Vice President to inaugurate the International Gita Mahotsav 2023

Chandigarh, November 20 - Vice President of India, Sh. Jagdeep Dhankhar will inaugurate the International Gita Mahotsav 2023 in Kurukshetra on December 17.

The event includes the sacred worship of the holy book Gita and the ‘aachman’ of the holy water from Brahma Sarovar, Purushottam Pura Bagh on December 17, 2023. In addition, a Gita seminar will also be inaugurated at Kurukshetra University on the same day.

Sharing information in this regard, an official spokesperson from Kurukshetra Development Board said that preparations for the International Gita Festival 2023 are underway. This year, the festival is scheduled to take place at Brahma Sarovar from December 7 to December 24, 2023.

Notably this year, the Gita Jayanti would be observed on December 23. On this day, celebrations will include lighting lamps, cultural programmes, and a global recitation of the Gita involving 18,000 students. As per the directives of the Chief Minister, Sh. Manohar Lal the festival's main events will span over 8 days, scheduled from December 17 to December 24 this year. Furthermore, the state of Assam will participate as a partner state in the festival for the first time.

Chandigarh, November 20- Under the leadership of Haryana Chief Minister Sh. Manohar Lal, the celebration of the anniversaries of saintly figures and brave warriors at the government level is being done with great enthusiasm and joyfulness. Continuing the same, state-level celebrations were held today on the occasion of the birth anniversary of the Veerangana Jhalkari Bai.

While addressing the gathering on this occasion, the Chief Minister announced that the Government Girls Senior Secondary School located at Agra Chowk in Palwal would be named after Jhalkari Bai. Besides this, he informed that a Bhawan of the Koli community will be constructed in Ward No. 4 of Mohan Nagar, Palwal. In this building, a grand statue of Jhalkari Bai will also be installed, through which future generations can be made aware of her stories. An amount of approx. Rs 3 crore will be spent on this, he said.

Sh. Manohar Lal said that today is a day of great pride as the birth anniversary of the Veerangana Jhalkari Bai is being celebrated because most people are not aware of her legacy.

He said that in the 1857 struggle for independence, we all have heard the name of Rani Lakshmi Bai of Jhansi, but the name of the Veerangana Jhalkari Bai has not received as much recognition in history. Jhalkari Bai disguised herself as Rani Lakshmi Bai of Jhansi, and she was the commander of the women's army who sacrificed her life to save the life of Rani of Jhansi and for the independence of the country. Veerangana Jhalkari Bai was born on November 22, 1830.

He said that Maithili Sharan Gupta beautifully described the courage and valour of Jhalkari Bai in his poem. In today's era, our daughters are shining bright in every field, said the Chief Minister.

Prime Minister Narendra Modi made a unique initiative to celebrate the anniversaries of known and unknown martyrs

Sh. Manohar Lal said that in India, there have been many unsung heroes, whose names have been forgotten throughout history. But under the leadership of Prime Minister, Sh. Narendra Modi, the central government has taken the initiative to make the public aware about the supreme sacrifices and valour of these unsung heroes alive. In this series, the Prime Minister had also issued a postage stamp in the name of Veerangana Jhalkari Bai. Inspired by her, we have also launched the Sant Mahapurush Samman and Vichar Prachar Prasar Yojana in Haryana, which aims to celebrate the anniversaries and centenaries of saints and great personalities at the government level, said Sh. Manohar Lal.

He said that today both the central and state governments are naming big institutions and places after martyrs and saints. In the past, governments used to name everything after one family. But our thinking is that those who have worked to show the direction to the people of the country, we will honour their names, said Sh. Manohar Lal.

Eliminating three 3Cs, making Haryana a 7-star state

The Chief Minister said that the present state government has made progress in the direction of eliminating the 3Cs, i.e., corruption, crime, and caste-based politics, and making Haryana a 7-star state. We have worked for the upliftment of Antyodaya by focusing on 7 Ss - education, health, security, self-reliance, self-respect, good governance, and service, said Sh. Manohar Lal.

He said that in the past 9 years, the government has continuously worked towards its goal of uplifting the poor. Under the Ayushman Bharat Yojana and Chirayu Haryana Yojana, the central and state governments have provided free medical facilities up to Rs. 5 lakh to the people of the state. In addition, the state government has increased the income limit of BPL families from Rs. 1.20 lakh to Rs. 1.80 lakh and included 39 lakh families in the list of ration cards.

