Sangrur, August 5-Punjab Chief Minister Bhagwant Mann on Friday laid the foundation stone of Sant Attar Singh State Institute of Medical Sciences at Mastuana Sahib to come up over an area of 25 acres with an estimated cost of nearly Rs.345.00 crores.

Reiterating firm commitment of his government to provide quality medical facilities to people, the Chief Minister said that this institute will be a step forward towards this direction. He said that this project will be a humble and befitting tribute to the great religious leader Sant Attar Singh, who propagated the message of universal love, peace and communal harmony to people. Bhagwant Mann also recalled the immense contribution of Sant Attar Singh in spreading the light of education in the entire region.

The Chief Minister envisioned that this college with MBBS seats will emerge Sangrur as a hub of medical education in the entire region. Bhagwant Mann said that apart from construction of Academic block the project will include upgradation of existing Civil Hospital Sangrur from 220 bedded to 360 bedded, construction of Nursing School, separate hostels for Senior/Junior Girls and Boys, Sports Track & Pavilion for students, open Air Theatre for extracurricular activities, faculty residence and shopping complex. Likewise, he said that widening of approach road from NH-07 to State Institute of Medical Sciences from 5.50 m to 7.00 m including Four Lanning of the road in front of the Institute is also a part of the project.

The Chief Minister expressed hope that this upcoming Medical Institute will act as a pivot for imparting quality Health services and Medical education to Punjab in general and Malwa region in particular. He directed the officers to ensure that the work on this ambitious project was completed in a time bound manner adding that work on Medical college will be completed by March 31, 2023 and academic session will commence from April 1. Bhagwant Mann also asked the officers to ensure that highest quality norms were adhered to during the construction of this state-of-the art medical institute.

The Chief Minister further said that the state government is formulating several pro-people and development oriented schemes for the well being of people. He said that there is no dearth of funds for this purpose and impetus will be given to all round development of state. Bhagwant Mann assured the people that no stone will be left unturned for progress of state and prosperity of its people.

The Chief Minister said that the state government is committed for providing social securities to the people. He said that pension will be disbursed directly to the beneficiaries at their doorsteps. Likewise, Bhagwant Mann said that Food security will also provided to people by providing Atta-Dal at their homes.

Dhuri (Sangrur), August 5-Slamming the Congress and Akalis for their anti-people stance, the Punjab Chief Minister Bhagwant Mann on Friday said that that the leaders of both these political parties are living in ‘fool’s paradise’ assuming that they are still in power.

Addressing the gathering, while presiding over a state level function to mark 72nd state level Van Mahostav here today, the Chief Minister said leadership of both these parties is yet to overcome the trauma of crushing defeat inflicted upon them by the people during assembly elections. He said that they still behave in the way as they are running the government in state. However, Bhagwant Mann said that these power hungry politicians have forgotten that the wise and brave people of Punjab have chosen a government that is serving them zealously.

Taking SAD President Sukhbir Singh Badal to cudgels, the Chief Minister said that the leader who used to boast that they will rule Punjab for 25 years has been totally rejected by people. Bhagwant Mann said that neither he has been able to win his seat nor he gets any candidate now to contest from his party. He said that during their days of power these leaders had forgotten that people are supreme in a democratic set up and once you ignore them in power they won’t give second chance to them.

The Chief Minister, while quipping on former Chief Minister Charanjit Singh Channi, questioned his absence from the political arena. He said that this Congress leader who claimed himself to be capable of doing everything is seen nowhere after the debacle of his party. Bhagwant Mann said that he fails to understand where Channi has ran away adding if this is the condition of Chief Ministerial candidate of Congress then that of the remaining party can be judged very well.

The Chief Minister said that as a fact of matter both Congress and Shiromani Akal Dal (SAD) are now ‘deadwoods’ of Punjab politics. He said that the people have rejected them as they have failed to fulfill the expectations of people. Bhagwant Mann said that these parties are now indulging in cheap tactics for scoring brownie points before media.

