Chandigarh, October 9 - Various farmers’ representatives of Sonipat district under the leadership of Bharatiya Kisan Sangh gave a memorandum to Haryana Chief Minister Sh. Manohar Lal at Haryana Bhawan, New Delhi regarding the reopening of blocked National Highways on the Singhu border in Haryana due to ongoing farmers protest.

Sh. Manohar Lal also assured them that constant efforts are being made in this regard, talks are going on and he hopes that the blocked National Highways in the state would be opened soon.

Delegation of 25 farmers, headed by Patron, Bharatiya Kisan Sangh, Haryana, Tahar Singh Chauhan, had reached Haryana Bhawan, New Delhi to meet the Chief Minister today, demanding reopening of blocked roads at Singhu border.

Delegation included State Vice President, Bharatiya Kisan Sangh, Savita Mor, Sarpanch Jakholi, Gaurav, Sarpanch Khurampur, Naresh, District President, Bharatiya Kisan Sangh, Mukesh Dahiya, District General Secretary, Bharatiya Kisan Sangh, Sanjeev Antil, Tikaram Chauhan, Kuldeep Chauhan, Deepak Aterana, etc.

After this, while interacting with the media, the Chief Minister said that talks are going on the above subject and on October 20, Haryana Government will file its reply in the Supreme Court. Now the Supreme Court has made the farmers also a party, they will also file their reply in the Supreme Court.

Sh. Manohar Lal said that in case of blockade of the National Highway, directions have been given to repair the alternative roads within a month which have been damaged due to heavy pressure of vehicles on them.

Chandigarh, October 9 - Haryana Chief Minister, Sh. Manohar Lal met Union Home Minister, Sh. Amit Shah at his residence in New Delhi, regarding the reopening of National Highways that are blocked for a long time in Haryana due to ongoing farmers protest. Sh. Manohar Lal also apprised Union Home Minister about the status of demonstrations by farmers at other places in Haryana.

It is pertinent to mention here that that as a result of protest by various farmer organizations against the three Agriculture Acts, National Highways have been blocked on Singhu border and Tikri border in Haryana for a long time and as a result of the blockade of the National Highway, general public especially those working in industrial area and the rural area near Sindhu border and Tikri border are suffering a lot. There is also a continuous demand from the residents of the neighbouring areas to open the blocked highways.

Later, after meeting the Union Home Minister, Sh. Manohar Lal while interacting with the media said that on the above said issue talks are going on and on October 20, Haryana Government will file its reply in the Supreme Court. Farmer leaders have also been made a party. Before this, if any consensus is made between the state government and farmer organizations, then it will be beneficial and if no consensus is made then the highways will be reopened as per the order of the Supreme Court. State Government has always appealed to the farmers to maintain peace during their protests and agitations and the same is expected by the Union Home Minister also, said Sh. Manohar Lal.

Major Activities undertaken by the State of Haryana to control the spread of COVID-19

• Department of Health fixed the per day upper cap of COVID treatment charges in all private hospitals through order dated 25.06.2020. The rates for isolation beds (Rs. 8, 000 per day for Non- NABH Hospitals, Rs. 10, 000 per day for JCI/ NABH Hospitals), ICU Beds without Ventilators (Rs. 13, 000 per day for Non- NABH Hospitals, Rs. 15, 000 per day for JCI/ NABH Hospitals), ICU Beds with Ventilators (Rs. 15, 000 per day for Non- NABH Hospitals, Rs. 18, 000 per day for JCI/ NABH Hospitals).

• State Government has fixed the Rates/ Charges for different type of COVID 19 testing as below:-

1. CBNAAT testing- 2400/-.

2. True NAT Testing- 1250/-

3. RTPCR Samples collected at private hospitals/ labs and their designated collection centers - 299/-

4. RTPCR Samples collected through home visits - 499/-

5. Rapid Antigen Testing-350/-

6. IgG based ELISA Testing-250/-

• The Government of Haryana has fixed the upper limited of lab test in patients of COVID-19/ post-COVID sequelae, as tabulated below:-

• Haryana Village General Health Checkup Scheme: The scheme was initiated from May 15, 2021 & villages with high

COVID load were taken on priority and Rapid Antigen Testing (RAT) was the main stay of screening. Till date, total

1,73,79,228 were screened and 1,10,928 cases of ILI were detected and 5,164 positive cases were diagnosed, isolated and treated to prevent the spread of disease. The villages with positivity more than 5% were re-screened. Out of 13,22,058 people re-screened, 90 positive cases were detected and treated to effectively curtail the spread.

• Total 2637 number of Plasma Units collected from COVID 19 recovered patients till date and 1738 COVID 19 Patients given Plasma Therapy treatment till date.

• Control Room –cum- Helpline of 30 lines has been made operational at Panchkula. Services of tele-medicines are being provided through helpline. The helpline nos. are 8558893911, 1075 and 108 (Ambulance Services) available for 24 X 7.

• The State Government notified ‘The Haryana Government Epidemic, COVID-19 Regulations, 2020’ under the Epidemic

Disease Act 1897 on 11th March 2020.

• Nineteen Government Labs, one each at PGIMS, Rohtak (capacity 3000 sample per day) and BPS Khanpur Kalan (2000 sample per day), ESIC Medical College Faridabad (2000 sample per day), Kalpna Chawla Medical College Karnal (2000 sample per day), Civil Hospital, Gurugram (1800 sample per day), Civil Hospital, Panchkula (2000 sample per day), Command Hospital (150 sample per day), SHKMGMC, Nalhar (2000 samples per day), TRANSATIONAL Lab, Faridabad (500 sample per day), Civil Hospital, Ambala (2500 sample per day), MAMC Agroha, Hisar (1500 sample per day), Civil Hospital, Sirsa (1500 sample per day), Civil Hospital Rewari (1500 sample per day), CHC UCHANA JIND (900 sample per day), Civil Hospital, Panipat (1500 sample per day), IMTECH, CSIR, Chandigarh (200 sample per day), Civil Hospital, Yamunanagar (2500 sample per day) and Civil Hospital, Bhiwani (1000 sample per day) District Molecular Lab, Faridabad(900 sample per day) are for doing test for COVID-19 and Nineteen Private Labs at CORE Diagnostics (5000 sample per day), Modern Diagnostic & Research Centre Lab, Gurugram (2500 sample per day), Dr. Lal Path Lab (3000 sample per day), SGT Gurugram (1500 sample per day), MolQ lab, Gurugram (1200 sample per day), Molecular Lab, Adesh Medical College and Hospital, Kurukshetra (2500 sample per day), AAL Research and Solution Pvt. • More than 88.70 lac persons have already downloaded AarogyaSetu App in Haryana.

• More than 20 Mobile Health Teams have already been formed to check health status regarding SARI, ILI etc.

• Haryana has 41,412 bedded quarantine facilities in Dedicated COVID Care Centers and 23,780 Beds are available in

Dedicated COVID Hospitals and in Dedicated COVID Health Centers.

• Department of Ayush has distributed immunity boosting medicines to more than 12.19 lac persons in containment zones.

• Monitoring of Home Isolation Kits Distributed as on 8th October 2021: 37441 (Details provided by National Health Mission, Haryana).

• Outcome of certain COVID-19 positive cases is under investigation with State COVID-19 Review Committee.
