Chandigarh, September 24: Union Finance Minister, Smt. Nirmala Sitharaman, who was in Panchkula today to attend a seminar 'Economic Improvement and prosperity' organized as a part of 'Seva Samarpan Parv' being celebrated across the country to mark the birthday celebrations of the Prime Minister said that despite COVID-19, which can be said to be one of the biggest crisis of century, Prime Minister, Sh. Narendra Modi led government did not let anyone sleep hungry.

"Today I feel pleased to visit Panchkula. Seva bhav is the main motto of the BJP even during the Pandemic, no stone left unturned by the Prime Minister in encouraging everyone to keep working for the society at not only state level but at block and booth level as well," said the Finance Minister.

She said that even during the lockdown period, Prime Minister took regular meetings with high-level officers to ensure empowering of every sector, poor, labourers, and migrants. Five major Atamnirbhar Bharat announcements are the result of the direct interaction, dedication and timely directions given by the Prime Minister even during the COVID-19 Pandemic, added Smt. Nirmala Sitharaman.

The Union Minister said that for the past 70 years, India was working in a socialized manner. However, since 2014, major reforms were brought to take the country out of this socialism. Since 2014, relentless reforms are brought by the Center Government. From legislative corrections to administrative corrections, every possible effort was made to take India on the Atamnirbharta track and shifting the country's economy from being fragile to fastest growing economy,” said Smt. Nirmala Sitharaman.

She said that various digital and economical reforms have been brought in every sector. While introducing digital reforms during Pandemic, money was transferred to the Jan Dhan accounts of the eligible families through a single click. Today everyone in India has bank accounts, said the Union Minister.

“Even under the Pradhan Mantri Ujjwala Yojana, three cylinders were given free of cost along with free ration and food during Pandemic. DBT system was introduced for the complete eradication of ‘ghost accounts’. Besides this, major reforms are brought in even in the Power sector,” said Smt. Nirmala Sitharaman.

The Finance Minister said that transformational change of economy is our target. Skilling and making youth employment is the utmost priority of the Centre Government.

Taking a jibe at the Congress, she said that Congress has left the economy in such a dire state that the present Government is paying the price of the economic burden which Congress has left on the Country.

“Whatever we are earning, all that is being used in the development of India, from borders to oceans multimodal transport, defence corridor are being made from the revenue the government is earning. Unlike past government’s this money is not going into bank accounts of any particular family,” said Smt. Nirmala Sitharaman.

While praying to Goddess Mansa Devi, the Finance Minister said that she hopes that the expected third wave of COVID-19 does not hit the Country, but even it does, the Nation’s health infrastructure is geared up for tackling the same. Under the massive vaccination, drives are being launched to ensure the vaccination of each person.

Chandigarh 24 September - Union Finance Minister, Smt. Nirmala Sitharaman has said that Haryana is efficiently handling the economy of the state by doing better work in gross domestic management without taking any extra help. Smt. Sitharaman said this while interacting with mediapersons here today. The Union Minister had arrived here to participate in the service dedication programme being organized from September 17 to October 7 to mark the birthday of Prime Minister, Sh. Narendra Modi.

Former Union Minister and MP, Sh. Ratan Lal Kataria, BJP State President, Sh. OP Dhankar, BJP State General Secretary, Advocate Sh. Vedpal and others were present on this occasion.

Swamitva Yojana Appreciated

The Union Finance Minister said that Prime Minister, Sh. Narendra Modi is working with dedication towards the nation. Therefore, the birthday of the Prime Minister is being celebrated across the country as a Samarpan programme. She said that keeping everyone in mind, programmes have been implemented to improve the economic system with Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas. Change in economic activities has been brought about with his involvement. Haryana is managing the development schemes in a better way and is delivering the benefits of the schemes to the needy. Appreciating the Swamitva Yojana, she said that through this scheme villagers are also getting loans from banks on the basis of their land documents. This has strengthened the self-reliance of the people. She appreciated Chief Minister, Sh. Manohar Lal for this scheme.

