Chandigarh, February 7- Haryana Chief Minister today chaired the pre-budget consultation meeting with his Cabinet, Administrative Wing and sought suggestions from them before presenting the first budget of Amrit Kaal.

While chairing the meeting, Sh. Manohar Lal said that on the lines of the Central Government, Haryana too will present the state's first budget of Amrit Kaal.

“We aim to present a budget that ensures holistic development in the state while ensuring everyone's participation. In the general budget of the state for the year 2023-24, the focus will be on the economic and social upliftment of Antyodaya, farmers, labourers, promotion of industries, and health services. This budget will be for the welfare of every class and section,” said Sh. Manohar Lal.

He said that Haryana will ensure its contribution to achieving Prime Minister, Sh. Narendra Modi's vision to make India a $5 trillion economy and global powerhouse. For this, there is a need to increase growth in every sector, with special emphasis on further expanding Micro, Small and Medium Enterprises.

The Chief Minister said that on the lines of the Union Budget presented by the Central Government, the interests of all sections will be taken care of in Haryana's budget too. We will pay special attention to implementing all the new schemes that have been included in the Centre’s budget. In the State’s budget, special emphasis will be laid on the upliftment of last-mile citizen, along with education, health, employment, and women welfare and empowerment. Besides this, special attention will also be given to setting up new industries to further boost the employment graph in the state, said Sh. Manohar Lal.

The Chief Minister said that work will be done expeditiously on projects related to the optimum distribution and usage of available water. In addition, micro-irrigation will be promoted. According to the vision of the Central Government, the ongoing housing projects will be completed at a rapid pace with the aim of providing a roof over the heads of every needy.

Later interacting with the media, after the meeting, Sh. Manohar Lal said that the state budget for the year 2023-24 will be for the welfare of all sections. Emphasis will be laid on implementing more schemes for the welfare of the underprivileged in the budget.

He said that Haryana should get maximum benefits from the important projects announced in the recently presented Union Budget. He said that the funding for two projects of RRTS has been announced in the Union Budget, of which a benefit of Rs 3600 crore will be in Haryana’s kitty. Similarly, setting up of Nursing College with every Medical College was also discussed in the meeting.

The Chief Minister said that pre-budget meetings would also be held with other stakeholders in the coming days, after which a balanced budget would be presented after incorporating all the suggestions. The budget session of the Haryana Vidhan Sabha will begin on February 20.

On this occasion, Deputy Chief Minister, Sh. Dushyant Chautala, Health Minister, Sh. Anil Vij, School Education Minister, Sh. Kanwar Pal, Transport Minister, Sh. Mool Chand Sharma, Agriculture and Farmers’ Welfare Minister, Sh. Chief Minister reviews law and order, crime situation

Instruct officers to step up action against organized crime

Chandigarh/Panchkula, Feb 7 – Haryana Chief Minister, Sh. Manohar Lal along with Home Minister Sh. Anil Vij held a meeting with senior Police officers at ERSS Building in Panchkula today where he reviewed the crime, and law and order situation in the state.

Director General of Police (DGP), Haryana Sh. P.K. Agrawal and senior officers of Haryana Police were also present.

While instructing the top brass of police to take even stricter actions against organized crime, the Chief Minister said that creating a safe environment for people in Haryana is the key priority for the state government. He said crime and criminal incidents should be curbed at all costs so that a friendly environment is maintained. The state should achieve the distinction of peaceful and no-crime state by dealing firmly with the offenders.

Taking a thorough review of the crime scenario, he also instructed the police officers to connect the villagers for getting intelligence about criminal elements who have been found involved in criminal activities and target killings. This will increase the credibility of the police and will help in controlling such incidents with the cooperation of the general public.

The Chief Minister also directed that Haryana State Narcotics Control Bureau and Special Task Force should work in tandem with district police units to completely eliminate drug trafficking, crime and criminal elements across the state. The district SPs and CPs should be more proactive and miscreants and criminal elements whosoever should be dealt with an iron hand, he added.