The Chief Minister said that for the first time a government has been formed in the state which is working untiringly for well being of masses. He said that people will no longer have to run pillar to post in government offices at Chandigarh and district headquarters for getting their administrative works done as the state government will ensure it at their doorsteps. He said that a mechanism is being evolved where benefits of all the government schemes will be delivered to people at their doorsteps thereby saving the time, money and energy of people.

The Chief Minister said that during the poll campaign they had promised the people of state that the AAP government will transform their destiny. He said that though earlier too the political parties had made promises with them but none of them kept any of their word with masses. Bhagwant Mann said that from first day of assuming charge of office AAP government has already started the process of fulfilling each and every promise made with people to restore the pristine glory of the state.

The Chief Minister said that for the maiden time in history of state a team of honest leaders is serving the people. He said that 75 Aam Aadmi clinics will be dedicated to people on coming Independence Day where people will get quality health and diagnostic services free of cost. Bhagwant Mann said that 16 Medical colleges will be constructed in coming five years thereby enhancing total tally of medical colleges to 25 thus transforming Punjab into a hub of medical education.

The Chief Minister said that the students aspiring to pursue medical education will no longer have to go to countries like Ukraine. He said that these students will be provided quality medical education in these medical colleges. Bhagwant Mann said that earlier governments have not paid any attention towards it due to which our students had to move abroad.

The Chief Minister further said that in a path breaking initiative his government provided 600 units of free power per billing cycle to every section of society. He said that as a result of this, 51 lakh households out of total 74 lakh will get zero electricity bill in the month of September. Likewise, Bhagwant Mann said that 68 lakh household will get zero power bill in January, which will be roughly 90% of the total households of the state.

Meanwhile, the Chief Minister solicited support of people against the use of single use plastic and plantation of more and more trees to save the environment for our coming generations. He underscored the need for making this campaign a mass movement for checking environmental degradation. He said that single use plastic poses a serious threat to environment as its debris is non degradable and can exist in environment for hundreds of years and in water for even thousands of years.

Announcing new projects for Dhuri assembly segment, the Chief Minister announced that state government will construct Railway over Bridge (ROB) on Railway line bisecting city in two parts at a cost of Rs 15 crore. Likewise, he announced a grant of Rs 2 crore for building state-of-art park for residents, upgrading existing Badminton complex to enable 70 players to play in it and complete overhaul of sewerage system of city with the cost of Rs. 13 crore. Bhagwant Mann also announced to restore all the previous permits to ensure better road connectivity with every educational institutes.

In his address, Finance Minister Harpal Cheema described this campaign as a revolutionary decision to save the environment of the state. He hailed the Chief Minister for taking several path breaking initiatives for well being of the state.

Addressing the gathering Information and Public Relations Minister Aman Arora lauded the Chief Minister for taking the visionary decision to initiate this campaign. He said that under the visionary and dynamic leadership of the Chief Minister Punjab is making progress in every field. Aman Arora described this as a historic initiative by the Chief Minister and said that every Punjabi should participate in this campaign with missionary zeal.

In his address Environment Minister Gurmeet Singh Meet Hayer said that single use plastic was posing a grave danger to the human life. He said that every effort will be made to save the state from this danger.

Addressing the gathering Forest Minister Lal Chand Kataruchak apprised the people about Shaheed-e-Azam S. Bhagat Singh Hariawal Lehar embarked by the state government. He solicited fulsome support and cooperation of people to make this campaign a huge success.

Earlier, the Chief Minister started the plantation drive by planting saplings. He also flagged off the fruit sapling laden tractors at Government School, Benara.

On the occasion, the Chief Minister also unveiled jute bags prepared by the Punjab Pollution Control Board to replace the plastic bags.

