said that to state that HAFED has successfully entered the export market and obtained export orders of 13,700 MT Basmati Rice valued at Rs. 126 crore during 2023-24. To support farmers through value addition, a new modern turmeric plant of 3 MT capacity per day with a turmeric oil packing line has been set up at Radaur. A Mega Food Park is being set-up at Industrial Model Township (IMT), Rohtak under the Mega Food Park Scheme of the Government of India.

Haryana Government allocates Rs 7,061.51 crore for energy sector

800 MW thermal power plant to be constructed in Yamunanagar, costing Rs. 6,900 crore – Chief Minister

The target is to install 70,000 additional solar pumps in the year 2024-25-Chief Minister

Chandigarh, February 23 – Haryana Chief Minister, Sh. Manohar Lal stated that the state government is committed to providing 24X7 electricity supply to all, especially in rural areas. Under the ‘Mera Gaon Jagmag Gaon’ scheme 24-hour electricity is being supplied to 5,805 villages. It is proposed to allocate Rs. 7,061.51 crore for the energy sector in the budget for the financial year 2024-25, he added.

The Chief Minister said that last year he had announced that an 800 MW thermal power plant will be constructed in Yamunanagar in the year 2023-24. The tender for its construction at a cost of Rs. 6,900 crore has recently been awarded to Bharat Heavy Electricals Limited. An MoU has also been signed by the Haryana Power Purchase Centre with Mahanadi Basin Power Ltd. for procurement of 800 MW power from a pit-head thermal power plant proposed to be established in Odisha. However, State presently has sufficient power availability, the expected growth in electricity demand would be adequately covered in the future with these initiatives.

He said that Monthly minimum charges (MMC) are imposed by the Electricity Distribution Companies on consumers where their consumption is below a limit. In Tariff Category-I where the monthly consumption is less than 200 units, the monthly minimum charges are Rs. 115 per kW for up to 2 kW. In order to provide relief to the poorest of the poor, it is proposed to eliminate the MMC for Tariff Category-I consumers with domestic connected load of up to 2 kW, CM added. This step will provide a relief of about Rs. 180 crore to the deprived families.

The Chief Minister said that Electricity connections are being released to deras and dhanis located up to a distance of 3 kilometre from the village phirnis. Service connection charges shall be recovered from the applicant up to 300 meters from village phirni against earlier provision of 150 meters and the cost of infrastructure will be borne by the DISCOMs.

He said that after completion of all the formalities in the year 2023-24, it was proposed to release of tube well connections to those who applied in the period 2019 to 2021. Of the 27,826 applications received, demand notices have been issued for 27,740 and the release of connections is likely to be completed soon.

CM said in the financial year 2023-24, it was proposed to set a target for the installation of 70,000 solar pumps under the PM-KUSUM scheme. Compared to the target set before the financial year 2023-24, 67,418 solar pumps have already been installed in the state. Considering the popularity of this scheme and the enthusiasm of farmers towards it, a proposal has been made to install an additional 70,000 solar pumps in the financial year 2024-25.

In the budget for the financial year 2024-25, the youth sector has been allocated Rs. 1,349.47 crore

The aim is to provide skill training and employment opportunities to 60,000 youths in upcoming year

Chandigarh, February 23 - The Haryana government has allocated Rs. 1,349.47 crore for youth empowerment and entrepreneurship in the budget for the year 2024-25.

Chief Minister, Shri Manohar Lal presented the budget for 2024-25 as the finance minister in the Haryana Vidhan Sabha today.

He informed that youth empowerment, employment and entrepreneurship has been an important focus area for the Government. In the previous years, skill training was being undertaken by the Haryana Skill Development Mission through private training partners. The Government has decided to focus on and undertake short-term skill development and training through the Government Industrial Training Institutes (ITIs).

Sh.Manohar Lal mentioned that under ‘Mission 60,000’, the Government intends to provide skill training and employment opportunities to at least 60,000 youth in the coming year. The Contractors Saksham Yuva scheme has been launched in February 2024. This scheme has been started with the objective of identifying and training 10,000 youth as contractors for development works of up to Rs. 25 lakhs in Panchayati Raj Institutions, Urban Local Bodies and the Government sector. The 3-month skill training will be provided by Shri Vishwakarma Skill University and hand-holding in GST registration and registration on Haryana Engineering Works portal etc. will be provided so that these youth will be able to immediately on completion of training obtain work and also provide employment to others.

He mentioned that the Van Mitra scheme was launched in February 2024.The objective of this scheme is to encourage community participation in tree plantation activities on non-forest lands through 7500 workers from economically weaker sections. Every worker will work for four years as guardians of 1000 plants each so that these plants grow into trees. In lieu of this, they will be paid a prescribed honorarium per plant. This scheme will not only provide employment to youth but also assist in environmental sustainability.

