Haryana Chief Minister, Mr. Manohar Lal has set the target of complete financial self-reliance for all the ten municipal corporations in the State.

Chandigarh, January 18: Haryana Chief Minister, Mr. Manohar Lal has set the target of complete financial self-reliance for all the ten municipal corporations in the State. He stressed upon the significance of the municipal corporations as the units of Local Self-Government and shared his vision of transforming the Corporations into financially viable and truly professional bodies.

The Chief Minister was presiding over a meeting with Mayors and Commissioners of the municipal corporations held here today.

During the meeting, Municipal Commissioners and Mayors presented their respective plans to the Chief Minister for increasing their income and curtailing the expenditure. The Department of Urban Local Bodies too made a presentation on the way forward towards achieving efficiency through increased used of I.T. and decentralization of various financial and administrative powers.

On this occasion, the Chief Minister also launched two online services, namely, Water and Sewer Connection and Billing System and Change of Land Use System, which would streamline the process of approval of CLUs and sanction of water and sewerage connections as well as bill-generation and receipt-collection.

During the meeting, the department of Urban Local Bodies informed that the Municipal Commissioners have been delegated complete powers of sealing the premises, appeal and revision under the Haryana Fire Act, 2009. Further, powers of granting Fire NOC and approval of Fire Fighting Scheme have also been delegated to the Municipal Commissioners as per the provisions of National Building Code, irrespective of any ceiling on land area.

The Urban Local Bodies department proposed that municipal corporations to be able to decide cases of transfer of ownership to tenants/lessees of 20 years involving area upto 500 sq.yards at their own level and to increase the limit of administrative and financial approval of tenders to Rs 2.50 crore and Rs 10.00 crore in case of Commissioners and Municipal Corporations respectively. It was also proposed for Commissioners and Municipal Corporations to have power to sanction Capital works upto 2.50 crore rupees and 10.00 crore rupees respectively, while enjoying unlimited power in case of maintenance works. It was also proposed that they will also have the powers of concurrent appointing authority with respect to a certain level of officials working under them.

Apart from this, necessary powers for approval of building plan and occupation certificate will also be delegated to all the Municipal Commissioners in line with Municipal Corporation, Faridabad and Gurugram.

The Chief Minister discussed at length various strategies to recover arrears, especially those of property tax and water and sewerage bills. He directed the department to come up with one-time settlement schemes to encourage the citizens to deposit their arrears. He also insisted on timely and hassle-free delivery of services to the citizens.

Speaking on the occasion, the Chief Minister said that on the occasion of the Good Governance, the State Government has already announced that the year 2020 would be observed as “Susashan Sankalp Varsh” and fair and prompt delivery of services to the public is only possible through e-governance. He said that making the Water and sewage billing system and change of land system online will not only bring transparency but will also help in reducing corruption.

During the meeting, the Chief Minister was apprised for transparency in the quotation of the works being carried out by the local bodies, a Quotation Management System would also be launched in all the Municipal Corporations of the State. The Quotation Management System is an easy to use and flexible application which allows a company to create, submit and track quotes and invoices. It was informed that in a bid to bring accounting reforms in Municipal Corporations of the State, Double-entry accountant system should be launched for asset-liability. Apart from this GIS technology will be used for proper assessment of properties.

While, giving directions regarding the water management, the Chief Minister said that all the Municipal Corporations in the State should adopt double lining system for water management under which the treated water can be reused. He said that the system can be started from HSVP sectors. He further directed that smart water meters should be installed in all the districts to monitor, measure and ensuring the continuous water supply and further to significantly reduce water loss.

He said that collector rate should be rationalized in all the Corporations. He said that there is no problem of red thread in cities, the area of the city is the area with normal revenue, so the pending registries should be completed by giving some rebate. He said that Dharamshalas which are involved in commercial activities, then property tax should be imposed on such Dharamshalas.

The Chief Minister said that strict action should be taken against such societies which have built and sold plots without EDC and conveyance deeds.

“Mera Sheher Jagmag Sheher”.

Chandigarh, January 18: The Haryana Chief Minister directed all the Mayors and Commissioners to replace all street lights with LEDs in a time bound manner to attain the objective of “Mera Sheher Jagmag Sheher” by March 31, 2020.

The Chief Minister said this while presiding over the meeting with the Municipal Commissioners and Mayors of the 10 Municipal Corporations of the State. Additional Principal Secretary to Chief Minister and Principal Secretary, Urban Local Bodies Department, Mr. V. Umashankar, Director General, Urban Local Bodies Department, Mr. Amit Agarwal were also present in the meeting.