Chandigarh 5, August Cabinet Minister Ms. Anmol Gagan Maan today held a meeting with various officials of the Labor Department. This meeting was held at the Labour Bhawan of District SAS Nagar. During the meeting, the Cabinet Minister reviewed the works of the department in detail. In this meeting, the officers and inspectors working at the district level informed the Cabinet Minister about the difficulties faced in implementing the labour welfare schemes under the Punjab Building and Other Construction Workers Welfare Board at the ground level.

Addressing the meeting, Cabinet Minister Madam Anmol Gagan Maan said that this government is committed to the progress of every section of the people. She said that construction workers are the pillar of our progress. Therefore, the schemes being run for the welfare of the construction workers should be fully implemented at the ground level. On this occasion, she said that during the last financial year, benefits of Rs. 35 crore were given to the workers under various schemes for the welfare of the construction workers. She said that during the first 4 months of this financial year, Rs 34 crore has been disbursed to the construction workers in their bank accounts under their welfare schemes. Cabinet Minister Madam Maan directed the officials to settle the pending requests of the construction workers in a time-bound manner. She instructed the officials that while implementing the schemes for the welfare of the construction workers, if there is any negligence on the part of the officials, then it will be dealt with strictly.

She said that camps will be organized at the district level to give the benefits of the board's schemes to the construction workers and to register the workers. She said that the first district level camp for registration of construction workers will be held at Kharar on 21.08.2022. She said that a construction worker who has worked as a construction worker for 90 days in 12 months can take advantage of the board's schemes by registering himself. During the meeting, the officials and inspectors working in the district level offices informed the Cabinet Minister about the problems they were facing, which were assured to be resolved immediately.

Secretary of Labour Department Mr. Manvesh Singh Sidhu, Labour Commissioner Mr. Arun Sekhari, Additional Labour Commissioner Mrs. Mona Puri and other officials were also present on this occasion.


Punjab Government launches a Peer Support Network for inmates with a substance use disorder/addicts

Pending since 2017 this initiative is aimed at making the jails of Punjab drug free

Chandigarh, August 5: In consonance with firm commitment of Punjab Government led by Chief Minister Bhagwant Mann to eliminate scourge of drugs from the state, the Punjab government in partnership with the Special Task Force has launched a Peer Support Network for inmates with a substance use disorder/addicts in 19 Punjab prisons starting from this month.

Divulging more details Cabinet minister for jails Mr. Harjot Singh Bains stated today said that these 19 prisons cater to more than 95% of the addict prisoners and the Peer Support Network will be extended to rest of the 6 jails in near future. He said that Peer Support is one of the 3 essential pillars of Outpatient Opioid Assisted Treatment (OOAT) model i.e. medication, peer support and counseling. Mr Bains said that it is vital in assisting victims of drug abuse from staying away from drugs and undergoing successful deaddiction treatment.

Minister further said that It is an important part of recovery process as per evidence based best practices at the national and international level. He said that Peer Support network will be established in association with Narcotics Anonymous (NA)- an international non-profit fellowship/society for helping men and women to tackle drug abuse. Mr Bains said that fellowship does not promote itself, but rather attracts new members through public information and outreach.

The Minister said that Narcotics Anonymous uses a 12-step model developed for people with varied substance used disorders . He further said that NA suggests that drug addiction can be prevented and recovery is possible through the NA 12-step program. Mr Bains said that in this field it has 70000 active volunteers who are spread over 144 countries and in India, it has an extensive network and in Punjab itself meetings are held regularly .

The Minister said that peer support meetings in jails have been launched by various teams of NA with about 1540 inmates attending these in 19 jails. He said that each team of NA consists of 4-5 volunteers, who will hold the meetings in 19 shortlisted jails for a few days every week. He said that frequency of meetings will be increased once the number of attendees who are willing to join Peer Support Network rises. Mr

Bains said that these volunteers of NA are organising meetings in Jails without charging any fees their sole aim being to provide support to those with substance use disorders (SUD)/addicts.

