Chandigarh, August 10-Punjab Chief Minister Bhagwant Mann today gave announced to set up a Group of Ministers (GoM) for effective monitoring and control of the lumpy skin disease amongst animals in the state on day to day basis.

Divulging the details after a high level meeting to review the situation, the Chief Minister said that this GoM comprising Finance Minister Harpal Cheema, Agriculture Minister Kuldeep Singh Dhaliwal and Animal Husbandry Minister Laljit Singh Bhullar will be assisted by senior officers, experts of Guru Angad Dev Veterinary and Animal Sciences University and officers of Animal Husbandry department. He said that the GoM will daily review the situation arising out of the disease on daily basis and take the necessary action for checking it. Bhagwant Mann said that the state government is duty bound to safeguard the interests of the cattle owners in the state.

The Chief Minister also announced to launch a massive vaccination drive to save the animals from this disease. He said that the vaccination will be given to the animals free of cost adding that there is no dearth of funds for this. Bhagwant Mann unequivocally said that the best recommended medicine by Government of India (GoI) has been brought for this purpose and more vaccination, if required, will be airlifted.

The Chief Minister said that the state government is duly focusing on preventing and tackling this disease. He said that cattle wealth is an integral part of state’s economy and Punjab government will take every step for ensuring that animals don’t fell prey to this disease. Bhagwant Mann assured fulsome support and cooperation to cattle owners for this purpose.

The Chief Minister also announced that the state government has sealed the borders of the state for checking the entry of animals from other states into Punjab. He said that districts of Fazilka, Sri Muktsar Sahib, Bathinda and Tarn Taran have been hitherto worst affected by the disease which reflects that the disease has been transmitted from other states. Bhagwant Mann said that so it is imperative to seal the borders of the state for checking the further spread of disease.

The Chief Minister also appealed the cattle owners to exercise restraint and not get swayed away by the rumours. He said that the state government is committed for tackling the spread of this disease. Bhagwant Mann urged the Cattle owners to maintain cleanliness around the animals and segregate the cattle having any symptom of the disease.

The Chief Minister also said that till the disease is not controlled there will be complete ban on organising any cattle fair in the state. He said that the Animal Husbandry department has been asked to supply doses of calcium to animals for enhancing their immunity. Likewise, Bhagwant Mann said that the department has also been directed to ensure spray for killing mosquitoes which can be carrier of this disease.

The Chief Minister also urged the owners to ensure vaccination to their respective cattle as it also enhances immunity to fight with the disease. He said that to ensure proper burial of dead animals, the Deputy Commissioners have been directed to ensure the requisite arrangements in form of vacant lands and others. Bhagwant Mann also said that the recent trends also reflect that the disease is on decline in the state.

On the occasion Cabinet Ministers Harpal Cheema, Kuldeep Singh Dhaliwal and Laljeet Singh Bhullar along with others were also present.

Chandigarh, August 10:Punjab government coming up with a comprehensive mechanism to ensure planned development in urban areas and make property buying transparent and hassle-free. This was stated by Mr. Aman Arora, Punjab Housing and Urban Development Minister after a brainstorming meeting with other ministers.

He was attending a high-level meeting along with his two cabinet colleagues Mr. Bram Shanker Jimpa, Revenue & Rehabilitation Minister and Dr. Inderbir Singh Nijjar, Local Government Minister at Punjab Bhawan here.

During the meeting, the cabinet ministers meticulously discussed the issues and problems being faced by legitimate/genuine urban property buyers and to sort out property registration related issues so that the people will get property related services in a seamless and transparent manner.

The Ministers said that all the issues regarding NOC for registration of property will be resolved soon as the Mann Government is not leaving any stone unturned to provide hassle-free services without any bias. The Chief Minister is personally monitoring the issue.

"Today, I along with my cabinet colleagues brainstormed to resolve the issues pertaining to registration of property and planned development in urban areas. A comprehensive mechanism will be put into place to resolve all the urban property related issues," said Housing and Urban Development Minister.

Reiterating Punjab government's firm commitment for welfare of Punjab and its people, the cabinet ministers urged the Punjabis to have a little more patience as Mann government is working painstakingly to bring reforms and streamline the system, which was messed up by nefarious policies of the successive governments resulting in undue hassle to the common people. Now, Aam Aadmi Party has come to power to clean and streamline the system for the betterment of state and its people, they added.

