Punjab Chief Minister Captain Amarinder Singh on Saturday asked the Badals 10 pointed and pertinent questions to nail the lies they have been perpetuating in the last few days to save their own faces on the Agriculture Bills, which they had openly and shamelessly supported since the Ordinances were brought in.

Responding to the no-holds barred attack launched by both Sukhbir Badal and Harsimrat Badal since the ordinances were ready for introduction in Parliament, the Chief Minister said the duo had been fabricating lies on the whole issue just to cover up their muddied faces, which had been completely exposed.

Pinning them down on every single lie mouthed by them over the past few days, the Chief Minister asked Sukhbir and Harsimrat:

* “Did either of you even once call the Ordinances anti-farmer till they were presented in the Lok Sabha?”

* “Was Harsimrat not part of the Union Cabinet when the Ordinances were introduced without consulting any of the stakeholders, considering that one of the reasons cited by her for her resignation was that the Centre failed to address her demand for discussions with these stakeholders?”

* “Did Harsimrat even once, till her resignation, tell the farmers that she was trying to persuade the Central Government to address their concerns – something she is now claiming?”

* “Why does she continue to describe the concerns as those of the farmers and not her own if she is truly concerned about the destructive impact of the new laws on them? Does this mean she herself still believes those atrocious legislations to be pro-farmer, contrary to what she is trying to falsely project to the farmers?”

* “Why is SAD still part of the NDA given that, by Harsimrat’s own admission, the BJP-led government failed to address the farmers’ concerns she put before them?”

* “Can you cite even one pro-farmer initiative you have persuaded the BJP-led government at the Centre to take over the past 6 years?”

* “Did Sukhbir not state clearly and unambiguously at the all-party meeting convened by me on the issue that the Ordinances were not anti-farmer and would actually benefit the farmers?’

* “Were either of you present in any of the meetings of the high-powered committee, on which you are making baseless claims of my government’s stand and responses?’

* “Why have you and your party chosen to deliberately and maliciously ignore the key portions relating to Agriculture in the Congress party’s LS manifesto of 2019 and the Punjab Congress manifesto of 2017?”

* “Do you really believe that by repeating your lies often enough you will be able to make them sound like truth and befool the farmers, whose lives your party was directly responsible for destroying through 10 years of your misrule in Punjab?”

The Chief Minister said he was sure that the Akalis, and the Badals, could offer no reasonable explanation or rational answer to any of these questions, which only touch the tip of the iceberg, as far as their sins are concerned. The people of Punjab, especially the farmers, will not forgive them, he added.

“The Ordinances, which you had been shamefacedly supporting all through till you decided to back off under political compulsions out of fear of losing your farmer vote-bank, were never discussed or even mentioned at the high-powered meetings – a fact on which your coalition partners either deliberately kept in the dark or which you chose consciously to ignore in your own petty interest,” he told the Badals.

“How could the Punjab government have concurred on something that never came up for discussion?” he asked, adding that unlike the SAD, the Congress had maintained a consistent stand against the Ordinances which the Centre introduced on the sly amid the pandemic and then pushed through the Lok Sabha by sheer brute majority.

The Badals should stop lying on such a critical issue, and instead, come out in open fight against the NDA coalition by withdrawing from the alliance, said the Chief Minister, adding that their claims of standing shoulder to shoulder with the farmers were hollow and false as long as they continued to lie on the subject and remained a part of the anti-farmer Central Government.

PUNJAB CM ORDERS SHIFTING OF SARDULGARH BDPO & WITHDRAWAL OF LETTER OF PURPORTED STATE GOVT PROTEST DHARNA

Chandigarh, September 19-Taking serious cognizance of the matter, Punjab Chief Minister on Sarurday ordered shifting of the Sardulgarh BDPO to Headquarters, and immediate withdrawal of the letter issued by him regarding some farm protests which he incorrectly claimed to have been organized by the Punjab Government.