Sh. Manohar Lal mentioned that Haryana Kaushal Rozgar Nigam (HKRN) has successfully deployed approximately 1.11 lakh active personnel, with 18,067 fresh deployments contributing to the workforce. He said that manpower deployed through HKRN enjoy social security and healthcare benefits fostering a supportive work environment.

He mentioned that HKRN is actively exploring opportunities for overseas placement in the international job market and providing opportunities in the private sector. Training program for the participants registered for availing overseas placement opportunities in the construction sector in Israel has been conducted in January, 2024.

Sh. Manohar Lal mentioned that new Government Industrial Training Institutes in Pratap Nagar in Yamuna Nagar district and Kanauli in Panchkula district have commenced admissions last year. The construction work of six new Government ITIs at Mohna, Sector 18, Sikrona and Tigaon in Faridabad district and, Sehlang & Satnali in Mahendragarh district has been completed. During 2024-25, the construction work of six new ITIs at Jeevan Nagar in Sirsa district, Sisai in Hisar district, Pegain Jind district, Shahbad & Basantpur in Kurukshetra district and Indri in Karnal district is likely to be completed.

He stated that Shri Vishwakarma Skill University has launched the “Super 30” Entrepreneurship Development Program in collaboration with Small Industries Development Bank of India (SIDBI). The program aims to select 30 participants with innovative business ideas and skills through a rigorous selection process for a six-month course.

Shri Manohar Lal announced last year that the government will establish a Venture Capital Fund with a corpus of Rs. 200 crore in association with banks and financial institutions to provide financial support through loans and equity to start-up entrepreneurs who are women or come from families with an annual income of upto Rs. 1.80 lakhs or belong to the Scheduled Castes or Backward Classes. The Venture Capital Fund will assist the youth in becoming entrepreneurs where the project cost is upto Rs. 5 crore. This scheme will become operational in FY 2024-25.

Chandigarh, February 23 - Haryana Chief Minister, Sh Manohar Lal, who also holds the portfolio of Finance Minister, said that State Government proposes to launch a start-up facilitation cell at Gurugram in 2024-25 to facilitate new start-up tax payers in the state, who have started or intend to start their business establishments and to provide support on GST related matters namely registration, return filing and awareness of tax friendly measures.

While presenting the budget of 2024-25 during the ongoing budget session in the Assembly, the Chief Minister said that government also proposes to launch a MSME GST facilitation cell at Panchkula aimed at facilitating the MSME sector.

He said that state government has introduced QR code based Track and Trace system in 14 distilleries and bottling plants on pilot basis. The installation of flow meters in distilleries which will measure the actual quantity of alcohol manufactured is likely to be completed soon. This will enable government to keep a watch on diversion of alcohol and evasion of excise duties. One Time Settlement Scheme for recovery of outstanding dues in pre-GST era was introduced with effect from 1st January 2024 and will close on 30th March, 2024. This scheme is expected to reduce the number of pending cases and bring in additional revenue.

Haryana Mines and Geology Information System portal operational to capture movement of mineral laded vehicles

The Chief Minister said that in continuation of the approach of using digitization to bring reforms in the mining sector in the state, 20 mines were allocated through competitive bidding process through e-Auction portal in 2023-24. I had announced that a new revamped e-Ravana portal would be made operational during 2023-24. I am happy to state that, a new portal namely “Haryana Mines & Geology Information System portal” has been made operational in December 2023 replacing the old e-Ravana system. The weighbridges are mapped to the portal and the system captures movement of mineral laded vehicles in real-time along with the weight of the loaded vehicle automatically. This shall help in curbing illegal mining and transportation of minerals.

Sikh Museum will be constructed in Pipli, Kurukshetra, Chief Minister announces land allotment

Guru Ravidas Memorial will be established on 5 acres of land in Pipli

Chandigarh, February 23 - Haryana Chief Minister, Sh. Manohar Lal, while presenting the 5th budget of the state government, announced the allocation of land in Pipli for the construction of a Sikh Museum in the state, to be facilitated by Haryana Shehri Vikas Pradhikaran. The envisioned Sikh Museum will serve as a repository of the glorious history, struggles and contributions of the Sikh religion to the country and mankind.

The Chief Minister said that 5 acres of land has been identified for the establishment of Guru Ravidas Memorial at Pipli Kurukshetra. The design of the memorial is being prepared by HSVP in consultation with experts and stakeholders. The establishment of the memorial will help in commemorating the life and teachings of Guru Ravidas.