He said that under the Pradhan Mantri Awas Yojana, houses have been provided to the poor. Now, taking one step further, the Haryana government has started the Mukhyamantri Awas Yojana, in which more houses will be given to the poor. He said that under the DAYALU scheme, families are being provided financial assistance ranging from Rs. 1 lakh to Rs. 5 lakh in case of the death of a member of families with an income of up to Rs. 1.80 lakh.

Chandigarh, Nov 20 - Affirming the dedication to both skill development and education, Haryana Chief Minister Sh Manohar Lal today inaugurated the newly constructed campus of Shri Vishwakarma Skill University in Dudhaula village of Palwal district. He generously allocated Rs 357 crore to the university and expressed his commitment to continually provide unwavering support to benefit the students.

During the inauguration ceremony, Chief Minister Sh Manohar Lal emphasized the significant impact of India's youth globally through skill development, with Haryana playing a pivotal and unmatched role in this field. Highlighting the achievement, he mentioned that the country's first skill university has been established in Palwal district, bringing pride to the region. He further noted the university's success in securing better placements and the local youth achieving self-reliance through skill development, paving the way for self-employment opportunities.

Skills integral across all dimensions of education- Chief Minister

Chief Minister said that providing employment opportunities to the youth is the biggest challenge for the country. Earlier education was a medium, we spread education widely, linked education with skills and paved the way for employment opportunities for the youth. He said that studies are an aspect of enhancing knowledge but real and practical knowledge comes only from skill based education. He said that today skill development is becoming a big factor in all aspects of education.

In homage to Lord Shri Vishwakarma, the Chief Minister expressed that the university, named after the god of arts and skills, is dedicated to embodying his distinctive working style. He emphasized that any artistic or skillful endeavor initiated on this land is exemplary, owing to the education and guidance inspired by Lord Vishwakarma. The Chief Minister said that a grant of Rs 1000 crore has been approved by the government for the university's development, aimed at aligning the state's youth with the skill development. Of this allocation, Rs 357 crore has already been utilized for infrastructure, and an additional amount of Rs 150 crore will soon be disbursed by the government upon the university management's request.

Haryana government established departments to propel skill development: Chief Minister

The Chief Minister said that Haryana Government is playing an important role in the direction of skill development. The government has established the Haryana Skill Development Corporation and the Foreign Cooperation Department, dedicated to linking the youth with employment opportunities. Through these entities, avenues for employment have been created for the youth through the signing of MoUs with various industrial units.

Haryana's Skill University becomes a role model: Chief Minister

Chief Minister Sh Manohar Lal stated that Shri Vishwakarma Skill University stands as a beacon for other states to emulate. He expressed happiness over inaugurting 10 blocks from the Takshashila Administrative Building in the University. These include 6 academic blocks with 69 classrooms, predominantly equipped with smart technology, a computer lab, an administrative building, and a Center of Excellence. The inauguration also encompassed specialized labs such as CNC Lab, Solar Lab, Advanced Electric Lab, Electronics Lab, and Welding Lab. He said that 500 bed hostels for the students are also ready in the campus.

The Chief Minister said that more than three dozen courses are running in this skill university which are important in the skill development of the youth. Students can take admission as per their wish and get training as per their skills. Commending the university team's working style, he lauded the establishment of the country's first innovative skill school within the university campus. This skill school focuses on subjects such as AI, IT, Automation, Data Science, Health Care, and Yoga.

Government prioritizing youth empowerment – Krishan Pal

During the inauguration ceremony, Union Minister of State for Industries Sh Krishan Pal expressed that under the leadership of Prime Minister Sh Narendra Modi and the guidance of Chief Minister Sh Manohar Lal, substantial efforts are being made to harness the potential of youth through skill development. He said that the dream of a Lakshit Bharat is being realized through the emphasis on skills. Chandigarh, November 20: The Haryana Government has directed Administrative Secretaries and Heads of Departments to promptly update demographic data on the HRMS Portal for Group-D employees under the Common Cadre.

A letter issued to them by the Chief Secretary, Mr. Sanjeev Kaushal here today states that they must complete the corrections, which include details such as age, gender, and date of birth, within one week. They are urged to adhere to these instructions diligently to avoid any ambiguity while implementing the online transfer of Group-D employees of Common cadre.

