CM dedicates projects worth Rs. 62.17 crore in Kinnaur district
Chief Minister Jai Ram Thakur inaugurated and laid foundation stones of developmental projects worth over Rs. 62.17 crore in Kinnaur district through video conferencing from Shimla today.

Jai Ram Thakur inaugurated OPD Block and Geriatric Ward near Regional Hospital at Reckong Peo constructed at a cost of Rs. 2.55 crore, Rs. 1.06 crore PHC building at Hango/Chulling, Rs. 90 lakh PHC building at Leo, Rs. 1.16 crore building of Government Senior Secondary School, Lippa, Rs. 1.75 crore building of Government Senior Secondary School, Pangi, Rs. 84 lakh building of Government Middle School Yuwaringi, Rs. 4.21 crore Jawahar Navodaya Vidyalaya Complex building at Reckong Peo, Rs. 1.79 crore stadium at Pooh, Rs. 6.52 crore flow irrigation scheme Kamroo in Sangla Tehsil, Rs. 4.16 crore sewerage system in village Sangla, Rs. 63 lakh solid waste management cluster Sangla, Rs. 32 lakh Gausadan at Badang in Gram Panchayat Kamroo, Rs. 90 lakh PHC at Sapni, Rs. 71 lakh PHC building at Bara Kamba and Rs. two crore market yard and agriculture produce marketing complex at Tapri.

Chief Minister also laid foundation stones of Rs. 14.20 crore multi storeyed parking at Reckong Peo, Rs. three crore lift water supply scheme to Reckong Peo and adjoining areas in Tehsil Kalpa, Rs. 45 lakh over head storage reservoir near DC Office Rekong Peo, Rs. 2.51 crore food protection works in Katgaon in Nichar tehsil, Rs. 38 lakh Mukhya Mantri Lok Bhawan at Kamroo, Rs. 93 lakh multi purpose parking at Sangla, Rs. 4.66 crore Sarai Bhawan at Bhabanagar, Rs. 78 lakh helipad at Kafnoo, Rs. 2.39 crore combined office building at Tapri and Rs. 3.37 crore Flow Irrigation Scheme Lippa to Karla.

Speaking on the occasion, Chief Minister said that this day was a historic occasion for the people of Kinnaur district as developmental projects worth Rs 62.17 crore were dedicated to the people of the area. He said that similarly this day was a historic occasion for the people of the country as Bhumi Pujan of Lord Ram Temple was being performed today by Prime Minister Narendra Modi. He said that this has paved way for construction of a magnificent Lord Ram Temple.

Jai Ram Thakur said that the State Government was giving special thrust on development of tribal areas as these area shares international borders. He said that special thrust was being laid on strengthening infrastructure such as roads, communication, power and water supply in these areas. He said that the State Government was ensuring that adequate funds were made available so that pace of development does not suffer due to want of funds.

Chief Minister said that the Congress leader from the area make tall claims regarding development in the area during the Congress tenure, but actually nothing was done on the ground. He said that the present State Government in a single day has dedicated projects worth Rs 30 crore. He said that about Rs 84 crore were being spent in the district on Border Roads to facilitate the people and added that out of the total 65 Panchayats of the area 60 Panchayats had already been connected with the roads and the remaining would be connected soon.

A documentary on developmental journey of Kinnaur district was also screened on the occasion.

Member of Parliament Mandi Parliamentary Constituency Ram Swaroop Sharma said that the State has witnessed unprecedented development during the last two and a half years tenure of the present State Government. He also detailed various welfare schemes launched by the State Government. He also appreciated the effective steps taken by the State Government for tackling Corona pandemic in the State.

Vice Chairman HP State Forest Corporation Surat Negi welcomed the Chief Minister and other dignitaries present on the occasion. He thanked the Chief Minister for dedicating developmental projects worth crores of rupees in the district through video conferencing. He said that all the 65 Panchayats of the district have been taking the benefits of developmental schemes initiated by the State Government.

CM dedicates developmental projects worth Rs. 26.50 crore in Seraj Vidhan Sabha Area

· Lays foundation stone of combined office to be constructed with Rs.17.20 crore

Chief Minister Jai Ram Thakur inaugurated and laid foundation stones of developmental projects worth Rs 26.50 crore in Seraj Vidhan Sabha area of Mandi district today through video conference from Shimla, after he was unable to personally visit the area due to inclement weather.

Jai Ram Thakur inaugurated building of Government Senior Secondary School, Balichowki constructed at a cost of Rs. 1.78 crore.

Chief Minister laid foundation stone of Combined Office building (Mini Secretariat) at Bali Chowki to be constructed at a cost of Rs. 17.20 crore which would go a long way in providing various services to the people under one roof. He also performed foundation stone laying ceremony of 45 meter span pre-stressed double lane bridge with footpath over Thirthan khad at Balichowki to be built with an outlay of Rs. 4.69 crore.

