सर्दियों से निपटने की तैयारियों की समीक्षा बैठक — उपायुक्त राहुल कुमार ने दिए प्रो-एक्टिव रवैया अपनाने के निर्देश
बिलासपुर, 12 नवम्बर 2025 -समीक्षा बैठक का आयोजन जिला बिलासपुर में सर्दियों के मौसम से पूर्व की तैयारियों की समीक्षा के लिए बुधवार को जिला मुख्यालय के बचत भवन में एक महत्वपूर्ण बैठक का आयोजन किया गया, जिसकी अध्यक्षता उपायुक्त बिलासपुर राहुल कुमार ने की। बैठक में विभिन्न विभागों के अधिकारी उपस्थित रहे। उपायुक्त ने सर्दियों के मौसम में संभावित आपदाओं से निपटने की रणनीतियों, राहत एवं बचाव कार्यों की स्थिति तथा विभागों के बीच समन्वय पर विस्तारपूर्वक चर्चा की। उन्होंने सभी विभागों को प्रो-एक्टिव दृष्टिकोण अपनाने और आपसी सहयोग से कार्य करते हुए किसी भी आकस्मिक स्थिति से निपटने के लिए पूर्ण तैयार रहने के निर्देश दिए।
बैठक के दौरान उपायुक्त ने राहत एवं बचाव कार्यों से संबंधित संसाधनों की उपलब्धता, त्वरित संचार व्यवस्था, आपातकालीन नियंत्रण कक्ष की स्थिति तथा संवेदनशील क्षेत्रों की पहचान की विस्तार से समीक्षा की। उन्होंने लोक निर्माण विभाग और जल शक्ति विभाग को निर्देश दिए कि एसडीएमएफ परियोजनाओं को निर्धारित समयसीमा में गुणवत्तापूर्ण ढंग से पूर्ण किया जाए। उपायुक्त ने कहा कि बरसात के दौरान क्षतिग्रस्त सड़कों की मरम्मत शीघ्र सुनिश्चित की जाए। बिजली विभाग को लो वोल्टेज की समस्या का समाधान करने तथा खाद्य एवं आपूर्ति विभाग को सर्दियों के दौरान आवश्यक राशन की उचित व्यवस्था सुनिश्चित करने के निर्देश दिए गए।
धुंध और सड़क सुरक्षा के निर्देश
उपायुक्त ने कहा कि सर्दियों के दौरान धुंध की समस्या के कारण सड़क दुर्घटनाओं की संभावना बढ़ जाती है। उन्होंने नेशनल हाईवे अथॉरिटी ऑफ इंडिया के अधिकारियों को निर्देश दिए कि सभी ब्लैक स्पॉट्स पर उचित चेतावनी संकेतक, सिगनेज और सुरक्षा व्यवस्थाएं स्थापित की जाएं। उन्होंने जिला वासियों से अपील की कि कोहरे की स्थिति में वाहन की गति कम रखें, सड़कों पर लगे संकेतों का पालन करें और अत्यधिक सतर्कता बरतें। उन्होंने कहा कि सड़क सुरक्षा हर नागरिक की सामूहिक जिम्मेदारी है और जागरूकता से ही दुर्घटनाओं को रोका जा सकता है।
ड्राइविंग के दौरान सावधानियाँ
उपायुक्त ने कहा कि कोहरे के समय वाहन चालक गति को नियंत्रित रखें, हाई बीम की बजाय लो बीम और फॉग लैंप का प्रयोग करें, अपने आगे चल रहे वाहनों से पर्याप्त दूरी बनाए रखें, मोबाइल फोन या म्यूजिक सिस्टम के अत्यधिक प्रयोग से बचें और यदि कोहरा बहुत घना हो तो सुरक्षित स्थान पर रुककर दृश्यता सुधरने का इंतजार करें। उन्होंने बताया कि वाहनों के डिफॉगर का उपयोग करने से शीशों पर जमी धुंध हटाई जा सकती है, जिससे दृश्यता बनी रहती है और दुर्घटना की संभावना कम होती है।
फायर ऑडिट और नोडल अधिकारी नियुक्ति के निर्देश
बैठक में उपायुक्त ने सभी विभागों को अपने-अपने कार्यालयों में फायर ऑडिट करवाने तथा नोडल अधिकारी नियुक्त करने के निर्देश दिए ताकि नागरिक अपनी शिकायतें और समस्याएं सीधे नोडल अधिकारी को दर्ज करा सकें। उन्होंने बताया कि जिला बिलासपुर में किसी भी आकस्मिक स्थिति से निपटने के लिए कंट्रोल रूम स्थापित किया गया है और किसी भी समस्या की स्थिति में नागरिक टोल फ्री नंबर 1077 पर संपर्क कर सकते हैं।
रूम हीटर के प्रयोग में बरतें सावधानी