Additional Chief Secretary to Chief Minister, Punjab Mr. A. Chandigarh, August 10:Under the leadership of Chief Minister Bhagwant Mann, Punjab government has taken concrete and effective steps to face lift the villages across the state under which 43 villages of the state have been made ODF (Open Defecation Free) plus model villages while 662 villages have got the status of ODF Plus Aspiring Villages.

Giving this information, Punjab Water Supply and Sanitation Minister Mr. Bram Shankar Jimpa said that the Punjab government has set a target to provide good facilities to the villages across the state as well as to make the rural areas clean, so that the people live in good atmosphere. Villages are being made ODF plus model only to improve the living conditions of the people. ODF Plus Model Village status is given to a village that is completely free from open defecation and also has complete management of solid and liquid waste. ODF Plus Aspiring Villages are those that are completely free from defecation and have either liquid or solid waste disposed of.

Mr. Jimpa said that Punjab Government has set the target to made all the villages as ODF Plus model by the end of 2025. He also informed that 1852 community sanitary complexes (common toilets) are being constructed in the rural areas. An amount of Rs. 38.89 crore has been released for this project. He said that the purpose of these common toilets is to provide facilities to agriculture labor, residents who do not have space to make toilets at home, gatherings of people during weddings or other functions. He said that so far 5.88 lakh household toilets have been constructed and the state has been declared an open defecation free. Despite this, arrangements are yet to be made for various gatherings and laborers coming from outside for agriculture, for which the state government has taken steps so that the state can be made completely clean and a model state.

Chandigarh, August 10:The Chief Minister Bhagwant Mann led Punjab Government stands totally committed to undertake every measure for raising the living standard of each section of the society besides ensuring redressal of their problems. These views were expressed here today by the Food, Civil Supplies and Consumer Affairs Minister Mr. Lal Chand Kataruchak while presiding over a meeting with the Federation of the Arhtiya Association of Punjab at Punjab Bhawan.

The Minister reiterated that the State Government is duty bound to help the arhtiyas in every possible way as they are very intricately connected with the farming community which is the core of State’s economic structure. The Minister divulged that preparations for ensuring a successful Kharif Marketing Season beginning this October are on war footing and assured that no section associated with the procurement process especially the arhtiyas, would be made to encounter any difficulty. He further said that the State Government is also committed to procure every single grain of the produce of farmers on the MSP.

Disclosing more, Mr. Kataruchak said that a tracking system would be fitted into the trucks bringing the produce into the mandis so as to make sure that nobody from outside the State is able to sell its produce. The Minister also assured sympathetic consideration to the demands put forward by the arhtiya association such as keeping them out of the ambit of EPF, Payment of their dues worth Rs. 28 crore lying with the FCI and streamlining the Release Order (R.O.) system.

Among others present on the occasion included the Secretary, Food, Civil Supplies and Consumer Affairs Gurkirat Kirpal Singh, Director Ghansham Thori, Joint Director Dr. Anjuman Bhaskar, General Manager FCI Hemant Kumar Jain and President of the association Vijay Kalra.

APPRENTICESHIP IS THE LEAP TOWARDS DEVELOPING THE YOUTH THROUGH ON-THE-JOB TRAINING AND MAKING THEM INDUSTRY-READY: DEEPTI UPPAL

Chandigarh, August 10:Under the aegis of Department of Employment Generation, Skill Development & Training, PSDM is not only providing Short Term Training to the youth but also focussing on apprenticeship through optional trades of National Apprenticeship Promotion Scheme of GoI. Taking this endeavour forward, PSDM has recently organised technical workshops in Ludhiana and SAS Nagar for registration of industries and candidates on apprenticeship portal.

Ms. Uppal asserted that as per Apprenticeship Act, all establishments having work force (regular and contract employees) of 30 or more are mandated to undertake Apprenticeship Programs in a range from 2.5% -15% of its workforce (including direct contractual employees) every year. She further stated that establishments engaging apprentices get a reimbursement of 25% of prescribed stipend subject to a maximum of Rs. 1500/- per month per apprentice and reimbursement of cost of basic training (up to a limit of Rs. 7500/- for a maximum of 500 hours= Rs. 15/hour) from the Government of India for basic training in respect of apprentices who come directly for apprenticeship training without any formal training.

