NEW DELHI: 21ST JUNE 2022-Deputy Chief Minister Shri Manish Sisodia hit back at BJP's slander campaign today. He lashed out at the BJP leaders for filing false complaints with the LG saying there is no point in stopping public work for one's own political agenda. Shri Manish Sisodia said, "the LG has kept all laws & norms aside to order ACB enquiry based on fake complaints by BJP leaders. If the LG wants to stop corruption, instead of listening to the lies of the BJP leaders, he should take cognisance of the corruption in the MCD, Police and DDA. In the last 8 years, BJP has had hundreds of malicious investigations done against us. We are not afraid of them. Our fight is for the betterment of Delhi, we will stand against whoever tries to stop the development work in Delhi. BJP wants to stop Delhi's progress; trying to frame officials in investigations is a cheap way to gain political mileage. Deputy Chief Minister Shri Manish Sisodia said, “In the last few days, I read in the newspapers that the BJP leaders are trying to stall the construction of more government hospitals in Delhi by filing frivolous complaints. The Delhi LG has reopened an old complaint filed by Manoj Tiwari to be investigated by the Anti-Corruption Branch (ACB). Our party is an honest party full of staunch Deshbhakts. We’re not afraid of any investigations. We have faced such investigations numerous times since we came into power 7-8 years ago and nothing came out of them. They are free to conduct hundreds of such investigations in the future, but this is being done to heckle the development process by falsely framing the honest leaders and officials. This is not a bona fide move but a disgraceful act.”

He continued, “The BJP doesn’t believe in working for the welfare of the citizens. You have governments in so many states, but there is no sign or news of development. And here is a government which is working tirelessly to bring progress, but you’re trying to create a sense of fear in the minds of officials, doctors and engineers through frivolous complaints. The Delhi LG has not followed the due procedure of law while reopening the old complaint filed by Manoj Tiwari. And the rules and regulations went for a toss while handing over the case to ACB.”

He added, “I am enlisting some facts related to the case. BJP’s Manoj Tiwari filed a complaint around 2-2.5 years ago. There were allegations of corruption in the construction of government schools. He alleged that I have given tenders to my family members. He also tried to falsely implicate Shri Arvind Kejriwal and his relatives. He conducted various press conferences in response to which I filed a case of defamation against him. The court asked him to substantiate his allegations with facts and evidence or else he will be tried for defaming Manish Sisodia. He was unable to prove even a single allegation he made during his press conferences. The BJP failed to produce even an iota of evidence before the court. In fact, the senior leaders of the party approach higher courts to save them from being prosecuted by the lower court. The lower court agreed that they should be tried for defamation and if found guilty, they will be punished.”

He said, “When they went to the High Court, it agreed with the findings of the lower court and the Supreme Court also upheld the same. They have made false claims against the Delhi government and cowardly ran away when they were asked to produce evidence. Now, the same person is again trying to raise his fingers at the government by claiming that we have indulged in corruption while building government schools and seeking an investigation. You are free to conduct an investigation. That’s what you have been doing all these years. But let me tell you that nothing will come out of that.”

Deputy CM Shri Manish Sisodia added, “Delhi LG approved the request to reopen this old complaint. I want to set the facts straight regarding this complaint. It is a one-year-old complaint which was considered by the then Delhi LG Shri Anil Baijal, who came to a conclusion that it is a frivolous complaint. He held that this complaint was politically motivated and they are habitual of resorting to such cheap tactics. He did not consider it worth a detailed investigation and now, the new Delhi LG has reopened the investigation by transferring it to the ACB.”

Deputy CM Shri Manish Sisodia asserted, “I am reiterating that we are not afraid of any investigation, but you have to follow the legal procedure. Section 17 of the Prevention of Corruption Act says that no Police Officer, which in this case is ACB, can conduct any inquiry or investigation into any offence alleged to have been committed by a public servant, which is an engineer involved in the present case, under this act where the alleged offence is related to any recommendation made or decision taken by such public servant in discharge of his functions or duties without the previous approval of state government. The act also says that four months' time will be provided to give approval in exceptional cases and three months' time in regular cases. The Union government brought a new SOP for investigation under the act on 3rd September 2021. Delhi LG violated this SOP while approving the request for an investigation in the present case.”

He said, “This is a dangerous precedent set by the Delhi LG, which will encourage the entire BJP to lodge a false complaint if they want to stall progress. The officials will remain in fear and would not be able to discharge their responsibilities. This is against the interest of the people of Delhi. This is unacceptable as per the law. I also want to ask the Delhi LG as to why he thinks that the decision made by the then LG is incorrect and needs to be re-looked? You are bulldozing the law only to favour the BJP.”

He added, “We also oppose corruption strongly. If you want to eliminate corruption, you should listen to the public and not the hooligans of the BJP. You should address the grievances of the citizens. If you ask them to lodge complaints against corruption, they will flood your office with complaints exposing the rampant corruption in MCD, DDA and Delhi Police. Their officials are indulged in corruption from head to toe and people will tell you the same. You can also ask them to send their grievances against any department of the Delhi government and We assure you of cooperation from our side. But we will not tolerate frivolous complaints filed by BJP leaders who do not have the guts to respond when we retaliate.”

