Departments should prepare progressive plans: Chief Minister

Promote technical skills to increase employment opportunities

Chandigarh, January 24: Chief Minister, Sh. Manohar Lal said that all the departments should work on a comprehensive level by making progressive plans in various developmental areas; so that by the year 2047, effective steps can be taken towards making Haryana a leading, modern, self-reliant and fully developed state.

The Chief Minister was presiding over the meeting regarding learnings from the second national conference of Chief Secretaries here today. Deputy Chief Minister, Sh. Dushyant Chautala, Home Minister, Sh. Anil Vij, Transport Minister, Sh. Mool Chand Sharma, Agriculture Minister, Sh. J.P Dalal, Local Urban Bodies Minister, Dr. Kamal Gupta, Development and Panchayats Minister, Sh. Devender Singh Babli, Social Justice and Empowerment Minister, Sh. Om Prakash Yadav, Women and Child Development Minister, Smt. Kamlesh Dhanda, Labour Minister, Sh. Anoop Dhanak, Printing and Stationery Minister, Sh. Sandeep Singh, also remained present during the meeting.

During the meeting, presentation was given by senior officers on various topics including emphasis on efficient, small and medium scale industries, infrastructure and investment, reducing regulatory compliance, GST, inclusive human development, nutrition and maternal, child and adolescent health, women empowerment, skill development, expansion of skill ecosystem, vocal for local, use of millets and global geographical challenges.

Apart from this, Chief Secretary, Sh. Sanjeev Kaushal also presented the summary report of the virtual conference of Chief Secretaries with Prime Minister, Sh. Narendra Modi in January. A short film on the mini cluster scheme of the state was also shown during the meeting.

Chief Minister, Sh. Manohar Lal said that every department should prepare such plans and review them every month; besides implementing them right up to the grassroots for providing full benefit to every person. He said that a portal should be made for the treatment of all types of diseases for the citizens and it should be linked with the Parivar Pehchan Patra. Apart from this, for providing loans to poor youth, financial schemes like Mudra, Standup, etc should be linked to Mukhyamantri Parivar Antyodaya Utthan Yojana.

The Chief Minister said that the Department of Environment and Climate Change and Commerce and Industry should develop clusters at the block level and focus on creating employment opportunities. “A plan should be prepared to develop textile parks and increase infrastructure in them. Apart from this, the electronic manufacturing cluster will be promoted in the state,” he added. He said that the auto appeal system and grievance redressal system of the state government has been considered better by the central government.

He said that the ‘one block one product’ scheme has been approved in 45 blocks. Under the Padma scheme, 10,000 industries are being set up in 143 blocks. A roadmap is being prepared for organic management of wet and dry waste in the state; under which processing units will be set up after segregating the waste. Three bio-CNG plants are being set up in Panchkula and Rohtak.

Inclusive human development

The Chief Minister said that the Women and Child Development Department should collect all kinds of information about children from birth to the age of 6 years. Apart from this, separate frameworks should be prepared by the Employment Department for school education of children in the age group of 6 to 18 years, higher education of youth in the age group of 18 to 25 years and people in the age group of 25 to 60 years. Similarly, 2,058 health and wellness centres have been set up to provide e-treatment facilities. Emphasis is being laid on empowering women and increasing their participation, he asserted.

He said that centres of excellence are being set up in the state for skill enhancement with high level training facilities. “Also, Pradhan Mantri Kaushal Vikas Yojana will be launched soon in the state, under which entrepreneurship will be promoted,” said the Chief Minister, adding that a World Skill Centre is being set up in Gurugram. Apart from this, a detailed discussion regarding G-20 was also held in the meeting on various programmes to be organized in the state.

Chief Principal Secretary to Chief Minister, Sh. DS Dhesi, Additional Chief Secretaries, Sh. TVSN Prasad, Sh. Anand Mohan Sharan, Smt. G. Anupama, Principal Secretary, Sh. Anurag Agarwal, Additional Principal Secretary to Chief Minister, Dr. Amit Agrawal and other senior officers were present in the meeting.

