In a tweet, Mr Manohar Lal said that Prime Minister, Mr Narendra Modi today performed Bhoomi Pujan and also laid the foundation stone of a grand and magnificent Ram Mandir to be built at the sacred pilgrimage site of Ram Janmabhoomi in Ayodhya. Mr Manohar Lal congratulated the people of the country and urged them to celebrate this joyous moment by lighting a Diya at their homes and give message of brotherhood.

Earlier, Minister of State for Women and Child Development Department, Mrs Kamlesh Dhanda congratulated Mr Manohar Lal and presented him a statue of lord Rama.

Chandigarh, August 5- While reiterating that the State Government is laying special emphasis on the overall development of women and children in the State, Haryana Chief Minister, Mr Manohar Lal has urged all the Deputy Commissioners (DCs) to include ‘Mukhya Mantri Doodh Uphar Yojana’ in their flagship programmes and make targeted efforts towards addressing the problem of anaemia and malnutrition among women and children in their respective districts.

Mr Manohar Lal was speaking after launching 'Mukhya Mantri Doodh Uphar Yojana’ and 'Mahila Evam Kishori Samman Yojana' here today. Minister of State for Women and Child Development, Mrs Kamlesh Dhanda was also present on this occasion.

Under the ‘Mukhya Mantri Doodh Uphar Yojana’, fortified flavoured skimmed milk powder would be provided to children between 1 and 6 years of age in Anganwadi Centres and pregnant and lactating mothers under the Integrated Child Development Scheme, while under 'Mahila Evam Kishori Samman Yojana', adolescent girls and women between 10 to 45 years of age of about 11,24,871 BPL families would be provided free sanitary napkins.

On this occasion, the Chief Minister also distributed packets of skimmed milk powder to five beneficiaries of ‘Mukhya Mantri Doodh Uphar Yojana’ including three children and two pregnant women. Apart from this, he also distributed packets of free sanitary napkins to the beneficiaries of 'Mahila Evam Kishori Samman Yojana'. He also recalled that on the same day today that is August 5, 1991, Mrs Leila Seth became the first woman to become Chief Justice of a state High Court.

Packets of skimmed milk powder and sanitary napkins were also distributed simultaneously to the beneficiaries of both the schemes in all districts of the State who joined the programme through video conferencing.

While expressing concern over the problem of malnutrition and anaemia, Mr Manohar Lal said that there are few districts in the State like Nuh where the problem of anaemia among women and children is comparatively high. He asked the DCs to ensure effective implementation of the 'Mukhya Mantri Doodh Uphar Yojana’ in their respective districts saying that the fortified flavored skimmed milk powder to be distributed under the scheme would play an important role in reducing malnutrition. This milk would contain nutritious elements like protein, calcium, magnesium, B-12 as well as vitamins-A and D, which would replenish the micro-nutrients and vitamins in the body. Under this scheme, around 200 ml of fragrant skimmed milk would be given per day for six days in a week to the children between 1 and 6 years of age in Anganwadi Centres and pregnant and lactating mothers.

He said that under the 'Mahila Evam Kishori Samman Yojana' about 22.50 lakh women and adolescent girls would be given a packet of free sanitary napkins every month for a year, which would contain 6 napkins. Apart from this, the Education Department has also prepared a scheme under which 6.50 lakh girl students would be provided six sanitary napkins every month. The Chief Minister said sometimes people feel hesitant to discuss their problems but it is the duty of the government to proactively approach and make necessary arrangements for them.

The Chief Minister said that apart from the Government, the other Government Organizations and Non-Government Organizations (NGOs) working in the field of women and child development could also play a vital role in the effective implementation of these schemes at the grass root level and also encouraging the beneficiaries to take maximum benefit under this scheme.

He said that the present State Government has been working by focusing on 4-S that is Shiksha (education), Swasthya (health), Suraksha (Security) and Swamlamban (Self-reliance). He said that now another S has also been included and that is Swabhiman so as to ensure that people live with self-respect. For this, yesterday only he has launched the distribution of Parivar Pehchan Patra (PPP) from Panchkula under which people would not be required to visit government offices rather the government would go their doorsteps to provide them benefits of various welfare schemes and programmes.

Earlier, the Chief Minister also released the brochure and poster of 'Mukhya Mantri Doodh Uphar Yojana’ and 'Mahila Evam Kishori Samman Yojana'. He also launched the online transfer policy for the transfers of Supervisors of Women and Child Development Department.

On this occasion, Mr Manohar Lal congratulated Mr Pradeep Singh of Sonepat district who has topped the UPSC Civil services exam 2019. He said that by achieving this great feat, Mr Pradeep Singh has brought laurels not only to his family but also to the State.

Speaking on this occasion, Minister of State for Women and Child Development, Mrs Kamlesh Dhanda said that the two schemes - Mukhya Mantri Doodh Uphar Yojana’ and 'Mahila Evam Kishori Samman Yojana' launched by Chief Minister, Mr Manohar Lal today would not only give a major boost to Prime Minister, Mr Narendra Modi’s “Beti Bachao –Beti Padhao” campaign but also help in addressing the problem of malnutrition among women and children. She said that an amount of Rs 256 crore would be spent every year on both these schemes. She said that under the leadership of Chief Minister Mr Manohar Lal, the present State Government has taken several decisions for the welfare of women and children in the State.