Ms. Uppal informed that 3713 establishments have registered on apprenticeship portal and 16802 contracts have been signed between apprentices and employers under optional trades. During last 2 months, PSDM has facilitated and approved contracts of 2818 candidates. These candidates have been engaged in apprenticeship in various trades such as Ring Frame Doffer & Tenter, Automotive Assembly Operator, Automotive Maintenance Technician, Machine Shop Supervisor, Assembly Line Supervisor, Packer, Retail Trainee Associate, Customer Care Executive and Sewing Machine Operator etc. –in industries like Nahar Industries, ITC Limited, Metro Tyres Ltd, Sport King India Ltd, Swaraj Engines Ltd., Trident Ltd, Mahindra & Mahindra, Cremica Food Industries Ltd., Hero Cycles Pvt. Ltd., Competent Synergies Pvt. Ltd., Eveline International and Rockman Industries etc. Taking this endeavour forward, PSDM has signed MoUs with various Industry Associations of Ludhiana also.

Ms. Deepti Uppal apprised that PSDM is conducting awareness campaigns and industry outreach programs at district level also. She urged the eligible industries to step in apprenticeship and hire apprentices as per their requirement so as to bridge the gap between demand & supply of human resource and prepare the youth of Punjab for domestic as well global employment opportunities. She assured that the department of Employment Generation & Industrial Training through District Program Management Units and District Bureau of Employment Enterprises is committed to facilitate mobilization of the candidates at district level.

CHANDIGARH, August 10: As part of its ongoing drive against drugs and gangsters, the Anti Gangster Task Force (AGTF) of the Punjab police has arrested a dreaded gangster associated with the Bambiha Gang identified as Harpreet Singh alias Happy Bhullar along with his two aides. They were engaged in cross-border smuggling of weapons and drugs. The other two arrested persons have been identified as Rajwinder Singh and Parambir Singh alias Bobby.

The Police have also recovered four pistols including one .30 caliber and three .32 caliber along with six magazines and 125 live cartridges, 1.05Kg Heroin, Rs 78.27 lakhs of drug money, seven gold bangles, 25 gold coins, four gold chains, seven gold rings, one silver chain, three cars including Skoda, Honda City, and Brezza, three motorcycles including Yamaha, Hero Deluxe and Splendor and 15 smartphones from their possession.

This is the second major module engaged in cross-border smuggling of arms and drugs that has been busted by the Punjab Police in the last two days.

Director General of Police (DGP) Punjab Gaurav Yadav said that the Anti-Gangster Task Force led by ADGP Promod Ban has got a huge success with the arrest of dreaded gangster Happy Bhullar, who is an infamous shooter of Davinder Bambiha gang and wanted in two murder cases. Happy Bhullar has been absconding since 2017, he said.

As per the information, Happy Bhullar is a history-sheeter and wanted for his involvement in two murder cases including of Jalandhar-based Financier Gurmeet Singh alias Tinku and of Inderjit Singh alias Tinda, a rival gang member of Jaipal group, and in two other cases registered in Ferozepur and UT Chandigarh. Rajwinder Happy is also a history-sheeter and wanted in cases under the NDPS act, while, Parambir Bobby is wanted in the Arms Act case.

Divulging more details regarding the preliminary investigation, ADGP Promod Ban said that the accused were involved in cross-border drug smuggling on a large scale and also have their footprints in Jammu & Kashmir. “The proceeds from this illegal activity were being used to purchase weapons and vehicles which were further being used in various criminal activities,” he said.

Meanwhile, FIR No 77 dated 08/08/2022 has been registered under sections 473 and 120-B of the Indian Penal Code (IPC), sections 21, 22, and 29 of the NDPS Act, and section 25 of the Arms Act at Police Station Dhakoli in SAS Nagar.

VIGILANCE ARRESTS NAIB TEHSILDAR FOR CONNIVING IN SELLING LAND TO GOVT AT HIGH COST CAUSING A LOSS OF ABOUT RS 4.8 CRORE TO STATE EXCHEQUER

Chandigarh August 10:Punjab Vigilance Bureau has arrested Naib Tehsildar Raghbir Singh posted at Sri Anandpur Sahib who had registered land measuring about 54 acres of village Karura, Rupnagar district in connivance with some private individuals which was sold to the state government at a price higher than the prevalent collector rate causing a huge loss of about Rs 4.8 crore to the state exchequer.