The Minister said that It is aimed to eventually train inmates on how to run meetings themselves as per the NA system. He said that Written material/literature printed at the jail press will be circulated to jail inmates who need this support adding that at the state level it is aimed to gradually establish the peer support network in all deaddiction centers/rehabilitation centers and OOAT clinics in the State. The minister expressed his gratitude to the Punjab wing of Narcotic Anonymous for coming forward and organizing these meetings in jails on a very short notice in synergy with the special task force and the jails department .

The Minister said that effective implementation of peer support is a part of the OOAT system and its implementation had remained pending since 2017 . He said that however with the present step a major milestone has been achieved in establishing the peer support network. Mr Bains while acknowledging the work done by the officers and staff of the Jail Department and the Special Task Force, appreciated the contribution of Addl. Chief Secretary (Jails) KAP Sinha, IAS and HS Sidhu IPS SDG Prisons in taking the initiative to establish the peer support network in jails.




Chandigarh, August 5:Reiterating its commitment for the welfare of the Scheduled Castes, Backward Classes and Minorities, the Punjab Chief Minister S. Bhagwant Mann led government is ensuring the deliverance of government schemes in possible minimal time.

Stating this, the Social Justice, Empowerment and Minority Minister, Dr. Baljit Kaur instructed all the officials of department that if she received complaint of unnecessary obstruction by any official or employee for providing benefit to the beneficiary, strict action will be taken against the erring one.

While presiding over review meeting of the department here at Punjab Bhawan, Dr. Baljit Kaur said that the state government has increased budgetary allocation for the welfare of Scheduled Castes, Backward Classes and Minorities by 47% as compared to the previous financial year.

"Ensure that the applications received under the Ashirwad scheme are to be settled at the earliest", said the Minister, directing to pay the benefits worth Rs.160.23 crore for the period from November, 2021 to March 31, 2022 to 31418 beneficiaries.

Reviewing the Post Matric Scholarship Scheme for SC/BC, she informed that Dr. Ambedkar Scholarship portal was opened on April 21, 2022, on which 50851 students have applied till August 3, 2022. The Minister directed that the claims received from the eligible students should be sanctioned in a time-bound manner and the proposals should be sent to the executing departments so as to ensure the timely delivery of the benefits to the students.

"It has come to my notice that some people are taking advantage of fake certificates of Scheduled Castes thus robbing the rights of people of Scheduled Castes community", said the Dr. Baljit Kaur, instructing the officials to immediately deal the complaints against such people and take action as per the law.

Chandigarh, August 5:The Punjab government led by chief minister Bhagwant Mann is taking concrete steps to pull out farmers from traditional wheat and paddy crop cycle in the next five years, which would be implemented at the grassroots level by promoting diversification of crops.

Charing a high level meeting with a delegation and senior officers of the Agriculture and Horticulture Department at Punjab Bhawan here today, state Agriculture Minister Kuldeep Singh Dhaliwal said that the agriculture experts from all over the country and world are welcomed to suggest the farmers of Punjab for alternative remunerative solutions to wheat and paddy which would be implemented by the government.

The agriculture minister said a road map is being prepared by the state government to promote tissue culture in vegetables and fruits cultivation and suggestions of the agricultural experts have also been taken to make it a success.

The minister said tissue culture would be promoted in the state to increase the production and quality of fruits and vegetables.

The minister furtehr said fruits and vegetables can not be stored for long and it has been learnt that most of the times, fruits and vegetables damaged during the transportation as it takes many days to reach its destination to other parts of the world by sea route.

Similarly, transporting the fruits and vegetables by planes also not a profitable business as the cost of the aircraft itself is extremely high.

Kuldeep Dhaliwal said that in order to set up a direct marketing infrastructure in the state itself, the government led by Bhagwant Mann will set up small cold stores and packhouses for farmers across the state so that the farmers can store the fruits and vegetables for several days and the farmers can sell directly to the consumers at a lucrative price.