Economic plans for the upliftment of the last man in line

The Union Minister said that for the last seven years, the Central Government is running many schemes for the economic upliftment of the people standing on the last rung of the society. Through these schemes, loans are being given to people from the lower strata to run their businesses. Referring specifically to Jan Dhan accounts, she said that through DBT in these accounts, the benefits of many schemes are reaching the poor families. She said that collateral free loans are being given under Mudra, for Standups and Startups. Under the Stand Up Scheme, one loan is given every year to the Scheduled Castes, Scheduled Tribes and women through every bank branch. This scheme is not only for urban areas but also for the people of rural areas. Apart from this, Affordable Housing Scheme has been implemented for BPL families.

Simplification of license and tax system

Smt. Nirmala Sitharaman said that many economic reforms have been implemented since 2014 under the leadership of Prime Minister, Sh. Narendra Modi. These also include simplification of the licensing and tax system. She said that the reach of common man has increased by simplification of MSME schemes. Apart from this, a guarantee of deposits up to Rs 5 lakh has been ensured in the event of banks going bankrupt. She said that despite the difficulties caused by COVID-19, the country's economy is strong. GST collection above Rs. 1.11 crore per month is a sign of growth of the economy.

Aditya Birla Group to set up paint manufacturing plant

Chandigarh, September 24- Aditya Birla Group is going to invest Rs 1140 crore in Haryana. Haryana Chief Minister, Sh. Manohar Lal handed over Regular Letter of Allotment to a team of Aditya Birla Group for setting up a large paint manufacturing facility in Panipat Haryana State Industrial and Infrastructure Development Corporation Ltd.

Sharing information in this regard an official spokesperson said that an allotment of 70 acres of land to Aditya Birla Group in Panipat has been made for setting up the paint manufacturing facility with an investment of Rs.1140 Crores.

The COO, Sh. Ajit Kumar, Regional Head, Sh. Piyush and Project Head, Sh.Kalimuddin from Aditya Birla Group today called upon Sh. Manohar Lal for the same. They assured to start the project immediately and complete the same in the shortest possible time.

The spokesperson said that this allotment has been made under Mega Project Category in a totally transparent manner by inviting online applications through open advertisement. The unit will provide direct employment to about 550 persons and help in industrial growth of the area through proliferation of ancillary units.

Haryana Government has started a unique volunteer programme – Samarpan in the state.

Chandigarh, September 24- To inculcate the spirit of dedicating oneself to the service of others, Haryana Government has started a unique volunteer programme – Samarpan in the state. Haryana Chief Minister, Sh. Manohar Lal will launch the portal of this programme on September 25. Besides this, he will also launch the website of Department of Foreign Cooperation, and Hunar App on the occasion.

Sharing information in this regard, an official spokesperson said that the implementation of this programme would inculcate a sense of dedication towards the society and people would come forward to serve the society selflessly.

Registration will be done under the Samarpan Scheme through the 'Samarpan Portal'. During the registration, the volunteers will enter their details as well as the area in which they would be willing to work. The volunteers would also be able to submit the details regarding the hours per week he or she can contribute and can enter this information at the time of registration. The services would be assigned to the volunteer as per their interest. During the registration, people who are good trainers will be asked to impart ethical and theoretical training.

The spokesperson said that on this occasion, the Chief Minister will also launch the website of Department of Foreign Cooperation which has been created to promote investment, employment for the youth of Haryana and to streamline various initiatives taken by the State Government for Non-Resident Indians (NRIs) / Persons of Indian Origin (PIOs).

This website would facilitate in enhancing cooperation between public and private sector organization as well as promoting investment, employment, education and skill development in the state and promotion of Haryanvi culture and welfare of the Haryanvi diaspora, promoting participation in bilateral and multilateral forums. It would also help in consultation with the Ministry of External Affairs and will also participate in bilateral working groups to promote the interest of the State abroad in the field of foreign trade and investment.

He said that the Haryana Skill Development Mission's Hunar App would also be launched by the Chief Minister, under which training would be given to the young talents to start their own businesses and become entrepreneurs through this app. Several courses and employment portals have also been included to groom college students for enterprises. Entrepreneurship Development Courses, Industrial Documentaries and Project Reports would be available on this app. In this app, loan application facility, audio video of central, state and bank schemes are also available. Industrial, technical, vocational and technology courses would also be available for college students.