He concluded, “The Supreme Court has framed guidelines regarding the Constitutional scheme of balance of power of the Government of NCT of Delhi wherein the Delhi LG and the state government have to work by cooperating with each other. We respect that mandate and want to work accordingly, but we will not tolerate the fact that you’re encouraging the BJP leaders to shoot false cases against our officials. I have written a letter to the Delhi LG today. Whenever someone will shackle the process of development in Delhi when it comes to building schools or hospitals, we will retaliate. No matter who the person is and what post he holds.”

NEW DELHI: 21ST JUNE 2022-The Kejriwal Government has taken upon a huge project to revamp roads of Delhi and provide a never-seen-before experience to the commuters. To achieve this aim, the government is redesigning and streetscaping 16 roads in Delhi upto the highest global standards. To review the progress of work on Ring Road, Deputy Chief Minister Shri Manish Sisodia inspected a 500m stretch from Shantivan Crossing to Rajghat on Tuesday. Taking cognisance of the pace of work, the Deputy Chief Minister pulled up the engineers and directed them complete the work at a faster pace. He also directed them to leverage the monsoon season and complete the plantations on the stretch during this time. This will make the stretch greener soon.


Shri Manish Sisodia said, “Our aim is to make all the roads under the Delhi Government pedestrian friendly and provide a pleasant commuting experience to residents of Delhi. Under the street scaping project, the Delhi Government is working on decongesting, redesigning and beautifying several roads across the national capital. Redesigning of roads will eliminate bottlenecks and improve aesthetics of the road stretch that will include facilities like open air sitting areas, barrier free walking area, ornamental plantations, cycling tracks.” He said that beautification of roads in Delhi as per global standards will give a new identity to the national capital.

It is noteworthy that under the streetscaping project the government is also following global standards for accessibility which includes installation of tactile pavers, ramps at level differences and bollards at crossing points.

Under the streetscaping project, 16 roads of Delhi are being beautified by PWD according to their needs in pilot phase and after its completion, 540 km of road will also be beautified on the same lines. Notably, the Delhi Government has 1300 kms of road under its jurisdiction, while other roads are under MCD and DDA.

After the redesigning of the roads, the greenery around the road will increase significantly. Green belts will be maintained on either side of the roads. This will not only make the roads beautiful but eliminate the problem of dust pollution on the roads too.

New Delhi: 21ST JUNE 2022-The Kejriwal Government today took a serious measure today to curb black marketing of autos by financiers to end harassment of auto drivers. The Delhi Government has issued an order to prevent direct transfer of permit and vehicle to a new buyer in case of default of loans. This was done in light of various representations related to the procedure being followed for transfer of auto rickshaws after repossession by financiers like Banks and Non-Banking Financial Companies in the eventuality of loan defaults.


These provisions made under Section-51 of Motor Vehicle Act 1988 and Rule-61 of the Central Motor Vehicle Rules 1989, clearly lay down rules regarding the vehicles repossessed by the Financiers (NBFCs / Banks) from the Registered Owner on account of default in payment of loan towards the vehicles under hypothecation. In such cases, the said vehicle shall be transferred in the name of the Financiers (NBFCs / Banks) on production of relevant orders of the Court / Arbitrator. This reiterates the provision that a direct transfer of the vehicle and permit to another buyer is not legally permissible. The department has further clarified that the loan arrangement is only in respect of the vehicle and not the permit/letter of intent issued to the original owner.

In case the registered owner is unable to produce any evidence to the contrary, the Registration Certificate (RC) of the original registered owner will be cancelled on default of loan and a fresh Registration Certificate (RC) shall be issued in the name of Financiers (NBFCs / Banks). The permits issued against such vehicles shall be deemed to be surrendered to the Transport Department and such repossessed vehicles can be sold by the financer to the auction purchaser following due process and legalities. Even in such cases, the permit will not be transferred or deemed to be transferred in favour of the auction purchaser.

The purchaser, who must be a resident of Delhi having an Aadhaar Card of Delhi address, possessing a valid LMV driving licence and a PSV badge, can then approach the department to get the vehicle transferred in his/ her name. In addition to this, the purchaser must hold a valid LOI and valid permit issued for Auto-rickshaw (TSR) from the Transport Department but must not possess at present any auto-rickshaw (TSR) in his / her name. While the financier has the right to retain the vehicle, the original allottee of a surrendered permit shall retain the right to get another TSR registered against that permit within six months of date of surrender, after which the department will have the right to issue a fresh LOI to another person.

The department is in the process of preparing guidelines to ensure that other transport/ non- transport vehicles also comply with the same. The department will also share the list of such surrendered permits and registration of vehicles in the name of Financiers with the Enforcement Branch to check for any unauthorised playing.

Transport Minister Shri Kailash Gahlot in a statement said, “Despite an Act and Rule mandating the same, a lot of genuine loan defaulters are being harassed by financiers. Our government believes in fighting against all such types of corruption and end malpractices. This is especially crucial in a post COVID-19 scenario where auto drivers are bearing the brunt of heavy loans and inability to repay them. I am hopeful that this measure, along with strict enforcement by the department will bring down such malpractices and bring relief to a lot of auto drivers.”