The first group of pilgrims will leave for Ayodhya in the first week of March

Sh Manohar Lal said that 'Haryana Pilgrimage Yatra' will be launched in December, 2023 to facilitate senior citizens to go on pilgrimage at significant destinations such as Ayodhya, Patna Sahib, Ajmer Sharif, Varanasi, Amritsar, Ujjain, Katra, and Nanded. The registration process for the scheme has commenced, with the first group scheduled to embark on a pilgrimage to Ayodhya in the initial week of March. Subsequent groups will undertake journeys to one pilgrimage site per week. Under the scheme, a senior citizen from a family with annual family income up to Rs 1.80 lakh will be eligible for free travel to these pilgrimage sites.

193 media persons are taking benefit of monthly pension of Rs 15,000

He said that the state government has taken many steps for the welfare of media persons. Last year, the pension of media persons was increased from Rs 10,000 to Rs 15,000 per month. Presently 193 media persons are availing the benefit of monthly pension. The government has increased the insurance coverage of media personnel from Rs 5 lakh to Rs 10 lakh, the entire premium of which is paid by the government, he added.

Digital connectivity will improve in rural areas

More than 62,000 fiber optic connections will be provided at Gram Panchayat level - Chief Minister Manohar Lal

Chandigarh, February 23 – Haryana Chief Minister, Sh Manohar Lal said that under a scheme to improve digital connectivity at the Gram Panchayat level, more than 62,000 fiber optic connections will be provided. So far, 7079 optical fiber connections have been provided to Gram Sachivalayas, government schools, health centers and other places at the Gram Panchayat level. Under this scheme, an amount of Rs 130 crore is being spent including a grant of Rs 65 crore from the Central Government.

While presenting the budget for 2024-25 fiscal, the Chief Minister said that the State Government has taken up the revamping of Haryana State Data Centre and augment the State Wide Area Network besides upgradation of bandwidth in order to meet the growing connectivity requirements in government offices up to the block level. The tenders for these works have been issued and it is expected that these works will be carried out at a cost of Rs 300 crore.

He said that the governance revolution that started some years ago is at a stage where tangible benefits in terms of ease of living for citizens have become visible. In the coming year, the initiatives under the PPP umbrella shall be consolidated so as to transition smoothly into the next phase.

Describing good governance as the guiding principle of the present government, he said that at the heart of this endeavour is the technology-based unique programme – the Parivar Pehchan Patra (PPP). The core objective of PPP is paperless, faceless governance providing services at the citizen’s doorstep. Till date, 71.60 lakh families have registered on PPP comprising 2.85 crore individuals. The data verification work is also nearly complete and all important schemes and services provided by the Government has now been linked to PPP.

We will have to channel the energies of every one of us to lead India to a Developed Bharat and Developed Haryana. This is the period in which we reclaim the glories of our past, I am sure that the hardworking people of Haryana will lead the growth and development of the nation, he added.

Chandigarh, February 23- Haryana Chief Minister, Sh. Manohar Lal while presenting the 5th budget of the state government stated that the state government has taken various measures to enhance the social security net.

The Chief Minister said that the ‘Old Age Samman Allowance’ and related pensions are now Rs. 3000 per month increasing from Rs.1000 in December 2014. The provision for social security pensions has increased from Rs.1753 crore in 2013-14 constituting 3.2 percent of the total budget expenditure and is projected to be Rs. 10,971 crore in FY 2024-25, constituting 5.78 percent of the total budget expenditure. The total number of beneficiaries is now over 31.51 lakh increasing from 22.64 lakh in December 2014.

He said that they have taken Government to the doorstep of the beneficiary with the implementation of the ‘Old Age Samman Allowance’, ‘Divyang Pension’, and Widower Pension for those above the age of 40 years and have been widowed and Unmarried Pension for those above the age of 45 years and remain unmarried through the ‘Parivar Pehchan Patra’ in a pro-active mode. Over 2.14 lakh ‘Old Age Samman’ beneficiaries have been identified through the pro-active mode in the last 18 months and over 5940 Divyang Pension beneficiaries identified proactively in the last one year. The Chief Minister said that the State Government to extend the pro-active pension provision to other schemes such as Widow and Destitute Women Pension, Widower Pension for men above the age of 40 years, Unmarried Pension for persons above the age of 45 years, Financial Assistance to Destitute Children (FADC) and Financial Assistance to Non-School Going Disabled Children (FANSG) in the next 3 months, said the Chief Minister.

He said that in the past, Senior citizens who were in receipt of Employee Provident Fund benefits were excluded from receiving the benefit of ‘Old Age Samman Allowance’. There have been instances where the EPF pension is less than Rs. 3000 per month.