Chandigarh, September 24 – Haryana Deputy Chief Minister, Sh. Dushyant Chautala said that the State Government is striving to make Haryana a leading State in the direction of steel recycling so that the central Government's goal of 'Clean and Green India' can be fulfilled.

The Deputy Chief Minister today attended the 'Haryana Energy Transition Summit' organized virtually by the 'PhD Chambers of Commerce' as the Chief Guest.

He said that at present Haryana is one of the few States promoting recycling in which work is being done on systematic-scraping of vehicles and recycling of steel from it. In Rohtak, a plant costing around Rs. 150 crore has already been commissioned while fruitful talks are on with some other big companies to create a strong scrap-recycling infrastructure in the State. He said that by the time the Government of India starts its Vehicle Scrapping Policy in the year 2023-24, the Haryana Government will prepare the supporting infrastructure of 'Automatic Testing Centre' and scrapping facilities in the State.

Sh. Dushyant Chautala informed that 'HAREDA' has been established by the State Government to promote new and renewable energy in the State, this will encourage green building designs for efficient use of energy in housing, commercial and industrial sectors. The State Government has prepared 'Saral Haryana Solar Water Pump Scheme 2021', which will also provide opportunities to the industries of Haryana to manufacture and sell solar pumps of capacity of 2 HP (surface and submersible) and 5 HP (submersible). Beneficiaries can avail subsidy under the 'Pradhan Mantri Kusum Yojana' 'Solar Water-Pump Installation Scheme' by paying only 10 percent of the total cost. He also informed that Haryana is one of the leading states where setting up of 'Solar Rooftop Plants' has been made mandatory for certain categories of buildings.

The Deputy Chief Minister informed that Delhi-Chandigarh Highway has become the first 'Electric-Vehicle Friendly Highway' in the country on which solar-based electric vehicle charging stations have been installed.

He urged all the industrialists that we should use low carbon materials in the industries. He informed that the main objective of the State Government is to focus on increasing the use of renewable energy sources and reducing the cost of production through conventional energy sources. Efforts are being made to ensure the availability of CNG/PNG to the industries in all the districts especially the districts adjacent to Delhi. Gradually industries will be encouraged to shift to cleaner modes of fuel.

He said that at present the companies which are making vehicles running on conventional fuel petrol, diesel etc. will also be given support and exemption to change their technology to non-conventional fuel vehicles. Haryana Government has drafted an Electric Vehicle Policy with an aim to check pollution caused by vehicular transport in the state. The objective of this policy is to make Haryana a global hub for development as well as manufacturer of electric vehicles. In this, facilities like capital subsidy, exemption on stamp duty, electricity subsidy, water incentive etc will be given to the manufacturers. He said that the Haryana government would also increase the proportion of electric vehicles in its fleet.

Chandigarh, September 24 – Haryana Health Minister, Sh. Anil Vij said that the Health Department personnel who have done good work during the period of Covid will be honoured at the State Level and at the District Level. Apart from this, the houses in the state where all the members have received both the vaccines of Covid, their homes will be called "Green Star Houses" to encourage others to get the vaccine. Similarly, all the personnel working in all the 92 municipalities of the state will be vaccinated.

Sh. Vij was presiding over a review meeting on various health related activities with the officials of Health Department here today. Additional Chief Secretary, Health Department, Sh. Rajeev Arora, Additional Chief Secretary, Medical Education and Research, Sh. S.N. Roy and other officers were also present in this meeting.

It was informed in the meeting that there are 40 COVID testing laboratories in the state, out of which 19 are government and 21 private laboratories and about 1.30 lakh samples are being tested per day by these laboratories. Apart from this, 8 new molecular laboratories are being set up at Fatehabad, Hisar, Narnaul, Kurukshetra, Charkhi-Dadri, Kaithal, Jhajjar and Palwal in the state and are being continuously reviewed. Similarly, 1.73 crore people have been screened in the state, out of which 65 per cent people were found to have ILI (Influenza Like Illness) symptoms.

