Chandigarh, August 13- Taking strict note on improper redressal of the complaints received on CM Window and for negligence of work, Project Director, Chief Minister's Good Governance Associates (CMGGA) Programme, Dr Rakesh Gupta has suspended Neelam, Superintendent, Social Justice and Empowerment Department and Suresh Kumari, Superintendent, Bhagat Phool Singh Government Medical College, Khanpur Kalan. Apart from this, three employees of various departments have been issued show cause notice and one employee has also been directed to be charge-sheeted under Rule-7.

Dr Gupta issued these directions while presiding over a meeting of with Nodal Officers regarding CM Window here today.

He issued strict directions to nodal officers to fast redress some cases which are pending for one year.

On a complaint received against Superintendent of Social Justice and Empowerment Department, for demanding money from a cancer patient in lieu of passing his bills and there were also allegations of keeping this matter pending for two years, he issued direction to suspend her and directed the department to take action on this within a week and give the money of cancer patient. Apart from this, six other cases also came up where the Superintendent showed negligence. For which, direction were issued for departmental action.

Another complaint received where Superintendent of Bhagat Phool Singh Government Medical College, Khanpur Kalan release advertisement of posts of 10 clerks instead of 2 posts as approved by the state government for Blood Bank in the college with educational qualification of Class 12 instead of Graduation. Suresh Kumari got recruited her own relation on these posts. On this, Dr Gupta directed to suspend her and issue chargesheet underRule-7.

Two separate complaints were received regarding tax evasion in Transport department, on which, two superintendents of the department, namely Virender Sharma and Anil Roy, were issued show cause notice for not properly redressing these complaints and for negligence in work.

A complaint of Revenue Department was received, where some employees tampered with the records to name the land of Gram Panchayat to private parties. On which 2 FIR have already been filed. Today, taking note of this matter, Dr Gupta directed to chargesheet the tehsildar of Revenue Department under Rule-7.

Taking strict note of a long pending complaint of corruption in Development and Panchyats Department, he directed to issue show cause notice to the concerned SDO, of Panchayati Raj department and redress the complaint at the earliest.

Dr Gupta also reviewed complaints received on social media and praised those departments who have taken immediate action on the complaints. He also directed the nodal officers to redress the remaining cases of last year within 15 days. He said that those departments whose performance is not satisfactory on CM window, the meeting with the Head of those departments would be held on August 28.

Haryana Chief Minister, Mr. Manohar Lal has introduced a dual training system in the curriculum for students.


Chandigarh, August 13- In view to create maximum employment opportunities to the youth, Haryana Chief Minister, Mr. Manohar Lal has introduced a dual training system in the curriculum for students. For this, Memorandum of Understandings (MoU’s) has been signed with 40 industries for providing 1,516 seats in 27 Industrial Training Institutes.

While giving information on this, a spokesman of the department said that a special kick-off workshop was organized today at Kaushal Bhawan in Panchkula for better implementation of the MoU’s signed for the dual training system, so that students do not face any problem while enrolling on the online portal for these seats from the upcoming academic session.

He said that the workshop was inaugurated by the Director, Industrial Training and Employment, Mr. Prabhjot Singh, which was attended by the principals of these 27 industrial training institutes, representatives of the industries and officers of joint director level in District Industries Centers.

Assistant Director of the Department, Mr. Manoj Saini, gave a power point presentation on the admission process. He requested all the participants to pay special attention for preparing academic calendar during this academic session, as activities under the dual training system would be monitored by the officials and officers of industries and department, from time to time.

Those present in workshop included Additional Director (Administration), Mr. Mahavir Singh, Additional Director (Technical), Mr. P.S. Narwal, Joint Directors,Mr. Sanjeev Sharma, Mr R.N. Yadav and Director, Mr. Anil Grover, on behalf of Directorate of General Training, Government of India.

Free travel facility to women and their children up to the age of 15 years in state roadways buses on the occasion of festival of Raksha Bandhan

Chandigarh, Aug 13 – Haryana Government has decided to allow free travel facility to women and their children up to the age of 15 years in state roadways buses on the occasion of festival of Raksha Bandhan falling this year on August 15. The free travel facility will be available for women and children from 12 noon on August 14 up to 12 midnight on August 15.

While stating this here today, an official spokesman said that the present State Government under the leadership of Chief Minister, Mr. Manohar Lal has been providing this special gift of free travel facility for the women of all ages alongwith their children upto the age of 15 years on the occasion of Raksha Bandhan festival.

He said that this facility would be available only in ordinary buses of state roadways from one place to another, including such buses plying up to Chandigarh and Delhi.

Dr Rakesh Gupta has issued a show cause notice to Satnam, Nodal Officer of Welfare of Scheduled Caste & Backward Classes Department
Chandigarh, August 13- Project Director, Chief Minister's Good Governance Associates (CMGGA) Programme, Dr Rakesh Gupta has issued a show cause notice to Satnam, Nodal Officer of Welfare of Scheduled Caste & Backward Classes Department, for not providing benefits of schemes and services in time to the people at Antyodaya and Saral Kendras. He also gave strict directions to other departments to improve their functioning and get their employees trained at the district level.

