Model units to be set up in Mandi Gobindgarh to demonstrate viability of PNG - Pannu

Chandigarh, December 16:In order to demonstrate the technical and economical viability of Piped Natural Gas (PNG) over coal, two model units shall be established in Mandi Gobindgarh, informed Mr. KS Pannu, Director Tandrust Punjab Mission.

He said that that M/s IRM Energy Pvt. Ltd. and M/s Think Gas Pvt. Ltd. has laid down gas pipe line for distribution of PNG in Mandi Gobindgarh and Khanna area, respectively. However, due to lack of technical assistance to the industries, the industries are reluctant to shift from coal to PNG. In view of urgency to check pollution in the area, it has decided that two model units be set up in the area so that people may get first hand information on the working and feasibility of usage of PNG through demonstration in the units. This will end the initial inhibition and facilitate the switch over from coal to PNG, said he.

To ensure the meticulous time bound establishment of model units operated on PNG, a Committee has been constituted with the Director, Directorate of Environment & Climate Chairman Change, Punjab as the Chairman, Environmental Engineer Punjab Pollution Control Board, Regional Office Fatehgarh Sahib as Member &Convener, the Deputy Director, Punjab State Council for Science & Member Technology, Chandigarh, the Senior Environmental Engineer, Punjab Pollution Control Board, Zonal Office-II, Patiala, the Technical Representative of National Institute of Member Secondary Steel (NISST), Mandi Gobindgarh and the Project Head M/s IRM Energy Pvt. Ltd, Mandi Gobindgarh as Members, informed Pannu.

Pannu said that this committee shall explore the technology available throughout the country for successfully running of PNG and if required, take technical assistance from expert team of IIT Ropar for invention of any new technology. After obtaining the required technology, the committee shall complete the work for establishment of model units within 2 months, said he.


CEO hands over CDs of Integrated draft electoral roll to the representatives of political parties

Chandigarh, December 16:The Chief Electoral Officer, Punjab Dr. S. Karuna Raju on Monday handed over CDs of Integrated draft electoral roll to the representatives of various political parties of the state at his office here.

Addressing the meeting, Dr. Raju informed that final publication of electoral rolls will be done in the first week of February 2020. He further appealed to all the political parties to appoint Booth Level Agents (BLAs).

The elector verification program (EVP) activity was started on September 1st, 2019 and had ended on November 30, 2019.

Divulging more, he said that the Claims and objections would be taken from December 16, 2019 to January 15, 2020 and disposal of claims will be done by January 27, 2020.




CHANDIGARH, DECEMBER 16:With around Rs. 4 Crore worth of drugs seized from 938 firms under Drug and Cosmetics Act, Punjab has registered massive decline in the numbers of new drug abusers in state in the last one year.

The drugs would be destroyed in a phased manner beginning today and would further intensify our crackdown to take our mission to make Punjab Drug Free to its logical end, state Health Minister Balbir Singh Sidhu said here.

Speaking after handing over appointment letters to 13 new recruited analysts here at Chandigarh, the Minister said Punjab is on its way to become drug free. Nine analysts in the Food Lab and 4 analysts in the Drugs Lab at the Govt. Food & Drugs Laboratories, Kharar have been appointed today.

He further said that this seizures include 5,42,425 tablets, 57,340 capsules, besides 4,654 injections and 1,190 syrups. The Food & Drugs Administration, in its pursuance to provide safe and efficacious drugs to the people of Punjab has made untiring efforts to weed out menace of drug abuse from the state. During this campaign large quantity of drugs were seized by the department from the firms for violations of Drugs and Cosmetics Act 1940 and Rules 1945, the Minister further added.

Underlining the Captain Amarinder Singh Government’s firm resolve to weed out drugs menace from the state, Mr. Balbir Sing Sidhu pointed out the state FDA has already restricted the sale of eight types of drugs in the state i.e drugs formulations containing the narcotics drugs namely diphenoxylate, dextropropoxyphene, codeine and their salts, psychotropic substances buprenorphine, pentazocine, nitrazepam and their salts and tramadol & tapentadol in solid oral dosage forms covering around ninety percent of the licensed chemists of the state are not allowed to stock and sale these drugs formulations and only those chemists are allowed whose shops are inside or outside the hospitals. Taking strict action against the violators, a large number of drugs licenses were suspended/cancelled. The department has also made amendments in the drug policy to control the mushrooming of chemist shops in the urban & rural areas.

Speaking on the occasion the Commissioner Food & Drug Administration Mr. Kahan Singh Pannu, said that for effective control of the purchase, sale and distribution of certain habit forming drugs, the department has also framed guidelines that no habit forming drugs shall be supplied by the manufacturer or traders without written authentic order of the purchaser and payment against such supplies shall necessarily be made through approved sources i.e. either by cheque, draft or RTGs mode of transactions. The payment made by unapproved sources will amount to contraventions of the Drugs & Cosmetics Act and Rules, leading to suspension/cancellation of licenses.

