Chandigarh, January 27: Haryana’s Tableau gave the immortal message of Srimad Bhagavad Gita to the entire world during the Republic Day celebrations at Kartavya Path. Through the tableau, based on the theme of International Gita Mahotsav (IGM), the spectators get a glimpse of the 'Virat Swaroop' of Lord Krishna.

An official spokesperson said that Kurukshetra is known as one of the oldest pilgrimage places in the world and the Vedas and Puranas were composed on the banks of the holy river Saraswati here. During Mahabharata, the eternal message of Srimad Bhagavad Gita was delivered by Lord Krishna to Arjuna in the battlefield of Kurukshetra; hence Kurukshetra is identified as the birthplace of the Gita.

Keeping this relevance of Gita in mind, Prime Minister, Sh. Narendra Modi called for its recognition to the country and the world. Giving a concrete shape to this thought, under the leadership of Chief Minister, Sh. Manohar Lal; the birthplace of Gita is being given recognition globally and the ‘International Gita Mahotsav’ has also been organized under this series in the country as well as abroad; with the work to spread the universal and inspirational message of Gita to the masses to enlighten peace, harmony and universal brotherhood in the world.

Glimpse of Lord Krishna’s Viraat Swaroop, imparting knowledge of Gita to Arjuna in tableau

The spokesperson further said that the tableau depicted Lord Krishna serving as the charioteer of Arjuna and imparting the knowledge of Gita to him. In the foreground of the tableau are the visions of Lord Krishna's 'Virat Swaroop', as displayed by him in front of Arjuna on the battlefield. The displayed statue of Virat Sawroop showed 9 heads of Lord Vishnu namely Agni, Narasimha, Ganesha, Shiva, Vishnu, Brahma, Ashwini Kumar, Hanuman and Parshuram. The Divya Sarp is covering the head and Shri Vishnu carrying Sword, Trishul, Lotus, Sudershan Chakra in right hand and Shankh, Barcha, Dhanush, Naag, Gada in left hand.

Created on a circular platform, the entire bottom section is created in an intricate design with Sheshnag and waves. The final part of the tableau depicts a grand chariot with four horses in the Kurukshetra battlefield. Haryana's grand tableau on the Kartavya Path managed to leave an indelible mark on the hearts and minds of the spectators.

Yamunanagar Patwari Association expressed gratitude to the Chief Minister for salary hike

Chandigarh, January 27- The Patwari Association expressed gratitude to Chief Minister, Sh. Manohar Lal in Yamunanagar yesterday for increasing the salary of Patwaris in Haryana. The state government has increased the salary of Patwaris from Rs 25,000 to Rs 32,100.

On this occasion, the representatives of the association expressed gratitude to the Chief Minister and said that under the visionary leadership of the Chief Minister, the state government is working for the welfare of every section including the employees. There was a long-standing demand for salary hike of Patwaris, which has now been fulfilled by the state government.

It is worth mentioning that during the recent meeting of the Patwari Association with the Chief Minister regarding the hike in salary of patwaris, the Chief Minister assured that the pay scale of Patwaris would be increased by January 26 and on January 24, the state government issued a notification to increase the salary of Patwaris.

CM announces Rs 90 crore for the development of Tejli Stadium

All facilities for outdoor and indoor sports will be available in this Stadium, CM

Chandigarh January 27- On the occasion of Republic Day, the Chief Minister unfurled the National Flag at Tejli Stadium in Jagadhari in Yamunanagar district and extended greetings for Basant Panchami.

On this occasion, Sh. Manohar Lal also announced to give an amount of Rs 90 crore to the people of the district for the development of Tejli Stadium. This stadium would be developed in three phases. Spread over 50 acres, this stadium will have all the facilities for indoor and outdoor games, he added.

He said that in the first phase infrastructure and facilities would be provided for indoor sports like Judo, Kabaddi, Taekwondo, Wrestling, Boxing, Lawn Tennis, Archery, Rifle Shooting etc. In the next phase, facilities for

outdoor games will be developed which includes hockey, football, athletics, table tennis, volleyball, basketball, handball, badminton etc. This work will be done by the Sports Department and will be done in about 3 years, informed Sh. Manohar Lal.

The Chief Minister informed the students that on January 27, Prime Minister, Sh. Narendra Modi will interact with the students during ‘Pariksha Pe Charcha’. This programme will be broadcasted in all schools at 11 am.

Chandigarh, January 27– Haryana Chief Minister said that in the last more than eight years, the state government has done the work of instilling new hope among its citizens by bringing radical changes in the system while working with a new vision of maximum governance minimum government.