The Chief Minister said that the state government to amend the ‘Old Age Samman Allowance Scheme’ to provide benefits to such pensioners so that the sum total of the allowance by the Government and the EPF pension is equal to the Old Age Samman Allowance of Rs. 3000 per month or as amended from time to time.

The Chief Minister said that in his budget speech last year, He had announced that schools for children with disabilities shall henceforth be run directly by the Government to ensure proper education and care for such children. He said that the process for take-over of 7 schools has commenced. Apart from this, a life-long care home for intellectually Divyang persons is under construction in Ambala.

He said that the DAYALU Scheme was introduced last year to provide financial support to a poor family on the death of a family member in the age group of 6 years to 60 years. The Scheme is being implemented based on data in ‘Parivar Pehchan Patra’. After the launch of the scheme, till date, 8087 beneficiary families have been provided financial support of Rs. 310 crore in FY 2023-24.

The Chief Minister said that a scheme was introduced wherein all poorest of the poor families whose verified income in Parivar Pehchan Patra was up to Rs.1 lakh per annum and who are or were domestic consumers of DISCOMs, with average monthly consumption of electricity of the last 12 months up to 150 units per month and who have defaulted for two or more billing cycles would be eligible for waiver of default under the Scheme. Till January 2024, 15,476 consumers received benefits under the Scheme with a total sum of Rs.74 crore waived off.

He said that the Government had launched the ‘Mukhyamantri Antyodya Parivar Utthan Yojana’ with the objective of raising the family income of the poorest families to at least Rs. 1,80,000 per annum. Five rounds of Melas have been organised and a total of 89,387 applications have been approved in principle out of which 50,036 loan applications have been sanctioned and 38,568 loans have been disbursed.

1000 Har-Hith stores to open in 2024-25, Chief Minister

He said that a unique initiative to promote employment has been implemented in the form of retail outlets named Har-Hith through the Haryana Agro Industries Corporation. At present, 1,050 retail outlets have been opened, of which 686 stores are being operated with MUDRA loans facilitated by the Government, of which 396 stores are being operated by youth from below-poverty-line families. The total revenue through the Har-Hith stores is approximately Rs.435 crore across Haryana and provides a steady source of income to the youth operating these stores. The Chief Minister said that the state government to open an additional 1000 Har-Hith stores in 2024-25.

He said that the ‘Haryana Antyodya Parivar Parivahan Yojana’ (HAPPY) to benefit poor families to avail free travel, up to 1000 kilometres every year in Haryana Roadways Buses. Under this Yojana, the benefit of free travel will be available to 22.89 lakh families with around 84 lakh persons having annual income upto Rs. 1 lakh. The beneficiaries would be issued a smart card linked to the e-ticketing system to enable free travel in the Haryana Roadways Buses. A sum of around Rs.600 crore is likely to be expended on the implementation of this scheme.

He said that the benefits of ‘CHIRAYU-Ayushman Bharat Pradhan Mantri Jan Arogya Yojana’ (PM-JAY) was provided to all below-poverty-line families whose annual income is up to Rs.1.80 lakh in Parivar Pehchan Patra in November 2022. At present, over 45 lakh families are beneficiaries of Ayushman Bharat, and 1.11 crore Ayushman Bharat cards have been provided. Financial support of Rs.765 crore has been provided to over 5.21 lakh persons who required healthcare support in 2023-24 till date, as against financial support of Rs.385 crore to 2.67 lakh beneficiaries in 2022-23, said the Chief Minister.

The Chief Minister said that the step taken by the Government reiterates its commitment to stand by all poor families and will meet their healthcare expenditure in times of need.

Additional Financial assistance up to Rs.50,000 for one lakh poor households whose average monthly electricity consumption is up to 200 units, CM

He said that the Prime Minister after the consecration of the holy temple in Ayodhya launched the Pradhan Mantri Suryodaya Yojana on 22nd January 2024 itself, under which rooftop solar panels are proposed for installation on the roofs of the houses of the middle class and poor people. This will enable them to be both producers and users of electricity to yield enough electricity and reduce electricity bills. A subsidy of Rs.60,000 will be provided for a 2 kW panel by the Central Government. The Chief Minister said that a scheme of additional financial assistance of up to Rs.50,000 for one lakh poor households whose average monthly electricity consumption is up to 200 units and whose annual income in Parivar Pehchan Patra is up to Rs.1.80 lakhs. This will enable poor families to avail the benefits of the PM-Suryodaya Scheme, utilize the electricity for their household needs, and also become producers of electricity supplying electricity to the Electricity Distribution Companies. The details of the scheme will be notified later.

