Haryana Government runs several welfare schemes to bring Antyodaya families into mainstream – Chief Minister
Chandigarh, February 4 - Haryana Chief Minister, Sh. Manohar Lal virtually interacted with the new Below Poverty Line (BPL) card holders in New Delhi today. During the interaction, the beneficiaries expressed gratitude to the Chief Minister and said that by making BPL cards, the Haryana Government has shown deep concern for the welfare of poor families. Now these families will get direct benefits of all the schemes of the government.
Sh. Manohar Lal said that the state government is running several welfare schemes for employment, health, education and housing facilities to bring Antyodaya families into the mainstream. The Chief Minister said that for the convenience of Antyodaya families, the work of making BPL ration cards on auto mode has been started in the state. BPL cards of all the beneficiaries have also been made recently. He said that new BPL families have been added on the basis of the criteria of verified annual income mentioned in the Parivar Pehchan Patra (PPP). Online BPL ration cards are being issued to the families having annual income up to Rs 1.80 lakh. He informed that new BPL cards have been issued to more than 29 lakh families across the state.
*Chirayu Haryana Yojana started for the Antyodaya families
Sh. Manohar Lal said that the state government has started Chirayu Yojana to provide free medical treatment facilities to BPL families. Those families whose annual income was less than Rs. 1.20 lakh were included in Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana. State Government has increased the annual income limit to Rs. 1.80 lakh for B.P.L. families. With this measure, about 20 lakh new families can avail the benefits under this scheme. Now about 28,89,036 families in Haryana are availing free medical facilities under this scheme. Such families are getting health cover of Rs. 5 lakh annually.
*Haryana organises Antyodaya Melas to provide employment
The Chief Minister said that besides availing employment opportunities, the state government is also encouraging such families to adopt self-employment to make them financially independent. He said that periodic Antyodaya Parivar Utthan Melas/fairs are held to provide information about the benefits of this scheme to more and more families so that the identified families are acquainted with various schemes. So far, 861 Antyodaya fairs have been organized in the state in three phases. He said that the fourth phase would be started soon. He said that the government has also made arrangements that needy families can get government jobs. For this, a provision has been made to give 5 extra marks to candidates from such families.
* Mukhyamantri Antyodaya Parivar Utthan Yojana
Mukhyamantri Antyodaya Parivar Utthan Yojana is being run for the upliftment of Antyodaya families in Haryana. About 30,000 households in the state have availed benefit under his scheme. The annual income of such families has been taken up to at least Rs. 1.80 lakhs under this scheme. It is the endeavour of the government to develop the skills of the members of the Antyodaya family so that they are able to start their own business. For this, they have been linked with loan schemes, skill development schemes and employment in private or various departments along with other facilities. Since the inception of this scheme more than 22,000 people have been provided loans. Along with this, training has been imparted to more than 1800 beneficiaries across the state. He said that 48 schemes of 18 departments have been covered under the Mukhyamantri Antyodaya Parivar Utthan Yojana.