The second dose vaccine of Covid should be administered to the eligible beneficiaries by going door to door - Vij

Sh. Vij instructed the officers that after preparing the data of those who have to get the second vaccine of Covid, they should be informed if they are eligible. On this the officials apprised the Minister that the eligible people would be informed about this by SMS. He said that the second vaccine of covid should be administered from door to door to the eligible beneficiaries.

In the meeting, the minister was apprised that till September 23, a total of 2,17,79,655 beneficiaries have been vaccinated in the state, in which 1,59,86,337 have been given the first dose, 57,93,318 have been given the second dose. In addition, 99 percent of the first dose and 93 percent of the second dose have been administered to health care workers. Similarly, 103% of the first dose and 99% of the second dose have been applied to the frontline workers. In the meeting, the Minister was apprised about the coverage of Covid vaccination that 50,11,317 beneficiaries were vaccinated in the state during 122 days from January 16, 2021 to May 18, 2021. Similarly, till July 13, 2021, 1,00,56,163 beneficiaries have been vaccinated. Similarly, till August 24, 2021, 1,50,45,576 beneficiaries have been vaccinated and till September 16, 2021, 2,01,05,787 beneficiaries have been vaccinated.

Anil Vij directs to vaccinate all the personnel working in all 92 municipalities of the state

In the meeting, the Health Minister instructed the officials concerned that all the personnel working in all the 92 municipalities of the State should be vaccinated so that there would be no problem in future. Similarly, a special campaign should be started in Nuh district to vaccinate people there, the minister was apprised by the officials that 100 percent first dose has been administered to the eligible beneficiaries in Keera village of Nuh. Similarly, the work of vaccination in Nuh is in full swing.

The state will become self-sufficient with regard to oxygen- Vij

Regarding oxygen, Sh. Vij said that we want to make Haryana self-reliant with regard to oxygen and in this episode, out of 40 PSA plants received from PM Care Fund, 39 plants have been made operational. Apart from this, the Government of India has offered 22 more oxygen plants to Haryana from PM Care Fund. Similarly, out of 22 oxygen plants under CSR, 20 have been commissioned and another 18 plants CSR coming up under CSR. He said that PSA plants would be installed in all hospitals above 50 beds so that there is no shortage of oxygen in Haryana.

No laxity will be tolerated in the inspection related to food items- Vij

In view of the upcoming festive season, the Health Minister instructed the officials that no laxity will be tolerated in the inspection related to food items and legal action will be taken in this regard. On this matter, the minister was apprised by the concerned officials that work is being done to set up laboratories for testing of food items at the divisional level. It was informed in the meeting that a special campaign is being run in this regard in Faridabad and Gurugram, under which work is being done to make people aware.

Random formula will be adopted for raid-vij

Similarly, with regard to drugs, Sh. Vij directed the officers to conduct frequent raids to check counterfeit drugs so that the youth could be saved from drug addiction. While giving instructions to the officers, he said that random formula should be worked out for raids and raids should be conducted on such shops etc. by taking out orders randomly. Similarly, the Minister was apprised that in the last seven months, 241 raids were conducted and 10,502 inspections were conducted.

=Agriculture Minister visited Grain Market at Kaithal

Paddy procurement guidelines given to officials

Chandigarh, September 24 – Haryana Agriculture and Farmers’ Welfare Minister, Sh. J.P. Dalal said that farmers will not have to face any problem during paddy procurement process and directed the concerned officials to make proper arrangements in the market so as to provide all necessary facilities to the farmers.

He said this while taking stock of preparations for paddy procurement at new grain market in Kaithal. He directed the administrative officers of the district to conduct inspection from time to time during the paddy procurement process in the grain market. He said that the concerned officials should make proper cleanliness arrangements in the grain market.

Sh. Dalal also gave necessary guidelines to the officials to undertake paddy procurement process in a systematic manner. He said that canteen, clean drinking water facilities, toilets, electricity supply and all adequate facilities should be provided to the farmers so that they do not face any problem during paddy procurement in the grain markets. All concerned officers should take the responsibility of the assigned tasks, he added.

The Agriculture Minister said that it should also be ensured that the procurement agencies are conducting paddy procurement on time and there is no delay in paddy lifting. He also directed to make proper arrangement of lighting in the grain markets.


