The Union Ministry of Housing and Urban Affairs has released an amount of Rs 14.39 crore as Reform Incentive to Haryana under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT).

Chandigarh, July 17 – The Union Ministry of Housing and Urban Affairs has released an amount of Rs 14.39 crore as Reform Incentive to Haryana under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT). In the previous year 2018-19, Haryana has availed reform incentive of Rs 6.40 crore under the scheme from the Central Government. The State Government has secured more than 70 per cent marks to claim the incentive.

While stating this here today, an official spokesman said that under the AMRUT scheme, 20 cities (18 Urban Local Bodies) have been covered namely Gurugram, Panchkula, Ambala City, Ambala Sadar, Yamunanagar, Jagadhari, Karnal, Hisar, Rohtak, Faridabad, Panipat, Kaithal, Rewari, Bhiwani, Thanesar, Sonepat, Bahadurgarh, Palwal, Sirsa and Jind.

It is worth mentioning here that the Union Ministry of Urban Development had launched AMRUT in June 2015 with the objective to ensure that every household has access to a tap with assured supply of water and a sewerage connection, to increase the amenity value of cities by developing greenery and well maintained open spaces such as parks, and to reduce pollution by switching to public transport or constructing facilities for non-motorized transport such as walking and cycling.

The spokesman said that besides creating infrastructure for basic amenities, the Mission also focuses on reforms and capacity building of the ULBs. The reforms aim at improving delivery of citizen services, bringing down the cost of delivery, improving financial health, augmenting resources and enhancing transparency. The Mission sets aside 10 per cent of annual budgetary allocation to be given away as incentive to States/UTs for accomplishing the reforms within specified timelines.

He said that these reforms include online services to citizens, establishing single window for all approvals, establishing municipal cadre, achieving at least 90 per cent of billing and collection of taxes/user charges, developing at least one park for children every year, establishing maintenance system for parks and play grounds, credit rating and implementing model building bye-laws.

Chandigarh, July 17 – While taking strict note of the complaints of corruption received on CM window, the Haryana Chief Minister, Mr. Manohar Lal has directed to get lodged FIRs in different cases and to conduct the departmental inquiries in case of negligence exercised by government officials in disposal of complaints.

The Project Director, Chief Minister Good Governance Associates Pogramme, Dr. Rakesh Gupta and OSD to Chief Minister, Mr. Bhupeshwar Dayal gave this information in a meeting with the Nodal Officers in connection with the complaints received on CM window, here today. Issuing strict directions to the Nodal Officers, Dr. Rakesh Gupta said that the cases pending for one year should be disposed off before the next meeting otherwise strict action will be taken against the Nodal Officers.

Taking cognizance of the complaint received under the Development and Panchayats Department, the Deputy Commissioner of Panipat has been directed to get registered an FIR against the Sarpanch. Apart from this, directions have also been issued for recovery of money. In another case, directions have been issued to conduct departmental action against Manju Sharma, Accountant posted in Shahabad. Several FIRs have already been registered against her in many cases and she had been suspended several times. Therefore, departmental action should be taken against her.

In a complaint under Animal Husbandry Department, in which contractor Krishan Kumar presented fake documents to take the tenders of JCB machine, but the tenders were cancelled by the department with immediate effect when these documents were found fake. Taking cognizance of this complaint, directions have been given to get registered an FIR in the case of fraud against contractor Krishna Kumar.

A complaint received from Hisar in the Animal Husbandry Department, in which Deputy Director, Dr. Surendra Singh Gahlawat has been accused of a scam involving Rs 24.30 lakh with cow's milk contractor. In the departmental investigation, the allegations were found to be correct. Taking cognizance of this, directions have been issued to suspend Deputy Director, Dr Surendra Singh Gahlawat.

A case of Transport Department was taken up in the meeting, in which the Action Taken Report (ATR) was uploaded on CM window portal with complainant's fake signature for disposal of the case. Taking cognizance of this, Dr. Rakesh Gupta directed to conduct departmental inquiry against the officer concerned.

Dr. Gupta also reviewed the complaints received on social media and appreciated those departments which took immediate action on the complaints. He directed the Nodal Officers to dispose of within a month the remaining cases of last year. He said that in some cases of the year 2017 and 2018 in which no ATR has been uploaded, the ATRs should be uploaded in seven days. The departments, whose performance is not satisfactory on the CM window, meeting with their Heads will be held on July 30.