Haryana Government allocates Rs. 654.36 crore for Environment and Forests Sector

Miyawaki plantation method to be adopted in urban areas

Chandigarh, February 23 - Haryana Government has allocated Rs. 654.36 crore for the Environment and Forests Sector in the budget for the year 2024-25. Which is an increase of 38.67 percent over the revised estimates Rs. 471.87 crore in the current year.

Chief Minister, Shri Manohar Lal presented the budget for 2024-25 as the finance minister in the Haryana Vidhan Sabha today.

He said the Miyawaki method or dense plantation is gaining worldwide recognition for its effectiveness in delivering health benefits, restoring ecology, and offering food and shelter to birds and other organisms. It is especially beneficial in urban areas, where pollution levels are high.

Sh. Manohar Lal said that Miyawaki plantation method will be adopted in urban areas with emphasis on indigenous, multipurpose plant species. Initially, each district will allocate a minimum of 2.5 acres of land for dense plantation.

Chandigarh, February 23 - Haryana Chief Minister, Shri Manohar Lal has allocated a budget of Rs. 9,579.16 crore for the health, medical education, and Ayush sectors for the financial year 2024-25, marking a 23.89 percent increase compared to the revised estimates of Rs. 7,731.88 crore for the current year.

Chief Minister, Shri Manohar Lal presented the budget for 2024-25 as the finance minister in the Haryana Vidhan Sabha today.

He mentioned that under the 'Nirogi Haryana' scheme, health check-ups of 46.30 lakh beneficiaries from Antyodya families have been screened and 2.56 crore lab tests have been carried out till February 20, 2024.

The Chief Minister informed that the Cashless Health Facility for Government employees was launched for the employees of two departments on a trial basis in 2023. It has now been extended to all regular Government employees from January 1, 2024. The main objective of the scheme is to reduce out of pocket healthcare expenditure of the employees. As of now 556 empanelled hospitals have been onboarded, and 1340 treatment packages have been integrated on the scheme portal which satisfies a long pending demand of Government employees and will provide significant relief in meeting healthcare costs of their family.

He elaborated that the benefits of the Chirayu-Ayushman Bharat scheme were initially extended to families with annual incomes ranging from Rs. 1.80 lakh to Rs. 3 lakh as per their income in Parivar Pehchan Patra. For this, they had to pay a nominal annual contribution of Rs. 1500. Now, the scope of the scheme will be expanded to families with annual incomes exceeding Rs. 3 lakh. Those in the income bracket of Rs. 3-6 lakh will pay an annual contribution of Rs. 4000, and those earning over Rs. 6 lakh annually will contribute Rs. 5000 per year, to avail the benefits of the Chirayu-Ayushman Bharat scheme. This will help Haryana achieve its goal of providing universal health insurance to its citizens.

The Chief Minister also mentioned a Centre of Excellence has been established within the Post Graduate Institute of Dental Science, Rohtak. The establishment of Centre of Excellence in Preventive Health at Shahid Hasan Khan Mewati Government Medical College, Nalhar is under process. Pandit B.D. Sharma Post Graduate Institute of Medical Sciences, Rohtak has started Renal Transplantation Program and shall soon also start Liver Transplantation Program, for which approvals have been given. This would benefit patients from Haryana waiting for organ transplants, he added.

He highlighted that in the financial year 2024-25, 500 Health and Wellness Centres co-located with Yogshalas, to shift the focus of healthcare from treatment to prevention of diseases. The National Ayurvedic Institute, being established on the land provided by the Shri Mata Mansa Devi Shrine Board in Panchkula, has recently started outpatient care (OPD). The construction of this institute is expected to be completed in the fiscal year 2024-25.

He also informed about the approval granted by the Employees State Insurance Corporation for the establishment of new hospitals with 100 beds each in Hisar, Rohtak, Ambala, and Sonipat, and a 30-bed hospital in Karnal. New ESIC dispensaries are expected to be taken up in Pataudi, Saha, Gharaunda and Kaithal in 2024-25.

Haryana Government allocates Rs. 21,187.46 crore to the Education sector for financial year 2024-25 – CM Haryana

Chandigarh, February 23 - Haryana Chief Minister, Shri Manohar Lal has allocated a budget of Rs. 21,187.46 crore to the Education sector which is an increase of 15.49 percent over the revised estimates of Rs. 18,344.29 crore of the current year.

Chief Minister, Shri Manohar Lal presented the budget for 2024-25 as the finance minister in the Haryana Vidhan Sabha today.

He mentioned that the National Education Policy (NEP) 2020 provides the fundamental vision for development of India as a global knowledge society. One of the key elements of the NEP is the improvement of learning competencies in the initial years of schooling, he added.