Haryana Deputy Chief Minister, Sh. Dushyant Chautala said that Girdawari will be done from February 5, 2023, in which farmers will be given compensation from ranging Rs. 12,000 to Rs. 15,000 per acre as per the policy of the state government.

Dushyant Chautala said that Girdawari will be done from February 5, 2023, in which farmers will be given compensation from ranging Rs. 12,000 to Rs. 15,000 per acre as per the policy of the state government. He added that the government will compensate for loss caused to rabi crops due to natural calamity.

The Deputy Chief Minister, who also holds the portfolio of Revenue and Disaster Department, informed here today that the state government is well-wisher of the farmers. He added that farmer's interests are always the priority of the state government. He said that the damage caused to various crops of rabi season recently will be compensated. He informed that from February 5, 2023, Girdawari of all the main Rabi crops will be done. He informed that under the policy of the state government, farmers are given compensation ranging from Rs 12,000 to Rs 15,000 per acre according to the crops.

Sh. Dushyant Chautala said that no farmer will be made to suffer any kind of loss. The state government will compensate for loss caused to rabi crops due to natural calamity.

Along with agriculture, emphasis should be given to Jhinga Fish Farming in order to boost the income of farmers - Agriculture Minister, JP Dalal

Chandigarh, January 24 - Haryana Agriculture and Farmers Welfare Minister, Sh. J.P. Dalal, said that in order to boost the income of farmers, emphasis must also be given to the fisheries sector, particularly Jhinga Fish Farming. In the following two years, 10,000 farmers must be prepared for such farming. Additionally, provisions should be made for long-term storage godowns for jhinga fish. He said that the state government is working really hard to set up ethanol facilities in the state's sugar mills and that maximum financing will need to be supplied for livestock.

Sh. Dalal said this today during the State Credit Seminar organized by NABARD for the year 2023-24 Haryana.

While releasing the State Focus Paper for the year 2023-24 prepared by NABARD for the state of Haryana, he said that there is a loan estimate of Rs. 1.72 lakh crores for priority sectors of Haryana, which is 6.48 percent more than the previous year. Advising bank officials and concerned departments on issues related to agriculture, he said that there is a greater need for agricultural diversification and micro-irrigation in view of the declining water level in the state. Bank credit will be more focused towards social infrastructure and other sectors, he added.

The Agriculture Minister said more focus towards crop production, maintenance and marketing, investment for agriculture and allied activities, micro, small and medium enterprises, export credit, education, housing, renewable energy, social infrastructure through bank credit and other sectors will be given by the state government. Sh. Dalal said that on the basis of NABARD's State Focus Paper, projects will have to be prepared and implemented within the stipulated time to provide better infrastructure for agriculture and MSME sector.

More emphasis on self-reliance in agriculture to enhance income of the farmers

The Agriculture Minister said that Prime Minister, Sh. Narendra Modi will ensure farmer producer organizations, agricultural start-ups, use of technology in agriculture, modernization of marketing infrastructure, to ensure self-sufficiency in agriculture which will enhance the income of the farmers. In this direction, for the purpose of increasing production and productivity in agriculture and allied sectors by the government, "Agriculture Infrastructure Fund", "Operation Greens", for the development of agricultural infrastructures, encouragement to farmer producer organizations, for an accessible and transparent market. Necessary policy initiatives like 'e-NAM', "Pradhan Mantri Fasal Bima Yojana", "Paramparagat Krishi Vikas Yojana ", liberalization of agricultural exports have been taken.

The state government has taken several steps for diversification in agriculture and increasing the income of farmers

Sh. Dalal said that the state government has taken many important steps for diversification in agriculture and increasing the income of farmers. These include establishment of machine hiring centres, promotion of natural and organic farming, financial assistance for establishment of 100 clusters for certification, branding and packaging, establishment of 100 packhouses for fresh fruits and vegetables, formation of 100 FPOs, establishment of excellence centres as various steps have been taken.