It may be recalled that in its fight against the menace, the state government had also set up an ultra modern food and drugs testing lab has at Kharar which is equipped with latest equipment working under the supervision of highly trained staff.



Chandigarh, December 16

Additional Chief Secretary (Development) Viswajit Khanna inaugurated the single window system at the Agriculture and Farmers’ Welfare Department’s Headquarters at Kheti Bhawan on Monday to provide agriculture related services in a time-bound and efficacious manner.

Lauding the efforts of Agriculture department officers for this unique initiative, ACS said this would bring far more efficacy in the functioning of the department, while there would also be further a step toward state government’s mission to provide citizens services within stipulated time frame.

On this occasion, Director Agriculture Dr. Sutantar Kumar Airi informed that the work and other activities of the state operating from headquarter could be carried out in a better way through single window system. He said that the move would also improve the functioning of the employees/field staff and increase the transparency in the services provided by the department such as issuing licenses for pesticides, fertilizers and seeds and other related work.

Vigilance nabs ASI for taking bribe of Rs. 10,000

Chandigarh, December 16: Punjab Vigilance Bureau, today nabbed an Assistant Sub Inspector (ASI) posted at City Police station Kharar, SAS Nagar district red handed while accepting bribe of Rs. 10,000/-.

Disclosing this here, an official spokesperson of the Vigilance Bureau said ASI Harjeet Singh was arrested on the complaint of Devinder Singh of village Parol, SAS Nagar district. The complainant has approached the VB and alleged that the accused ASI was demanding Rs 10,000 to help him in a police case registered by him.

After verifying his information, the VB team from flying squad laid a trap and the accused ASI was arrested on the spot while taking bribe of Rs.10,000 from the complainant in the presence of two official witnesses.

He informed that a case under Prevention of Corruption Act has been registered against the accused at VB FS police station SAS Nagar and further investigation was under progress.


Punjab Government seeks applications to appoint Liaison Officer and Observers with Sikh Jathas

Chandigarh, December 16:

The Punjab Government has sought applications from senior assistants or senior officers working in all departments for appointment of liaison officers and observers with the jathas which will be going on various events in Pakistan.

Disclosing this here today, a Spokesperson of the Punjab Government said that the state government may send Jatha's of Sikh / Sahajdhari Sikh pilgrims to Pakistan on various occasion like Baisakhi, Martyrdom Day of Shri Guru Arjan Dev ji, Death anniversary of Maharaja Ranjit Singh ji and Gurpurab of Sri Guru Nanak Dev ji.

Liaison officers and Observers are appointed to accompany these Jathas. The spokesperson further stated that those who are holding the post of senior assistant or above post are eligible to be Liaison Officer and Observers.

The officers / officials who are willing to go to Pakistan as a Liaison Officer and observers with these jatha's, may apply through the head of their department at the General Administration Department, Punjab Civil Secretariat, Chandigarh till 31-12-19. Application received after this date will not be accepted. He also said that the head of the department should certify that no criminal / department action against the applicant is pending.

The spokesperson further said that the applications of those officers / official for the Liaison Officer and Observers will be considered for who had not been appointed as liaison officer and observers with the jathas in the last five years.







Chandigarh, December 16-The arrest of dreaded gangster Sukhpreet Singh @ Budda, recently deported from Armenia through persistent efforts of Punjab Police, has led to the apprehension of 15 of his criminal associates, alongwith seizure of a large number of weapons, drugs and foreign currency.

The arrests include that of Bidhi Chand r/o Khuda Lahora, retired Deputy Passport Officer, who was posted at Public Relations Officer (PRO) in Chandigarh during 2007-08. He received 50,000/- rupees from Gaurav Patyal to prepare his Indian passport on a fake name & address and to deliver it by hand to him. Bidhi Chand retired as Deputy Passport Officer in 2011.

Disclosing this here on Monday, DGP Dinkar Gupta said Budda had been trying to get into US illegally from Armenia at the time of his detention. Since Budda fled from Punjab in April 2018 to UAE after the attack on Parmish Verma, he had travelled to many countries, including UAE, China, Iran, Russia, Thailand, Indonesia, Georgia and Singapore. However, Punjab Police was tracking his movements during his visit/stay in different countries.

The Punjab Police is now trying to identify his contacts in these countries, said the DGP, adding that Police teams from various districts, including Ludhiana, Moga, Faridkot, Khanna, SAS Nagar and Amritsar, were working on further leads, obtained during the course of investigation, under the supervision of Organized Crime Control Unit of the Punjab Police.