He said that the aim of Nipun Haryana Mission is to make all the students grade-level competent by grade 3 by using innovative teaching-learning material. The Mission has been implemented at grade 3 level. It is proposed to expand it to include grades 4 and 5 from academic session 2024-25, CM stated.

Haryana is emerging as a centre for aviation training with flight simulator training centres coming up in Gurugram

Chief Minister, Sh. Manohar Lal said state government propose to establish an Aviation College in Hisar to introduce higher education with all elements of aviation as the theme. The College will be affiliated to the Guru Jambeshwar University and located near the Maharaja Agrasen Hisar Airport.

He said e-libraries will be established in all Government Model Sanskriti Senior Secondary Schools in a phased manner. In the first phase, an amount of Rs. 25 lakh each will be allocated to one such school in every block. The e-libraries will enable the student to obtain access to the wealth of knowledge and improve learning outcomes.

The Government has commenced the implementation of the Free Student Transport Security Scheme from January 16, 2024

He said that the Scheme is available to all the students from class 1 to 12 where distance of the school from their home is more than one kilometre. The Scheme is initially being implemented in one Block in each district and then expanded to all Blocks thereafter, he added.

He said that in order to make college students employable, over 50 employment-oriented courses have been started in Government colleges. Higher Education Institutions have signed over 300 MoUs with various industries for improving the employability of students, he added. He said that the Government proposes to install solar power supply systems in all institutes including colleges, polytechnics and ITIs.

Chandigarh, February 23 - Haryana Chief Minister, Sh. Manohar Lal stated that Haryana has always been considered an industrial powerhouse, equipped with developed infrastructure, better connectivity, skilled manpower, and quality education facilities. With the aim of promoting industries, a proposal to allocate Rs. 922.98 crore for the industrial sector in the budget for the financial year 2024-2025 has been made, marking a 16.27 percent increase compared to the revised estimates of Rs. 793.80 crore in the current year.

He mentioned that the bio-tech sector is one of the fastest growing areas in India. The bio-tech eco-system consists of research and development centres, availability of skilled manpower, incentives for industries and clustered common infrastructure. Haryana has the potential of emerging as a bio-tech powerhouse in India. After extensive discussions with industrialists in the Bio-Tech sector, the state government propose to notify a Bio-Tech Incentive Policy in the next 6 months, which could be a significant tool to attract investment and innovation in the biotechnology sector.

The Chief Minister stated that India supports the global EV30@30 campaign, which targets to have at least 30 percent new vehicle sales to be electric by 2030. Keeping this in mind the Government had launched the Haryana Electric Vehicle Policy-2022. So far, 12 schemes have been notified under this policy.

He mentioned that drone technology is emerging as a modern industry. It will be used in several sectors. The government believes that Haryana should play a leading role in drone manufacturing and drone-based imaging services. To give an impetus to drone manufacturing, the state government propose to set up a Start-Up Fund of Rs. 10 crore to promote drone manufacturing in Haryana, CM added.

Chandigarh, February 23 - Haryana Chief Minister, Sh. Manohar Lal said it is a fact that while executing infrastructural projects, quality is an important element. Therefore, the Government has established the Quality Assurance Authority for the establishment and notification of norms and standards for quality in engineering works and accreditation of quality testing laboratories and centres. The Authority shall also take on the functions of auditing of quality, empanelling of auditors and defining standard operating procedures to ensure rigorous quality checks besides imparting training on quality assurance measures.

The Chief Minister said during the budget speech for the year 2022-23, he stated that 50 percent of the budget allocation for the Public Works Department would be used for road maintenance. The government has successfully utilized 64 percent of the budget allocation for road maintenance and repairs. During the year 2023-24, 216 kms of new roads were constructed, and 3057 kms of roads were improved. A proposal to improve 9000 kms of roads is planned for the year 2024-25, along with widening and strengthening 300 kms of roads.

He informed that the progress of 52 ROBs, RUBs, and bridges is underway, with the construction expected to be completed soon. Construction of 28 ROBs, RUBs, and bridges to be undertaken during the year 2024-25.

The Chief Minister said the work of preparation of detailed project report of 61 Km Karnal-Yamuna Nagar railway line and 30 Km Farrukh Nagar-Jhajjar railway line is being done by Northern Railway on the basis of feasibility study conducted by Haryana Rail Infrastructure Development Corporation Limited.

He stated that instead of constructing several flyovers to ease traffic congestion in urban areas, elevated railway tracks will be built. A project has already commenced in Rohtak city, and the Kurukshetra elevated track is likely to be commissioned in 2024-25. Feasibility studies are also being conducted for elevated tracks in Kaithal and Bahadurgarh.

