Chandigarh, March 18- The Chief Minister, Sh. Manohar Lal today called upon the newly appointed President of Kendriya Sahitya Akademi, Sh. Madhav Kaushik at his residence. On this occasion, the Chief Minister extended his warm wishes to Sh. Madhav Kaushik on being appointed as the President of Kendriya Sahitya Akademi.

Chief Minister said that Sh. Kaushik is a litterateur associated with the soil of Haryana. He will certainly play key role in expanding Haryanvi culture.

While expressing gratitude to the Chief Minister, Sh. Kaushik said that he will always be grateful to the Haryana Government for honouring him with the lifetime Sahitya Sadhana Award. He said that the Kendriya Sahitya Akademi and Haryana Sahitya Akademi would jointly organize national and international literature conferences so that writers associated with the literary field could get a better platform. On this occasion, Sh. Kaushik also presented self written books to the Chief Minister.

On this occasion, Additional Principal Secretary to the Chief Minister and Director General of Information, Public Relations, Language and Culture, Dr. Amit Agrawal, President of Haryana Sahitya Academy, Dr. Chandra Trikha were also present.

Chandigarh, March 18- Haryana Chief Minister, Sh. Manohar Lal directed the officers to promptly implement the schemes and announcements made in the general budget so that the benefits could reach the public at the earliest. After reviewing in detail regarding 67 new announcements of 15 Departments, the Chief Minister directed the officers to successfully implement them in a time-bound manner.

The Chief Minister gave these directions while presiding over a meeting with the Administrative Secretaries here today. In the meeting, Deputy Chief Minister, Sh. Dushyant Chautala, School Education Minister, Sh. Kanwar Pal, Transport Minister, Sh. Mool Chand Sharma, Energy Minister, Sh. Ranjit Singh, Agriculture and Farmers’ Welfare Minister, Sh. J P Dalal, Urban Local Bodies Minister, Dr. Kamal Gupta, Minister of state for Social Justice and Empowerment, Sh. O. P Yadav, Minister of State for Women and Child Development, Smt. Kamlesh Dhanda, Minister of State for Labour and Employment, Sh. Anoop Dhanak were also present.

The Chief Minister said that the government faced hurdles while implementing various schemes and development works during the Covid crises, but now the state government has expedited the pace of completing development work so as to ensure timely benefits to the public. He said that hostels will be set up for working women in Gurugram, Faridabad and Panchkula. For this, he directed the officers to complete the formalities by this month and initiate the work from next month. He further directed to expedite the process of running Crèche Centres for the children of laborers working in the industrial sector.

The Chief Minister also directed the officers to expedite the process of setting up 4,000 playway schools in rural areas of the state. Besides planting trees in more than 5 acres of land in every district under the Amrit Van Yojana, more and more shady plants should be planted around public places and Amrit Sarovars. Apart from this, the process of the Safari Park to be built in Aravalli in Gurugram should also be expedited.

Sh. Manohar Lal said that for the investigation of cybercrimes, the new police stations should be set up in every district so that these police stations can send their reports directly to the ADGP headquarters from the month of April. Apart from this, under the Suraksha Prahari Yojana, the work of establishing contact and inquiring about the well-being of elderly people (above 80 years old) residing alone should also be started.

The Chief Minister directed the officers to expedite the process of setting up coaching centres for competitive examinations for the youth of families having annual income less than Rs. 1.80 lakh. A portal should be launched for the successful implementation of Chirayu Haryana Yojana so that the process of providing health benefits can be started after registering them on the portal. For this, the cooperation of charitable organizations working in the health sector should also be taken, so that health check-ups can be done at the earliest. He directed the officers to ensure and expedite the work of Medical College and Nursing College in a time bound manner.

In order to promote tourism, the Chief Minister directed the officers to expedite the ongoing development works at Dhosi hill in Mahendragarh, Baba Banda Singh Bahadur Memorial in Lohgarh and Rakhi Garhi. Basic structural infrastructure should also be prepared in the schools to be built in every block under PM Shree Yojana. 70 mobile units for the treatment of animals must also be ensured soon. To make the youth self-reliant, drone tech training should also be started from next month. 75 percent subsidy will be provided on the purchase of drones, he added.

The Chief Minister informed that the government has also started the process of providing grants to gaushalas so that stray cows do not wander on the roads. The Gaushala operators will get this grant if they provide shelter to the stray cows.

Chandigarh, March 18- Haryana Chief Minister, Sh. Manohar Lal said that Auto Appeal Software (AAS) is playing a pivotal role in the timely delivery of services to the citizens. Since its launch on September 1, 2021, this system has not only brought radical changes in the age-old manual system of the government functioning but has also ensured transparency and accountability of the officers said the Chief Minister while interacting directly with the beneficiaries of Auto Appeal Software (AAS) through audio conferencing today.

He said that the revolutionary changes brought by the present state government have certainly given a big sigh of relief to the common man not only in terms of getting their work done in a time bound manner but also saving their time to make rounds of the government offices.

During this, the beneficiaries expressed gratitude to the Chief Minister for starting this revolutionary system and ensuring the delivery of services in a time-bound manner.

Since the introduction of AAS, on one hand, public works have started being done with transparency, while on the other, accountability of the officers has also been fixed so that we get services within the stipulated time frame, asserted the beneficiaries.

384 services of 33 departments onboard

The Chief Minister informed that presently 384 services of 33 departments have been on boarded on AAS. For this, the officers of the Right to Service Commission deserve appreciation.