"We have focused on the upliftment and welfare of every individual, as a result of which the graph of the Ease of Living and Happiness Index is continuously rising in the state," said Sh. Manohar Lal while speaking as the Chief Guest at the 74th Republic Day celebrations held at Jagadhari, Yamunanagar after unfurling the National Flag.

Firstly the Chief Minister paid floral tribute to the martyrs at the war memorial. He inspected the parade by contingents of Haryana Police, Women Police Contingent, Home Guard, NCC Battalion and Scouts, etc.

The Chief Minister called upon the citizens that on this Republic Day, each one of us should take a pledge to keep national unity and integrity intact and work unitedly for the happiness and prosperity of the country and the state.

While addressing, Sh. Manohar Lal said today is a great day in the history of our country when we got the pride of being the citizens of the world's largest republic, India. On this day, 73 years ago, a new sun of the Republic rose in our country.

“I urge the citizens to ensure their participation in the welfare of the society and take a resolve, I will take only what I deserve, I should get what I am entitled to, and will not take any benefit that I am not entitled to,” asserted the Chief Minister.

We are proud of being called as ‘government of portals’

Sending a strong and clear message to those who call ‘Manohar Sarkar’ a government of portals, the Chief Minister said, we have ensured the maximum use of IT in the governance so as to minimize human intervention. The result of this is that today people are getting government services, schemes and other benefits at their doorstep.

“Our government is often called the ‘government of portals’. I am proud of being called as ‘government of portals’, through these portals we have introduced paperless and faceless governance in Haryana. During our tenure, we have launched more than 100 apps and portals that have ensured transparency in the distribution of benefits of schemes and services. Now every eligible person is getting their benefits, while the ineligible ones are being identified,” said Sh. Manohar Lal.

He said that it is only because of the portal system that today the benefits of Shagun Yojna, old age pension, and scholarships of students are being directly reached to the accounts of the beneficiaries with just one click.

“The subsidy to the farmers for buying fertilizer, seed, machinery subsidy, crop compensation, and crop purchase money is also being directly transferred into the accounts of the farmers. Besides this, it is only because of these IT reforms that now the farmers do not have to make rounds of the offices of the Patwaris to get the Fard (Jamabandi) for their land. Now they can get the same with just one click. Youth wishing to go abroad can also upload the necessary documents online while sitting at home to get their passports,” asserted Sh. Manohar Lal.

PPP a key document in delivering the benefits of citizen-centric services at the beneficiary's doorsteps

The Chief Minister said that because of this portal, Prime Minister, Sh. Narendra Modi's vision of the one nation-one ration card has come true. Haryana too has started the facility of giving online ration cards to BPL families. Now BPL families are getting automated ration cards.

Earlier, the BPL cards used to be made at one time only. Now we have made income slabs dynamic. If the income of a family decreases, then their BPL card will be generated automatically. All this has been possible because of PPP. With this single document, now the eligible person is getting the benefits of all the schemes and services while sitting at home, said Sh. Manohar Lal.

Special emphasis laid on socio-economic and educational upliftment of Antyodaya

The Chief Minister said we are following the basic mantra of Sabka-Saath Sabka-Vikas Sabka-Vishwas Sabka-Prayas and Antyodaya Darshan of Pandit Deendayal Upadhyay. The government has made equal development of every region and every class. Special priority has been given to the socio-economic and educational upliftment of poor people.

“In the last more than eight years, the government has made a strong attack on 3C-Corruption, Casteism and Crime. Along with this, emphasis has been laid on promoting 6-S i.e. Education, Health, Security, Self-Reliance, Self-Respect and Good Governance have been kept paramount. The year 2023 is being celebrated as Antyodaya Arogya Varsh,” said Sh. Manohar Lal.

He said that the State Government aims to open a medical college and 200-bed hospital in every district. An adequate number of schools and a college has been opened under the cluster-based approach. To strengthen the economic condition of every region, clusters of small and medium-scale industries are being established at the block level. Clean drinking water is being made available in every household, said Sh. Manohar Lal.

HSGDA set up for ensuring the development of the Villages

The Chief Minister said that the development of villages is one of the topmost priorities of the State Government. Haryana Smart Gram Development Authority (HSGDA) has been set up to develop city-like facilities in villages too. The Gram Darshan portal has been started to make rural areas for getting their desired development works. 24 hours electricity is being provided in 92 percent of villages of the state, he informed.

