Chandigarh, January 25- While safeguarding the interest of the sugarcane farmers, Haryana Chief Minister today announced a hike of Rs. 10 per quintal. After this hike now the sugarcane farmers will be paid Rs. 372. This will come into force from this crushing season. The current price of sugarcane in the State is Rs.362 per quintal.

While addressing a press conference held at his residence Sant Kabir Kutir, today, Sh. Manohar Lal said that safeguarding the interest of farmers is the utmost priority of the State Government.

"I urge the farmers that the prices have been hiked and now they should bring their sugarcane to the mills so the mills can run smoothly. Closure of sugar mills is neither in the interest of the farmers nor of the mills", said Sh. Manohar Lal.

The Chief Minister said though the current sugar price has not increased as expected still we are giving high prices for sugarcane crops as compared to the sugar price. The sugar mills are constantly facing financial losses but still, we have time and again safeguarded the interest of the farmers, he added.

He informed that at present the sugar mills of the state are facing a loss of Rs. 5293 crores. Average cost of sugar production is Rs. 4341 per quintal, which is much higher than the selling price of sugar i.e. Rs. 3400 per quintal. An amount of Rs. 1005 crore was provided as loan to the Co-Operative Sugar Mills and Rs. 329 crore was given as subsidy to all Co-Operative and Private Sugar Mills in last two years (2020-21 and 2021-22) as financial assistance, he added.

The percentage of sugar recovery in the cooperative mills is 9.75 percent while the percentage of private mills is 10.24, shared Sh. Manohar Lal.

He further shared that to increase the sugar recovery and to make the mills financially stable, the capacity of cooperative sugar mills is being increased along with setting up ethanol and energy plants. Besides this, the renovation of mills has been done.

Recommendations of the Committee

The Chief Minister said that the Committee constituted under the Chairmanship of Agriculture and Farmers' Welfare Minister, Sh. J.P Dalal and after considering the demands of the sugarcane farmers the committee had submitted its report. The Committee has held several meetings with the farmers, cooperative department, private mills, and subject experts and recommended the hike, along with other important recommendations, he shared.

He informed that the Committee recommended to diversify all Co-Operative Sugar Mills by installing Ethanol Plants, Power Co-generation in sugar mills commercial use of Bio-products like molasses, bagasse, press mud etc. Further, the Committee recommended to improve quality of the sugarcane for better sugar recovery percentage. The Committee suggested the Cooperation Department to explore some innovative business model including private participation for smooth economic viable concept for the running of Sugar Mills, he asserted.

As per assessment by the Agriculture Department, the cost of cultivation has increased due to increase in costs of inputs, labor charges, etc. The Committee deliberated at length the issues viz. the constraints of financial viability, huge financial losses faced by the Co-operative Sugar Mills. Further, the Committee was of the view that despite heavy financial losses, State Advised Price (SAP) of sugarcane may be increased, further shared Sh. Manohar Lal.

The Chief Minister said that due to cold weather conditions, the mustard crop has been damaged. Regular Girdawari will be started from February 5 to assess the damage and farmers will be given compensation for the damage.

We have always ensured timely payment to sugarcane farmers

Responding to a question, the Chief Minister said that since he has assumed power, timely payment to sugarcane farmers has been assured. An amount of Rs. 2628 crore has been paid in the year 2020-21, hence there is no pendency for this year. Similarly, in the year 2021-22, Rs. 2727.29 crore has been paid except PDC of Naraingarh Sugar Mill for Rs. 17.94 crore.

He further informed that directions have been issued to the cooperative sugar mills to make payment to the farmers within a week. Farmers have also been offered that if they wish to run the sugar mills, the government can also consider this subject.

Opposition and farmers unions should refrain from politicizing the sugarcane issue

In response to another question, the Chief Minister said that the opposition and some farmer unions are doing politics on this issue, which is not fair. Farmers also understand today that the sugar mills are running at a loss and despite this, the government is taking decisions in the interest of the farmers.

Patwari's pay scale increased

Sh. Manohar Lal said that in the past, the Patwaris had placed a demand for increasing their salaries, considering the same the pay scale of Patwaris has been increased. Now their salary has been increased from Rs 25,000 to Rs 32,100. A notification in this regard has been issued on January 24.

“To expedite the development works, we have fixed the time limit for floating tenders. Now for work up to Rs 25 lakh tenders will be floated within 4 days and for works upto Rs 1 crore, the time limit is 15 days. The government has released an amount of Rs 1100 crore to the accounts of Panchayati Raj institutions for development works in villages. Panchayats have started executing their development works,” informed Sh. Manohar Lal.

Chief Minister writes to the Union Minister for issuing a special commemorative postage stamp in the name of Lord Parshuram

Chandigarh, January 25 - Haryana Chief Minister, during a recently held state-level programme of Lord Parshuram Mahakumbh made several announcements, which are now taking a particle shape. After notifying the setting up of a medical college in the name of Lord Parshuram in Kaithal, now Sh. Manohar Lal has written a demi-official letter to the Union Minister of Communications, Sh. Ashwini Vaishnaw to issue appropriate directions to the Department of Posts to consider issuing a special Commemorative Postage Stamp in the name of Lord Parshuram.

