Chief Minister is extending a helping hand to those children who have lost their parents and are being raised in child care institutions. In a remarkable initiative, he has launched the Harihar Yojana, aimed at securing a brighter future for these children. This innovative program offers nurturing, free education, and employment opportunities to destitute, homeless, abandoned, and surrendered children. As part of this initiative, the Chief Minister has not only provided these children with a stable upbringing but has also handed them appointment letters for positions within government departments, bringing joy to the lives of 11 deserving individuals. Employees engaged on a contractual basis safeguarded against exploitation by contractors

Open e-kshatipoorti portal from October 1, directs J.P Dalal

Farmers will be able to register information about the loss of their cotton crop on the portal, Minister

Chandigarh, September 27– In a significant move to assist cotton farmers affected by recent crop damage challenges, Haryana Agriculture and Farmers’ Welfare Minister, Sh. Jai Prakash Dalal, chaired a key review meeting today with officers of the Agriculture and Revenue Department. During the meeting, several key decisions aimed at extending support to the farmers were taken.

During the meeting, the Agriculture Minister directed officers to open the e-kshatipoorti portal from October 1. This portal will facilitate farmers in registering information pertaining to the loss of their cotton crop.

He said that after the registration and verification from the officers concerned, financial assistance will be provided to affected farmers based on comprehensive damage assessment reports. Meanwhile, in an effort to accurately evaluate losses attributed to the pink bollworm infestation in cotton, the Agriculture Minister has directed the officers to increase crop-cutting experiments for the cotton crop in each village.

To enhance the precision of loss assessment in the cotton crop and ensure fair distribution of financial assistance, videography will be conducted during the crop-cutting experiments, said Sh. J.P Dalal.

The Agriculture Minister said that the Haryana Fasal Suraksha Scheme tailored for the cotton crop has been initiated in districts falling under Cluster-2. This scheme will provide vital support to farmers who did not receive crop insurance under the Pradhan Mantri Fasal Bima Yojana, he added.

Sh. J.P Dalal said that the Meri Fasal-Mera Byora portal will be accessible for three days, enabling farmers to promptly register details of their crops. This registration will facilitate streamlined selling of crop produce and ensure efficient management of the farming community's needs, he asserted.

The farmers have been urged to register their cotton crop on the Agriculture Department's website by September 30, 2023, and secure their crops by paying a nominal fee.

The Minister said that the present state government has time and again reiterated its unwavering commitment to the welfare and prosperity of its farmers, promptly implementing measures to support them during challenging circumstances.

Financial Assistance of Rs 956.92 Lakh Provided to 1,278 Scheduled Caste Beneficiaries in 2023-24

Chandigarh, September 27 - The Haryana Scheduled Caste Finance and Development Corporation has disbursed a total of Rs 956.92 lakh in financial assistance to 1,278 Scheduled Caste beneficiaries across various schemes during the current fiscal year, up to August 2023, including a subsidy of Rs 97.32 lakh.

A spokesperson of the Haryana Scheduled Caste Finance and Development Corporation informed that the organization extends loans in diverse categories to individuals belonging to the Scheduled Castes, enabling them to establish businesses and pursue self-employment. These categories include agriculture and allied sectors, industrial ventures, trade and business endeavors, and self-employment initiatives. Furthermore, financial support is being provided through schemes facilitated in collaboration with the National Scheduled Castes Finance and Development Corporation.

The spokesperson elaborated on the allocation of funds in different sectors, revealing that under the agriculture and allied sector, a total of Rs 247.55 lakh was disbursed to 337 beneficiaries engaged in dairy farming, sheep rearing, and pig rearing. Out of this amount, Rs 228.22 lakh was allocated as bank loans, while Rs 19.33 lakh was designated as a subsidy. In parallel, Rs 45.60 lakh was allocated to 155 beneficiaries in the industrial sector, with Rs 25.84 lakh is released as bank loans, Rs 15.20 lakh as subsidies, and Rs 4.56 lakh as margin money.

In the trade and business sector, Rs 319.47 lakh was extended to 344 beneficiaries, with Rs 255.33 lakh provided as bank loans, Rs 32.2 lakh as subsidies, and Rs 31.94 lakh as margin money. Similarly, the professional and self-employment sector received Rs 22.70 lakh, benefiting 20 recipients, wherein Rs 18.52 lakh was designated as bank loans, Rs 1.91 lakh as subsidies, and Rs 2.27 lakh as margin money.

