Chandigarh, July 17-Punjab Chief Minister Captain Amarinder Singh has ridiculed SAD chief Sukhbir Singh Badal over his `crocodile tears’ on the Bargari issue, and made it clear that his government will follow the cases through to their logical conclusion.

Reacting to the Shiromani Akali Dal (SAD) decision to challenge the CBI closure in the Bargari cases, the Chief Minister lashed out at Sukhbir for trying to fool the people by pretending to be concerned about the issue.

Instead of probing the matter himself, Sukhbir, who was then Deputy Chief Minister and Home Minister of the state, had been responsible for sending the first three cases related to the Bargari issue to the Central Bureau of Investigation (CBI), pointed out the Chief Minister. Now that the CBI has completed its probe and filed a closure report, Sukhbir is getting the jitters, indicating complicity at some level in the entire affair, he added.

How else can the SAD decision to challenge the CBI closure report in court be explained, asked Captain Amarinder, lambasting Sukhbir for once again seeking to politicize the sensitive issue and possibly to wriggle out of his own responsibility in ensuring a fair and thorough probe into the matter under the SAD-BJP rule.

The Chief Minister asked Sukhbir not to forget the simple fact that even now, when the CBI has filed the closure report which he wants to challenge, it is the NDA government in power at the Centre, with his SAD a part of it. It is time to stop trying to fool the people by twisting facts and raising false flags, he told the SAD president.

Reiterating his promise to bring to book all those involved in the sacrilege of Sri Guru Granth Sahib ji, and the subsequent police firing on peaceful protestors, Captain Amarinder said his government was committed to expose the entire conspiracy that was clearly behind the incident. Nobody can be allowed to get away with such brazen attempts to spread disharmony in the state, he asserted.

The Chief Minister has, meanwhile, asked Advocate General Atul Nanda to look into all the legal options to take the case to its logical conclusion.

Chandigarh, July 17:The Punjab Government had invited suggestions from eminent Sikh Scholars in connection with the celebration of 550th Parkash Purb of Sri Guru Nanak Dev Ji. It was in this context that a meeting was held today at the Punjab Bhawan by the Cabinet Ministers S. Sukhjinder Singh Randhawa and Mr. Charanjit Singh Channi with the scholars. The meeting saw the participation of prominent scholars such as Dr. Prithipal Singh Kapoor, Dr. S.P. Singh Former Vice Chancellor Guru Nanak Dev University, Amritsar, Former Chief Secretary SGPC Amritsar Mr. Harcharan Singh, Editor Punjabi Tribune Dr. Swarajbir Singh, Ex-IAS Mr. Jatinderbir Singh Randhawa besides a representative of the Vice Chancellor of Guru Nanak Dev University, Amritsar.

During the course of meeting, All the scholars forwarded their valuable suggestions and inputs and emphasized that every ‘Nanak Naam Leva’ should be made part of the celebrations. They also rooted for associating every organization connected with Sri Guru Nanak Dev Ji, an inseparable part of these celebrations.

After the meeting, Both the ministers divulged that the 550th Parkash Purb celebrations would be observed with panthic traditions. They further added that as regarding the other suggestions received from the scholars, the officers have been directed to send a detailed report after carefully each suggestion. The report would be presented to the Chief Minister, Captain Amarinder Singh and after incorporating his suggestions various projects would be executed.

Among others present in the meeting included Principal Secretary Tourism and Cultural Affairs Mr. Vikas Pratap, Director Mr. Malwinder Sing Jaggi, Deputy Director Tourism Mr. Sanjiv Kumar, Mr. Gurdarshan Singh Bahia and Mr. Bhagwantpal Singh Sachar.

CHANDIGARH, JULY 17:The Punjab Government has streamlined the process of distribution of disabilities certificates to the eligible beneficiaries by designating the competent authorities, Hospitals and Institutions where these disabilities certificates are to be issued to the beneficiaries.

