CM launches online Self Certification facility for MSMEs

Chief Minister Jai Ram Thakur launched the online Self Certification facility for facilitating Micro, Small and Medium Enterprises (MSME) in the State from here today. This initiative of the State Government for simplification of processes under the ‘Ease of Doing Business’ would go a long way in providing much needed relief to the entrepreneurs.

Chief Minister said that earlier the entrepreneurs had to take all the required clearances from concerned departments prior to setting up of the enterprise, which generally resulted in un-necessary escalation of project cost and wastage of time. He said that this online certification facility would not only save the entrepreneurs from cumbersome procedures, but also facilitate in setting up the enterprises at the earliest.

Jai Ram Thakur said that now with this online self certification portal facility, the entrepreneurs would furnish a duly filled in “Declaration of Intent” to the Nodal Agency electronically on the portal. He said that the nodal agency would grant ‘Acknowledgement Certificate’ in the electronic format to the entrepreneur within seven days.

Chief Minister said that with the start of this facility, there will neither be any inspection of the enterprise nor any required clearance will be sought from the entrepreneur by the concerned departments for three years or till the enterprise starts functioning (whichever is earlier) under the Acts viz; The Himachal Pradesh Panchayat Act-1994, The Himachal Pradesh Municipal Corporation Act-1994, The Himachal Pradesh Municipal Act-1994, The Himachal Pradesh Fire Fighting Services Act-1984, The Himachal Pradesh Road Side Land Control Act-1968, The Himachal Pradesh Shops and Commercial Establishments Act-1969, The Himachal Pradesh Societies Registration Act-2006 and The Himachal Pradesh Town and Country Planning Act-1977.

Chief Minister said that the State Government brought an ordinance regarding Self Certification by MSMEs on 6th November, 2019 and after it was passed in the Winter Session of the State Vidhan Sabha and was notified on 18th January, 2020 and Rules were framed under the Act on 11th June, 2020. He said that from 1st July 2020 the new definition of MSME would come into force in the State. He said that now enterprises with investment up to Rs 50 crore on plant and machinery will fall under the MSME category. He said that since about 99.5 percent of the industries in the State falls under this category, the online self certification portal facility would go a long way in helping the entrepreneurs.

Jai Ram Thakur said that the State Government has held Investors Meet on 7th and 8th November last year, which was inaugurated by the Prime Minister Narendra Modi. He said that thousands of entrepreneurs have envisaged interest in setting up of their units in the State.

Industries Minister Bikram Singh while welcoming the Chief Minister detailed various initiatives taken by the State Government to ensure ease of doing business.

Additional Chief Secretary Industries Ram Subhag Singh said that Himachal Pradesh was the second State after Rajasthan to bring an ordinance regarding Self Certification by MSMEs to facilitate the investors.

Director Industries Hans Raj Sharma gave a presentation regarding salient features of this Online Portal.

RC Office staff tested negative for COVID-19

Vivek Mahajan Deputy Resident Commissioner said at New Delhi today that the Himachali girl who came by flight from Kyrghistan was asymptomatic as certified by the medical team of Delhi and facilitated to quarantine centre/ hotel at Solan on 23/06/2020 was found positive yesterday.

He said that the two officials of RC office who was there at the time of her arrival got tested for COVID-19 and they both have been tested negative today.


Curfew to remain in force from 9 PM to 5 AM in the State: CM

Chief Minister Jai Ram Thakur said that the State Government has taken up the matter with the Government of India for allowing the State to regulate the movement of people entering Himachal Pradesh from other parts of the country to contain the spread of COVID-19 pandemic. He was addressing the Deputy Commissioners and Superintendent of Police of the State from Shimla today through video conferencing.

Chief Minister said that the mechanism of institutional quarantine and home quarantine would be strengthened. He said that the State Government would regulate the influx of people entering the State so as to ensure orderly movement and avoid any possible chance of spread of COVID-19 cases. He said that curfew would remain in force in the State from 9 PM to 5 AM.