Jai RamThakur laid foundation stones of Forest Rest Houses at Nauna and Panjain to be constructed by spending Rs 1.50 crore and Rs 1.27 crore respectively.

Chief Minister said that 5th August would go down in the annals of the country as an historic day, as Prime Minister Narendra Modi performed ‘Bhumi Pujan’ at Sri Ram Temple at Ayodhaya. He said that the people of the country were fortunate to have been witnessed to this historic moment. He urged the people of the State to light ‘Diyas’ in their houses to celebrate the historic occasion of Bhumi Pujan of Sri Ram Temple at Ayodhaya.

Jai Ram Thakur said that 45 meter span pre-stressed double lane bridge with footpath over Thirthan khad at Balichowki to be built with an outlay of Rs. 4.69 crore would ensure better connectivity between Seraj and Banjar Vidhan Sabha areas. He said that both the Forest Rest Houses to be constructed at Nauna and Panjain would help in promoting tourism activities in the area, besides facilitating the officers and officials on field duty. He said that similarly, the combined office to be constructed at Balichowki would house all the major offices situated there.

Chief Minister said that several offices were opened in Balichowki besides that eleven government schools were upgraded during this tenure of the Government in this area. He said that about Rs 150 crore were being spent on various road and bridge projects in Balichowki area. He said that in addition to this over Rs 37 crore was being spent on various water supply schemes in this area.

Jai Ram Thakur said that during all these years, he had always strived hard to ensure that maximum villages get road connectivity so that benefits of development reach the person living in the remotest area of the State. He urged the people to maintain social distancing and also use mask to protect themselves from the coronavirus.

Member of Parliament Ram Swaroop Sharma said that today was an historic day for crores of Indian as Prime Minister has today performed Bhumi Pujan of Ram Mandir at Ayodhya. He said that with this the dream of constructing a beautiful Sri Ram Temple would come true within next few years. He congratulated the Chief Minister for being adjudged as the most popular Chief Minister of BJP ruled states.

MLA Banjar Surender Shourie said that Seraj and Banjar Vidhan Sabha areas of the State have similar and identical developmental issues. He said that like other areas of the State, Seraj and Banjar areas were also progressing at a fast pace.

President Seraj BJP Mandal Bhagirath Sharma welcomed the Chief Minister and other dignitaries present on the occasion. He thanked the Chief Minister for initiating various developmental projects in the area.

विधान सभा सचिवालय में लोक लेखा, प्राक्कलन तथा कल्याण समितियों की बैठकें आयोजित।

शिमला: 05.08.20- हिमाचल प्रदेश विधान सभा सचिवालय में दिनांक 04 व 05 अगस्त, 2020 को लोक लेखा, प्राक्कलन तथा कल्याण समितियों की बैठकें आयोजित की गई। इन बैठकों में समितियों द्वारा लिए गये निर्णयों का विवरण इस प्रकार है:-

लोक लेखा समिति की बैठकें माननीय सभापति श्रीमती आशा कुमारी की अध्यक्षता में सम्पन्न हुई। इन बैठकों में समिति ने जल शक्ति , पंचायती राज व खाद्य नागरिक आपूर्ति एवं उपभोक्ता मामले विभाग से सम्बन्धित प्राप्त विभागीय उत्तरों पर विचार विर्मश किया।

प्राक्कलन समिति की बैठक माननीय सभापति श्री रमेश चन्द ध्वाला की अध्यक्षता में सम्पन्न हुई, जिसमें सर्वश्री जगत सिंह नेगी, राजेन्द्र राणा, नरेन्द्र ठाकुर, राकेश सिंघा, जिया लाल, अरूण कुमार, आशीष बुटेल, मुलख राज व श्री सुरेन्द्र शौरी माननीय सदस्यों ने भाग लिया। समिति ने दिनांक 04.08.2020 को पुलिस विभाग की गतिविधियों तथा प्राक्कलनों की संवीक्षा पर प्राप्त विभागीय उत्तरों का अवलोकन कर मौखिक साक्ष्य हेतु तैयार प्रश्नावली का अनुमोदन किया तथा दिनांक 05.08.2020 को अतिरिक्त मुख्य सचिव (गृह) एवं महानिदेशक (पुलिस) सहित अन्य पुलिस विभाग के अधिकारियों का मौखिक साक्ष्य लिया । उक्त बैठक में समिति ने विभागीय सचिव व उपस्थित अधिकारियों को पुलिस कार्य प्रणाली के सुदृढीकरण व सुधार हेतु कई महत्वपूर्ण सुझाव व निर्देश दिए।

