RTI Commission Launched SMS facility for appellants/ complainants and PIO’s/ FAA’s

Chandigarh, May 22:The Punjab State Information Commission (PSIC) has launched a Short Messaging Service (SMS) facility for the benefit of the appellants/ complainants and PIO’s/ FAA’s of the Govt. of Punjab. This facility is being provided with the assistance of National Informatics Centre (NIC), Ministry of Electronics and Information Technology, Govt. of India, Delhi. The appellants/ complainants/ Public Information Officer’s (PIO’s)/ First Appellate Authorities (FAA’s) will be sent the notice/ status regarding the next date of hearing and disposal of the case by means of SMS facility on their mobile phones. This facility is in addition to the existing written notices which are being sent by post.

Disclosing this here today Mr. Suresh Arora, Punjab State Chief Information Commissioner said that in the last one year i.e. from 01-05-2019 to 30-04-2020 approx. 5200 cases were filed before the Commission. Considering the fact that for every case there is an appellant/complainant and respondent, a large number of information seekers & officials will be benefited from this service. This will also eliminate the need of the information seekers/ PIO’s/ FAA’s to wait for the notice of next date issued by the Commission and frequent visits to the Commission’s website to know about the date of hearing of their cases. This facility will save a lot of money, time and energy of the appellants, complainants and the public authorities.

He said that this facility will add another communication channel to be used by the Commission to reach the general public. Further, this facility will be enhanced to give general messages regarding RTI awareness. SMS's will be sent to the public in both English and Punjabi. Since it is one way communication and the Commission will send the information as explained above, the information seekers and public authorities will not be able to reply through this service to the Commission. It has been observed by the Commission that some of the information seekers/ litigants do not provide their mobile number while filing the application. The Commission appeals to all the information seekers/ litigants to provide the mobile number in future so that they are able to take benefit of SMS service.

Divulging more Mr, Arora Said the PSIC disposes of its cases by physical hearing and through video conference facility. The Video Conference facility available with the Punjab State Information Commission covers all the districts of Punjab and the hearing of the cases is conducted in the office, of the respective Deputy Commissioner.

Post COVID-19 situation, the Commission has decided to use modern technology in order to deliver justice to the information seekers. The Commission will now hear cases through Cisco Webex VC which is approved by Deptt. of Governance Reforms, Punjab in addition to Video Conferencing.With the usage of Cisco Webex VC, the information seekers and public authorities will take the advantage of connecting with the Commission for hearing of their cases directly from their home or workplaces. It will benefit the information seekers. They can send soft copy of their applications and information related to their cases to the bench concerned by email. The hearing of their cases will be conducted on Cisco Webex VC. The information seeker and public authorities will be sent the Cisco Webex VC link on their mobiles through SMS, prior to date of hearing.

The SMS facility and hearing of cases through Webex VC software has been launched today 22-05-2020 by Chief Information Commissioner, Punjab in the presence of other State Information Commissioners, Punjab and Secretary to the Commission.

CONSIDER EXPORT OF PPEs, SUNDER SHAM ARORA URGES PIYUSH GOYAL, TO UTILISE PUNJAB CAPACITY

CHANDIGARH, MAY 22: With a view to utilize Punjab capacity in manufacturing of PPEs to fullest, State Industries Minister Sunder Sham Arora has urged Union Minister of Commerce & Industry Piyush Goyal to consider allowing its exports to other countries in need.

In his letter to the Union Minister, Arora highlighted stupendous role played by state industry in coming forward and manufacturing PPEs considered most vital in fight agaisnt deadly virus in bulk, and are now in a position to export these quality products to foreign countries on order.

The Minister pointed out that 58 PPE suit manufacturers in Punjab have obtained certification from SITRO/DRDO, and are ready to start processing orders.

In view of the capacity of above mentioned manufacturers to produce PPE suits and quality of the products, I shall be grateful if you kindly consider allowing export of PPE suits from India, the Minister wrote.

Cooking cost rates Increases under the mid-day meal scheme

Chandigarh, 22 May-Cooking cost rates have been increased under the mid-day meal scheme for lunch provided to primary and upper primary school students.

Disclosing this here today a spokesperson of Punjab State Mid Day Meal Society said that the cooking cost rates for primary school students from class I to V which were Rs.4.48 per student have now been increased to Rs.4.97 per student, per day. Similarly the cooking rates for students of upper primary classes from 6th to 8th which were Rs.6.71 have now been increased to Rs.7.45 per student, per day.