Jai Ram Thakur asked the Deputy Commissioners to prepare list of various developmental projects completed in their respective districts so that they could be inaugurated online. He also asked the Deputy Commissioners to submit the list of projects, for which foundation stones could be laid online and people could benefit from these projects.

Chief Minister said that since apple season was round the corner, deputy commissioners must ensure adequate arrangements of labour and smooth transportation of the produce to the markets. He said that all preventive measures must be taken by the deputy commissioners for minimizing the losses to the properties due to the monsoon season. He said that due to the COVID-19 pandemic, it was not possible for him to visit district headquarters for interaction with various beneficiaries therefore, deputy commissioners must also prepare mechanism so that he could address beneficiaries of various welfare schemes through video conferencing.

Chief Secretary Anil Khachi said that the situation in the State was well under control and government was effectively managing the situation.

Sewa Bharti contributes Rs. 1 lakh towards HP SDMA COVID-19

Chief Minister Jai Ram Thakur was presented cheque of rupees one lakh by President Sewa Bharati, Himachal Pradesh Dr. Surender Sharma on behalf of Sewa Bharati as contribution towards HP SDMA COVID-19 State Disaster Response Fund here today. He also contributed rupees one lakh towards PM CARES Fund.

Chief Minister thanked the contributors for their noble gesture.

Secretary Sewa Bharti Himachal Pradesh Randev Singh and Cashier Vijay Sharma were also present on the occasion.


Last date for registration and renewal for HIMCARE extended till 15th July

Additional Chief Secretary Health R.D. Dhiman informed here today that the last date for renewal of HIMCARE card has been extended till 15th July, 2020. He said that Himachal Health Care Yojna – HIMCARE was started by the State Government on 1st January, 2020 for those families who were not covered under Ayushman Bharat scheme of Centre. Under this scheme, free health treatment is provided upto rupees five lakh.

He said that new eligible families can also register upto 15th July,2020. Besides this, those families can also renew their cards on completion of 365 days of time period. The beneficiaries can visit the website for registration and renewal or can visit the nearest Lok Mitra centre. He said that it is mandatory to upload the required documents for registration and renewal of card and the list of required document were available on website.

ACS said that those families whose card has expired on 30th June,2020, didn’t renew their card till 15th July,2020, then they have to wait till January and would not be able to avail the benefit of free heath treatment. He has also urged the people to avail the benefit of this scheme.


CM addresses virtual rally of Mandi Parliamentary Constituency

While addressing the Virtual Rally of Mandi Parliamentary Constituency from Shimla today, Chief Minister Jai Ram Thakur said that the Digital India vision of Prime Minister Narendra Modi has ensured that even due to the curfew and lockdown in wake of Coronavirus, we were able to remain in touch and contact with the masses.

Chief Minister said that the Central leadership and Party high command have asked to hold rallies through video conferencing to know about the problems and needs of the people. The State of Himachal Pradesh was the front runner State in the country to hold maximum number of rallies even upto the Block and Mandal level' he added.

Jai Ram Thakur said that the able leadership in form of Prime Minister Narendra Modi has taken timely steps to check spread of the virus. He said that the people of the country strictly followed the directions given by the Prime Minister. He said that the decision of lockdown by the Prime Minister has helped in containing the spread of the Coronavirus. He said that, due to the timely decision taken by the Prime Minister, death rate in India due to Corona was very less as compared to most of the developed nations of the world. Over five lakh people have lost their lives to COVID-19 in fifteen most developed countries with a total population of 142 crore whereas in India with a population of 135 crore have reported over 16,000 deaths due to corona till date, he added.

Chief Minister thanked the Union Government for announcing Rs. 20 lakh crore economic package for revival of the economy of the country. He said that this package would go a long way in providing relief to the every section of the society. He said that the State Government has also started several schemes to revive the economy. He said that Rs. 500 each was deposited in the accounts of 5.90 lakh women under the Jan Dhan Yojna for the month of April, May and June. He said that under Ujjawala Yojna three gas cylinders were provided to each eligible household of the State. As many as 1,11,863 people have been benefitted in the State as Rs.500 each has been deposited in their accounts under the Pradhan Mantri Garib Kalyan Yojna, he added.