Moreover, Rs 293.75 lakh in financial assistance was offered to 390 beneficiaries through various self-employment schemes under the National Scheduled Caste Finance and Development Corporation (NSFDC)-supported initiatives. In this allocation, the NSFDC's direct loan share amounted to Rs 235.2 lakh, while the Haryana Scheduled Caste Finance and Development Corporation contributed Rs 31.37 lakh. Additionally, a subsidy of Rs 27.18 lakh was distributed. Chandigarh, September 27-The Haryana State Narcotics Control Bureau (HSNCB) has intensified its operations against drug traffickers, resulting in significant seizures and the apprehension of drug smugglers, said Additional Director General of Police Sh O.P. Singh, who heads the Bureau.

He said that HSNCB is relentlessly committed to eradicating drug addiction within the state. To combat drug-related issues, arrests of suspects have begun. Over the first nine months of this year, all HSNCB units across the state have intensified their operations against drug traffickers, resulting in significant seizures and the apprehension of drug smugglers. HSNCB officials are actively engaging with the public to raise awareness about the dangers of drug abuse.

Sh. Singh disclosed that cyber cells will be established in all HSNCB units to collect crucial evidence such as call records and CCTV footage, making it difficult for criminals to evade capture.

During the first nine months of the year, HSNCB has registered 315 FIRs against drug smugglers and succeeded in putting 454 drug smugglers behind bars. Ambala district leads with 39 FIRs and 59 smuggler arrests, while Gurugram district has registered 33 FIRs and detained 35 accused. Kurukshetra has filed 27 FIRs, Bhiwani, Faridabad, Hisar, Karnal have filed 26 each, and Rohtak has filed 24 FIRs. Ambala unit has succeeded in arresting 59 accused, Kurukshetra 51, Hisar 48, Karnal 47, Gurugram 35, and Fatehabad and Faridabad 34-34 accused. During the raids, about 2.5 kg heroin, 23 kg charas, 1370 kg ganja, 41 kg opium, and 1228 kg opium poppy straw have been seized. Till the month of September this year, all the units have seized 4 grams of cocaine, 20 thousand pills, 3964 capsules, 3365 bottles, and 119 drug injections.

Specifically for the month of September, Ambala has registered 9 FIRs, Hisar 9, Rohtak and Sirsa 5 each for NDPS cases involving commercial quantities. During the same period, Hisar has arrested 24 individuals, Ambala 13, Faridabad 12, Karnal 10, and Rohtak 8 in cases of commercial drug quantity, he added.

Haryana NCB Chief Sh. O P Singh, IPS, has directed all investigators to register at least one case involving commercial or medium quantities of drugs every month. The bureau plans to recognize and honor employees who excel in their work to boost morale and encourage continued outstanding performance.

Efforts to raise public awareness about the perils of drug use will be undertaken through various public relations programs. Guidelines have been issued to all units for this purpose. The public is encouraged to report drug sales without fear by calling the toll-free Haryana State Narcotics Control Bureau hotline at 90508–91508. The identity and address of those providing information will be kept strictly confidential, he added.

Haryana ACB’s anti-corruption drive: 20 raids, 28 officials caught accepting bribe

Chandigarh, Sept 27 – In line with Haryana Chief Minister Sh Manohar Lal's unwavering commitment to a zero-tolerance policy on corruption, the Haryana Anti-Corruption Bureau, under government directives, recently conducted 20 raids. During these operations, 28 government officers and employees were apprehended across the state on the charges of corruption accepting money, ranging from Rs 2,000 to Rs 7,00,000. Cases have been registered against them under various sections of Prevention of Corruption Act.

Sharing information in this regard an official spokesperson said that the bureau revealed that during this period, they have recommended filing criminal cases against 8 gazetted officers, 21 employees, and 9 private individuals in four investigations. Additionally, in three separate investigations, departmental actions have been recommended against 5 gazetted officers and 2 employees.

The spokesperson added that in addition to these cases, the bureau has also sent reports of two special checking/technical inquiries. These reports recommend recovering Rs. 2,34,720 from 4 gazetted officers and 2 employees associated with various agencies.

The spokesperson further informed that during the same period, 28 officers, employees, and their accomplices were apprehended while accepting bribes, and cases have been registered against them under the Prevention of Corruption Act, 1988. Notable among those arrested include Pankaj Sharma, an executive engineer in the Construction Branch of Kurukshetra University, who was caught accepting Rs 1,00,000, and doctors from Palwal Civil Hospital - Dr. Shiv Shankar, Dr. Akshay Jain, Dr. Pankaj Khandalwal, and private practitioner Dr. Rajkumar, who were found receiving Rs. 38,000 each.