On this occasion Additional Chief Secretary of Agriculture and Farmers Welfare Department, Dr. Sumita Misra, Director General of Horticulture, Sh. Arjun Saini, Director General of Animal Husbandry Department, Dr. B.S. Laura, and other officers of various banks and departments were present.

Chandigarh, January 24: To suggest the price of sugarcane for the crushing season 2022-23, a meeting under the chairmanship of Agriculture and Farmers Welfare Minister, Sh. JP Dalal was held at Haryana Niwas here today. A detailed discussion on various issues related to the cost of sugarcane and the price of sugar in the market was held during the meeting. The members of the committee put forth their respective suggestions.

Interacting with the mediapersons after the meeting, Sh. JP Dalal said that the committee has made an opinion considering all the suggestions and will submit its report to Chief Minister, Sh. Manohar Lal.

Haryana Government has, on the eve of Republic Day, granted special remission to prisoners who are undergoing sentence as a result of their conviction by the Courts of Criminal Jurisdiction in the state.

Chandigarh, January 24 - Haryana Government has, on the eve of Republic Day, granted special remission to prisoners who are undergoing sentence as a result of their conviction by the Courts of Criminal Jurisdiction in the state.

While giving this information here today, Energy and Jails Minister, Sh. Ranjit Singh said that convicts who have been sentenced for a period of 10 years and above, including life sentence have been granted remission of 90 days and those sentenced for five years or more but less than 10 years have been granted remission of 60 days. Similarly, the convicts who have been sentenced for less than five years have been granted remission of 30 days.

He said that this remission will also be granted to all the convicts who are on parole or furlough from the jail on Republic Day, that is January 26, 2023, subject to the condition that they surrender at the respective jails on the due date after the expiry of their parole or furlough period for undergoing the un-expired portion of their sentence.

The sentence of imprisonment imposed in default of payment of fine shall not be treated as substantive for the purpose of grant of this remission. All the prisoners convicted by the Courts of Criminal Jurisdiction in Haryana but undergoing their sentences in Jails outside Haryana shall also be entitled to get this remission as per the above scale. This remission will not be granted to the convicts who are on bail on the day of granting this remission, shared, Sh. Ranjit Singh.

The remission will not be granted to prisoners convicted for the offences like abduction and murder of a child below the age of 14 years, rape with murder, any offence under the POCSO Act 2012, dacoity or robbery, kidnapping and ransom, acid attack, trafficking of person, case of prisoners convicted for counterfeiting currency notes (FICN), under section 489 (A to E) of IPC 1860, under NDPS Act, (other than section 27) in view of section 32A of the Narcotic Drugs and Psychotropic Substances Act, 1985, under the Terrorist and Disruptive Activities (Prevention) Act, 1987, Official Secrets Act, 1923, Foreigners Act, 1948, Passport Act, 1967, Sections 2 and 3 of the Criminal Law Amendment Act, 1961, and Sections 121 to 130 of the Indian Penal Code, 1860.

The remission will also not be admissible to detenues of any class, Pakistani nationals, persons imprisoned for failing to give security for keeping peace for their good behaviour under sections 107, 109, 110 of the Criminal Procedure Code, 1973 and the convicts who had committed any major jail offence during the last two years and were punished for the same under the relevant provisions of Punjab Jail Manual, Haryana Prison Rules-2022 or any other Act or Rules as applicable on that day.

Chandigarh, January 24 - Haryana Development and Panchayats Minister, Sh. Devender Singh Babli has expressed gratitude towards the Chief Minister, Sh. Manohar Lal, for presenting numerous development projects including medical college, nursing college, new bus stand to Tohana city.

In a statement issued here today, Sh. Devender Singh Babli said that the present government is a visionary government. Chief Minister, Sh. Manohar Lal and Deputy Chief Minister, Sh. Dushyant Chautala is focusing on ensuring uniform development in all assembly constituencies with a visionary approach.

He further stated that the Chief Minister is strenuously working with the mantra of ‘Haryana Ek- Haryanvi Ek’ and achieving the vision of Antyodaya in true sense.

