MCC issues show cause notice to Lion Services Ltd.

for proper implementation of management contract executed for GIS based Manual & mechanized Sweeping of Southern Sectors

Chandigarh, July 26:- The Municipal Corporation Chandigarh issued show cause notice here today to the Lion Services Ltd. regarding proper implementation of management contract executed for GIS based Manual and mechanized sweeping of southern sectors with an aim to make Chandigarh the cleanest city in the country.

The company has been asked to file reply within 7 days from the issue of this notice otherwise appropriate action will be taken as per the terms of subject management contract/RFP and relevant provisions of law which inter alia includes termination of contract.

Acting strictly upon the observations and reports submitted by the Health Supervisors, Chief Sanitary Inspectors, and Sanitary Inspectors of concerned areas as well as from the recent news published in the newspaper regarding suicide of one of your employee on account of nonpayment of salary and various discrepancies and shortcomings, Ms. Anindita Mitra, IAS, Commissioner, Municipal Corporation, Chandigarh today directed the concerned officers to issue show cause notice.

According to the notice it was observed that the execution of management contract is not being followed in letter and spirit, which more or less amounts to breach of the terms and conditions of the said Contract. According to the reports, the discrepancies and shortcomings were including:

· No monthly report has been submitted regarding providing of 2kg Sarson oil, 6 Cakes of Dettol Soap 125 Gram weight, Gur 2Kg per month to each class IV employees (Helper, Sweeper, bush cutter operator and Labourer) deployed in this project as mandated as per the clause 2.4 (d).

· As of now, operator has failed to ensure to that all its workers are atleast insured under Pradhan Mantri Jeevan Jyoti Bima Yojna (Life Insurance Scheme), Pradhan Mantri Suraksha Bima Yojana (Accidental Insurance Scheme) and Ayushman Bharat (Health Insurance Scheme) or any insurance scheme as recommended by MCC from time to time (as per clause 2.4(k).

· No Health check up has been conducted by you of all Workers till the end of first quarter and no report was submitted regarding that as mandated in view of Clause 2.4(l).

· As per the Clause 2.3(p) the payment of salaries has to be made by you from your own funds by the seventh of every month which has not been paid as evident from the news regarding suicide of your employee on account of nonpayment of salary. Further no certificate to that extent was submitted by 10th of every month.

F&CC okays body worn cameras & safety jackets for enforcement wing employees

Chandigarh, July 26:- The Finance & Contract Committee of Municipal Corporation, Chandigarh has accorded approval for body worn cameras and safety jackets for the enforcement wing employees, MCC during a meeting held here today under the chairpersonship of Smt. Sarbjit Kaur Dhillon, Mayor and attended by Ms. Anindita Mitra, IAS, Commissioner (through online) and other members of committee namely Sh. Mahesh Inder Singh Sidhu, Sh. Saurabh Joshi, Smt. Gurbax Rawat (through online), Smt. Taruna Mehta and other senior officers of MCC were present during the meeting.

Chandigarh Administration issues notification property tax waiver for EWS colonies

Chandigarh, July 26:- Extending big relief for EWS colonies, the Chandigarh Administration has issued notification regarding waiver of property tax for EWS colonies (residential) having areas for than 500 Sq.ft. and EWS colonies (Commercial) with the extension of one month rebate benefits, for depositing the property tax on residential as well as commercial properties, for the current assessment year i.e. 2022-23 upto 31.08.2022.

As per the notification No. C-158715-FII(8)-2022/11029 dated 26.07.2022, in pursuance with the proposal of the Municipal Corporation, the Administrator, UT, Chandigarh granted the relief for EWS colonies, referred as rehabilitated colonies established under various schemes of Chandigarh Administration through Estate Office/Chandigarh Housing Board, from time to time.

1) EWS Colonies (residential) having areas for than 500 Sq.ft.

a) 50% waiver of principal amount in the assessment year 2019-20 and 2020-21.

b) 100% waiver on penal amount (including penalty and interest) in the assessment year 2019-20, 2020-21 & 2021-22.

2) EWS Colonies (Commercial)

a) 100% waiver of penal amount (including penalty and interest) on all arrears.

b) In case of violations, date of assessment to be calculated from date of detection of violation.

c) In case property tax assessment is from assessment year 2004-05, amount payable may be deposited in 4 equal installments within a period of 12 months without imposition of any additional penalty and interest.

The residents of EWS colonies who have already deposited the property tax without availing the mentioned waiver relief, their excess payment will be adjusted in future assessments by the Municipal Corporation, Chandigarh.

In addition to that, the last date alongwith rebate benefits, for depositing the property tax on residential as well as commercial properties, for the current assessment year i.e. 2022-23, which was earlier extended upto 31.07.2022 vide order No. C.158715-FII(8)-2022/8029A-33 dated 26.05.2022, is also hereby extended by a period of another one month i.e. upto 31.08.2022.

Thereafter, w.e.f. 01.09.2022, they are liable to pay property tax without the benefits of tax rebate that to alongwith applicable penalty and interest amount in accordance with the applicable provisions of property tax bye laws.
