Haryana State Election Commission, has issued the election program for the Bye-Election of 396 vacant seats in the State
Chandigarh, 20 January - Haryana State Election Commission, has issued the election program for the Bye-Election of 396 vacant seats in the State, including 358 Panches and 27 Sarpanches of Gram Panchayat, 9 seats of Panchayat Samiti and 2 seats of Zilla Parishad members. Voting for these Bye-Elections will be held on February 9, 2020.

Giving information about the election program, a spokesman said that nomination papers for these Bye-Elections can be filed from 23 January to 28 January 2020 between 10 am to 3 pm.

He informed that the list of nomination papers received will also be displayed from 23 to 28 January 2020 and during these dates, the candidates will also have to submit affidavits in Form 4-A and 4-B. The nomination papers will be scrutinized from 10 am onwards on January 29, 2020, and the last date for withdrawal of nomination by the candidate is January 31, 2020. The allotment of election symbols to the candidates will be done only after 3 pm on January 31, 2020. The list of candidates will be displayed immediately after the allotment of election symbols. He informed that polling, if necessary, will be held from 8 am to 4 pm on February 9, 2020, and counting of votes will be done immediately after the voting.

He informed that according to the schedule, the nomination papers for the election of Panch and Sarpanchs of Gram Panchayats shall be filed and received at headquarters of Gram Panchayats concerned and for the members of Panchayat Samiti and Zilla Parishad at headquarters of the Block concerned by the Returning Officer or Assistant Returning Officer.

The Spokesman said that the nomination papers will be scrutinized by the concerned Returning Officer. Voting for these elections will be done through Electronic Voting Machine (EVM) and counting will take place on the same day at the polling stations. He informed that there will be an option of NOTA in the election of Sarpanch of Gram Panchayats and members of Panchayat Samitis.

He said that the persons whose names are not included in the voter list of the respective Gram Panchayats; they should get their names included in the voter list, for addition, deletion and correction till the first day of filling nomination papers, for the elections. He appealed to all concerned voters to actively participate in the election of members of Panchayati Raj Institutions to strengthen democracy at a lower level.

Mr Satyadeo Narain Arya was speaking during the special session of Haryana Vidhan Sabha here today. On this occasion, he also greeted the people of the State for a happy and prosperous New Year 2020.

The special session of Haryana Vidhan Sabha which convened here with the consensus of all political parties, unanimously ratified the Constitution (One Hundred and Twenty-sixth Amendment) Bill, 2019 passed by Lok Sabha and Rajya Sabha. The Haryana Chief Minister, Mr Manohar Lal presented a proposal in the Haryana Vidhan Sabha in this regard. Now, the Rajya Sabha Secretariat is to be apprised with the ratification made in this regard. After passing this ratification in Constitution (One hundred and twenty-sixth Amendment) Bill, 2019, Speaker Haryana Vidhan adjourned the Vidhan Sabha sine-die.

Chandigarh, January 20 - Haryana Vidhan Sabha will organize a two-day orientation program for the training of the newly elected Members on January 21 and 22, 2020, in the Vidhan Sabha.

Giving more information in this regard, a spokesperson said that on January 21, 2020, Haryana Chief Minister, Mr.Manohar Lal, Vidhan Sabha Speaker, Mr. Gian Chand Gupta, Deputy Chief Minister Mr. Dushyant Chautala, Leader of the Opposition, Mr. Bhupinder Singh Hooda, and Deputy Speaker Vidhan Sabha, Mr. Ranbir Gangwa will address the first session of this program.

Apart from this, an introductory lecture on the training program will be given by the officers of the Lok Sabha Secretariat. The spokesman said that during the second session on the same day Director, Lok Sabha, Secretariat, Mr. Vinay Kumar Mohan will deliver a lecture on the topic of ‘Legislative Business: Government and Private Members Business’.

The spokesperson said that during the third session on the second day on January 22, 2020, Directors, Lok Sabha Secretariat Mr. Jaya Kumar T and Mr. Pulin B. Bhutia will deliver a lecture on the topics Parliamentary Questions, Zero Hour, Importance of Discussion on President or Governor Address and Committee System in Parliament/ Legislative Assembly. In the same session Director, Lok Sabha, Secretariat, Mr. Vinay Kumar Mohan will also deliver a lecture on Budgetary Process.