The Punjab Government has not organized any such protest, as claimed by the Block Development and Panchayat Officer (BDPO), said a government spokesperson. Far from organizing any protests, the government, led by Chief Minister Captain Amarinder Singh, has in fact been appealing to all political organisations to refrain from organizing any public gatherings in the light of the Covid pandemic, he said.

The overzealous BDPO had, on his own, announced a protest dharna on September 21 and had issued a letter asking all Panchayat Secretaries under his block to intimate all sarpanches about the same. He had also wrongly claimed that Ministers/MLAs will also join these protests, said the spokesperson, rejecting any such plans by the state government.

The Punjab Government had neither planned such protests against the farm ordinances nor asked the BDPO to issue the letter in question, said the spokesperson, adding that the Chief Minister has asked the concerned officials to inquire into the whole affair and pin down the responsibility for this incorrect communication.

PUNJAB TO PUT BARCODE & QR CODE TO ENSURE SUPPLY OF GENUINE SEEDS TO FARMERS

CAPT AMARINDER APPROVES PUNSEED PROPOSAL FOR DEPLOYMENT OF ADVANCED CERTIFICATION TECHNOLOGY

Chandigarh,September 19-In another farmer-friendly initiative that will protect farmers from unscrupulous traders selling fake or low-quality seeds, Punjab has decided to deploy advanced certification technology, including barcodes and QR codes, to ensure that farmers get genuine seeds of various crops, including wheat and rice.

Encouraged by a successful project for potato crop seeds, Chief Minister Captain Amarinder Singh has approved deployment of advanced traceability certification through blockchain technology to ensure that farmers are not cheated with fake and uncertified seeds. The certified seeds will be distribute to farmers in the coming seasons, beginning with 1.50 lakh quintal seeds of fodder, oil and cereal crops to be cultivated by Punjab State Seed Corporation (PUNSEED) across 10,000 acres of land. The same would be done for wheat and rice seeds in the next seasons of these crops beginning Rabi 2021.

The new technology will help track the origin of the seeds to ensure that farmers get genuine and certified seed, besides eradicating the menace of spurious and low-quality seeds that have caused extensive damage to the crops in the past, said the Chief Minister.

Expressing concern over the problem of low-quality seeds reaching farmers and adversely affecting the state’s agrarian economy, the Chief Minister said that seed traceability was the only solution to save farmers from exploitation at the hands of unscrupulous seed dealers and traders.

The entire certification process and verification of seed authenticity by certifying authority would be managed through software to ensure its transparency and there would be no additional leg work burden on the farmers, according to an official spokesperson.

PUNSEED is also exploring the possibility of contract farming in other states for fodder seed production to get more genuine seeds for farmers at reasonable price, said Manjit Singh Brar, MD of PUNSEED and PAIC, which had earlier introduced seed traceability technology in potato seed production, with extremely successful outcomes.

Brar said seed traceability was mainly aimed at helping farmers during purchase of seeds, by enabling them to identify the seed’s origin, including from where it had arrived or where it had been produced. The software system will be able to track seeds through the testing, certification and manufacturing process. By connecting to a dealer licensing system, seeds will be tracked through the distribution process as well, which would help weed out poor quality seeds sold by some fly-by-night operators, he said.

PUNJAB CS ASKS MANUFACTURERS TO RAMP UP MEDICAL OXYGEN PRODUCTION TO SAVE LIVES FROM COVID

Chandigarh, September 19:Amid growing nationwide concerns of shortage of Medical Oxygen for COVID patients, Punjab Chief Secretary Vini Mahajan on Saturday asked Oxygen manufacturers in the state to ramp up production, while directing the concerned government departments to ensure 24X7 power availability and adequate supply of empty cylinders to ensure uninterrupted and seamless manufacturing.

At a Video Conference (VC) with the state’s Oxygen manufacturers working closely with the government to save lives, Vini assured of full support from the government to address their concerns, including availability of cylinders and timely issuance of licenses for medical oxygen production, along with continuous power supply. There should be no shortage of medical oxygen supplies at this critical juncture, when cases in the state are increasing at an accelerated pace, she said.