Government increased the budget of Gau Sewa Aayog by 10 times, making it 400 crores

The Chief Minister stated that the protection of cows is among the topmost priority of the country and state government. He highlighted the effective work done by the government and the Gau Seva Aayog in making Gaushalas self-reliant. The government has increased the budget of Gau Sewa Aayog by 10 times, making it 400 crores. The government encourages Panchayats to propose the construction of Gaushalas for stray cattle, seeking collaboration with the Gau Seva Aayog and the Animal Husbandry Department so that the common man can contribute to Gau Seva, said Sh. He said that a strong law has been enacted for the protection of cow wealth, which is receiving appreciation in the country. The Chief Minister stressed that social institutions doing cow service always operate with mutual cooperation, and every citizen should come forward to help them financially. He emphasized that contributing to Gau Seva brings prosperity and happiness to the home.

Haryana Government Displays Unwavering Commitment to Martyrs' Families: Approves Compassionate Appointment for Shaheed Satyawan’s Sister Manju Rani

Chandigarh, November 20 - In a resounding testament to his steadfast commitment to the welfare of martyrs' families in Haryana, Chief Minister Sh. Manohar Lal, has approved immediate compassionate appointment of Smt. Manju Rani, sister of the Shaheed Satyawan, Sepoy, 10 Para Regt., against a Group C post in the Department of Elementary Education by giving relaxation in the policy as well as her posting in the Home District, Charkhi Dadri. He has further directed that Manju Rani will be offered the post of TGT teacher as soon as she qualifies the HTET examination.

An official spokesperson stated that Shaheed Satyawan, son of Smt. Santosh, had sacrificed his life for the nation during 'Operation Rakshak'. He said that taking a further step the Chief Minister has directed the Chief Secretary office to offer compassionate appointments to ‘sisters’ of all martyrs whose cases may be pending by giving similar relaxation in the policy.

He informed that the policy dated May 30, 2014, and September 28, 2018 did not permit employment to ‘sister’ of a martyr. Therefore, earlier in 2019 when Chief Minister, Sh. Manohar Lal has approved appointment of Martyr Shri Kapil Kundu’s sister Smt. Kajal Kundu as an Assistant Employment officer within relaxation of the policy. CM had further directed that the policy, be amended to provide compassionate appointment to eligible sisters of martyrs. It may be recalled that Shaheed Kapil Kundu has laid down his life in the unprovoked and indiscriminate firing by Pakistan in Rajouri. The amended policy, effective from the eve of Independence on August 14, 2023, has already expanded the definition to include the term 'sister' within the ambit of the dependent family members of the martyrs.

This decision reflects the Haryana Government's dedication to upholding the principles of justice, compassion, and gratitude towards those who have made the ultimate sacrifice in service to the nation.

PG (Paying Guest) to be open for urban residents who are unable to rear cows in their homes - Home Minister Anil Vij

Chandigarh, November 20 - Haryana, Home Minister, Sh. Anil Vij on the auspicious occasion of Gopastami, highlighted the necessity to open PG (Paying Guest) facility for urban residents who are unable to rear cows in their homes due to urbanisation. He stressed the importance of encouraging people to keep cows and urged social and other organisations to facilitate arrangements for this, emphasising the relevance of reconnecting with old traditions.

Sh. Vij today participated in the havan organised by the Gaushala Committee at Rambagh Gaushala in Ambala Cantonment.

Shri Vij said that earlier people used to rear cows for Gauseva. Cow is a part of our culture and society. The one who gives birth is called mother and the one who nurtures her is also called mother.

Sh. Vij mentioned that the government is considering establishing more cow shelters, considering their significance. He stated that Haryana is the first state to enact stringent laws against cow smuggling, ensuring strict enforcement and severe penalties for offenders.

Agriculture Minister announced to give Rs 15 lakh to Baba Mungipa Gaushala

Chandigarh, Nov 20 - Haryana Agriculture and Farmers' Welfare and Animal Husbandry Minister, Sh. J. P Dalal said that the government's dedication is continuously increasing the budget allocation for Gaushalas which aims to ensure that there is no hindrance in the care and nurturing of cows. He emphasised the government's focused efforts on cow protection and enhancement.