Disclosing this here today, the spokesperson of Punjab Vigilance Bureau (VB) said in this regard in case number 69 dated 28-06-2022 had already been registered against the above mentioned Naib Tehsildar and other persons at police station Nurpurbedi, Rupnagar district under section 420, 465, 467, 468, 471 of IPC and under section 7, 7A, 8, 13 of Prevention of Corruption Act which was being probed by the Bureau.

Giving further details, he said the 54 acres of land under investigation was of hills, drain, gorge, dune etc. at village Karura, Sri Anandpur Sahib and it was in the name of the habitants of villagers Karura. The Punjab State Forest Corporation SAS Nagar has proposed to buy this land for tree plantations, he added.

In this regard, a committee was formed to inspect this land in which Amit Chauhan Forest Range Officer Rupnagar, Jugraj Singh Regional Manager Mohali, Amarjit Singh Halka Patwari, as representative SDM office Sri Anandpur Sahib, Jaspal Singh Range Officer Block Noorpurbedi, Narinder Singh and Rajesh Kumar (both Forest Guards), Rampal Singh Sarpanch Village Karura and Yugesh Kumar were included as members.

The spokesman further informed that two private individuals Daljit Singh Bhinder and Amarinder Singh Bhinder had colluded with the revenue officials and sold the 54 acres land to the Punjab Forest Corporation at Rs 9,90,000 per acre whereas its collector rate was only Rs 90,000 per acre thereby caused a huge loss of about Rs 4.8 crore to the state exchequer.

During the investigation, it has come to light that the land sold to the corporation is only about 46 acres instead of 54 acres mentioned in the registry. It was also found from the documents that Raghbir Singh Naib Tehsildar went outside his jurisdiction to Nurpurbedi tehsil for registry of this land and registered the vasika on 01-09-2020.

He informed that after the preliminary investigation, the VB has arrested the accused Raghbir Singh and efforts to arrest other accused are under progress.

Chairing a meeting with a delegation of representatives of crop medicine and pesticide companies here today at the Punjab Civil Secretariat, Agriculture Minister Kuldeep Singh Dhaliwal unequivocally told them that no one would be allowed to compromise with the health of the people and mother earth in the state under the Mann government.

The Agriculture Minister said that only the medicines and pesticides which are approved and fulfill the standards set by the Center and State government will be allowed to sell in the market. Giving stern warning to pesticide companies, the minister said that the Bhagwant Mann led Punjab government is committed to safeguard the interest of Punjabis and strict action will be initiated against those who are found selling poisonous pesticides exceeding the prescribed standards.

Kuldeep Singh Dhaliwal said that the cavalier attitude of the previous governments led to this devastating situation that pseudo pesticides were being sold openly in the state, which has not only put adverse effects on people’s health but also led to catastrophic damage on the environment.

The Minister said that our soil and water have become polluted and people have been affected by diseases like cancer. He said that the government led by Bhagwant Mann will not allow this to happen anymore and violators will be dealt with sternly.

Likewise, the Agriculture Minister admonished the sellers of fake pesticides and medicines that if anyone is involved in this practice, a strict legal action will be taken against them. He also asked the officials of the department to exercise full vigilance and take action against those selling fake medicines and pesticides across the state.

During a high-level meeting with the Palledar unions at Punjab Bhavan here today, Finance Minister Harpal Singh Cheema and Food & Civil Supplies Minister Lal Chand Kataruchak took a serious note of the demands of the union leaders and the difficulties being faced by the Palledar workers.

On the demand made by the union leaders to free the Palledar workers from the contractual system, Cheema suggested to the Unions that their Worker Management Committees (WMCs) can tender directly for the upcoming procurement season.

The finance minister said that in coordination with the labor department, a plan would be worked out to ensure that no one other than the Worker Management Committees of Palledar Workers could participate in this tendering process. He said that their government has been started to improve the system in the interest of the common people from the very first day it took the charge, and many such steps have been taken including bringing a new milling policy within the first four months. The finance minister assured that every possible step would be taken to ensure that Palledar workers could also become the beneficiaries of the revolutionary changes in the state.