According to the spokesperson, these new rates of cooking cost under mid-day meal scheme have been implemented from May 15, 2020.

PUNJAB BUREAU OF INVESTMENT PROMOTION AND CIG SIGN COLLABORATION AGREEMENT TO SUPPORT INVESTMENT PROMOTION IN PUNJAB

CHANDIGARH, MAY 22: In order to further boost the investment promotion and management strategies to drive more investments in the state, the Punjab Bureau of Investment Promotion (PBIP) and Singapore based Chandler Institute of Governance (CIG) on Friday signed a collaboration agreement through video conferencing.

The agreement was signed between the CEO Punjab Rajat Agarwal and Executive Director of CIG Wu Wei Neng on behalf of Punjab Government and CIG respectively.

Disclosing this here today an official Spokesperson said that the agreement between Punjab Government and CIG would act as a key milestone in the partnership besides building broader understanding between both sides to further accelerate the pace of ensuring investments in various sectors in the state.

The spokesperson further pointed out that this agreement outlined the areas of the partnership developed jointly over the past months through discussions between CIG and the senior leadership and PBIP.

Under this collaboration agreement, the PBIP and CIG would focus on areas including research support; enhancing the processes of investor outreach, investment facilitation and regulatory approval; talent and skills development for Invest Punjab officers; and improving the attractiveness of Punjab as an ideal investment destination.

On this occasion, the Additional Chief Secretary Investment Promotion Vini Mahajan said that the State Government had been taking envelope initiatives to ensure ease for the business throughout the investment lifecycle of the investor. Punjab’s ‘ease of doing’ Business Reforms have been catalytic for the extraordinary economic growth realized by the state, said she adding that the State has also created an online land bank with GIS-based mapping for land identification. The collaborative partnership with CIG will usher in a new era of ease of doing business within the State, through enhancement of business processes for facilitating investor management and lead generation, she added.

Prominent amongst others who were present on the occasion included; Principal Secretary to Chief Minister Tejveer Singh, CEO Invest Punjab Rajat Agarwal, Additional CEO Punjab Bureau of Investment Promotion Isha Kalia and Joint Chief Executive Officer (JCEO) PBIP Avneet Kaur were present at the collaboration agreement signing ceremony with Executive Director of CIG Wu Wei Neng, Member of CIG’s Board of Directors Dr Gyanendra Badgaiyan, besides members of the Invest Punjab and CIG team.

Delinking Commission of Arthiyas from MSP will create hindrances in smooth procurement process: Ashu

• Wrote a letter to Union Food Minister to revoke this arbitrary decision

Chandigarh, May 22-Condemning the Union Government’s arbitrary decision to delink the commission of Arthiyas from Minimum Support Price (MSP), Punjab Food & Civil Supplies and Consumer Affairs Minister Mr. Bharat Bhushan Ashu said that this unfair practice will create hindrances in ongoing smooth procurement process in entire country.

Taking up the matter strongly with the Union Government to pull back this decision, Mr. Ashu stated that at present two and half percent commission is paid for services rendered in connection with sale & purchase of agriculture produce under Rule of Punjab Agriculture Produce Markets (General) Rules, 1962. He said that the commission of Arhtiyas in Punjab is part of statutory charges, so it cannot be delinked from MSP till the provisions under Rules are amended by the legislature. He said that decision in this regard is arbitrary for want of recommendations of Committees of Arthiyas and Labour Charges of Food Corporation of India (FCI). He said that meeting could not be convened by the FCI to decide the State wise rate due to the Covid-19 pandemic leading to complete lockdown/curfew as such in the present circumstances.

In his letter to Union Food Minister, Mr. Ashu said that “You are aware, State is already passing through financial constraints due to Covid -19 pandemic and the same is the case with the Arthiyas. They have made remarkable efforts in ensuring hassle free procurement despite constraints during curfew. They also followed health protocols about sanitization of Mandis and Labourers and spent massive amount for this purpose. Due to their efforts ongoing procurement process is running smoothly.”

Mr. Ashu said that decision in this regard should be revoked considering the previous practices as the situation demands more incentives to all stakeholders because the state of lockdown/curfew creates difficulties for them.

Meanwhile, President of Arthiyas Association Mr. Vijay Kalra also met with Cabinet Minister Mr. Ashu and raised this issue. He demanded that this issue should be taken up with GoI and Food Ministry and interests of Arthiyas should be secured.