Expressing his concern over the growing incidents of cyber crime, he said that cybercrime has become a threat not only to individuals but also to the government sector, thus endangering national security. Apart from establishing new cyber police stations, the entire police department is being technologically strengthened to meet present challenges posed by cybercrime. He said that special drive to spread awareness about cyber crime trends and safety tips should also be organized, he added.

He said that crimes against women will not be tolerated in the state. He also directed all the officers to maintain a special vigil on the security of women and take stern action against offenders in this regard.

It was apprised in the meeting that around Rs. 47 crores of defrauded amount has been recovered/blocked till date. Other crime prevention areas such as gangsters, terrorism, most wanted criminals, cyber offences, traffic and road safety were also discussed.

While appreciating the novel initiatives of Haryana Police, the Chief Minister said that Haryana Police’s continuous action against criminals and anti-social elements has increased the public confidence. Carrying this forward, maximum police presence in the field should be ensured to deter criminal elements. Police being the face of Government should be efficient and its functioning should be transparent. Commending the good work being done by the Police, he said that ERSS 112 of the police being its face, is responding to the distress calls promptly and courteously without any delay.

Earlier the Chief Minister also reviewed the functioning of ERSS 112.

Appreciating the state police force, Home Minister Sh. Anil Vij said that state police had also initiated the process for the attachment of ill-gotten assets of drug peddlers through competent authority. He also directed the officers to periodically launch special operations for the arrest of most wanted criminals, proclaimed offenders and bail jumpers as well as for recovery of illegal weapons so that the crime rate can be further reduced across the state.

The Director General of Police, Sh. P.K. Agrawal assured the Chief Minister that his directions would be followed in letter and spirit and the Police Department would further improve its efficiency, especially in terms of tackling the growing cybercrimes.

Sh. Manohar Lal gave these directions while presiding over the review meeting of the Citizen Resources Information Department (CRID) at his residence Sant Kabir Kutir held late evening.

The Chief Minister said that along with considering the needs of the senior citizens residing in the state, work should be done on gathering the necessary information related to their interests, talent, hobbies, etc.

It is the responsibility of the government to take care of every senior citizen. Officers concerned should work to make the system adopted by CRID more rational, directed to Sh. Manohar Lal.

The Chief Minister also directed the officers to compile data related to children including those going to crèche, Anganwadi, and school.

Chandigarh, February 7- Haryana Government has today implemented a new policy “Policy for Certification and Standardization of AYUSH Facilities” to promote AYUSH system and related facilities.

Giving information in this regard, Haryana Home, Health and AYUSH Minister Sh. Anil Vij said that this policy will remain in force till October 31, 2027 and a notification of this policy has been issued today.

Sh. Anil Vij said that the key objective of the policy is to enhance coverage of health care system through cost effective AYUSH Medical Services by focusing on core competency areas of AYUSH through identification and operationalization of a network of AYUSH Dispensaries/clinics, Panchakarma Centres, AYUSH Hospitals in private sector to provide services based on holistic wellness model embedded in AYUSH principles and practices, so as to empower masses for "self-care" to reduce the disease burden, and out of pocket expenditure. It is also envisaged in the reduction of communicable/non-communicable diseases through targeted public health programmes under AYUSH system of medicine.

Sh. Vij said that to promote holistic wellbeing of the society by the optimal development and propagation of the AYUSH systems of healthcare thereby providing cost effective and equitable access to the services. He said that to strengthen AYUSH system in the State of Haryana by integrating it and bringing it to mainstream as essential component of healthcare and wellbeing systems throughout the State.

