Chandigarh, March 24: Chief Minister, Sh. Manohar Lal will interact directly with the beneficiaries of the Farmer Producer Organizations (FPOs) through audio conferencing on Saturday, March 25.

The Chief Minister has taken a unique initiative of Samvad programme once a week; with the beneficiaries of various schemes being run by the central and state government. So far, 10 such programmes have been organized in the state.

Sh. Manohar Lal has interacted with the beneficiaries of CHIRAYU Haryana Yojana, Gram Sanrakshaks, Haryana Kaushal Rozgar Nigam, Mukhyamantri Antyodaya Parivar Utthan Yojana, new BPL card holders, small scale industrialists, Badlav Ke 8 Saal, micro irrigation beneficiary farmers, old age pension beneficiaries and PM Svanidhi yojana beneficiaries under the Samvad programme.

During the Samvad programme, the Chief Minister apart from the benefits of the scheme, also takes feedback from the citizens on the status of implementation of other schemes on the ground. This initiative of the Chief Minister is garnering appreciation from the people of the state.

Chandigarh, March 24- Officers have a key role to play in the implementation of any welfare scheme formulated by the Government. With this, officers too are duty-bound to ensure that the benefits of the State government's welfare-oriented schemes reach the grassroots level.

This was stated by Haryana Chief Minister Sh. Manohar Lal while chairing a review meeting on various important schemes and projects with the Chief Secretary, Sh. Sanjeev Kaushal, Additional Chief Secretaries (ACS), Divisional and Deputy Commissioners held here today.

“Considering Primary Members (PM) of the society and Common man (CM) equally important as a Prime Minister (PM) and Chief Minister (CM) , every officer has to think out of the box along with performing their duty diligently to ensure meticulous implementation of every Public welfare scheme,” exhorted Sh. Manohar Lal.

During the meeting, the Chief Minister directed the officers concerned to complete the work regarding conducting special Girdawari to compensate the farmers for the crop damage due to untimely rain and hailstorm by April 15 so that the compensation to all the identified farmers can be transferred by the month of May. He said that work should be done at faster pace so that the farmers do not have to face any trouble.

Additional Chief Secretary, Home Department, Sh. T.V.S.N Prasad apprised the Chief Minister that the directions for conducting special Girdawari to compensate the farmers has already been given to the officers concerned. This work would be completed by April 15.

Pivotal schemes namely PPP, MMAPUY, MFMB etc reviewed

During the meeting, a detailed review was done of various significant schemes including Parivar Pehchan Patra, Mukhyamantri Antyodaya Parivar Utthan Yojana, SVAMITVA, CHIRAYU, NIROGI Haryana, AMRIT Sarovar, Meri Fasal Mera Byora, DAYALU, Old Age Pension scheme, Engineering Works Portal etc.

"The real intention of the Government while formulating any welfare scheme is to ensure timely and swift delivery of the benefits among the actual and targeted beneficiaries. Mere drafting schemes on paper and not ensuring their delivery at the grassroots level has no meaning," said Sh. Manohar Lal.

The Chief Minister said that in these 5 years, 2 years were badly impacted due to COVID-19 restrictions. The system was constrained but we converted this Pandemic into an opportunity which played a pivotal role in bringing in revolutionary changes in the system by making maximum use of IT, said Sh. Manohar Lal.

“Ensuring the delivery of citizen-centric schemes to those who actually deserve it should be the top priority of every officer before preparing a blueprint of any scheme. With this, it should also be ensured that the execution of ongoing and the new welfare schemes is streamlined and are completed in a time-bound manner,” shared Sh. Manohar Lal.

Every day 11 am to 1 pm should be fixed for public interaction

The Chief Minister said that the officers should be focused on maximum interaction with the general public to bridge the communication gap. He directed the field officers including Deputy Commissioners and the Superintendent of Police should hold daily interaction with the common man for atleast 2 hours. Besides this, regular interaction should also be done with the elected representatives and workers as they too are working for the welfare of the society, said Sh. Manohar Lal.

The Chief Minister further directed the offices to ensure compliance with State Government orders regarding ‘No meeting Day’ on every Tuesday in letter and spirit.

Meticulous implementation of CHIRAYU and NIROGI Haryana should be ensured

The Chief Minister said that along with ensuring that the benefits are reaching the last mile person, close vigil should be kept on the leakages in the benefits being given under various schemes.

“We have to ensure every system should be transparent, paperless and faceless. Also ensuring the quality of work in very ongoing or new development projects should also be the top priority of every officer,” said Sh. Manohar Lal.

He said that the Meticulous implementation of CHIRAYU and NIROGI Haryana should be ensured along with the identification of the real beneficiaries.

The Chief Minister further directed the officers to conduct regular reviews both at the headquarters and district level of the works being executed on the Engineering works portal. Besides this, a review of the local audit system should also be done at regular intervals to further strengthen this.

“Officers upto the rank of Director in every department should check the real-time implementation status of the schemes being run by their departments at the ground level. Besides this, the Administrative Secretaries who are district Incharges must visit their respective districts,” directed Sh. Manohar Lal.

Review how many have got desired assistance under MMAPUY

The Chief Minister directed the officers to make dedicated efforts to keep a track of how many beneficiaries having annual income of less than Rs. 1 lakh have been provided financial benefits, jobs, loans etc under the Mukhyamantri Antyodaya Parivar Utthan Yojana (MMPAUY). He said that the fourth phase of this scheme would start from next month.

He said that income verification is a pivotal work being carried out under State Government’s ambitious PPP scheme hence officers should give utmost care to income verification work so as to get accurate data.

