LED BY CM PUNJAB CABINET GIVES NOD TO SUMMON FIFTH SESSION OF 16TH PUNJAB VIDHAN SABHA ON NOVEMBER 28-29

Chandigarh, November 20:The Punjab Cabinet led by the Chief Minister Bhagwant Singh Mann on Monday approved summoning of the fifth Session of 16th Punjab Vidhan Sabha on November 28-29.

A decision to this effect was taken by the Council of Ministers in its meeting held under the chairmanship of the Chief Minister here at his office in Punjab Civil Secretariat- I.

The session will start with obituary references on November 28 and the Business for the two days assembly session will be decided by the Business advisory committee shortly.

APPROVES CREATION AND FILLING OF NINE POSTS IN MAHARAJA BHUPINDER SINGH SPORTS UNIVERSITY, PATIALA

The Cabinet also gave nod for creation and filling up of nine posts of technical cadre through direct recruitment in Maharaja Bhupinder Singh Sports University, Patiala. These posts include one post of Assistant Manager, two posts of Programmer, two posts of Technical Assistant and that of Clerk-cum-data entry Operator. The university was set up with an aim to upscale the standard of sports in the state through focus on education, training and courses in the field of sports adding that these posts will help in streamlining the work of the university and will facilitate the students in getting their routine work done.

GIVES CONSENT TO PUNJAB CANAL AND DRAINAGE BILL, 2023

Chandigarh,20.11.23-The Cabinet also gave approval to Punjab Canal and Drainage Bill, 2023 to regulate and manage canals and drainage in the State of Punjab. The main objective to enact the bill is to ensure hindrance free canal waters to farmers and land owners for irrigation purposes, maintenance, repair and timely cleanliness of canals, drainages and natural water courses. Apart from this, the bill will ensure a fair and transparent mechanism for redressal of grievances of water users and other regulatory restrictions against unnecessary wastage of water.

GREEN SIGNAL TO CLOSE PSSWB AND MERGER OF ITS EMPLOYEES

The Cabinet also gave nod to close the Punjab State Social Welfare Board (PSSWB) and merger of its staff including PSSWB Headquarter employees, Pensioners and five ICDS blocks into the Department of Social Security, Women and Child Development.

GIVES APPROVAL FOR SENDING/ REJECTING THE CASES OF PREMATURE RELEASE OF CONVICTS

The Cabinet also gave its consent for sending the case of one prisoner for seeking the premature release of life convicts confined in the jails of the state and four others for rejecting such cases. After the nod of the Cabinet under Article 163 of the Constitution of India, these special remission/ premature release cases will be submitted to the Punjab Governor under Article 161 of the Indian Constitution for consideration.

APPROVES ANNUAL ADMINISTRATIVE REPORT OF THE TOURISM, CULTURAL AFFAIRS, ARCHIVES AND MUSEUM DEPARTMENT

The Cabinet also gave its approval to the Annual Administrative Report of the Tourism, Cultural Affairs, Archives and Museum department, Punjab for the year 2021-2022.

Chandigarh, November 20-As a global recognition to the stupendous efforts being made by Punjab government led by Chief Minister Bhagwant Singh Mann for strengthening and transforming primary health care in the state, Aam Aadmi Clinics have bagged first award in Global Health Supply Chain Summit held in Nairobi from November 14-16.

Divulging the details, the Chief Minister said that the Department of Health and Family Welfare had received first prize for its submission titled “Strengthening last mile delivery of drugs: A case study from Punjab”. He said that 85 countries had participated in the conference and submissions from four countries including that from the Government of Punjab, India were selected for final presentation. Bhagwant Singh Mann said that the state government showcased the success story of the Aam Admi clinics and how the Government of Punjab has exponentially increased the number of primary healthcare and delivered quality health services.

The Chief Minister said that Punjab’s winning entry was presented with the rigor of science, super positioning of the problem statement, great clarity of solution and impact, innovative solutions, compelling case of how political will galvanized primary healthcare transformation, fostering collaboration with the private sector and clear articulation of reforms pathway. He said that the participating countries have evinced keen interest in visiting Punjab to see the Aam Admi Clinics and understand how 84 essential drugs and 40 plus diagnostics are being made available closer to households and without any cost to the patients. Bhagwant Singh Mann said that the countries were also surprised to note that all the Aam Admi clinics are IT-enabled with end-to-end digitization of registration, doctor consultation, investigations, and prescriptions.

Congratulating the people of the state, the Chief Minister said that this recognition has filled them with more humility and dedication to serve the people of the state. He said that more such concerted efforts will be made in the coming times to ensure that the people of the state are benefitted from such pro-people initiatives in a big way. Bhagwant Singh Mann also congratulated the Health department for this rare feat and expressed hope that they will continue to serve the people of state with missionary zeal.

STUBBLE BURNING CASES IN PUNJAB CONTINUE TO DECLINE FOR THIRD DAY; 1084 FIRs REGISTERED AGAINST VIOLATORS

— 1085 FLYING SQUADS COMPRISING POLICE AND CIVIL OFFICIALS KEEPING VIGIL AT STUBBLE BURNING

CHANDIGARH, November 20:With the Punjab Police continuing to make persistent efforts to prevent stubble burning, Punjab witnessed another low with only 634 cases of farm fires, the lowest since Diwali, reported in the state on Monday, said Special Director General of Police (Spl DGP) Law and Order Arpit Shukla, who is also a state Police Nodal Officer to keep check on stubble burning.

“This is consecutively for the third day that the state has witnessed the significant downfall of at least 28.8 per cent in the cases of stubble burning,” he said, while adding that on Sunday and Saturday, the state had recorded 740 and 637 farm fire cases respectively.

Pertinently, complying with the directions of the Hon’ble Supreme Court to ensure a full stop on stubble burning, DGP Gaurav Yadav appointed Spl DGP Arpit Shukla as the Police Nodal Officer to monitor action against stubble burning. The DGP Punjab has also been holding daily meetings with all the senior officers, Range Officers, CPs/SSPs and Station House Officers (SHOs) to review the cases of stubble burning in the state, and has also issued show cause notices to SSPs of those districts, which have witnessed a high number of stubble burning cases.

Sharing details on action taken against violators, Spl DGP Arpit Shukla said that Police teams have registered 1084 first information reports (FIRs), while, penalties worth Rs 1.87 crores were imposed in 7990 cases since November 8, 2023. Red entries have also been made in revenue records of 340 farmers during this span, he added.

As many as 1085 flying squads comprising Police and Civil Officials have been keeping vigil at stubble burning, while, CPs/SSPs have been holding meetings with Kisan leaders at a district level and DSPs are holding meetings with Kisan leaders at the block level to sensitise them about the Supreme Court orders. At least 2587 such meetings have been held since November 8.

Pertinently, Spl DGP Arpit Shukla has himself hit the ground running by personally visiting at least three Police districts— Hoshiarpur, SBS Nagar and Jagraon— to hold review meetings with the field officers and review ground level situation of stubble burning. This significant downfall in farm fire cases was a result of untiring efforts by the police personnel and officials of Civil Administration working at the ground level to curb the menace of stubble burning in the state, he said.

He once again urged farmers to cooperate and not put matchstick on crop residue, which is dangerous for the environment as well as for the health of children.

Meanwhile, depending on the area and size of the Police Station, a sufficient number of additional patrolling parties are already activated, while, flying squads have also been keeping vigil on stubble burning.