Similarly, the Engineer-in-Chief of Haryana State Agricultural Marketing Board in Panchkula, Mahendra Singh, was caught accepting Rs. 35,000, and Munish Narang and Ravi Barwa from the Employees' Provident Fund Organisation of Labour and Employment Department, Gurugram, were found receiving Rs. 7,00,000 as bribes.

Other officials apprehended during this operation include Om Prakash, a junior engineer in Sohna Municipal Council, who was caught accepting Rs. 1,50,000, and Rajinder Singh, Sub-Inspector, at Sarita Vihar Police Station in South East Delhi, who was found receiving Rs.1,00,000. Furthermore, clerks Rajkumar and Harish from the Office of the District Education Officer, Ambala Cantonment, were arrested while accepting Rs. 55,000 each, and Sajjan Kumar, Assistant District Food Officer in Rewari, was apprehended receiving Rs. 30,000.

Rs 16,500, to Chetan Sharma executive sub-inspector of police post Gwal Pahari Gurugram, was found receiving Rs 15,000, Rs 10,000 to Vijendra Singh of Excise and Taxation Department, Narnaul, Rs 10,000 to Ashutosh Aggarwal, assistant executive engineer of Deenbandhu Chhotu Ram Thermal Plant, Yamunanagar, Rs 10,000 and Rs 10,000 to Assistant Prateek of Haryana State Transport, Director General, Chandigarh Office, Rs 3,000 to Halka Patwari Manoj Kumar of Gochi Ballabgarh and Private Assistant Patwari Mansingh, Sub-Inspector Ramesh Kumar of Police Station City Narnaul, Assistant Sub-Inspector Devender Kumar and female assistant sub-inspector Asha has been arrested red-handed while taking a bribe of Rs 2,000.

The spokesperson said that during the raid in non-departmental matters, the Bureau arrested DBS Bank Noida Assistant Vice President Anubhav Khaneja and Senior Manager Nitin Arora red-handed while accepting a bribe of Rs 1,00,000 and Sanjeet of Nidana, Meham, while accepting a bribe of Rs 2,500.

Sanjeev Kaushal to finalize the City Gas Distribution Policy, 2023. The committee's objective is to streamline the approval process for city gas distribution (CGD), including infrastructure development and end-user connections. Additionally, the committee will address and resolve various issues raised by CGD entities.

As per the official notification, Additional Chief Secretary (ACS) Home Department, ACS, Agriculture and Farmers' Welfare Department, ACS, Public Works Department (B&R), ACS, Industry and Commerce Department, ACS, Environment, Forest, and Wildlife Department, ACS, Development and Panchayat Department, ACS, the Town and Country Planning Department, the Commissioner and Secretary Irrigation and Water Resources Department, Commissioner and Secretary Urban Local Bodies Department, the Chief Administrator of Haryana Urban Development Authority (HSVP), the Managing Director of Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), and tMember Secretary ,Haryana State Pollution Control Board (HSPCB) will serve as members of this committee. Chandigarh, September 27- The Haryana Director General of Police Sh Shatrujit Kapoor, has announced a significant initiative aimed at enhancing the quality of life for Class IV employees and those aged 50 and above serving in the Haryana Police Department. The Welfare Wing of the department has formulated an action plan to identify and support deserving police personnel and their families by facilitating employment opportunities.

In the inaugural phase, 149 eligible employees have been identified, and their children will receive specialized training tailored to their educational qualifications, with the aim of enhancing their skills and ultimately securing suitable employment.

Director General of Police, Sh. Shatrujit Kapoor, elaborated on the initiative, highlighting the multifaceted approach taken by the Welfare Wing to improve the well-being of police personnel. The action plan categorizes eligible individuals into two groups: Class IV employees and contract-based personnel, as well as police personnel aged 50 and above. For those individuals among them whose children are unemployed, the police department will provide comprehensive training opportunities. The entire expense of training given to all these children will be borne by the police department.

The training modules have been meticulously designed to align with the educational qualifications of the candidates, allowing them to select courses in accordance with their interests. Training programs, including driving school, computer education, and security guard training, are among the options available to equip these individuals with valuable skills. Moreover, the police department is actively collaborating with various institutions to provide this training.

The initiative doesn't stop there; efforts will also be directed towards finding employment solutions for police personnel aged 50 and above whose children are currently unemployed.

Director General Sh Kapoor emphasized the police department's unwavering commitment to the welfare of its officers and employees. Acknowledging the unique challenges faced by police personnel, he stressed the importance of securing a bright future for their children to deter them from potentially adverse paths.