He mentioned that the foundation stone for the Haryana Orbital Rail Corridor was laid by Union Home Minister Shri Amit Shah in October 2022. The Patli-Manesar line of the Haryana Orbital Rail Corridor is expected to commence in the year 2024-25. An allocation of Rs. 5,504.75 crore has been proposed in the budget for the year 2024-25 for roads, highways, and railway sectors.

A sum of Rs 100 crore allocated for the maintenance of historical monuments in Haryana - Chief Minister

Chandigarh, February 23- Haryana Chief Minister Sh. Manohar Lal said that there are many historical monuments in Haryana that are part of our history and heritage. There is a need to conserve and preserve these protected monuments for future generations. In order to ensure proper conservation and preservation of the protected sites and monuments, the state government to set aside a sum of Rs.100 crore in FY 2024-25.

The Chief Minister Sh. Manohar Lal while presenting the budget for the year 2024-25 in the Haryana Vidhan Sabha today, allocated Rs.242.43 crore to the tourism and heritage sector in the Budget for FY 2024-25 which is an increase of 46.59 percent over the revised estimates of Rs.165.37 crore in the current year.

He said that the Jyotisar Anubhav Kendra was inaugurated by the Hon’ble Prime Minister on 16th February 2024. This Kendra spread over 17 acres and costing Rs.240 crore will be one of the largest net-zero emission museum in the world. Similarly, a museum and interpretation centre will be established in Agroha to showcase the archaeological discoveries of Agroha and ancient civilisations as well as the heritage of India.

He said that the State Government shall establish the Aravalli Safari Park over 10,000 acres of land in Gurugram and Nuh districts in partnership with the Government of India. the contract for project design has been awarded and DPR is under preparation for submission to the Central Zoo Authority. The work at site is expected to start during the later part of FY 2024-25.

He said that India is a diverse country. Its culture binds us together. The government to organise a Rajya Diwas under the ‘Ek Bharat Shresht Bharat’ umbrella around the formation date of that State to showcase the art, crafts, food, and culture of every State of India in any one district of Haryana to ensure that people in Haryana develop a greater appreciation of the diversity of India.

Chandigarh, February 23- The Haryana Chief Minister, Sh. Manohar Lal said that it is a matter of great pride that sportspersons from our state have played a key role in country’s upsurge in the international sports arena in recent times. He said that the state government to allocate Rs.578.18 crore to the sports sector for FY 2024-25 which is an increase of 33.84 percent over the revised estimate Rs.432.01 crore of the current year.

The Chief Minister Sh. Manohar Lal while presenting the budget for the year 2024-25 in the Haryana Vidhan Sabha today, said that during 2023-24, cash awards of Rs.92 crores were distributed among 692 players based on their achievements in various sports events.

He stated that Khelo India Para Games-2023 were organised in December at New Delhi for 07 games.183 players from Haryana participated in the games and got 105 medals, with Haryana at 1st position.

The Chief Minister said that the state government to set up 400 Sports Nurseries in FY 2024-25, in addition to the 1100 Sports Nurseries allotted last year. Two High Performance Centres in Boxing and Wrestling will be established in Panipat and Sonipat respectively in 2024-25. These High Performance Centres will be named after prominent sportspersons in the discipline who have brought laurels to the State in the past. He said that speed climbing is one of the new sports events to be included in the Paris Olympic Games 2024.

The Chief Minister said that the state government to construct speed climbing facilities at 6 places, namely Karnal, Bhiwani, Hisar, Faridabad, Narnaul, and Panchkula.

Rs 7,276.77 crore allocated for overall development of rural areas, showing an increase of 17.11 percent over the revised estimates

Chandigarh, February 23- Haryana Chief Minister, Sh Manohar Lal while presenting the state budget for the year 2024-25 today, said that the Government is dedicated to the principle of autonomy with accountability in the functioning of the third tier of Government including Panchayati Raj Institutions (PRIs) and Urban Local Bodies.

He said that funds are being directly devolved to PRIs based on a defined formula i.e. 7 percent of the State’s Own Tax Revenues (SOTR), and on per-capita basis on the recommendations of the 6th State Finance Commission and on similar lines as the Centre-State devolution principle.

An allocation of Rs. 7276.77 crore has been made for the rural sector in the Budget for FY 2024-25 which is an increase of 17.11 percent over the revised estimates of Rs. 6213.27 crore for the current year, said the Chief Minister.

A provision of Rs. 2968 crore has been made for FY 2024-25, CM

The Finance Minister said that the assignment of works to be undertaken by Panchayati Raj Institutions have been made clear and specific and the PRIs can themselves decide the nature and priority of works assigned to them. There is a provision of Rs. 2446 crore as State Finance Commission grants in the current FY and a provision of Rs. 2968 crore has been made for FY 2024-25.