He said that due to the implementation of AAS, an automatic appeal is made on behalf of the citizen to the First Grievance Redressal Authority if the service is not provided on time. If the First Grievance Redressal Authority does not dispose of the appeal within 30 working days, the appeal automatically goes to the Second Grievance Redressal Authority. Similarly, if the appeal is not disposed of within 30 working days, the appeal automatically is forwarded to the Right to Service Commission, shared Sh. Manohar Lal.

6,54,799 appeals have been filed, and 6,10,145 appeals have been disposed of

The Chief Minister said that regular monitoring of the AAS software is done by the Right to Service Commission. A total of 6,54,799 appeals have been filed under AAS from September 5, 2021, to March 17, 2023. Out of these, 6,10,145 appeals have been disposed of, informed Sh. Manohar Lal.

The Chief Minister said that Bhutan measures the satisfaction and happiness parameters of its citizens through the Happiness Index. The Haryana government is also moving forward in the direction of ease of living so that the lives of the people of the state become happy and prosperous.

He further informed that an appeal can also be filed online on the Antyodaya Saral portal or by calling the Saral helpline at 0172-3968400. About 5,765 appeals have been filed by the eligible persons on this system. It shows that common people have become aware of the Right to Services Act and AAS, said Sh. Manohar Lal.

Now no officer and employee cause delay in providing service

The Chief Minister said that the government has also implemented AAS effectively to check the delay in providing services by officers and employees.

If the service is not provided within the prescribed period, then action is taken against the person for not clearing the file. Earlier very few complaints came to the Right to Services Commission as the common man did not know about this system but now, if the work is not done on time, the grievances about the concerned officer and employee automatically reaches the Commission, informed Sh. Manohar Lal.

Not only this, but now the first and second appellate officers have become aware of their responsibilities and rights. Due to the delay in rendering the service by some Second Appellate Authorities, the penalty has also been imposed on the concerned officer, further informed the Chief Minister.

He said that the government has directed the officers and employees to serve the public honestly because when the citizens are satisfied, society will be happy and prosperous.

Many successful examples of solving problems with AAS

Sh. Manohar Lal said that the grievance related to the billing complaint of Sbiha Fard of Gurugram, the old age pension of Rampal Sharma, resident of Karnal, and the scholarship amount received by Rahul, resident of Jind district under the Dr. Ambedkar Medhavi Chattar Yojna was also resolved through AAS.

Haryana government is swiftly moving towards providing an appeal-free system to the citizens so that people get all the services within the stipulated period and do not need to appeal at any level.

Similarly, in the Revenue Department, earlier appeals had to be made at many levels. While addressing this, the State Government abolished the remand system and made provisions for making appeals at only up to two levels. This has brought great relief to the people of the State, said Sh. Manohar Lal.

Several welfare schemes linked with e-services

The Chief Minister said that the government has linked many services and schemes with e-services. Just as the Right to Service Commission has done the work of making its service accessible to the general public through the Auto Appeal System. Similarly, the government has ensured the common man's access to government services and schemes through e-governance through various websites, portals, and apps.

Today any citizen can get 663 schemes and services of 50 departments with just one click. Because of these pioneering initiatives, we are known for maximum governance, minimum government said Sh. Manohar Lal.

GMDA’s Asstt. Manager, Coop Inspector among five held in bribery cases in Haryana

Chandigarh, March 18 - Anti-Corruption Bureau, Haryana, which is continuously taking concrete action in cases of corruption, has arrested five accused of accepting Rs 65,000 bribe including an Assistant Manager of Gurugram Metropolitan Development Authority (GMDA), an Inspector of Cooperation Department, two employees of Food, Civil Supplies and Consumer Affairs Department and a private individual. All the accused have been arrested from Gurugram, Faridabad and Yamunanagar districts.

While giving this information here today, a spokesperson of the Anti-Corruption Bureau said that in the first case, the ACB team has arrested Gajraj Singh, posted as Assistant Manager in Horticulture Wing of GMDA, while accepting a bribe of Rs.5,000. He had demanded Rs 5,000 per month from the complainant Usman, who runs a shop in Sector 90 area, for running the shop without any hindrance. After getting a complaint, ACB team formed a team which conducted a raid and arrested the accused accepting a bribe of Rs 5,000.

Coop Inspector and private person caught taking Rs40,000

In another case, after receiving a complaint, the ACB team caught Inspector Mukesh Kumar of Cooperation Department, posted in Faridabad and an Accountant of Group Housing Cooperative Society (a private person) accepting Rs 40,000 from the complainant. Accused was demanding bribe from complainant in lieu of changing flat ownership from last buyer in Co-operative Society. The team, after verifying the facts, laid a trap and arrested Inspector Mukesh Kumar and private person Amit Kumar red-handed while accepting a bribe of Rs 40,000.

Accountant and clerk caught taking Rs 20,000

Taking action in another case of bribery, an Accountant and clerk of the Food, Civil Supplies and Consumer Affairs Department in Yamuna Nagar have been arrested accepting Rs 20,000 as bribe. The accused were demanding a bribe in lieu of releasing the commission of a depot holder.

In a complaint given to the ACB, Gulab Singh told that there is a ration depot in the village in the name of his wife. Accountant Vikas Chand of the Yamunanagar District Food Supply Controller's Office is demanding Rs 20,000 in lieu of releasing the balance commission of the ration depot. After this, the accused has been arrested red-handed by the bureau team while accepting a bribe of Rs 20,000. On the basis of recording and disclosure statement of accused Vikas, Clerk Azad, presently temporarily attached in the Confed office, was also arrested.

Cases have been registered against all the accused under the Prevention of Corruption Act and further investigation is underway.