Chief Secretary, Ms Keshni Anand Arora thanked Chief Minister, Mr Manohar Lal for launching two new schemes aimed at the welfare of women and children and said that the schemes would prove to be immensely beneficial in solving the problem of malnutrition and anaemia among them.

Additional Chief Secretary, Women and Child Development Department Mr Amit Jha expressed gratitude to the Chief Minister, Mr Manohar Lal saying that he has always been concerned about the welfare of women and children. He said that now with the launch of Mukhya Mantri Doodh Uphar Yojana’, fortified flavored skimmed milk powder would be distributed to eligible beneficiaries at their doorstep in villages of all districts through the Anganwadi Centres.

While Deputy Principal Secretary to Chief Minister, Mrs Ashima Brar and Chairperson of the Haryana State Commission for Protection of Child Rights, Mrs Jyoti Bainda were present on this occasion here at Chandigarh, all Deputy Commissioners and Officers of Women and Child Development Department joined through video conferencing.

Chandigarh, August 5– Haryana Police have issued an advisory requesting citizens especially the recently retired government employees to refrain from sharing any personal information with a stranger or a caller as by doing so they can become victim of cyber fraud on the pretext of post retirement benefits.

Cautioning people to be aware of such cyber fraudsters, ADGP Law & Order, Haryana, Mr. Navdeep Singh Virk said that a new trend of cyber crime has come to the fore. Taking advantage of lockdown restrictions these fraudsters have started targeting the retired government officers with an aim to dupe them on the pretext of post retirement pension benefits. Such cyber fraudsters believe that the retired government personnel may not be tech savvy and can be easily cheated.

“At present, increased numbers of cyber crimes are being reported and we are constantly trying to help people by advising them to refrain from falling into the trap of cyber fraudsters,” he added.

Explaining the modus operandi, the ADGP informed that such cyber fraudsters first gather some basic personal information about the retired personnel and then call the victim posing to be from the Department of Government Treasury. Subsequently, they try to win the confidence of the victim in the telephonic conversation by mentioning personal information correctly like date of birth, date of superannuation, and last posting held by the officer. As soon as the fraudster wins over the confidence of the victim, he tries to cheat him by seeking personal information like bank account number, password and details of transaction for updating data pertaining to their pension.

Suggesting to be cautious from such criminals, Mr Virk has advised citizens to avoid sharing confidential information like bank account number, password, OTP and transaction details with any unknown person or caller. Giving it to somebody else could result in loss of money. He further added that if a person has been cheated then he or she should file a complaint at the nearest Police Station or at www.cybercrime.gov.in immediately.

Elaborating on the efforts made by the Haryana Government on the growing menace of cyber crime, Mr. Virk said that six new cyber crime police stations will be coming up soon in Haryana, one each at Faridabad, Rohtak, Karnal, Ambala, Hisar, and Rewari. These will be in addition to the two existing Cyber Crime Police Stations presently at Panchkula and Gurugram, and it will augment the strength of Haryana police and enable them to fight cyber crime better.

Sharing more details about the same, an official spokesman of the Bureau said that Deepak Goel, Executive Officer, Municipal Council, Bhiwani was caught red-handed while accepting illegal gratification from the complainant Vishal (Contractor), resident of Hanuman Garhi Chonk, Bhiwani in lieu of passing his bills.

He said that in this regard FIR under section 7 of the Prevention of Corruption Act has been registered against Deepak Goel at the Bureau Police Station, Hisar Police Station. Further investigation in the case is in progress.

J.C. Bose University introduced Fee Waiver Policy for Needy Students
Upto 100 percent fee waiver or refund will be provided to students

Chandigarh August, 5 – Taking yet another step towards its commitment to provide relief to students facing financial hardship amid COVID-19, J.C. Bose University of Science and Technology, YMCA, Faridabad has introduced and implemented a Policy to Support Economically Weaker and Needy Students with the provision to waive off or refund tuition fee upto 100 percent, and invite applications from those students who are unable to pay their fee or dues because of financial crunch in the family.


While giving information to this effect, Vice-Chancellor Professor Dinesh Kumar said that the University understands the difficulties faced by students and their parents in this tough time in the wake of amid COVID-19. Taking this issue on priority, the University has framed a Policy for Supporting Economically Weaker and Needy Students.


He said that under the policy, upto 50 percent of refund of tuition fee will be provided to students on case to case basis, and 100 percent fee waiver or refund will be provided to such students who are faced with extreme grim situation, to the satisfaction of the authority.


Students in need would have to apply for fee waiver or refund in the prescribed format available on University website through the Chairperson of concerned department. The respective Chairperson would further forward the same to DSW Office with his recommendations. Once the applications are received, a committee comprising of Dean Student Welfare, Dean Academic Affairs, Chairperson of concerned department and nominee of Vice-Chancellor will examine student’s claims and submit their recommendation to Vice Chancellor for approval.


Vice-Chancellor said that the University is committed to take all possible measures to provide relief to the students and taken a series of steps in this direction. The University has eased the fee rules wherein students have been allowed to pay their semester fee in two equal installments. He said that if any student feels difficulty in payment of fees, he can also pay the fee in three equal installments, on request basis. Apart from this, the University has given Rs. 447 as a rebate to students in fee for Internet Data Charges so as to encourage the students to participate in online classes. The rebate of Rs. 149 per month would be continued till the situation gets normalised.