In order to encourage rural communities, he appealed for the use of organic fertilisers derived from cow dung in the cultivation. He cautioned against the toxic nature of synthetic fertilisers like urea and DAP, which have led to various harmful diseases.

The Minister was addressing the programme organised on Gopashtami on Monday at Baba Mungipa Gaushala in Tosham, Bhiwani district. He also announced to give Rs 15 lakh to Baba Mungipa Gaushala, Rs 11 lakh from discretionary fund and Rs 4 lakh from Gau Sewa Aayog.

Request for voluntary assistance from social workers and donors for Gaushalas

The Minister urged societal volunteers and donors to extend voluntary assistance to Gaushalas. Additionally, he appealed to social organisations and cow devotees to open more shelters to support helpless cows. He highlighted that cows are considered the abode of all deities.

Sh. JP Dalal mentioned that the state and central governments are working towards the upliftment of the underprivileged. He highlighted ongoing initiatives focused on enhancing farmer incomes through various schemes.

Sh. JP Dalal stated the state government's commitment to providing rights to the needy under the leadership of Chief Minister, Sh. Strict Action by Haryana Right to Service Commission: Rs 15,000 Fine Imposed on Sanitary Inspector of Municipality Samalkha

Chandigarh November 20- The Haryana Right to Service Commission, in a decisive move during a hearing, has levied a fine of Rs. 15,000 against Sanitary Inspector of Municipality Samalkha, Vikas. Additionally, a disciplinary action against Mukesh Kumar, the Secretary of Samalkha Municipality, has been recommended to the Additional Chief Secretary, Urban Local Bodies Department.

Giving information in this regard, an official spokesperson said that the appellant, Ashu, had initially submitted an appeal through SARAL to the FGRA Co-Secretary of Municipality, Samalkha, on July 27, 2023, seeking the service of solid waste removal from streets and roads in Samalkha. However, no substantial action was taken until September 13. Subsequently, a second appeal was lodged with SGRA-cum-District Municipal Commissioner, Municipal Committee, Samalkha, on September 13. The hearing, held on September 26, did not conclude, and the appeal was sent to the Commission on October 28.

During the hearing, the appellant said that the sewage system was obstructed due to the nearby dairy waste, leading to an increase in mosquito infestation and posing health risks for residents, especially children and the elderly. Despite repeated pleas to the SDM, DMC, and the Municipal Committee Secretary, no attention was given to address the issue.

Following the investigation, the Commission found clear lapses in the case. Instances of dereliction were found in duty of Sanitary Inspector, Vikas during the period. This negligence prompted the Commission, exercising its powers under Section 17(1)(h) of the Act, to impose a total fine of Rs 15,000, with Rs. 10,000 to be deposited in the treasury by Vikas and an additional Rs 5,000 will be deducted from Vikas's salary.

The Commission also invested that Secretary Mukesh Kumar is also at fault in this matter, emphasizing his failure to take action on the initial appeal raised on July 27 until September 13. In light of this negligence, the Commission, utilizing its authority under Section 17(1)(d), has recommended disciplinary action to the Additional Chief Secretary of the Urban Local Bodies Department. A response detailing the action taken is expected within 30 days of receiving these orders.

Government to refund development fees of Rs 5.19 crore to 1588 property owners

Chandigarh, November 20 - The Haryana Government has decided to refund development fees to property owners who erroneously paid it on properties where it is not applicable. The government made this decision upon becoming aware of the situation. As a result, a total of 1588 property owners will receive a refund.

Giving information here today, a spokesperson from the Urban Local Bodies Department said that the department has identified around 1588 properties where property owners had paid development charges in HSVP, HSIIDC, licensed colonies, CLU acquired properties, Lal-Dora residential properties and agricultural properties. The department has provided details of such properties to the concerned municipalities.

The spokesperson mentioned that affected property owners have been notified via SMS about the reimbursement process, encouraging them to apply for a refund through the NDC portal. An amount totaling Rs 5 crore 19 lakh is earmarked for return to these property holders. Property owners are urged to visit https://ulbhryndc.org, provide their relevant details, and facilitate further processing by the department.

Currently, 51 property holders have submitted their applications on the NDC portal, and these applications will be promptly processed. The spokesperson highlighted that employees involved in this process have received training to expedite the return of development fees to property holders.