On this occasion, Food and Civil Supplies Minister Lal Chand Kataruchak informed the union leaders that he had already raised the issues related to them before Union Food and Public Distribution Minister Piyush Goyal. Kataruchak assured that he would call upon Union Minister soon to emphasize their legitimate demands raised by them in the meeting today.

CS ASKS ENFORCEMENT AGENCIES TO MAKE JOINT EFFORTS to CHECK MENACE OF DRUGS

Chandigarh, August 10-In line with the commitment of Punjab Chief Minister Bhagwant Mann to make Punjab a drug Free State, Chief Secretary Vijay Kumar Janjua today asked the enforcement agencies to work jointly and check the menace of drugs.

Chairing the second State Level Narco Coordination Center (NCORD) Meeting here today, the Chief Secretary underlined the need for a joint strategy and action to eradicate drugs. He said that an IG level nodal officer will be nominated who will coordinate with all drug law enforcement agencies regarding their issues pertaining to jails. Likewise, Mr. Janjua said that all Pubs and Restaurants across Punjab will be asked to mandatorily display ‘Anti-Drug Signage’ provided by NCB.

The Chief Secretary also said that capacity building programs including training to tackle drug smuggling will be given utmost importance by all departments and drug law enforcement agencies in coordination with NCB. He said that mass anti-drug awareness programs will be launched targeting the vulnerable sections besides sensitising the people. Mr. Janjua also said that all districts of Punjab will mandatorily conduct District NCORD meetings on monthly basis.

The Chief Secretary also directed to start E-pledge drive against drugs. He said that this drive should be given massive coverage in schools, colleges, universities and government offices. Mr. Janjua also said that the State level NCORD meeting will be conducted regularly. He said that the war against drugs needs to be intensified for saving our coming generations from its scourge.

Minister Dhaliwal urges Valmiki Samaj to withdraw call for Punjab bandh on August 12

Chandigarh, August 10:Assuring the Valmiki Samaj representatives to arrange their meeting with Chief Minister Bhagwant Mann soon, the Cabinet Minister Kuldeep Singh Dhaliwal on Wednesday urged them to call off their proposed ‘Punjab Band’ agitation on August 12. Earlier the Valmiki Samaj representatives gave a memorandum to the Cabinet Minister Kuldeep Singh Dhaliwal regarding their demands, which he said would be forwarded to the Chief Minister for positive redressal.

Holding a meeting with Valmiki Samaj leaders, the Minister stressed to solve their problems in an amicable way rather than holding protests which are not in the welfare of the state. Reiterating Bhagwant Mann government’s firm commitment to work for betterment of the Punjab and its people, the Cabinet Minister said that Mann government will gingerly consider all the demands of the Valmiki community and come up with a positive solution.

Urging Valimiki community to consider the upcoming Rakhi festival and 75th anniversary of Independence on August 15, their call for Punjab Band would create problems for the people, therefore, August 12 bandh call should be withdrawn.

MESSAGE TO KEEP TRADITIONS ALIVE AND MAINTAIN CULTURAL VALUES

Chandigarh/SAS Nagar, August 10:The Punjab government organized a state-level teej festival dedicated to the daughters and to connect the young generation to the cultural values, here at NIPER Institute.

The Chief Guest of the function Dr. Gurpreet Kaur, wife of the Chief Minister, Punjab, was accompanied by Chief Minister's Sister Manpreet Kaur, Social Security & Women and Child Development Minister Dr. Baljit Kaur, Information and Public Relations Minister Aman Arora, Public Works Minister Harbhajan Singh ETO and Health Minister Chetan Singh Jauramajra and MLAs and their families. Cabinet Minister Dr. Baljit Kaur presented phulkari to the Chief Guest Dr. Gurpreet Kaur.

Spreading the message to preserve the rich Punjabi heritage and traditions, the daughters from different walks of life, dressed in traditional outfit, performed Giddha and Bhangra on various Punjabi folk songs and presented other traditional performances.

On this occasion, the Chief Guest and Ministers asserted, it is our prime duty to exhibit Punjab's rich culture to our new generation and the government is committed to hold such efforts in future to connect the youth with rich heritage and culture of Punjab.

During the function, stalls depicting pro-people services of the Social Security department were also showcased, while the setup "Pind Di Nuhaar" portraying the rural lifestyle was the center of attraction. Apart from this, the children and other visitors were also taught making painting and the pottery.