Lord Parshuram is known to be the sixth incarnation among the Dashavatara of Lord Vishnu in Hinduism. He is the human avatar of Lord Vishnu and is called the God of Justice. He is the one who was present during Mahabharat as well as Ramayan and has met Lord Ram, reads the letter.

The letter further reads, Born to Jamdagni and Renuka, he was foretold to appear at a time when overwhelming evil prevailed on earth. Since Parshuram was a great devotee of Lord Shiva, it is believed that he got the axe from God himself after pleasing Him. A symbol of Bhakti and Shakti, he is believed to be a great mighty, majestic, gau - rakshak and savior of the poor and well versed in brahm - vidya and shastra - vidya. The legends of Lord Parshuram appear in many Hindu texts and there are many temples in India dedicated to Him.

Haryana government encouraging new startups by giving exemptions and rebates through startup policy

Chandigarh, January 25: Additional Principal Secretary to Chief Minister and Director General, Information, Public Relations and Languages Department, Haryana, Dr. Amit Agrawal today launched the ‘Smart Solar Hub startup’ started by Ishank Bansal and Arjun Mittal, two students of University Institute of Engineering and Technology (UIET), Panjab University.

Launching the startup named Envinova of Solar Energy, Dr. Amit Agrawal said, “Today is the time of startups and along with jobs, the youth should focus more on self-employment. There are immense employment opportunities in areas like solar energy and e-commerce.” He said that Haryana is at the third position in the country in terms of startups. Out of 60,000 new startup companies, 5,000 companies are in Haryana, which is 12 percent.

Appreciating the startup project of the students, Dr. Agrawal said that to promote startups, the state government has formulated a new startup policy; under which it has encouraged setting up new startups in the state by giving different types of rebates and exemptions.

This technology will prove effective in making cities more livable and sustainable

Dubbed as Smart Solar Hub, the start-up Envinova aims to increase public interaction in outdoor spaces with accessible energy and connectivity. Through this, the focus has been on how urban living can be improved by popularizing technology in public life. This technology will also prove effective in making cities more livable and sustainable.

Registrar, Panjab University, Prof. YP Verma said that a total of eight startups are running in UIET, for which the department gives space and provides necessary equipment. On the occasion, Director, UIET, Prof. JK Goswamy, faculty members and a large number of students were present.

Keeping in view the interests of the farmers, the Chief Minister increased Rs. 10 in the State Advisory Price (SAP) of sugarcane– Chief Secretary, Sanjeev Kaushal

Chandigarh, January 25- Haryana Chief Secretary Mr. Sanjeev Kaushal said that keeping in view the interest of the farmers, the Chief Minister, Sh. Manohar Lal has today announced an increase of Rs. 10 in the State Advisory Price (SAP) of sugarcane. He said that now the sugarcane farmers of Haryana would get Rs. 372 per quintal from the existing rate of Rs 362 per quintal. Moreover, the farmers of Haryana are getting enormous benefits because of the smooth payment mechanism to the farmers as compared to the neighbouring states like Punjab and Uttar Pradesh. This fact is evident that in the current crushing season, Haryana Government has made a payment of Rs. 620 crore to the sugarcane farmers whereas the payment of only Rs. 230 crore has been made to the farmers across Punjab.

The Chief Secretary was presiding over a virtual meeting regarding management of sugarcane availability in cooperative sugar mills from Yamunanagar today. On this occasion, Additional Chief Secretary, Cooperative Department, Sh. T.V.S.N Prasad, Additional Chief Secretary, Agriculture Department, Sh. Sumita Misra, Director General of Police, Sh. P.K. Agrawal, Deputy Commissioners and other senior officers were present through video conferencing.

Complete payment till July 5 last year made to Haryana sugarcane farmers made

Directing the Deputy Commissioners and Managing Directors of the sugar mills of concerned districts to interact with farmers and unions to aware them regarding the recent increase in SAP and also inform them regarding the in-time payment of sugarcane to farmers by the state government. He said that Haryana has made complete payment of sugarcane farmers till July 5 last year, whereas farmers of neighbouring states are yet to receive the payment of sugarcane. He further directed the officers to provide information about the facilities and the price of sugarcane to the farmers so that they do not get misled by anyone.

Mr. Kaushal directed the MD of sugar mills and district agriculture officers to urge the farmers to bring their sugarcane to the mills at the earliest so that they would not suffer huge loss as their crop would dry up which would eventually lose the recovery. Moreover, the farmers may suffer a delay in sowing the next crop. He directed the officers to provide required facilities to the farmers in bringing their produce to the mills. He directed them to ensure and make efforts to resume the operation of private sugar mills. Keeping the interest of farmers, the state government has raised the SAP of sugarcane by Rs, 10.