Chandigarh, September 24 - Haryana Chief Secretary, Sh. Vijai Vardhan met with a delegation from the US Embassy (North Office) led by Director, US Embassy (North India), Mr. Michael Rosenthal to discuss cooperation and strengthening ties between the US and Haryana.

While welcoming the delegation from US Embassy including Economic Officer, Mr. Travis Coberly and Ms. Kavleen Chatwal, the Chief Secretary gave them a brief history of Chandigarh and Haryana. He informed the delegation that Haryana has developed into a hub of higher education, industry and hotspot for investment. Recently, the State has marked its presence during the Tokyo Olympics with sportspersons from Haryana fetching 30 to 40 percent of the medals of the country, he added.

Giving information about the development that has taken place in the State in the field of higher education, Principal Secretary, Haryana Higher Education Department, Sh. Anand Mohan Sharan said that apart from the Government institutions of higher education there are 23 private universities in the State and another five are in the pipeline. He said that keeping this in mind there is ample scope for exchange programmes, including internships, training, Faculty exchange, semester exchange etc. which can be facilitated between the US and Haryana. This will help to enhance the skill and knowledge at both the ends.

While informing the delegation about the business climate of the State, Managing Director, Haryana State Industrial and Infrastructure Development Corporation, Sh. Anurag Agarwal said that there are ample amount of opportunities offered by the state for investment due to the State’s excellent business policies. Due to being strategically placed in North India, Haryana has very good network of roads and railways making it a preferred destination for investment. As a result major US based MNCs have setup their businesses in the State.

Principal Secretary, Haryana Tourism Department, Sh. MD Sinha said the US and Haryana have deep rooted ties which can be built on. There is a lot of exchange of tourists between the two countries and we can look into interesting projects to enhance these ties. He invited the US delegation to be a part of the Surajkund International Crafts Mela.

Principal Secretary, Foreign Cooperation Department, Sh. Yogender Chaudhary said that Haryana has a lot of youth exchange programmes for cross cultural understanding and that exchange programmes with the US are very welcome.

Mr. Michael Rosenthal appreciated the industrial friendly policies of Haryana and said that Haryana holds major opportunities for investors. He said that he was pleased to be able to explore avenues of cooperation between US and Haryana in the future including those in education, trade, intellectual property, etc. He said that the delegation was visiting Haryana to understand the State’s priorities and to extend cooperation at various levels.

Haryana has invited entries from writers and poets of the state for the composition of the state song. Interested writers and poets

Chandigarh September 24 – The Art and Cultural Affairs Department, Haryana has invited entries from writers and poets of the state for the composition of the state song. Interested writers and poets can send their compositions to the Department’s e-mail id: by September 30, 2021.

Giving information in this regard, an official spokesperson said that the Art and Cultural Affairs Department has invited compositions from writers and poets native to Haryana to compose the state song. It is mandatory to compose it in the national language Hindi. The number of words in the composition should be from 100 to 120 words. It should be sound through literary and rhythmic point of view. He said that the composition should be based on the cultural heritage of Haryana, it’s traditions and historical as well as geographical and social aspects.

The spokesperson said that the creator should send his name, phone number, e-mail, permanent address, bank account details, Aadhar card and PAN card copy along with his creation after self verification. Compositions sent after the last date will not be accepted. He said that the author of the best composition which will be selected as the state song, will be honoured with a cash award of Rs One lakh. Chandigarh, September 24: The Central Zoo Authority (CZA) recently organized a National Review Meeting on Conservation Breeding of Vulture Species in India with the Bombay Natural History Society. The meeting was held at the Vulture Conservation Breeding Centre (VCBC), Pinjore, Haryana.

Sharing more details in this regard an official spokesperson said that the Vulture Conservation Breeding Centre, Pinjore is the coordinating zoo and five other Indian Zoos, viz. Nandankanan Biological Park, Bhubaneshwar Odisha, Van Vihar National Park and Zoo, Bhopal, Madhya Pradesh, Sakkarbaug Zoo, Junagadh, Gujarat, Nehru Zoological Park, Hyderabad, Telangana and Assam State Zoo, Guwahati, Assam are identified as participating zoos by the CZA for the conservation breeding program. The Directors, veterinarians or biologists from all the centres participated in the review meeting.