“The Central Government has implemented Haryana’s scheme of making villages Lal Dora free under the name of Swamitva Yojana. Under this scheme in Haryana, so far, Swamitva cards have been issued to more than 24.50 lakh families of 6251 villages,” informed Sh. Manohar Lal.

Decentralization of the PRI powers

The Chief Minister said that the government has given more autonomy to Panchayati Raj Institutions (PRIs) by decentralizing their powers. After this, all the development works of the PRIs will be done from the funds and grants-in-aid of the Gram Panchayat, Panchayat Samiti and Zila Parishad. Now, the Gram Panchayat, Panchayat Samiti and Zila Parishad will be able to get the development work of their villages at their own level only, shared Sh. Manohar Lal.

Haryana aims to implement NEP by the year 2025

The Chief Minister said that the New National Education Policy 2020 has been implemented at the national level to provide culture-based and employment-oriented education to the future generation.

In Haryana, we have set a target to implement NEP completely by the year 2025. Work is being done on the concept of imparting education from KG to PG within the same campus. On the lines of private schools, 126 new Sanskriti model schools have been opened in the state. Besides this about 6 lakh tablets have been given free of cost to the students of class 10th and 12th studying in government schools, he informed.

“Chirag Yojana has been implemented to give the opportunity to poor children to study in private schools. In this, the state government pays the school fee of the students covered under this scheme,” shared the Chief Minister.

He said that a one-time registration system has been started so as to ensure that any candidate does not have to repeatedly pay fees while applying for any job. Recently exam has been conducted for Group-C category posts. The CET exam for Group D will be held soon, informed Sh. Manohar Lal.

He said that for the students looking for education and employment opportunities abroad, the facility of getting free passports has been started in colleges and polytechnics. Foreign Cooperation Department has been set up to provide education and employment to the youth abroad and to attract investment, informed the Chief Minister.

204 sportspersons got government jobs

Sh. Manohar Lal said that Haryana is the only state in the country, which gives maximum cash prize money to medal-winning sportspersons. We have given cash prizes of more than Rs 375 crore to sportspersons. Haryana is the first state in the country, which has given an advance amount of Rs 5 lakh to the sportsperson for preparation as soon as he qualifies for the Olympic and Paralympic Games, he asserted.

Along with this, a provision has been made to give an advance of Rs 2.50 lakh to Asian, Para Asian and Commonwealth players. The state government has drafted the Haryana Outstanding Sportspersons (Recruitment and Conditions of Service) Rules, 2018 to ensure secure employment for outstanding players. For the sportspersons, 550 new posts have been created in the sports department. Sportspersons have been given 3 percent reservation in Group-C jobs. Apart from this, 204 sportspersons have been given government jobs, shared the Chief Minister.

The poor are getting health benefits via CHIRAYU Haryana Yojana

The Chief Minister said that the state government has implemented CHIRAYU Yojana from November 21, 2022, while expanding the scope of the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana. Under CHIRAYU Yojana, the expenditure of up to Rs 5 lakh for families with an annual income less than Rs 1.80 lakh is being borne by the Haryana government.

With the launch of the CHIRAYU Yojana, about 13 lakh families have got the facility of free treatment. Besides this, 15.89 lakh families are eligible to get benefits under Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana, informed Sh. Manohar Lal.

The government is continuously working for the welfare of the farmers

The Chief Minister said that Haryana is an agrarian state. The compensation amount given to farmers has been increased from Rs 12,000 to Rs 15,000 per acre for crops damaged due to natural calamity.

Meri Fasal Mera Byora portal has been started to provide financial assistance to farmers for the purchase of crops, fertilizers, seeds, loans and agricultural equipment while sitting at home. In the interest of sugarcane farmers, the state government has increased the price of sugarcane by Rs 10. Now the sugarcane price in Haryana is Rs. 372, shared Sh. Manohar Lal.

The state government has procured every single grain at the Minimum Support Price. Agroforestry has also been added to the Mera Pani-Meri Virasat scheme for crop diversification and water conservation. Now, for planting 400 trees per acre in place of paddy, the farmer is being given an incentive of Rs 10,000 per acre per year for 3 years. Besides this, Pashu Kisan Credit Card Scheme has been started on the lines of the Kisan Credit Card to encourage animal husbandry, shared Sh. Manohar Lal.

He said that to promote industries, M.S.M.E. Department has been formed and Haryana Traders Welfare Board has been formed to solve the problems of the traders.

On this occasion, the Chief Minister also observed the cultural programme presented by the children and honoured the officers and employees who did remarkable work by giving them certificates.