उपायुक्त राहुल कुमार ने लोगों से अपील की कि सर्दियों के दौरान रूम हीटर का इस्तेमाल करते समय सावधानी बरतें। उन्होंने कहा कि हीटर के अत्यधिक उपयोग से कार्बन मोनोऑक्साइड गैस निकलती है, जो रंगहीन और गंधहीन होती है तथा शरीर में ऑक्सीजन की कमी कर देती है। इससे सांस लेने में कठिनाई, सिरदर्द, चक्कर आना जैसी समस्याएं उत्पन्न हो सकती हैं और गंभीर स्थिति में जान का खतरा भी हो सकता है। उन्होंने कहा कि रूम हीटर का उपयोग करते समय कमरे का उचित वेंटिलेशन सुनिश्चित करें ताकि वायु का प्रवाह बना रहे।
घरों और उपकरणों की सुरक्षा
उपायुक्त ने सर्दियों के मौसम में आग से संबंधित खतरों को ध्यान में रखते हुए नागरिकों को सतर्क रहने की सलाह दी। उन्होंने कहा कि हीटिंग उपकरण, मोमबत्तियां और स्पेस हीटर जैसे स्रोत पर्दों और फर्नीचर से कम से कम तीन फीट की दूरी पर रखें। जनरेटर का उपयोग घर के अंदर या दरवाजों और खिड़कियों के पास न किया जाए और इसे कम से कम 20 फीट की दूरी पर चलाया जाए ताकि कार्बन मोनोऑक्साइड विषाक्तता से बचा जा सके। उन्होंने नागरिकों को सलाह दी कि वे एक आपातकालीन किट तैयार रखें जिसमें गैर-खराब होने वाला भोजन, पानी, दवाइयां, टॉर्च और प्राथमिक उपचार सामग्री शामिल हो।
जंगल और आबादी वाले क्षेत्रों में सावधानी
उपायुक्त ने सर्दियों के दौरान जंगलों और घनी आबादी वाले क्षेत्रों में आग से बचाव के उपायों पर भी बल दिया। उन्होंने कहा कि कैंपफायर करते समय विशेष सावधानी बरती जाए और स्थान छोड़ने से पहले आग को पूरी तरह बुझा दिया जाए। जंगलों में वाहन चलाते समय सूखी झाड़ियों और पत्तों के पास सावधानी रखी जाए और किसी भी आग या धुएं की सूचना मिलने पर तुरंत स्थानीय प्रशासन को सूचित किया जाए।
व्यक्तिगत सुरक्षा और सामुदायिक सहयोग
उपायुक्त ने नागरिकों से अपील की कि सर्दियों के मौसम में खुद को और अपने परिवार को सुरक्षित रखें, गर्म कपड़े पहनें, अत्यधिक ठंड लगने पर तुरंत किसी गर्म स्थान पर जाएं और शरीर की गर्मी बनाए रखें। उन्होंने कहा कि पालतू जानवरों को भी ठंड से बचाने के लिए गर्म और सूखा स्थान प्रदान करें तथा उन्हें पर्याप्त भोजन और पानी दें। उन्होंने यह भी कहा कि सर्दियों के दौरान पड़ोसियों से संपर्क बनाए रखें और किसी भी आपात स्थिति में एक-दूसरे की सहायता करें।

उपायुक्त राहुल कुमार ने कहा कि सर्दियों के मौसम में सतर्कता, आपसी समन्वय और समय पर कार्रवाई ही प्रभावी आपदा प्रबंधन की कुंजी है। उन्होंने सभी विभागों को निर्देश दिए कि वे समयबद्ध ढंग से कार्य करें और जनता की सुरक्षा को सर्वोच्च प्राथमिकता दें।

Bilaspur, November 12, 2025-Comprehensive Review Meeting on Winter Preparedness-A crucial meeting to review the preparations for the upcoming winter season was held at the Savings Hall, District Headquarters, Bilaspur, under the chairmanship of Deputy Commissioner Rahul Kumar. Officers from various departments attended the meeting. The Deputy Commissioner conducted a detailed review of the strategies to tackle potential disasters during winter, relief and rescue arrangements, and inter-departmental coordination. He directed all departments to adopt a proactive approach and ensure full preparedness to deal with any emergency situation through mutual cooperation.