The Ayush Minister said that to establish Haryana as a competitive and favoured destination for AYUSH and to establish AYUSH systems of medicine as one of the preferred choice of treatment in primary health care. He said that to upgrade the existing infrastructure and develop new infrastructure including hospitals, wellness centers & resorts, herbal parks, homestays and stand-alone centers for services under AYUSH such as Panchkarma, Yoga and Naturopathy. In addition to this, to improve society health and wellbeing outcome through concerted policy action for incentivizing and promoting AYUSH related sectors and making available cost-effective AYUSH facilities throughout the State. To supplement the efforts of Ayushmaan Bharat by delivering comprehensive range of services spanning preventive, promotive, curative, rehabilitative and palliative care through health and wellness centres across the State.

Sh. Vij said that Healthcare has been identified as one of the prime sectors amongst services by the State for attracting investment in both new and ongoing projects. The Government shall endeavour to promote AYUSH as a Primary Health Sector amongst other service sectors. For the purpose of this policy, AYUSH Wellbeing Destination has preventive, curative and rehabilitative treatments/facilities ranging from AYUSH Hospitals, Colleges, Wellness Centers with. Guest Houses & Home-stays, Organic Retail Facilities, Yoga & Naturopathy Centers, spa & aromatherapy center, body wraps, massage wellness center, beauty treatments, special skin care clinic, outdoor sessions for cultural and heritage display etc. Standalone or Multi-Specialty AYUSH Hospitals incorporating all or some of the 5 systems of medicine under AYUSH and complying with the standards prescribed by the Clinical Establishment Act 2011, NABH or by the Ministry of AYUSH, Gol, as applicable. AYUSH Wellness Center such as AYUSH Clinic/Day Care Center/Dispensary/ Panchkarma Clinic/Yoga, Naturopathy & Meditation Center/Convalescence Centre etc. with no IPD Facility.

Accreditation and Brand Recognition

Sh. Vij said that the government shall endeavour to promote AYUSH system with widespread acceptance among the public. Adequate recognition to the AYUSH Hospitals, Wellness Centers, etc. shall be provided. There shall be three categories of AYUSH Facilities/Institutions recognized/certified under the Department of AYUSH, Government of Haryana: AYUSH HEERAK, AYUSH SWARN AND AYUSH RAJAT.

Sh. Vij said that the hospitals, wellness centers, etc. who have attained full-fledged accreditation by National Accreditation Board for Hospitals and Healthcare Providers (NABH) shall be recognized by the State Government as AYUSH SWARNA with 5 star rating. The AYUSH entities who have attained Pre-Accreditation Entry Level Standards by NABH in their respective category shall be recognized by the State Government as AYUSH RAJAT with 3 star rating. The AYUSH entities who maintain NABH accreditation for 5 years continuously after having AYUSH Swaran recognition/certification in their respective category shall be recognized by the State Government as AYUSH HEERAK with 7 star rating. The recognition/certification shall remain valid till the validity of NABH accreditation, he added.

Sh. Vij said that the Government shall endeavour to extend benefits to the hospitals, wellness centers, etc. which have been accredited by NABH and recognized as AYUSH HEERAK/ AYUSH SWARN/AYUSH RAJAT by the Department of AYUSH, Government of Haryana. A branding and awareness programme shall be launched to spread the knowledge about the potential benefits of AYUSH system of medicine towards a holistic wellbeing. ii. A web portal shall be developed by the department and the details of recognized AYUSH Facilities shall be made available on the web portal and the website of AYUSH Department Haryana. A grievance redressal system shall be provided for priority redressal. Symposium/Conference shall be organized for promotion and branding of facilities of these institutions.The Government shall endeavour to extend additional benefits to the hospitals, wellness centers, etc. which have been accredited by NABH and recognized as AYUSH HEERAK, AYUSH SWARNA and AYUSH RAJAT by the Department of AYUSH, Government of Haryana.

Infrastructure Upgradation

He said that the Government of Haryana will strive to strengthen the existing infrastructure and develop new infrastructure in order to promote Ayush at large scale. The infrastructure facilities in existing Government Ayurvedic Hospitals/ Dispensaries would be upgraded as per the standards of National Accreditation Board for Hospitals & Healthcare Providers (NABH) to improve the quality of services. The Government of Haryana will augment the infrastructure of health and wellness centers across the State under the Ayushmaan Bharat Scheme, he said.