Jai Ram Thakur said that the State Government also provided three month advance social security pension to the eligible persons. He said that rupees four thousand each were transferred into the account of the workers registered under the Building and Other Construction Workers Welfare Board. He said that rupees one thousand each were deposited into the accounts of ASHA workers from the month of March to June. Now the Government has decided to provide Rs.2000 each for the month of July and August.

Jai Ram Thakur said that Rohtang Tunnel was nearing completion and would be dedicated to the nation within next few months. He said that Medical University has been established in Mandi and work was in progress to develop Shiv Dham at Mandi from tourism point of view.

Chief Minister urged Union Minister of Railways, Coal and Industries Piyush Goyal, who was addressing the Virtual Rally from New Delhi to approve one Bulk Drug Pharma Park for the State. He said that the State was quite suited for this Park as maximum drugs were manufactured in Baddi-Barotiwala area of the State.

Union Minister Piyush Goyal during his address said that the double engine Government of the Centre and the State was ensuring all-round development of the State. He said that the Union Government had always been sympathetic towards the developmental demands of the State. He also appreciated the efforts of the Chief Minister in effectively tackling the COVID-19 pandemic in the State. He said that Himachal Model of tackling the Corona pandemic has been appreciated by all in the country.

Union Minister said that the steps taken by Prime Minister Narendra Modi were even appreciated by the WHO. He said that the World Health Organization has observed that the lockdown imposed by the Government of India has helped in checking the pandemic. He said that the lockdown also gave the country time to prepare itself for producing necessary equipments such as PPE Kits, masks, ventilators, isolation wards etc.

Piyush Goyal also appreciated efforts of the Chief Minister for launching Grihini Suvidha Yojna to cover those households who were not covered under the Ujjawala Yojana of Union Government. He said that the Himachal Pradesh Government also started HIMCARE to cover those families not covered under the Ayushaman Bharat Yojna of the Government of India. He assured the Chief Minister that the Union Government would sympathetically consider the demand of the State regarding Bulk Drug Pharma Park for the State.

Union Minister of State for Finance and Corporate Affairs Anurag Thakur also joined the rally from Delhi.

Member of Parliament from Mandi parliamentary constituency Ram Swaroop Sharma said that Mandi Parliamentary area of the State has been witnessing unprecedented development. He said that the one year tenure of the second term of BJP under the able leadership of Prime Minister Narendra Modi has ensured that India emerged as the world power.

MLA Rakesh Jamwal while welcoming the Union Minister and Chief Minister said that the two and a half years tenure of the present State Government has ensured welfare of every section of the society and development of all the areas of the State.

CM hails announcement of PM for extending PMGKAY

Chief Minister Jai Ram Thakur has hailed the announcement made by the Prime Minister Narendra Modi while addressing the Nation today regarding extension of Pradhan Mantri Garib Kalyan Anna Yojna (PMGKAY) till the end of November this year.

Chief Minister said that the announcement of Prime Minister to extend free ration of 5 kg rice/wheat to each member of the family along with 1 kg whole gram to each family for five months to more than 80 crore people per month would prove to be a boon to these people at the time of distress. He said that lakhs of poor of the State would also be benefitted by this announcement of the Prime Minister.

He said that the Union Government would spend more than Rs 90,000 crore towards the extension of the scheme and if the total amount spent towards it in the previous three months was added together, a total of amount Rs 1.5 lakh crore would be spent towards the scheme.

Jai Ram Thakur said that the Union Government has transferred Rs 31,000 crore in the Jan Dhan Yojna accounts of almost 20 crore poor families and Rs 18,000 crore to the bank accounts of more than nine crore farmers during the last three months.

He said that One Nation, One Ration card is also being implemented and major beneficiaries of this would be those who go to other states, in search of employment.

Chief Minister also hailed the Prime Minister's ceaseless efforts and work to empower the poor, downtrodden and deprived sections of society, further expansion of the economic activities and efforts for achieving objectives of Atmanirbhar Bharat.