Representatives of the oxygen manufacturing units assured the state government of their support and cooperation to fight the pandemic and save precious lives, an official spokesperson said after the VC meeting, which was also attended by Principal Secretary Industry & Commerce Alok Shekhar, Principal Secretary Health and Family Welfare Hussan Lal and Principal Secretary Medical Education and Research D.K. Tiwari.

Appreciating the industrialists for coming forward with their support during these testing times, Vini lauded the efforts of the Textile Industry in transforming the state into a PPE kits (personal protection equipment) manufacturing hub to help the government protect medical staff as well as other frontline warriors engaged in the fight against the COVID-19 pandemic. She expressed the hope that oxygen manufactures would follow suit and similarly rise to the occasion now.

Chandigarh, September 19:School education and public works minister Punjab Mr. Vijay Inder Singla, on Saturday, lashed out at the Modi government for deceiving people by passing three bills stating agriculture reforms as these bills will break the backbone of Punjab which is the food basket of India. The cabinet minister termed the bills anti-farmer and said that these bills would pose a major threat to the people connected agriculture, directly or indirectly. Mr. Singla said that to justify their move, BJP leaders were continuously distorting facts as per their political convenience.

Mr. Singla said that with the provisions of these black bills, the decades-long relationship between farmers, arhtiyas and laborers will be demolished. He added that the collective efforts of these sections of the society in the field of agriculture had made Punjab the food bowl of India. He said that with the liberty of the free market, throw the local traders out of the foodgrain businesses and later they will start black-marketing of cereals and other food items.

The cabinet minister said that the Congress led Punjab Government strongly opposed these bills and the Congress party leaders and workers will also stage Dharnas across Punjab on Monday. He also appealed the all sections of society including farmers, arhtiyas (commission agents), laborers and elected representatives to stand against BJP government’s anti-people policies

Mr. Vijay Inder Singla said that Chief Minister Captain Amarinder Singh led Punjab government has ensured sound infrastructure in more than 1,800 mandis and also protected rights of 28,000 arhtiyas. Mr. Singla added that these bills are direct encroachment upon the functions of the states and against the spirit of cooperative federalism enshrined in the Constitution. He said that as these bills were opening up agricultural sale and marketing outside the notified Agricultural Produce Market Committee (APMC), it would also prohibit the state government from collecting market fee, cess or levy and commission from Arhtiyas for trade outside the APMCs. He added that primarily the income of Mandi Board is being used for the construction of link roads and other rural infrastructure but with the anti-people provisions of these bills, the revenue collection of the state controlled boards will decline drastically. He added that the decline in the income of Mandi Boards would ultimately hit the development of rural areas.

Mr. Singla said that the union agriculture minister has given verbal assurance that their government will not withdraw MSP but if they really intended to protect the safeguards of the farmers, then they should have included this provision in the bills in written form. He added that by easing regulation of food items, it would lead to exporters, processors and traders hoarding farm produce during the harvest season, when prices are generally lower, and releasing it later when prices increase.

Chandigarh, September 19:In compliance with the directives of Unlock 4.0, issued by the Union Ministry of Home Affairs (MHA), the Punjab Government on Saturday allowed the opening of higher education institutions for Ph.D scholars and post graduate students of technical and professional programmes requiring laboratories and experimental works from September 21. However, schools, colleges and coaching centres will remain closed.

According to the detailed guidelines issued by Special Chief Secretary (Home), Satish Chandra, open air theatres will be allowed to function with strict adherence to social distancing norms. Cinema Halls, Swimming Pools, Entertainment Parks, Theatres and similar places would however, continue to remain closed.

As per the orders online distance learning shall continue to be permitted and encouraged but schools, colleges, educational and coaching institutions will remain closed for students and regular classes.