Governance and Institutional Mechanism

Sh. Vij said that the Government shall strengthen the governance systems by increasing the capacity of the Department of AYUSH, Haryana by way of strengthening three blocks of people, processes, and technology. The Government shall try to increase the budgetary allocation to the sector. A state-wide awareness programme shall be prepared to increase the adoption of Ayush system of medicine by the people at large. A robust institutional framework shall be put in place so that various stakeholders can come together to collaborate in the promotion of the sector. Department of AYUSH to set up a facilitation desk for the information and support of the investors, he added.

Implementation and Monitoring

Ayush Minister said that the Director General AYUSH being competent authority shall examine/scrutinize the applications, through a committee or otherwise and clearly recommend for approval/rejection of the certification.The entity shall not be required to submit any additional document other than specified under the policy herein, unless required for establishing genuineness of the application. The Director General AYUSH, Haryana shall be competent competent make to interpretation/clarification of provisions of this scheme. An appeal against an order passed by the Director General AYUSH, Haryana shall lie with the Administrative Secretary, Health and AYUSH Department, Haryana within a period of 30 days from the date of communication of orders appealed against. The orders passed by the Administrative Secretary, Health and AYUSH Department, Haryana in appeal shall be final.

Chandigarh, February 7- Haryana Technical Education Department has signed an MoU with Cisco Company for the convenience of the students of Polytechnic Institutes, Engineering Colleges and Technical Universities of the State.

The MoU was signed by Director General, Technical Education Department, Sh. Rajiv Rattan, on behalf of the department and Sh. Ishvender Singh signed on the behalf of CISCO (CISCO).

Cisco is an American-based multinational digital communications technology conglomerate corporation which operates at national and international level which is also running a networking academy. It will provide about 35 courses free of cost and these courses make students job ready for the technological domains. Apart from this, the Directorate of Technical Education will conduct seminars, workshops and courses etc. through the Cisco WebEx platform.

On this occasion N.I.I.T. Foundation's General Manager, Sh. Amar Gupta and Region Head, Sh. Tarun Sharma, Principal of Government Polytechnic Sonipat, Sh. Anil Sehrawat and other senior officers were also present.

Order to this effect has been issued by Chief Secretary, Sh. Sanjeev Kaushal. According to the orders, Additional Chief Secretary, Agriculture and Farmers’ Welfare Department, Dr. Sumita Misra has been appointed as in charge of Panchkula District. Additional Chief Secretary, PW (B & R), Architecture and Civil Aviation Department has been appointed as in charge of Ambala district. While Additional Chief Secretary, Industries and Commerce, Information Technology, Electronics and Communication Department, Sh. Anand Mohan Sharan has been appointed as in charge of Sonipat district.

Sh. Kaushal said that they will review the projects worth Rs. 25 crore and above. Besides this, they will also review overall incidents of crime and occurrence of heinous crime.

The appointed officers will also review the Vigilance matters in terms of clearances within the ambit of 17A and 19 of Prevention of Corruption Act, 1988. Besides this, the officers will review the efficacy and functioning of service delivery mechanisms as envisaged in the Right to Service Act. They will also review the parameters of functioning of Health Education and Social Sectors and review the impediments faced by DETC with regard to taxes, GST etc.

In addition to the instructions, they will also interact with MLAs and other public representatives in the presence of Deputy Commissioner and Superintendent of Police. They will also visit one important site relating to Health and Education Departments.

All Administrative Secretaries to strictly implement instructions regarding the direct recruitment of persons with disabilities and send the requisition of vacancies to HPSC and HSSC-CS

Chandigarh February 7- Haryana Chief Secretary, Sh. Sanjeev Kaushal directed all the Administrative Secretaries to strictly implement the instructions regarding the direct recruitment of persons with disabilities.