Giving details of the seizures made on the basis of Budda’s interrogation, the DGP said 6 weapons including 1 carbine, 1 Bulletproof Jacket, 3 kg Opium, 7 vehicles,, , ammunition and total cash of 13.80 lakh rupees and 1700 USD has already been recovered from him and his associates.

It may be recalled that Budda, r/o village Kussa, District Moga, was tracked down in Armenia and was detained on the basis of a Red Corner Notice (RCN) issued by Interpol and thereafter efforts were made to secure his deportation. Consequently, he was arrested from IGI Airport, Delhi, by Punjab Police, on November 23.

It may be recalled that Budda did not report back to Faridkot Jail after availing parole in Jugraj Singh @ Raja murder case of district Bathinda, in which he was sentenced to life imprisonment. After jumping parole, he, alongwith his associates, murdered Pradeep Kumar and Amit Saharan at a farmhouse in Chautala Village in Haryana in January, 2017. This case is being

Thereafter in July, 2017, Budda murdered Ravinder Kochar at his Rice Mill in Baja Khana, District Faridkot. In April 2018, he and his associates murdered Bhupesh Rana at Chandimandir Area, Haryana, in an inter-gang rivalry. On April 14, 2018, he fired upon singer Parmish Verma after the latter refused to pay the extortion amount of Rs. 20 Lac. Subsequently, he flew to Dubai via Nepal, and started coordinating and operating criminal activities of making ransom calls, extortions and murders from Dubai.

While in Dubai, on his directions, three more sensational murders were committed by his close associates in Punjab, investigations had revealed. Hardev Singh @ Gogi Jattana, a Poultry Farm owner from Rampura Phul, was murdered on June 17, 2018, by two motorcyclists as he was suspected to be a Police informer in the Davinder Bambiha shootout case.

In another case of December 2018, Sukhpreet Singh @ Budda conspired to murder Rajinder Kumar @ Gogga r/o Manuke, distt. Moga, since he wanted to avenge the murder of his friend Beant Singh Sarpanch, who had been killed by Rajinder Kumar @ Goga, who was acquitted in that murder.

Recently, on the directions of Budda, his associates Lakhwinder @ Lakha and Amrik Singh @ Shera murdered Baba Dyal Das of Dera Harika Das, Village Kotsukhia, Kotakpura on November 7, 2019, after hatching the conspiracy with Baba Jarnail Singh r/o Moga. Both Lakha and Shera have been arrested by Madhya Pradesh Police.

The arrest and deportation of Budda is a big achievement for the Punjab Police. He was the most active gangster of Punjab during the last 2 years. Budda and his associates had spread fear and terror among the Punjabi Music/Film industry. With his arrest and the arrest of 15 of his criminal associates, the perpetrators of 10 criminal crimes of murder/extortion/car-jacking and snatching have been identified and arrested so far. Four new FIRs have also been registered against Budda’s associates in crime, based on the disclosures made by Budda and his associates. Further investigations are in progress.


Directorate Census Operations holds Training Programme of Master Trainers for Census-2021

Chandigarh, December 16-Directorate of Census Operations, Punjab on Monday held Training programme of Master Trainers for the first phase of Census-2021 regarding House Listing & Housing Census and Updation of National Population Register at Mahatma Gandhi State Institute of Public Administration, Punjab (MGSIPA), here.

The 6-Day training programme of Master trainers of Punjab and U.T. Chandigarh was inaugurated by Special Chief Secretary-cum-FCR and Director General MGSIPA Mr. K.B.S. Sidhu and Director Census Operations Dr. Abhishek Jain.

During the inaugural session, Mr. Sidhu motivated all the trainers to play their vital role with utmost honesty in the National task of Census enumeration 2021. He also emphasized that integrity and accuracy of Census data should be maintained at all stages.

Dr. Abhishek Jain underlined the importance of Census as one of the world’s biggest administrative exercise. The Census 2021 marks a paradigm shift because for the first time the data will be collected through a specially designed mobile app, using Bring Your Own Device (BYOD) model to be followed by enumerators and supervisors, besides the monitoring of entire field operation will be done through Census Monitoring and Management System (CMMS). This will enable faster and direct uploading of data on the central server of Census Department.

The training is being conducted by a team of National Trainers of Punjab Government and Directorate of Census operations, Punjab. A spokesperson said that the module has been specially designed to provide hands-on training of census taking, including the use of mobile app. All the Master trainers will also visit the field to have a practical experience of Mobile app. These 42 Master trainers will further impart training to Field trainers in various districts of Punjab and U.T. Chandigarh during January and February next year. These Field trainers will further train enumerators and supervisors.