Chandra said that 50 percent of the teaching and non-teaching staff would be allowed to attend schools at a time for online teaching/tele counseling and related work in areas outside the containment zones, only as per Standard Operating Procedures (SOPs) issued on September 8, 2020 by the Union Ministry of Health and Family Welfare.

The orders of MHA issued on August 29, 2020 and the subsequent guidelines issued by the State Government on September 9, 2020 imposing additional restrictions in urban areas would continue to be in operation, said Chandra.

SANGRUR POLICE BUSTS TWO GANGS OF CYBER SCAMSTERS FOR DUPING BANK CUSTOMERS. SIX ARRESTED Rs. 8.85 LAKHS RECOVERED

CHANDIGARH, SEPTEMBER 19: In a coordinated operation, Punjab Police has busted two gangs of inter-state cyber scamsters and arrested six persons, who had defrauded a large number of innocent bank customers of their hard-earned money by impersonating as bank officials. Police have recovered Rs. 8.85 lakhs in cash 11 mobile phones, 9 handsets and 100 sim cards from their possession.

According to Punjab DGP, Dinkar Gupta, while one gang, with four members, was operating from Delhi, the other two were working for a Jamtara based gang, a region in Bihar which has gained notoriety for online scams, and were active in Ludhiana. Gupta said these six scamsters were active in the region and with their arrest four cases have been solved so far.

Gupta said the entire operation was carried out by a special joint team of Cyber Cell and CIA, constituted and supervised by Sandeep Garg, SSP Sangrur, under DSP (D), Mohit Agarwal. The DGP said the kingpin of the Delhi gang, Mohd. Farid, resident of Chanakaya Place in West Delhi, was running a call centre, Platinum Vacations Pvt. Ltd., in Pankha Road area. His operations were kept under a watch and a raid at the centre led to the recovery of Rs 1,20,000 in cash, 7 Mobile Phones, 9 Handset Telephone (Beetal brand) and 90 sim cards.

Gupta said preliminary Investigations have revealed that the accused were targeting HDFC Bank account holders by portraying themselves as bank officials. They used to take personal bank related information from their victims on the pretext that their debit/credit card was expiring due to the ongoing Covid crises. After obtaining their card details and relevant OTPs sent on their mobile phones, the suspects used to transfer money from the accounts of the unsuspecting victims to their own fictitious Paytm accounts, said Gupta. He said the investigating team had also arrested some persons, who were being used to operate these fake Paytm accounts.

The DGP said besides Farid, his associates, Sanjay Kashyap @ Dada, Mukesh, and Upender Kumar Singh, all residents of West Delhi, have been arrested. An FIR no. 178 dated 27/08/2020 u/s 420 IPC, 66D IT Act, has been registered at PS City 1 Sangrur.

Gupta said the two Jamtara Gang members, Noor Ali and Pawan Kumar, residents of Mandi Gobind Garh and Basti Jodehwal respectively, were nabbed form Ludhiana. The duo also used to call people, impersonating themselves as bank officials, on the pretext of reverification of their KYC details. After seeking their victim’s banking details and OTP, they used to ask them to download a “QS Team viewer app” and switch off their mobile phones for a brief duration. During this period, they used to siphon off money from the accounts of their victims to the account of Sugal Damani Utility Services and then to the MobiKwik wallet of Noor Ali.

The money was later transferred to Pawan Kumar’s MobiKwik wallet. Pawan, who was running a business of recharging mobile phones, under the name of Bali Telecom, used this ill-gotten wealth for paying electricity bills of his numerous customers through his e-wallet, after offering them discounts, and accepting cash in exchange.

Police have recovered Rs. 7,65,000 in cash, 2 mobile phone and sim cards from their possession. The duo has been u/s 420, 120-B IPC, 66-D IT Act 2008 at PS Sadar Dhuri has been registered.

The DGP has meanwhile advised people to be very cautious while conducting online transactions and not fall prey to such scamsters by sharing their bank account details.