On this occasion, ACS Department of Agriculture, Sarvjit Singh, Director, Gurwinder Singh, Director, Horticulture Department, Dr. Salinder Kaur, Harpreet Singh from the Union Ministry of Agriculture, Dr. SN Chandak and Amit Bhardwaj were also present.






CHANDIGARH/AMRITSAR, August 5: In order to strengthen the security at Border districts of the state on the directions of Punjab Chief Minister (CM) Bhagwant Mann, Punjab Police in a joint operation with Border Security Force (BSF) conducted a night domination/checking near the second line of defence followed by search and cordon operation in the border villages on the intervening night of Thursday and Friday.

“At least 10-hour long midnight operation was held in all the seven border districts of Punjab including Pathankot, Gurdaspur, Batala, Amritsar-Rural, Tarn Taran, Ferozepur and Fazilka,” said Gaurav Yadav, Director General of Police (DGP) here on Friday.

The operation took place at a time when Punjab, which shares 553 Kms of International Border with Pakistan has been seeing a huge influx of consignments of drugs (heroin), arms/ammunition, explosives, grenades etc through drones and other means. This signals that major attempts are being made by anti-national elements to disturb the peace and communal harmony in the border state.

ADGP Law and Order Dr Naresh Arora accompanied by IGP Border Range Mohnish Chawla and SSP Amritsar Rural Swapan Sharma led the operation in different villages of Amritsar Rural, while seven more Senior Officers of Punjab Police of the rank of IGsP/DIGsP/ AIGsP personally supervised the operation in seven border districts and guided the SSPs of these districts.

Giving out more details, DGP Gaurav Yadav said that the operation included all-nights nakas at around 100 places in the border districts, followed by special search and cordon operations of suspected houses and villages. All the SSPs of the concerned districts have mobilised maximum manpower for this operation, he said, adding that as many as 60 Gazetted Officers and 2500 NGOs/EPOs including 28 Armed Police Coys were deputed to conduct this operation.

Calling for total synergy and teamwork between BSF and Punjab Police, DGP Gaurav Yadav said that it is time that both the elite forces should work as one team to counter this new threat from across the borders.

Chandigarh, August 5:Chief Electoral Officer (CEO) Punjab Dr S Karuna Raju held a press conference to apprise about the commencement of Special Summary Revision - of Photo Electoral Roll w.r.t. 01.01.2023 as the qualifying date. Dr Raju apprised the media personnel that consequent upon amendment in Section 14 of the Representation of the People Act, 1950 and corresponding changes in the Registration of Electors Rule, 1960, provision of four qualifying dates - 1st January, 1st April, 1st July and 1st October has been introduced and these dates will come into effect from the start of revision activities from November 9, 2022.

Delivering a presentation, CEO Punjab emphasized that as per the previous rule January 1st was taken as the qualifying date and citizens attaining the age of 18 years after January 1st had to wait for next year to be eligible to apply as a voter. "Now, with amendment in the registration rule, citizens will get four opportunities in a year to register as a voter," he said.

CEO Punjab along with Additional CEO Punjab Sh. B Srinivasan, informed the media personnel that the process of collection of Aadhar number of registered electors on a voluntary basis has begun. Form 6B has been introduced for the purpose of voluntary collection of Aadhar card numbers. Electors can submit the form through online/offline mode, however, thrust shall be placed on online mode.

Dr Raju said that the pre-revision process will take place between the period of August 4, 2022, to October 24, 2022, which will include rationalization/re-arrangement of polling stations and removal of discrepancies in Demographically Similar Entries (DSEs) and Photo Similar Entries (PSEs) in EPICs. Revision activities will be held between the period of 09.11.2022 to 08.12.2022 and citizens will also get the opportunity for filing claims and objections during this period, he added.

CEO Punjab highlighted that special camps will be held on November 19 and 20, 2022, and December 3 and 4, 2022 where Booth Level Officers (BLOs) will be present at their respective polling stations.