जबकि कल्याण समिति की बैठकें माननीय कार्यकारी सभापति डॉ0 (कर्नल) धनी राम शांडिल अध्यक्षता में सम्पन्न हुई, जिसमें सर्वश्री विनय कुमार, नन्द लाल, किशोरी लाल, मोहन लाल ब्राक्टा, इन्द्र सिंह गांधी, व श्रीमती रीना कश्यप माननीय सदस्यों ने भाग लिया। समिति ने इन बैठकों में अनुसूचित जाति उप योजना के अन्तर्गत शिक्षा विभाग में गत् 2017-18, 2018-19 व 2019-20 के वित्तीय वर्षों में स्कूल भवनों पर खर्च करने सम्बन्धी प्राप्त विभागीय उत्तर/ सूचना का अवलोकन किया तथा अवलोकनोपरान्त इस पर आगामी किसी बैठक में सम्बन्धित सचिव का मौखिक साक्ष्य लेने का निर्णय भी लिया।

CS stresses to keep vigil and readiness to mitigate disasters

The 14th meeting of State Executive Committee (SEC) under Disaster Management Act, 2005 was held here today under the Chairmanship of Chief Secretary Anil Khachi.

Shri Khachi stressed the need to keep constant vigil and readiness to mitigate the disasters. He said that people should be made aware about preparedness during such hazardous situations. He said that mock drills and exercises should be conducted after COVID-19 situation eases and advised the Disaster Management Cell to explore the possibilities of conducting training through online mode.

He said that Himachal Pradesh is prone to various hazards both natural and manmade, which consists of earthquakes, landslides, flash floods, snow avalanches, droughts, domestic and wild fires, road accidents, stampede, etc. However, the hazard which poses biggest threat to the State is earthquake, as the State has felt tremors more than 80 times having a magnitude of 4.0 and above on Richter scale.

Chief Secretary said that among other damage to the infrastructure and essential facilities, the communication is the first casuality during such disasters. He said that strong independent communication should be set up to meet out the emergencies, keeping in view the tough geographical condition of the State. He said that wireless communication network through amateur radio (HAM), is one of the most effective and alternative medium of communication, which can play a significant role in providing reliable communication when other communications fail.

He said that the state government has notified the raising of Himachal Pradesh State Disaster Response Force (HPSDRF) in January, 2020 in line with National Disaster Response Force. He said that as approved by the State Cabinet, till the raising of separate HPSDRF, one company strength each drawn from HP Police will be stationed at Shimla, Mandi and Dharamshala. He said that rupees Five crore has already been sanctioned to Police Department to equip the SDRF. He directed that the Police Department may immediately start planning for the training of the Staff deployed for HPSDRF.

Shri Khachi said that school and college buildings should be strengthened as they are most useful lifeline structures during disasters. He also said that safety audit of lifeline buildings should be done, and further measures must be taken for its retrofitting. He directed the DM Cell, DDMA and 39 Departments to update their Disaster Management plans. He directed the MPP and Power Department to send report of early warning and alert system by the dam authorities in the State within one week.

Chief Secretary also interacted with Deputy Commissioners, Professors of IIT Roorkee and IIT Mandi through video conferencing for their proposals sent to SDMA for funding under the Mitigation Fund.

Principal Secretary Revenue-Disaster Management Onkar Chand Sharma informed that Police Department has been given funds for purchase of V-SAT for far flung areas and Police force for better connectivity. He said that Police Department has provided funds to purchase 37 I-SATs and V-SATs at 75 locations. At present 74 I-SATs are available in the State. He said that 22 I-SAT have been provided to all District Head quarters, SDMs of all tribal sub divisions. In addition to this eight I-SATs have been provided to Lahaul-Spiti District by Pragaya NGO for black spot along with Manali Leh road communication connectivity.

He said that Associate Professor, Department of Earth Sciences, IIT Roorkee has sent a proposal to State Government to establish earthquake early warning system in the State which needs to be discussed in detail.

Director-cum- Special Secretary Revenue-DM D.C. Rana conducted the proceedings of the meeting and detailed about the various activities of SDMA.

ACS Health R.D. Dhiman, Principal Secretary PWD J.C. Sharma, Secretary Urban Development and TCP Rajneesh, DC Shimla Amit Kashyap, CEO HIMURJA Rupali Thakur, Special Secretary MPP & Power Neeraj Sharma, MD HPSEBL R.K. Sharma and other officers were also present in the meeting.

CM felicitates Indians on laying of foundation stone of Sri Ram temple

Chief Minister Jai Ram Thakur has extended his greetings to the crores of Indians living in India and abroad on the auspicious occasion of laying of foundation stone of grand Sri Ram temple in Ayodhaya. He said that it is a monumental occasion, which has written a golden chapter in the history of our Country and has started a new era.

The Chief Minister said that the people of the country were fortunate they have witnessed this historical moment. After laying of foundation stone of this temple by Prime Minister Narendra Modi today, the construction of this grand temple would start. He said that this was a long awaited demand of crores of the Indians, which has finally been fulfilled today.

He said that Lord Rama has always remained centre of our culture and faith, who showed the constructive path to the humanity.