He said that a dedicated engineering wing has been established in each Zila Parishad by creating 699 posts to enable them to assume additional responsibilities for maintaining rural infrastructure. Zila Parishads have been entrusted with the responsibility for the construction of street lights in 710 Gram Panchayats and all Mahagrams. Zila Parishads have also been entrusted with the responsibility of maintenance of rural roads constructed by Haryana State Agricultural Marketing Board (HSAMB) besides the maintenance of Primary Health Centres and Sub-Centres, said the Chief Minister.

He said that there is a demand for providing funds for repair of Scheduled Caste and Backward Class chaupals in rural areas. In order to ensure that these chaupals are properly maintained and used, a sum of Rs. 100 crore has been provided from the Haryana Rural Development Fund (HRDF) for repair of SC and BC chaupals in the state. The demand for repair of these chauplas can be raised by the Gram Panchayat on the Gram Darshan portal or in Jan Samwad.

The Chief Minister said that last year in recognition of the important role played by elected representatives of Panchayati Raj Institutions in rural governance, the Government took a significant step increasing their honorarium and putting in place a direct payment system of the honorarium into the bank accounts of the elected representatives.

He said that solid waste management has become a significant challenge in rural areas. The Government has initiated the procurement of Hopper Tipper Dumpers for all Mahagrams and Gram Panchayats having population of 10,000 and above and providing a driver-cum-waste collector to the concerned Gram Panchayats. 7326 additional posts of Gramin Safai Karmis have been sanctioned increasing the number of sanctioned posts of Gramin Safai Karmis from 11,254 to 18,580. Waste management sheds are being constructed in all Mahagarams and Gram Panchayats having population of 10,000 and above for proper management of solid waste after collection.

The Chief Minister said that he is hopeful that organised and institutionalised system of solid waste management in rural areas will lead to cleaner villages. He said that for 2024-2025, the state government has planned to extend the institutionalised sys

Chandigarh, February 23 - Haryana Chief Minister, Sh. Manohar Lal said that for the financial year 2024-25, the priority of the current state government will be GYAN – to ensure adequate facilities for the underprivileged (Garib) and the farmers (Anndata), while also enhancing development opportunities for the youth (Yuva) and empowering women (Narishakti).

Sh Manohar Lal was addressing media persons after presenting his 5th budget as Finance Minister in the Vidhan Sabha here today.

While explaining the essence of the budget in one sentence, the Chief Minister mentioned Rahim's couplet and said, "Ekai sadhe sab sadhe, sab sadhe sab jaye, Rahiman Moolahin Seenchibo, Phoolai Phalai Aghaay” means Rahim says that one should concentrate on completing one task first. By starting many tasks at once, none of them gets done properly and all of them remain incomplete.

Referring Antyodaya as the spirit of the state government, Chief Minister Sh. Manohar Lal said that this year, they have unveiled budget estimates amounting to Rs 1,89,876.61 crore, marking an increase of 11.37 percent compared to last fiscal of Rs 1,70,490.84 crore. He further underscored that the current budget imposes no additional financial burden on the public, as no new taxes have been introduced.

Rs 1739 Crore farmer’s interest and penalty waived off

Regarding a pivotal announcement made in the budget for the benefit of ‘Annadata’, the Chief Minister said that loans are being given to farmers through Primary Agriculture Credit Society (PACS). It is announced in the budge to waive off interest and penalty on the crop loan, in case Crop loan was availed till 30th September 2023 and the principal amount is paid by 31st May 2024, provided the farmer is registered on MFMB. Thereafter, the farmer will be eligible for crop loan from PACS during Kharif season 2024. With this decision, farmers will be eligible to get crop loans from PACS for Kharif season 2024. The number of crop loanee farmers from PACS is around 5,43,900 and the principal amount is Rs 2140 crore and the interest and penalty is Rs 1739 crore.

The Chief Minister said that PACS (Primary Agricultural Cooperative Societies) will now expand their scope beyond agricultural inputs to encompass a diverse array of activities, such as food processing, packaging, marketing, storage, transportation, insurance, and other rural-based services. He said that 500 new CM-PACS will be opened in 2024-25. In addition, 1000 new Har-Hit stores will also be established.

The Chief Minister said that as a tribute to Guru Ravidas on the eve of Guru Ravidas Jayanti, a significant decision has been made to establish a memorial in his honor at Pipli, Kurukshetra. For this purpose, 5 acres of land have been allocated in the budget presented on this auspicious occasion.
