अपने सम्बोधन में पठानियां ने कहा कि राष्ट्रमण्डल का औपचारिक गठन 1949 के लंदन धोषणापत्र के बाद आधुनिक रूप में हुआ है। इसके बाद अनेक देशों ने शामिल होकर इसे एक व्यापक वैश्विक संगठन का रूप दिया। आज राष्ट्रमण्डल में अफ्रीका, एशिया, यूरोप, अमेरिका, कैरेबियन और प्रशांत क्षेत्र के देश शामिल है। भारत राष्ट्रमण्डल का एक महत्वपूर्ण सदस्य है।

The meeting was attended by Col. Sanjeev Sahi, National Disaster Management Authority (NDMA), along with officials from the NDRF and Ministry of Home Affairs (MHA) through video conferencing.