Haryana Government to prepare new state lane driving SOP

Chandigarh, January 27 - Haryana Chief Secretary, Sh. Sanjeev Kaushal directed the officers of Transport Department to prepare a new state lane driving standard operating procedure (SOP) for implementing lane driving on Highways and to ensure compliance with the SOP.

While presiding over a meeting of all stakeholder departments to review the Road Safety efforts in the state here today, he said that the department should also educate and sensitise people to strictly follow the lane driving in order to avoid fatal accidents.

Sh. Kaushal reviewed the improvement of road accident prone points, installation of equipment like speed breakers/rumble strips, sign boards, road markings, cat eyes, delineators and black spots etc. He added that there should be no lapse from the administration side and efforts should be made to curb any fatal incidents on the road.

It was apprised in the meeting that the Integrated Road Accident Database (IRAD) setup by the Ministry of Transport, Government of India, has been started for all the states and it has also been implemented in Haryana; in which the Transport Department has been made the nodal authority for this project. Apart from transport department, police, health, NHAI, PWD, HSIDC, Haryana Shahari Vikas Pradhikaran and local government departments have been taken in which the nodal officers of the departments concerned will work on the road safety project at the state and district level.

In the meeting, Principal Secretary, Transport Department, Sh. Navdeep Singh Virk apprised that the number of fatalities due to road accidents has decreased after 2014 following the implementation of road safety measures. He said that to further strengthen the road safety efforts in the state being coordinated by the State Road Safety Council Secretariat, all the vacant staff positions of the secretariat should be filled immediately. In case of technical staffing requirements, contractual personnel should be appointed by the Transport Department so that the lead agency can function well.

T.V.S.N Prasad, Additional Chief Secretary to Government, School Education Department, Sh. Mahavir Singh, Chief Administrator, Haryana Shehri Vikas Pradhikaran, Panchkula, Sh. Ajit Balaji Joshi, Excise & Taxation Commissioner and Secretary, Excise & Taxation Department, Sh. Ashok Kumar Meena and other officers were present on the occasion.

Haryana making concrete efforts to bring out-of-school children back to education system- CS

Chandigarh January 27- Haryana Chief Secretary, Sh. Sanjeev Kaushal directed the officers of Labour, Education, Women and Child Development and Social Justice and Empowerment Department to submit a current status report of implementation of standard operating procedure (SOP) of National Commission for Protection of Child Rights (NCPCR) for implementation of provisions of section 12 (1) ( c ) of RTE Act , 2009.

While presiding over the meeting regarding issues of ‘Out of School Children’ (OOSC) here today, the Chief Secretary directed the officers to submit the status report of steps taken for ensuring continuation of education of children in school and to share the status with the Commission as well.

It was apprised in the meeting that 1575 children in street situations have been identified in Haryana, out of which 787 have been enrolled in various schools in the state, while document preparation process and linking the rest of the children with state government schemes is underway.

Sh. Kaushal said that nodal officers appointed in the districts should identify those children who are not attending and have dropped out of schools in the state. The officers were also directed to make efforts to bring out-of-school children back to the education system. Besides this, the officers should also ensure that migration certificates are issued to those children who are moving away from the place of their education.

Sh. Kaushal further directed the officers to upload the district wise current status of Out of School Children including disabled, home-schooling children, children in streets situations, into child labour, in unmapped madrasas and migrant children and children who have lost both or single parent during COVID pandemic on Baalswaraj Portal of National Commission for Protection of Child Rights (NCPCR) latest by January 28, 2023. Besides this, the concerned Departments should also have to upload the current status of children enrolled in private schools but have not been provided benefits under Section 12 (1) (c) of RTE Act and children enrolled in government schools.

Sh. Kaushal further directed the officers to share the current status of number of open shelters in the state, children in street situations enrolled in schools after identification, children and their families in street situations given counseling, children in street situations for whom health screenings have been done, engaged in child labor, child begging, placed in institutional care and children linked with schemes of the Central and State Government.

Additional Chief Secretary, School Education Department, Sh. Mahavir Singh, Director, Women & Child Development, Ms. Monica Malik and other senior officers were present in the meeting.

Three officials held demanding and accepting bribes

Chandigarh, Jan 27- Haryana State Vigilance Bureau has arrested a Sub-Inspector, an Assistant Sub Inspector of Police Department, and a Clerk of Chakbandi office while demanding and accepting bribes worth Rs 80,000 and Rs 50,000 respectively.