During the fourth and last session, Lok Sabha Speaker, Mr. Om Birla, Haryana Chief Minister, Mr. Manohar Lal, Vidhan Sabha Speaker, Mr. Gian Chand Gupta, and leader of the Opposition, Mr. Bhupinder Singh Hooda and others will address those present.

Chandigarh, January 20 - As per the directions of the Election Commission of India, Haryana Government will organise a State-Level program on January 25, 2020, in Panchkula to mark the celebrations of Commission's Foundation Day as National Voters' Day. Haryana Governor Mr. Satyadeo Narain Arya will be the Chief Guest of the occasion.

Giving details in this regard, Haryana Chief Electoral Officer Mr. Anurag Agrawal said that the theme of the State-Level function is 'Electoral Literacy for Strong Democracy'.

Mr. Anurag Agarwal appealed to all the citizens of the states to participate in this National Voters' Day programs at the State Level, District Level, or at the Polling Station Level. He added that participation will help to make the program successful and of national interest. He asked the people to support the event.

He informed that this time officers and employees who have done excellent work in Lok Sabha General Election and Haryana Assembly General Election - 2019 will also be honored.

He further said that the foundation day of the Commission i.e. January 25, 1950, was declared as' National Voters' Day ' and is celebrated on 25 January every year at the Polling Station Level, Assembly Level, Constituency Level, District Level, State Level, and National Level.

The Chief Electoral Officer informed that considering January 1, 2020, as the qualifying date, a summary revision of electoral voter lists is going to start from February 10, 2020. Under this revision, people can register names in the voter list, correct the error in the voter card and the voter list, as well as the removal of names, will also be undertaken.

He has appealed to the citizens of the State that eligible citizens must register themselves in the voter list during this campaign.

Apart from this, citizens can check their details in the voter list which will be available in the offices of the concerned Registration Officer, or District Election Officer on any working day. The list will also be available on the Department's website www.ceoharyana.gov.in.

In the Haryana Vidhan Sabha Session here today, obituary resolutions were passed to pay rich tributes to those prominent personalities

Chandigarh, January 20 – In the Haryana Vidhan Sabha Session here today, obituary resolutions were passed to pay rich tributes to those prominent personalities who have expired between the period from the end of the previous session and the beginning of the current session.

Leader of the House and Chief Minister, Mr Manohar Lal paid tributes and read out the obituary resolutions. These including former Union Minister of State, former Member of Parliament, former Haryana Minister, freedom fighters and martyrs of Haryana and close relatives of members of Haryana Vidhan Sabha. The members of House also observed silence to pay homage to the departed souls.

Haryana Vidhan Sabha Speaker, Mr Gian Chand Gupta read out the obituary resolutions and paid tributes to the departed souls.

Leader of the Opposition, Mr Bhupinder Singh Hooda also read out the obituary resolutions on behalf of the Congress Party.

The house paid homage to former Union Minister of State, Mr. Ishwar Dayal Swami, former Member of Parliament namely Mr. Het Ram and Mr. Ashwani Kumar and former Haryana Minister Mr Shamsher Singh Surjewala.

Tributes were also paid to two freedom fighters namely Mr. Nihal Singh of village Karira, district Mahendragarh and Sardar Tara Singh of village Bir Babran, district Hisar and 12 martyrs of the State who showed indomitable courage and made the supreme sacrifice of their lives while safeguarding the unity and integrity of the motherland. In yet another anti-narcotic drive, Haryana Police have arrested two women on the charges of drug-peddling in Karnal district

Chandigarh, Jan 20 – In yet another anti-narcotic drive, Haryana Police have arrested two women on the charges of drug-peddling in Karnal district and recovered 24 kg 200 gram of ganja leaf from their possession.

While stating this here today, a spokesperson of Haryana Police said that arrested accused revealed that they had brought the seized consignment from Indira Colony, Delhi and planned to sell it in small quantities on higher prices.

Anti Narcotic Cell had got a tip off about drug peddling, accordingly police team had conducted a raid in Daha Basi and nabbed the duo along with 24 kg 200 gram ganja leaf.

A case under the provisions of NDPS Act has been registered. Further investigation is underway to ascertain since when they have been in drug-peddling as well as names of other involved in this network.