The spokesperson said that the centres at Rajabhatkhawa, West Bengal and VCBC, Rani, Assam that have been established collaboratively with the respective State Governments also participated in the meeting.

On day one, the biologists and veterinarian of VCBC, Pinjore, gave a guided tour of the centre to all the participants and also provided hands-on training and demonstration of husbandry and care, informed the spokesperson.

He said that the aviary design and maintenance of the aviaries and the birds was demonstrated and experiences were shared with the zoos. On day two, the zoos discussed the status of conservation breeding at their facilities and the road map ahead. It was recommended that capacity strengthening at the animal keeper level, provisioning of funds especially for feed and augmentation of infrastructure were the key challenges.

It was also recommended that two additional species red-headed vulture (Sarcogyps calvus) and Egyptian vulture (Neophron percnopterus) as identified for conservation in the Action Plan for Vulture Conservation (APVC) in India, 2020-2025 can be taken up under the coordinated conservation breeding, he added.

Sh. Jagdish Chander, Principal Chief Conservator of Forest and Chief Wildlife Warden, Haryana with Sh. Debender Dalai, Chief Wildlife Warden, UT, Chandigarh, Dr. Sonali Ghosh, DIGF-CZA, Dr. Bivash Pandav Director, BNHS and Dr. Vibhu Prakash, Principal Scientist in Bombay Natural History Society released a ‘Manual for Vulture Keepers’ developed by VCBC, Pinjore.

During the meeting, it was informed that the population of three Gyps species of vulture, the White-backed, Long-billed and Slender-billed crashed in the mid-nineties. The cause was narrowed down to toxicity (leading to visceral gout) caused by the use of the non-steroidal anti-inflammatory drug, Diclofenac in large animal veterinary care. The affected vultures generally consume a carcass that has died within 72 hours of administration of Diclofenac.

Due to the drastic decline in the numbers of three Gyps species; long billed, White rumped and Slender billed Vultures, it was considered important to establish a conservation breeding programme to prevent their possible extinction. The CZA initiated this programme in 2006 following the release of Action Plan for Vulture Conservation the same year.

Major Activities undertaken by the State of Haryana to control the spread of COVID-19

• Department of Health fixed the per day upper cap of COVID treatment charges in all private hospitals through order dated 25.06.2020. The rates for isolation beds (Rs. 8, 000 per day for Non- NABH Hospitals, Rs. 10, 000 per day for JCI/ NABH Hospitals), ICU Beds without Ventilators (Rs. 13, 000 per day for Non- NABH Hospitals, Rs. 15, 000 per day for JCI/ NABH Hospitals), ICU Beds with Ventilators (Rs. 15, 000 per day for Non- NABH Hospitals, Rs. 18, 000 per day for JCI/ NABH Hospitals).

• State Government has fixed the Rates/ Charges for different type of COVID 19 testing as below:-

• The Government of Haryana has fixed the upper limited of lab test in patients of COVID-19/ post-COVID sequelae, as tabulated below:-

• Haryana Village General Health Checkup Scheme: The scheme was initiated from May 15, 2021 & villages with high

COVID load were taken on priority and Rapid Antigen Testing (RAT) was the main stay of screening. Till date, total

1,73,79,228 were screened and 1,10,928 cases of ILI were detected and 5,164 positive cases were diagnosed, isolated and treated to prevent the spread of disease. The villages with positivity more than 5% were re-screened. Out of 13,22,058 people re-screened, 90 positive cases were detected and treated to effectively curtail the spread.

• Total 783 number of Plasma Units collected from COVID 19 recovered patients till date and 712 COVID 19 Patients given

Plasma Therapy treatment till date.

• Control Room –cum- Helpline of 30 lines has been made operational at Panchkula. Services of tele-medicines are being provided through helpline. The helpline nos. are 8558893911, 1075 and 108 (Ambulance Services) available for 24 X 7.

• The State Government notified ‘The Haryana Government Epidemic, COVID-19 Regulations, 2020’ under the Epidemic

Disease Act 1897 on 11th March 2020.

• Outcome of certain COVID-19 positive cases is under investigation with State COVID-19 Review Committee.