Sh. Kaushal informed that the Department must work out on the backlog of all posts of direct recruitment reserved for Persons with disabilities in Group A, B, C and D and send the requisition of vacancies for persons with disabilities to Haryana Public Service Commission (HPSC) and Haryana Staff Selection Commission (HSSC) or other recruitment agencies meticulously. The HPSC, HSSC or other recruitment agencies shall advertise the vacancies immediately under the special recruitment drive.

As per the instructions, it is already decided by the state government that data of backlog for persons with disabilities in direct recruitment for Group A, B, C and D posts may be worked out as per reservation of 3 % with effect from January 1, 1996 under "Persons with Disabilities (Equal Opportunities, Protection of Right and Full Participation) Act, 1995" and 4 percent reservation with effect from December 17, 2016 under "The Right of Persons with Disabilities Act. 2016. It was also decided to launch a special recruitment drive for Persons with Disabilities (PwD) in case of direct recruitment for Group- A, B, C and D so that adequate representation of PwDs in all groups can be ascertained.

For the purpose of identifying of posts for grant of benefit of reservation in direct recruitment and promotion to divyaangjans, the list of identified posts notified by the Government of India and adopted by the Haryana Government shall be followed.

Sh. Kaushal directed all the Administrative Secretaries to comply with the instructions with letter and spirit.

Major Activities undertaken by the State of Haryana to control the spread of COVID-19

• Department of Health fixed the per day upper cap of COVID treatment charges in all private hospitals through order dated 25.06.2020. The rates for isolation beds (Rs. 8, 000 per day for Non- NABH Hospitals, Rs. 10, 000 per day for JCI/ NABH Hospitals), ICU Beds without Ventilators (Rs. 13, 000 per day for Non- NABH Hospitals, Rs.

15, 000 per day for JCI/ NABH Hospitals), ICU Beds with Ventilators (Rs. 15, 000 per day for Non- NABH Hospitals, Rs. 18,000 per day for JCI/ NABH Hospitals).

• State Government has fixed the Rates/ Charges for different type of COVID 19 testing as below: -

1. CBNAAT testing- 2400/-.

2. True NAT Testing- 1250/-

3. RTPCR Samples collected at private hospitals/ labs and their designated collection centers - 299/-

4. RTPCR Samples collected through home visits - 499/-

5. Rapid Antigen Testing-50/-

6. IgG based ELISA Testing-250/-

• The Government of Haryana has fixed the upper limited of lab test in patients of COVID-19/ post-COVID

• Haryana Village General Health Checkup Scheme: The scheme was initiated from May 15, 2021 & villages with high COVID load were taken on priority and Rapid Antigen Testing (RAT) was the main stay of screening. Till date, total 1,73,79,228 were screened and 1,10,928 cases of ILI were detected and 5,164 positive cases were diagnosed, isolated and treated to prevent the spread of disease. The villages with positivity more than 5 were re-screened. Out of 13,22,058 people re-screened, 90 positive cases were detected and treated to effectively curtail the spread.

• Sero Survey- Health Department, Haryana has conducted 3rd round of Sero Survey in the month of September 2021 in the State, wherein Seroprevalence was found to be 76.3 (Urban 78.1 & Rural 75.1). In previous 2 rounds, the Sero prevalence was found to be 8 in 1st round and 14.8 in 2nd round of Sero Survey.

• Govt. of Haryana has made 2nd dose compulsory for which detailed guidelines have been issued to all Deputy Commissioners on 22 December 2021.

• Vaccination for population between 15 to 18 Years of age was started on 03-01-22.

• Govt. of Haryana has started administering COVID-19 Booster/Precaution Dose on 10th January 2022 to Health Care Workers, Front Line Workers, and to people of 60 Years and above with comorbidity, who have completed 9 months since the 2nd Dose.