Loan of Rs 1005 crore to cooperative sugar mills, subsidy of Rs 329 crore to cooperative and private sugar mills in Haryana

Mr. Kaushal said that keeping in view the interest of the sugarcane farmers in Haryana, a loan of Rs. 1005 crore has been given to the cooperative sugar mills while Rs. 329 crore has been provided as subsidy to the cooperative and private sugar mills. Unalike to the neighbouring states, the Haryana government is consistently increasing the price of sugarcane every year. He said that this year also the SAP of sugarcane has been increased by Rs 10.

A total of 7.45 crore quintals of sugarcane is crushed in Haryana every year

In the meeting, Haryana Additional Chief Secretary, Cooperative Department,Mr. T.V.S.N Prasad informed that cooperative sugar mills crush 4.95 crore quintals of sugarcane every year while private sugar mills crush 3 lakh quintals of sugarcane. In this way, a total of 7.45 crore quintals of sugarcane is crushed every year. He said that so far this year, 40 percent sugarcane has been procured for crushing while 60 percent sugarcane is yet to arrive for crushing this year.

Mr. Prasad said that at present the sugar mills of the state are in loss of Rs. 5293 crores and our average sugar production is Rs. 4341 per quintal, which is much higher than the selling rate of Rs. 3400 per quintal. He said that according to the report of the committee constituted under the chairmanship of the Agriculture Minister, the rate of sugarcane was fixed at Rs.370 per quintal, but keeping in view the interest of the farmers, the Chief Minister announced to increase the rate of sugarcane to Rs.372 per quintal this year. He said that the medium variety rate of sugarcane in Punjab is Rs.370 per quintal whereas it is Rs.372 per quintal in Haryana.

Dr. Chawla administered the pledge of having abiding faith in democracy and maintaining the dignity of democratic values like free, fair, and peaceful elections. The Police officers and personnel who were present at the event pledged to use their voting rights in every election fearlessly and without being influenced by considerations of religion, race, caste, community, language, or any inducement.

Republic Day Awards: 14 Haryana cops to get Police Medals

IGP Amitabh Dhillon decorated with President’s Police Medal

Chandigarh, Jan 25 – On the occasion of Republic Day, the Union Ministry of Home Affairs announced that a total of 14 Haryana Police officers/personnel have been awarded medals for distinguished and meritorious service.

Out of the 14 awards announced, one officer will receive the President's Police Medal for Distinguished Service and 13 will get the Police Medal for Meritorious Service.

Sharing the information here today, a Haryana Police spokesperson informed that Sh. Amitabh Singh Dhillon, Inspector General of Police (Modernization) has been selected to be awarded with the President’s Police Medal for distinguished service.

Those who have been selected to be decorated with Police Medal for Meritorious Service include Satender Kumar Gupta IGP (Karnal Range) Karnal, B. Major Activities undertaken by the State of Haryana to control the spread of COVID-19

• Department of Health fixed the per day upper cap of COVID treatment charges in all private hospitals through order dated 25.06.2020. The rates for isolation beds (Rs. 8, 000 per day for Non- NABH Hospitals, Rs. 10, 000 per day for JCI/ NABH Hospitals), ICU Beds without Ventilators (Rs. 13, 000 per day for Non- NABH Hospitals, Rs.

15, 000 per day for JCI/ NABH Hospitals), ICU Beds with Ventilators (Rs. 15, 000 per day for Non- NABH Hospitals, Rs. 18,000 per day for JCI/ NABH Hospitals).

• State Government has fixed the Rates/ Charges for different type of COVID 19 testing as below: -

1. CBNAAT testing- 2400/-.

2. True NAT Testing- 1250/-

3. RTPCR Samples collected at private hospitals/ labs and their designated collection centers - 299/-

4. RTPCR Samples collected through home visits - 499/-

5. Rapid Antigen Testing-50/-

6. IgG based ELISA Testing-250/-

• Haryana Village General Health Checkup Scheme: The scheme was initiated from May 15, 2021 & villages with high COVID load were taken on priority and Rapid Antigen Testing (RAT) was the main stay of screening. Till date, total 1,73,79,228 were screened and 1,10,928 cases of ILI were detected and 5,164 positive cases were diagnosed, isolated and treated to prevent the spread of disease. The villages with positivity more than 5 were re-screened. Out of 13,22,058 people re-screened, 90 positive cases were detected and treated to effectively curtail the spread.

• Sero Survey- Health Department, Haryana has conducted 3rd round of Sero Survey in the month of September 2021 in the State, wherein Seroprevalence was found to be 76.3 (Urban 78.1 & Rural 75.1). In previous 2 rounds, the Sero prevalence was found to be 8 in 1st round and 14.8 in 2nd round of Sero Survey.

• Govt. of Haryana has made 2nd dose compulsory for which detailed guidelines have been issued to all Deputy Commissioners on 22 December 2021.

• Vaccination for population between 15 to 18 Years of age was started on 03-01-22.

• Govt. of Haryana has started administering COVID-19 Booster/Precaution Dose on 10th January 2022 to Health Care Workers, Front Line Workers, and to people of 60 Years and above with comorbidity, who have completed 9 months since the 2nd Dose.