Dr. Rakesh Gupta was presiding over a review meeting of the nodal officers on Antyodaya Saral Project, here today.

During the meeting, Dr. Rakesh appreciated the Agriculture, Marketing Board and the Scheduled Castes and Backward Classes Welfare Departments for their performance. Dr. Rakesh Gupta directed the Transport, Women and Child Development, Dakshin Haryana Bijli Vitran Nigam, Haryana Shehari Vikas Pradhikaran, HSIIDC and Urban Local Bodies Departments to improve their working. He also issued show cause notice to Nodal Officer of HSIIDC due to his absence in the meeting.

Taking note of a case of DHBVN, Dr Gupta directed to take action against consumer clerk of DHBVN, Deepak Kumar, for pressurizing people to install three phase meters for taking electricity connections in 30-40 houses of the same society and taking Rs 15,000 each.

He also directed to take prompt action on tickets coming on the ticketing system of Antyodaya portal. He directed the nodal officers that if any application is rejected by any department, then its exact reason should be given.

Dr. Gupta directed the nodal officers to redress the applications or complaints received on Antyodaya portal, else departmental action could be taken against the officials for negligence in their work. He said that the officers of the departments should encourage applications through Saral Kendra and dispose of the received applications within the prescribed time period in the Right to Service Act

It was informed in the meeting that a knowledge management system has been created, through which complete information such as documents, fees, eligibility criteria for services would be available on the system.

He said that the departments which have not yet imparted training to the operators of Saral call centers, they should impart them training as soon as possible so that the operators get the complete information about the schemes and services being provided by the departments.

Elaborate security arrangements in view of the Independence Day celebrations on August 15 across the State.
Chandigarh, Aug 13 – Haryana Police has made elaborate security arrangements in view of the Independence Day celebrations on August 15 across the State.

While stating this here today, Additional Director General of Police (Law and Order), Mr Navdeep Singh Virk said that security has been tightened across the State for peaceful celebration of the Independence Day. Additional forces have been deployed at the venues where the National Flag will be hoisted. Security measures have been beefed up to prevent any untoward incident. We are keeping close eye on movement of people and vehicles across the State, he added.

As a part of security arrangement, he said that thorough checking of vehicles would be carried out at check-points round-the-clock. Patrolling has also been intensified to maintain law and order in all the districts. Police will also keep a close eye on un-claimed goods and suspicious persons. Special checking drive of trains and public transport is also being carried out in the state. In addition, close vigil is being kept at the strategic locations like markets, bus stands, railway stations and hotels.

Mr Virk said that Director General of Police, Mr Manoj Yadava have already taken stock of the security arrangements in view of the Independence Day celebration. He had directed all the Commissioners of Police and district Superintendents of Police to make necessary arrangements for full-proof security measures during Independence Day celebrations.

Haryana Industries and Commerce Minister, Mr Vipul Goel disclosed this, while interacting with media persons at Indira Gandhi International Airport, New Delhi, on returning from 3-day International Gita Jayanti Mahotsav organised in London.

He said that after Mauritius, the International Gita Jayanti Mahotsav has been organised in United Kingdom where a large number of people of Indian origin as well as of British origin and many people from other countries participated.

The Industries and Commerce Minister said that the Haryana State is not only the land of farmers, soldiers and sportspersons but also the place of origin of Holy Gita.

While following the principle of ‘Vasudhev Kutumbkam’ Haryana Government has made an effort to make the Holy Scripture, Gita, accessible to people for paying respect and to promote its message all around the world through International Gita Jayanti Mahotsav. “All this has become possible with the due efforts of Chief Minister, Mr Manohar Lal. The Central and State Government are working in accordance with the principles of Holy scripture,” he added.

In order to explore possibility of the scheme, Rao Narbir Singh alongwith the officers of Forest Department, has visited to see the Lion Safari developed in Etawah in Uttar Pradesh.

It is worth mentioning that city forest is being developed in area around village Sakatpur and Gairatpur Bass near Sector 76 in Gurugram. This would be most appropriate place for Safari scheme. He said that in future, this city forest and Leopard and Deer Safari would emerge as first choice of nature lovers in the global city Gurugram. This place could be visited in just 25 minutes from Indira Gandhi International Airport, New Delhi.

This year, various companies which carry out plantation programmes under CSR were also present during Van Mahotsav. Apart from plantation programme, many other activities which will have positive impact on environment would be carried out in city forest so that people come here from walk and enjoy natural environment.

Alongwith the Forest Minister, Rao Narbir Singh, Principal Chief Conservator of Forests (Wild Life), Mr V.S. Tanwar, Additional Chief Conservator of Forests, Mr Alok Verma and Forests Divisional Officer, Mr Subhash Yadav are also on tour to Etawah.