During the meeting, the DC also reviewed the availability of disaster management resources, communication systems, emergency control room status, and identification of sensitive areas. He instructed the Public Works and Jal Shakti Departments to complete all SDMF projects within the stipulated time with high quality. He also directed that all rain-damaged roads be repaired promptly. The Electricity Department was told to address low-voltage issues, while the Food and Civil Supplies Department was instructed to ensure adequate stock of essential commodities during the winter months.
Fog and Road Safety Instructions
DC Rahul Kumar highlighted that fog during winter increases the likelihood of road accidents. He directed officials of the National Highways Authority of India to install proper warning signs, signage, and safety measures at all identified black spots. He appealed to the public to reduce vehicle speed in foggy conditions, follow traffic signals, and drive cautiously. He emphasized that road safety is a collective responsibility and awareness is the key to preventing accidents.
Driving Safety Tips During Fog
The Deputy Commissioner advised motorists to maintain controlled speed, use low beam and fog lamps instead of high beams, keep a safe distance from the vehicle ahead, and avoid distractions like mobile phones or loud music. In case of dense fog, drivers should park at a safe place and wait until visibility improves. He also suggested using vehicle defoggers to remove mist from windshields, which helps maintain clear visibility and reduce accident risk.
Fire Audit and Appointment of Nodal Officers
The DC instructed all departments to conduct fire audits in their respective offices and appoint nodal officers to ensure that citizens can directly report issues or grievances. He informed that an emergency control room has been set up in Bilaspur district, and citizens can contact the toll-free number 1077 in case of any emergency.
Caution in Using Room Heaters
DC Rahul Kumar appealed to residents to exercise caution while using room heaters during winter. He warned that excessive use of heaters can release carbon monoxide, a colorless and odorless gas that reduces oxygen levels in the body, causing difficulty in breathing, dizziness, or even life-threatening conditions. He urged people to ensure proper ventilation while using heaters to allow adequate airflow.
Home and Equipment Safety Measures
The DC also advised citizens to remain alert to fire hazards during winter. He instructed that heating appliances, candles, and space heaters be kept at least three feet away from curtains and furniture. Generators should never be operated indoors or near windows and doors — they must be placed at least 20 feet away to prevent carbon monoxide poisoning. He recommended maintaining an emergency kit containing non-perishable food, water, medicines, a flashlight, and first aid materials.
Precaution in Forest and Residential Areas
Rahul Kumar also emphasized preventive measures against forest fires and accidental blazes in densely populated areas. He urged people to be careful while lighting campfires and ensure they are completely extinguished before leaving the site. While driving through forest areas, citizens should avoid parking near dry leaves and grass and immediately inform local authorities if they notice smoke or fire.
Personal Safety and Community Cooperation
The DC appealed to citizens to protect themselves and their families during winter by wearing warm clothes, staying indoors in extreme cold, and maintaining body warmth. He also advised providing warm and dry shelters for pets with sufficient food and water. He encouraged residents to maintain contact with neighbors and assist each other in case of emergencies.
