Haryana Launches Training Initiative for New Criminal Laws

Chandigarh, May 7 – Haryana Chief Secretary, Mr. T.V.S.N. Prasad said that Haryana is ready to implement new criminal laws: Bharatiya Nyaya Sanhita 2023 (BNS 2023), Bharatiya Nagarik Suraksha Sanhita 2023 (BNSS 2023), and Bharatiya Sakshya Adhiniyam 2023 (BSA 2023). To facilitate this, the Haryana Police has initiated comprehensive training programs to familiarize police personnel with these new laws.

Presiding over the 27th State Apex Committee meeting for CCTNS and ICJS here today, Mr. Prasad stated that a significant number of field officers have already undergone training on applying these new criminal laws at various Police training centers across the state. By the end of June 2024, approximately 30,000 field officials will have completed this training.

To enhance evidence management, Mr. Prasad said that the Case Diary Module of the Crime and Criminal Tracking Network & Systems (CCTNS) has been customized as an Evidence Management System, specifically designed to maintain records of digital evidence such as audio and video recordings. Additionally, he said that all police stations will be equipped with tablets for use at crime scenes.

Mr. Prasad further highlighted the development of CCTNS with the new "Status of Victims" report, which classifies victims based on age and gender. Additionally, a transliteration utility has been implemented within the CCTNS Core Application Software, allowing details of accused individuals and complainants to be provided in English for seamless integration with e-Courts applications.

Regarding the submission of IIF-5 (Final reports) from CCTNS to Courts, eFIR, and e-Challans, it was informed in the meeting that a committee, chaired by SP SCRB, Haryana, and comprising members from Prosecution, Court, NIC, and SCRB has been formed. The e-F.I.R. of stolen vehicles is currently in progress, and the integration of Vahan software with CCTNS is underway. e-Challan management is being handled by NCRB.

Mr. Prasad highlighted that Haryana Police continues to lead the nation in the Pragati dashboard ranking, achieving a score of 100 percent. He commended the department's collective efforts in ensuring the smooth operation of CCTNS and maintaining its top ranking. Director General of Police Shatrujeet Kapur and senior officers of various departments were also present at the meeting.

Chandigarh, May 7 – In order to conduct the Lok Sabha General Elections 2024 in Haryana in a fair, free, and transparent manner, the Election Commission along with other enforcement agencies continuously kept a strict vigil on the movement of illicit liquor, drugs, and cash. Till now cash amount of Rs 7.24 crore has been seized. Apart from this, illicit liquor, drugs, and valuables worth Rs 30.05 crore have also been seized. Notably, this figure is much more than the items seized in the Lok Sabha and Assembly elections of 2014 and 2019.

Sharing more information in this regard, Chief Electoral Officer, Sh. Anurag Agarwal said that the election preparations of Lok Sabha General Election 2024 are still going on and this time till now Rs 7.24 crore in cash, 3,87,332.77 liters of illicit liquor worth Rs 12.94 lakh, Narcotics worth Rs 12.55 crore have been seized. Valuables worth Rs 1.80 crore, and other items worth Rs 2.76 crore have been seized.

He said that in the 2014 assembly elections, a total of Rs 7 crore including cash worth Rs 3.10 crore, illicit liquor worth Rs 2.69 crore, and narcotics worth Rs 1.21 crore were seized. Similarly, during the 2019 Lok Sabha elections, a total of Rs 18.36 crore was seized, which included cash worth Rs 2.74 crore, illicit liquor worth Rs 6.23 crore, and narcotics worth Rs 9.38 crore, shared Sh. Anurag Agarwal.

He said that during the Assembly Elections 2019, cash worth Rs 5.17 crore, illicit liquor worth Rs 9.73 crore and drugs worth Rs 3.27 crore, silver worth Rs 4.14 lakh were seized, the total value of which is Rs 18.22 crore.

During the Lok Sabha election campaign, political parties and candidates will not be allowed to use government rest houses – Haryana Chief Electoral Officer

Chandigarh, May 7- Haryana Chief Electoral Officer, Sh. Anurag Agarwal said that as per the Model Code of Conduct, the party in power or its candidates will not have the monopoly to use government rest houses, dak bungalows, or other government residential complexes.

Sh. Agarwal stated that the use of such government premises cannot be done for any meetings of election offices or any election-related meetings for the Lok Sabha 2024 general elections. He mentioned that Circuit House, dak bungalows can only be used for temporary accommodation. He stated that as per the Election Commission's instructions, no formal or informal meetings of political party candidates will be allowed inside these premises, and if such events occur, it will be considered a violation of the Model Code of Conduct.

He further stated that the person allotted a room in the complex will not be allowed to bring more than two vehicles. If more vehicles are used by a person, permission will be given to confiscate the vehicle within the rest house premises. A person will not be allowed to use a room for more than 48 hours; however, in any area, these premises will be declared as restricted for 48 hours near the date of polling.

According to the Election Commission, it has come to the notice of the Commission that some political parties are using various types of government rest houses, buildings or houses for election related activities in Delhi. Considering all facts, the Commission has decided that such premises will not be allowed for any political activities. The residential commissioners of all states and union territories in Delhi will ensure that no violation of the Code of Conduct occurs during the election process.

A new initiative has been launched to increase voter turnout

Chandigarh, May 7 - A new initiative has been launched to increase voter turnout, in which after voting on election day, voters can participate in a draw by uploading selfies with inked fingers on social media with a blue mark. A spokesperson for the Election Commission informed about this initiative, stating that future voters, i.e., school children, should be alert to their voting rights from now on.

Each vote counts in a democracy, so this initiative has been started to ensure that every voter casts their vote. According to the directives of the State Election Commission, children will be involved in all districts under a new scheme so that on the day of voting, children are encouraged to take selfies with inked fingers of their parents on social media. Under this scheme, all such selfies can be uploaded on the portal and children can win cash prizes ranging from Rs. 2,500 to Rs. 10,000 at the district level.

Similarly, school students can also participate in this initiative, and the school whose students upload the most selfies will also be awarded a special prize of Rs. 25,000. A link has been created on the www.ceoharyana.gov.in portal for uploading selfies, which will be open on the day of voting, i.e., May 25.

The link to upload selfies will open for school children along with voting from 7 AM on the day of voting, and selfies can be uploaded until 8 PM. He said that to attract voters for the Lok Sabha elections 2024, the Election Commission of India has released the logo named "Chunav Ka Parv-Desh Ka Garv". The Sveep campaign is also continuously running with the goal of increasing voters turnout. He instructed education officers to inspect the voting centres set up in schools before voting to enable children to understand the voting process well.