Disclosing this in a press communiqué Mr. Balbir Singh Sidhu, Health & Family Welfare Minister said that it has brought to his notice that persons with disabilities have suffered a lot to get the disability certificates issued from the District and Sub-Divisional Government hospitals. He said that taking strong cognizance of this matter, the State Government has designated the institutes/ hospitals and competent authorities from where the beneficiaries could get their certificates within specified timeframe. He also said that strict guidelines have been issued to the Civil Surgeons being the head of the board at district level and their responsibility has been fixed to ensure the compliance of the Right of Person with Disability 2016 (RPWD-2016) which came in to force from 19 March, 2017.

Mr. Sidhu said that Civil Surgeons have also been instructed to make sure that board would assemble atleast ones a week to deal with all cases pertaining to disability certificates. He said that no laxity would be tolerated in this regard and if any concerned officer indulges in dereliction of duty to issue certificate or delay the process without any particular reasons then that particular officer would be strictly dealt with.

Divulging further details, Mr. Balbir Singh Sidhu said that persons with the disability of locomotor such as permanent physical impairment of limbs, spine, amputations and permanent physical impairment in club foots and others would specifically get the certificates from all district and sub divisional hospitals.

Similarly persons with the disability due to chronic neurological condition, spinal cord injuries, acid attack victims, cerebral palsy affected, leprosy cured persons, short stature : Dwarfism and muscular dystrophy would get the certificates from all district hospital and sub divisional hospital where Ortho, Medical, Pediatric, Surgical and skin specialist are available. He said that for these disabilities certificates, consultation with tertiary level institution will be required. “The board will comprise of specialist in orthopedics and 1 specialist as nominated by the board head as per the condition of the person with disability such as pediatric, skin, neurological or medical etc.”, he said.

Adding further the Health Minister said that person with visual impairment disability would also get the certificate from all district hospital and SDH where eye specialist is available.

For the hearing impairment, speech and language impairment, the board will comprise of ENT Specialist, one Audiologist/ Speech language therapist as nominated by Civil Surgeon. The certificates would be issued with consultation of tertiary level institution at all district hospitals.

Likewise, Intelligence Disability and special learning disability would also be dealt at all District Hospitals while board will comprise of Pediatrician or Pediatric Neurologist/ Psychiatrist or Physician, Clinical or rehabilitation psychologist and Psychiatrist.

Similarly for Mental Illness Certificates, all district hospitals authorize to issue the certificates and board will comprise of Psychiatrist for clinical assessment and trained psychologist.

Mr. Balbir Singh Sidhu said that Persons with Disability caused due to Chronic Neurological Conditions (Multiple Sclerosis, Parkinsonism etc.), disability caused due to blood disorder and multiple disabilities would also get disability certificates at district hospitals with the concern of required specialists.

Divulging about the compulsory consultation at the tertiary level instructions, he said that except of persons with the disability of Locomotor such as permanent physical impairment of limbs, spine, amputations and permanent physical impairment in club foots and others as mentioned, consultation with a tertiary level institution would be required in rest of all cases. If a particular specialist as described is not available then either the services of such a specialist would be arranged from nearby Government institution or the case itself would be referred to the nearest hospital.

The Health Minister further said that Director, Health and Family Welfare is the appellate authority for all complaints/disputes related to disability.

Chandigarh, July 17-Suman Priya George Masih of Kharar (SAS Nagar), who won the first prize of Punjab State Sawan Bumper-2019, today submitted the documents to the Punjab State Lotteries Department for encashment of the prize.

An official spokesperson said that the draw for the Punjab State Sawan Bumper was held on July 8 at Ludhiana and the first prize of Rs 3 crore had gone to two tickets A-316460 and B-331362 (Rs 1.5-1.5 crore each) and Suman was the one of the lucky winners, who pocketed the first prize of Rs 1.5 crore.

Expressing satisfaction over the transparent and smooth system of the lotteries draws adopted by Punjab State Lotteries department, the lucky winner Suman said that the most joyous thing is that Punjab is an only state in which the big prizes of all lotteries are surely given in common people.

Mr. Giyan Chand Diwali Member of the commission said that the commission has sought a detailed report from Senior Superintendent of Police (SSP) Moga by 24 July 2019.

Mr. Diwali divulged that as per viral video some persons have chained aged Dalit man and beat him up.