The Chief Minister further directed the officers to organize a camp to address the grievances of the people regarding errors in Property ID. Every data regarding the property should be uploaded on the portal so that the owner can, not only see the complete details of their properties but can also verify the same and correct if any wrong information is uploaded.

Ensure registration of complete agricultural land on the MFMB portal

While directing the officers regarding the data uploaded by the farmers on the Meri Fasal Mera Boyra (MFMB), the Chief Minister said that the officers should ensure 100 percent registration of agricultural land by the farmers. He said that the officers should encourage and make the farmers aware to get the registration of even the vacant land on the MFMB portal.

A survey should be conducted to check if automated pensions are being made or not

The Chief Minister directed the officers that a survey should be done if automated pensions are being issued or not so that real time tracking of the beneficiaries should be done and the reason, if any, can be found as to why the actual beneficiary is left.

The Chief Minister said that the DAYALU scheme has been recently launched by the State Government and for its meticulous implementation a system should be developed wherein monitoring of the data related to birth, death, marriage and migration should be done.

Develop a mechanism to ensure cleanliness in Villages

Highlighting the importance of Swachhata Abhiyan, the Chief Minister directed that officers concerned that cleanliness should be ensured in every village so that the state villages can become a role model in the country. He also mentioned the Dulheri village, Bhiwani district which Prime Minister Sh recently gave a special mention. Narendra Modi in Mann Ki Baat programme for its cleanliness campaign.

Chief Principal Secretary to Chief Minister, Sh. D S Dhesi, Additional Chief Secretary, Finance and Planning Departments, Sh. Anurag Rastogi, Principal Secretary to Chief Minister, Sh. V. Umashankar, Additional Principal Secretary to Chief Minister, Dr. Amit Agrawal, and Deputy Principal Secretary to Chief Minister, Sh. K. Makarand Pandurang also remained present in the meeting.

Chandigarh, March 24: Chief Minister, Sh. Manohar Lal's effort to bring transparency in development works and its allotment to the contractors got success today as the high-powered committee headed by the Chief Minister saved Rs 2.61 crore in work allocation of seven tenders of Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) in NCR.

Minister of State for Labour and Employment, Sh. Anoop Dhanak, Principal Secretary to the Chief Minister and Chairman, HSIIDC, Sh. V. Umashankar, Chief Principal Secretary to the Chief Minister, Sh. DS Dhesi, Additional Chief Secretary, Finance, Sh. Anurag Rastogi, Additional Chief Secretary, Industries and Commerce, Sh. Anand Mohan Sharan, Director General, Supplies and Disposals, Sh. Mohammed Shayin and Managing Director, HSIIDC, Sh. Vikas Gupta remained present during the meeting.

It was apprised in the meeting that at the time of issuing tender notice, the total amount of Detailed Notice Inviting Tender (DNIT) was Rs 227.76 crore and in the talks held with the contractors under the chairmanship of Managing Director, HSIIDC; tenders worth Rs 207.43 crore were agreed upon.

Meanwhile, the Chief Minister today interacted with the contractors and bids amounting to Rs 204.82 crore for different projects were finalised. The projects include development of infrastructure facilities like roads, water supply, wastewater conveyance system, recirculation system of treated wastewater, storm water drainage system, street lighting etc, at IMT Sohna, Electronic Manufacturing Cluster. The work was awarded to M/s Jain Construction for Rs 122.99 crore.

Similarly, the work of upgradation of roads in Industrial Estate, Rai, Phase-II, Sonipat was allotted to M/s Ajit Construction for Rs 12.15 crore. The work of upgradation of roads in Phase-II at IMT, Bawal, was awarded to contractor Narender Singh for Rs 8.95 crore. M/s Ajit Construction was allotted the work of upgradation of roads in Industrial Estate, Barhi for Rs 8.29 crore.

In IMT, Bawal, the work of developing infrastructure facilities like roads, water supply, wastewater collection system and storm water drainage system, was allotted to M/s Dharampal and Company for Rs 9.86 crore. The work related to Artificial Intelligence based toll system on KMP Expressway was awarded to M/s VaaaN Infra Pvt. Ltd for Rs 31 crore. Similarly, the work of re-carpeting of Manesar-Palwal section of KMP Expressway was awarded to M/s Dharampal and company for Rs. 11.60 crore.

The Chief Minister instructed the officials to upload the Haryana Schedule of Rates (HSR) in the public domain on the portal to provide information about the development works. Apart from this, all the L-1 as well as contractors with bid less than 5 percent should be called before the High-Powered Committee; to assure them about the transparency being followed in the allotment of work.

Chandigarh, March 24 - Chaudhary Devi Lal University, Sirsa (CDLU) today inked Memorandum of Understanding (MoU) with Micro, Small and Medium Enterprise (MSME) Technology Centre (Rohtak), Government of India to facilitate industrial training, technical skill development, cutting- edge skills for industry employment, entrepreneurial skills development of University students.

CDLU Registrar Dr. Rajesh Kumar Bansal and Deputy Manager, MSME Technology Centre (Rohtak) Ashwani Kant signed the MoU today in the gracious presence of CDLU Vice Chancellor Prof. Ajmer Singh Malik and other senior functionaries of varsity.

Vice Chancellor Prof. Ajmer Singh Malik said that this MoU is a new beginning which will facilitate employability of students. He said that the New Education Policy (NEP)’ 2020 has focussed on skilling of students. This MoU will serve the purpose of skilling the needs of University students. He said that industry ready internships, practical training on latest machines & equipment, capacity building would be part of the MoU. Further, University students would develop entrepreneurial skills to initiate start- ups as part of self-reliant India. DGM, MSME Technology Centre Ashwani Kant said that University students would be trained as per industry needs so that they get gainful employment.