The Chief Minister, Mr. Manohar further directed the Commissioners and Mayors to ensure the installation of 100 per cent LED street lights, proper cleanliness in all the cities across the state should be done on a priority basis. Apart from this, the central verge and pavements of the main roads of cities and tree guards should be properly maintained with proper signage.

The Chief Minister said that a budget should also be prepared as how much funds are required for the 100 per cent installation of the LED lights. Apart from this, Cluster wise smart metering system for lighting should be made so that the lighting system can be managed from a particular place.

He said that cleanliness in all the cities should also be ensured on a priority basis. He said that an inventory list of the sanitation assets including super suction machines, routine cleaning vehicles and other machines should be prepared and to procure as per requirement. He said that the list of such sanitation assets should be shared with the State Government so that as per the requirement the same can be made available to the Corporations.

Mr. Vivek Kalia, Estate Officer, HSVP-II, Gurugram has been given the charge of Secretary, Commission of Enquiry headed by Mr. Justice (retd.) S.N. Jha at Gurugram in addition to his present duties, relieving Mr. Sanjiv Kumar, HCS, of the said charge.

HAEYANA POLICE ACHIEVED

Chandigarh, Jan 17 – Haryana Police has busted a gang of thieves involved in stealing away shoe cartoons from godown at Bahadurgarh in district Jhajjar. Apart from arresting 5 gang members, police have also recovered 564 stolen shoe cartons worth Rs 50 lakh from them.

Giving this information here today, a spokesman of Haryana Police said that arrested accused were identified as Shaheen Alam, a resident of district Banka (Bihar), Vikas Rai alias Rudra of district Sonbhadra (UP) presently living in Delhi, Ritesh of Najafgarh road Bahadurgarh, Himanshu of district Chapra (Bihar) presently living in Bahadurgarh and Neeraj Kumar, a resident of district Patti (UP) presently living in Delhi.

He said that Mansingh of Nangloi, Delhi had complained about theft of 730 shoe cartons from his godowns located at IMT Bahadurgarh. In his complaint, he suspects that the security guard, Shaheen Alam, along with his associates has committed the crime of stealing shoes cartons from the factory. Acting on this, a police team following secret information has arrested all five accused.

After registration of case, all accused were taken on remand by producing in the Court. During the remand, the accused revealed in detail about the theft. As many as 564 shoes cartons were recovered from different places including 450 cartons from Dabri in Delhi, 64 from Chhotu Ram Nagar Bahadurgarh and 25 cartons from Jatwara, Bahadurgarh. Police have also recovered a Mahindra Champion vehicle used in theft from Dabri, Delhi. Further investigation is underway.

Chandigarh, January 17 - Haryana Employment Department will organize an employment fair on January 19 at 10 am in the premises of the Government Industrial Training Institute (ITI), Hisar. The Minister of State for Labor and Employment, Mr. Anoop Dhanak will attend the fair as the chief guest.

Chandigarh, January 17 – Haryana Government has decided to deploy 1652 home guards on the outsourcing basis for ensuring the security of the medical practitioners and for other security arrangements in all primary health centers, community health centers, and district hospitals in the State.

Sharing more details, the Home and Health Minister, Mr. Anil Vij said that home guards will be deployed in health centers of all districts. He informed that 92 home guards will be deployed in the health centers of Ambala district, 120 in Bhiwani, 44 in Charkhi Dadri, 60 in Faridabad, 66 in Fatehabad, 104 in Gurugram and 137 in Hisar.

Similarly, 100 home guards will be deployed in health centers of Jhajjar district, 98 in Jind, 68 in Kaithal, 87 in Karnal, 48 in Kurukshetra, 43 in Nuh, 62 in Narnaul, 52 in Palwal, 51 in Panchkula, 56 in Panipat, 52 in Rewari, 65 in Rohtak, 87 in Sirsa, 94 in Sonipat and 66 in Yamunanagar.

Chandigarh January 17 - With a view to further strengthen the road network in the National Capital Region, Haryana Chief Minister, Mr. Manohar Lal has accorded approval of Rs. 126.85 crore for the widening and strengthening the roads under the Haryana State Roads and Bridges Development Corporation in Rewari district.

Giving more information here today, Deputy Chief Minister, Mr. Dushyant Chautala said that these projects will also be completed apart from the work of roads of the National Highways Authority of India and Public Works Department, Haryana for the convenience of people.

Informing about the projects, he said that widening (5.50 meter to 7 meter) and strengthening of the Kund Khol Mandola Road in Rewari district will be done at a cost of Rs 42.20 crore. Similarly, widening and the strengthening of the Rewari-Shahjahanpur road from 7 meters to 10 meters will be done at a cost of Rs 42.14 crore. The work of the four lanning of the Rewari-Bawal road will be done at a cost of Rs. 42.51 crore, he added.