Sharing the information in this regard here today, a spokesperson of the Bureau said that in the first case, Bureau team had arrested Sub Inspector Kuldeep Singh posted as SHO Kunjapura police station and ASI Rakesh Kumar for demanding Rs 80,000 bribe from the complainant in lieu of removing his name from FIR. Vigilance has also booked Sub Inspector Rajender of Kunjpura thana, who is absconding.

In another case, Clerk Satbir of Chakbandi office in Karnal has been caught red-handed by the Vigilance Bureau while accepting a bribe of Rs 50,000 from complainant. The accused clerk was demanding bribe of Rs 4 lakh and accepted Rs 50,000 as first installment for deciding an appeal in favour of the complainant. Bureau team also booked Nafe Singh, Kanungo, posted in Chakbandi office Karnal, who is absconding.

Cases under the relevant sections of Prevention of Corruption Act and Indian Penal Code had been registered against the accused in Bureau’s police station Karnal. Further investigation of the cases is in progress.

ASI threatens man of implicating in drug case, Vigilance Bureau booked him

Chandigarh, Jan 27 – Haryana State Vigilance Bureau has booked an Assistant Sub Inspector (ASI) posted at Crime Investigation Agency, Bahadurgarh on the charges of falsely implicating a person in a drug peddling case.

Sharing the information here today, a Bureau’s spokesperson informed that complainant, a resident of Tosham in Bhiwani district has approached the Vigilance Bureau and alleged that the accused ASI Manoj Kumar was threatening him and demanding Rs 5 lakh bribe for not implicating him a NDPS case registered in Police station, Sector-6, Bahadurgarh. The complainant also alleged that accused ASI had already taken Rs 2 lakh from him and was pressurizing him to take the rest of the bribe.

The complainant, who did not wish to pay more bribe had brought the matter to the notice of Vigilance Bureau. After verifying his information, the vigilance team from Faridabad unit laid a trap and conducted a raid to arrest the accused red-handed. But the accused ASI managed to escape and absconded.

A case under the Prevention of Corruption Act has been registered against the accused at the vigilance bureau police station Rohtak and further investigation was under progress.

Major Activities undertaken by the State of Haryana to control the spread of COVID-19

• Department of Health fixed the per day upper cap of COVID treatment charges in all private hospitals through order dated 25.06.2020. The rates for isolation beds (Rs. 8, 000 per day for Non- NABH Hospitals, Rs. 10, 000 per day for JCI/ NABH Hospitals), ICU Beds without Ventilators (Rs. 13, 000 per day for Non- NABH Hospitals, Rs.

15, 000 per day for JCI/ NABH Hospitals), ICU Beds with Ventilators (Rs. 15, 000 per day for Non- NABH Hospitals, Rs. 18,000 per day for JCI/ NABH Hospitals).

• State Government has fixed the Rates/ Charges for different type of COVID 19 testing as below: -

1. CBNAAT testing- 2400/-.

2. True NAT Testing- 1250/-

3. RTPCR Samples collected at private hospitals/ labs and their designated collection centers - 299/-

4. RTPCR Samples collected through home visits - 499/-

5. Rapid Antigen Testing-50/-

6. IgG based ELISA Testing-250/-

• The Government of Haryana has fixed the upper limited of lab test in patients of COVID-19/ post-COVID

• Haryana Village General Health Checkup Scheme: The scheme was initiated from May 15, 2021 & villages with high COVID load were taken on priority and Rapid Antigen Testing (RAT) was the main stay of screening. Till date, total 1,73,79,228 were screened and 1,10,928 cases of ILI were detected and 5,164 positive cases were diagnosed, isolated and treated to prevent the spread of disease. The villages with positivity more than 5 were re-screened. Out of 13,22,058 people re-screened, 90 positive cases were detected and treated to effectively curtail the spread.

• Sero Survey- Health Department, Haryana has conducted 3rd round of Sero Survey in the month of September 2021 in the State, wherein Seroprevalence was found to be 76.3 (Urban 78.1 & Rural 75.1). In previous 2 rounds, the Sero prevalence was found to be 8 in 1st round and 14.8 in 2nd round of Sero Survey.

• Govt. of Haryana has made 2nd dose compulsory for which detailed guidelines have been issued to all Deputy Commissioners on 22 December 2021.

• Vaccination for population between 15 to 18 Years of age was started on 03-01-22.

• Govt. of Haryana has started administering COVID-19 Booster/Precaution Dose on 10th January 2022 to Health Care Workers, Front Line Workers, and to people of 60 Years and above with comorbidity, who have completed 9 months since the 2nd Dose.