He said that the Tohana constituency was always ignored by the previous government’s. He continued by saying that Tohana is a city of canals as well as a land of freedom fighters and patriots. He extended gratitude towards the public for showing their love and affection during the Madhur Milan Samaroh and Pragati Rally organised on the occasion of 126th birth anniversary of Netaji Subhas Chandra Bose. He is proud that he belongs to the family of freedom fighters. The name of Umrao Singh, a captain in Netaji's Azad Hind Fauj, is widely known to the people of Tohana.

The completion of these projects worth more than Rs. 580 crores would usher in a new era of development in the Tohana area and will also significantly contribute to the welfare of the society. The Madhur Milan Samaroh was attended by a large group of people from all sections of society, which is a manifestation of their love and admiration for the present government.

While giving this information here today, the Director General of Police (DGP) Haryana, Sh. P.K. Agrawal said that all the Commissioners of Police and district Superintendents of Police have been directed to ensure elaborate security cover on January 26 at all important venues for celebrations and flag-hoisting. All the roads leading towards celebration venues are being monitored with the strengthening of nakas and surprise checking. Further, additional forces have been deployed to deal with any untoward incident.

“The police officers have also been directed for making smooth traffic arrangements during the Republic Day celebrations, particularly routes leading to venues of functions,” he added.

Police personnel are keeping close vigil in sensitive locations to maintain law and order ahead of the Republic Day celebrations. At the same time, security forces are also keeping a close eye on unclaimed vehicles, articles as well as suspicious persons. Apart from conducting patrolling and checking at all vital points, special checking drive of trains and public transport is also being carried out across the state.

He said that close vigil is being kept at strategic locations like busy markets, bus stands and railway stations. Hotels, guesthouses, parking lots and restaurants are also being checked. In addition to police patrolling, checking of vehicles, especially during night time has also been beefed up to make the general public feel safer.

He also urged the people to report suspicious persons or articles, if any, to the police to ensure safe and secure Republic Day celebrations.

Major Activities undertaken by the State of Haryana to control the spread of COVID-19

• Department of Health fixed the per day upper cap of COVID treatment charges in all private hospitals through order dated 25.06.2020. The rates for isolation beds (Rs. 8, 000 per day for Non- NABH Hospitals, Rs. 10, 000 per day for JCI/ NABH Hospitals), ICU Beds without Ventilators (Rs. 13, 000 per day for Non- NABH Hospitals, Rs.

15, 000 per day for JCI/ NABH Hospitals), ICU Beds with Ventilators (Rs. 15, 000 per day for Non- NABH Hospitals, Rs. 18,000 per day for JCI/ NABH Hospitals).

• State Government has fixed the Rates/ Charges for different type of COVID 19 testing as below: -

sequelae, as tabulated below: -

• Haryana Village General Health Checkup Scheme: The scheme was initiated from May 15, 2021 & villages with high COVID load were taken on priority and Rapid Antigen Testing (RAT) was the main stay of screening. Till date, total 1,73,79,228 were screened and 1,10,928 cases of ILI were detected and 5,164 positive cases were diagnosed, isolated and treated to prevent the spread of disease. The villages with positivity more than 5 were re-screened. Out of 13,22,058 people re-screened, 90 positive cases were detected and treated to effectively curtail the spread.

• Total labs capacity available in Haryana for COVID-19 testing.

• Sero Survey- Health Department, Haryana has conducted 3rd round of Sero Survey in the month of September 2021 in the State, wherein Seroprevalence was found to be 76.3 (Urban 78.1 & Rural 75.1). In previous 2 rounds, the Sero prevalence was found to be 8 in 1st round and 14.8 in 2nd round of Sero Survey.

• Govt. of Haryana has made 2nd dose compulsory for which detailed guidelines have been issued to all Deputy Commissioners on 22 December 2021.

• Vaccination for population between 15 to 18 Years of age was started on 03-01-22.

• Govt. of Haryana has started administering COVID-19 Booster/Precaution Dose on 10th January 2022 to Health Care Workers, Front Line Workers, and to people of 60 Years and above with comorbidity, who have completed 9 months since the 2nd Dose.