Research will be initiated to know the cause of increasing cases of cancer in Haryana - Health Minister, Sh. Anil Vij
Chandigarh, February 4- Haryana Home and Health Minister, Sh. Anil Vij said that research will be initiated to know the cause of increasing cases of cancer in Haryana. He said that a committee will be constituted for research. He said that this committee will record the history of cancer patients to pursue research.
Sh. Vij was responding to a question raised by media persons regarding increasing cases of cancer in Haryana during Janta Darbar in Ambala Cantt today. He said that PGI at Rohtak will perform advanced research on cancer.
The Health Minister said that the government has built a cancer hospital in Ambala Cantt to treat cancer patients in the state. People are getting a lot of benefits from this hospital. He said that so far around 125 cancer operations have been successfully done in this hospital and patients from neighbouring states are also getting huge benefits from this hospital.
Hold discussions to teach Ayurveda in MBBS course- Vij
In response to a question regarding teaching Ayurveda in the MBBS course, Sh. Vij said, "We have formed a committee to find out possibilities of teaching Ayurveda in MBBS. We are holding discussions and the permission of the Medical Council of India will also be taken.”
Firing case in Ambala Central Jail will be thoroughly investigated – Vij
In response to a question regarding the case of firing in Ambala Central Jail, Sh. Vij said that the police is taking quick action into this matter and all the weapons inside the case have been sent to the Forensic Science Laboratory to find out the involvement. He said that the matter would be thoroughly investigated.
Action will be taken if false complaint is found in Janta Darbar- Vij
In response to a question regarding raising false complaints in the Janta Darbar, Sh. Vij said, “some complaints have also been found to be false, so in the next Janata Darbar, we will put up a written board that action will be taken if your complaint is found to be false.”
Officers' meeting will be called soon to settle cases under section 498 and Section 376- Vij
In response to a question raised regarding cases under section 498, Sh. Vij said, “I have asked for information and pendency of cases under section 498 because a lot of cases under section 498 are reaching the Janta Darbar.” He further said that all the officers will also be called and asked why there is pendency in these cases. Sh. Vij said that he is also seeking information about Section 376 cases because many cases of Section 376 are also coming to Janta Darbaar.
It is worth mentioning that the Janta Darbaar of Home Minister, Sh. Anil Vij is very popular in Haryana where quick action is initiated after listening to the problems of the public.

Major Activities undertaken by the State of Haryana to control the spread of COVID-19
• Department of Health fixed the per day upper cap of COVID treatment charges in all private hospitals through order dated 25.06.2020. The rates for isolation beds (Rs. 8, 000 per day for Non- NABH Hospitals, Rs. 10, 000 per day for JCI/ NABH Hospitals), ICU Beds without Ventilators (Rs. 13, 000 per day for Non- NABH Hospitals, Rs.
15, 000 per day for JCI/ NABH Hospitals), ICU Beds with Ventilators (Rs. 15, 000 per day for Non- NABH Hospitals, Rs. 18,000 per day for JCI/ NABH Hospitals).
• State Government has fixed the Rates/ Charges for different type of COVID 19 testing as below: -
1. CBNAAT testing- 2400/-.
2. True NAT Testing- 1250/-
3. RTPCR Samples collected at private hospitals/ labs and their designated collection centers - 299/-
4. RTPCR Samples collected through home visits - 499/-
5. Rapid Antigen Testing-50/-
6. IgG based ELISA Testing-250/-
• The Government of Haryana has fixed the upper limited of lab test in patients of COVID-19/ post-COVID

• Haryana Village General Health Checkup Scheme: The scheme was initiated from May 15, 2021 & villages with high COVID load were taken on priority and Rapid Antigen Testing (RAT) was the main stay of screening. Till date, total 1,73,79,228 were screened and 1,10,928 cases of ILI were detected and 5,164 positive cases were diagnosed, isolated and treated to prevent the spread of disease. The villages with positivity more than 5 were re-screened. Out of 13,22,058 people re-screened, 90 positive cases were detected and treated to effectively curtail the spread.

• Sero Survey- Health Department, Haryana has conducted 3rd round of Sero Survey in the month of September 2021 in the State, wherein Seroprevalence was found to be 76.3 (Urban 78.1 & Rural 75.1). In previous 2 rounds, the Sero prevalence was found to be 8 in 1st round and 14.8 in 2nd round of Sero Survey.
• Govt. of Haryana has made 2nd dose compulsory for which detailed guidelines have been issued to all Deputy Commissioners on 22 December 2021.
• Vaccination for population between 15 to 18 Years of age was started on 03-01-22.
• Govt. of Haryana has started administering COVID-19 Booster/Precaution Dose on 10th January 2022 to Health Care Workers, Front Line Workers, and to people of 60 Years and above with comorbidity, who have completed 9 months since the 2nd Dose.
