71 stores are ready, Chief Minister to inaugurate on October 7

Chandigarh, September 22- There is a lot of enthusiasm among the youth towards the Har-Hith retail store scheme in Haryana. Chief Minister, Sh. Manohar Lal has directed to give priority to the families identified through the Parivar Pehchan Patra scheme in the Har-Hith Stores scheme. If the beneficiaries identified under the Chief Minister Antyodaya Parivar Utthan Yojana take a loan under this scheme, then the government will bear the interest of one year on their loan.

The Chief Minister was presiding over the review meeting held with the officers of the department regarding the Har-Hith Retail Store scheme at his office here today. During this, Haryana Agriculture and Farmers’ Welfare Minister, Sh. JP Dalal and Chairman, Haryana Agro Industries Corporation, Sh. Rakesh Daultabad were also present.

So far 1258 youth have applied under this scheme. After completion of all these formalities, 71 Har-Hith stores will start functioning from October 7. These stores have been set up in 19 districts across the state. The Chief Minister will inaugurate these stores through video conferencing.

Under the Har-Hith retail store scheme of the Chief Minister to promote business, employment and modern market in rural areas of the state, 1258 applications have been received so far, out of which 982 have been surveyed and 509 who have been found eligible have been given the benefit of this scheme. Of these, agreements have been signed with 151. Out of these, 95 applicants have taken Mudra loan and 56 applicants have applied with their own money.

Plan to open 5000 booths of Vita

Chief Minister, Sh. Manohar Lal directed the officers to make a plan to open 5000 booths of Vita. He said that there should be a Vita booth at every bus stand, railway station, hospital, market etc. He directed to make portable cabins and open booths so that more and more people get employment. The Chief Minister said that the products of other companies should also be kept at these booths so that the quality of our products can be improved according to the competition. Apart from this, efforts should be made to open Vita booths in Chandigarh as well.

Establish the Brand

The Chief Minister said that we should work to establish ourselves as a brand by including our products in the range of products at every Har-Hith retail store. He also suggested to the officers to include some 'ready to eat' items like 'ready to eat halwa' etc. The meeting was attended by Additional Chief Secretary, Finance Department, Sh. TVSN Prasad, Additional Chief Secretary, Agriculture and Farmers’ Welfare Department, Dr. Sumita Misra, Principal Secretary to Chief Minister, Sh. V Umashankar, Managing Director, HAFED, Sh. A. Scheme focuses to encourage farmers to cultivate high-risk Horticulture Crops

The farmers growing horticultural crops will now be covered against abiotic factors under this scheme

A total of 21 vegetable, fruit and spice crops will be covered under the scheme

Chandigarh, September 22: While once again reiterating Chief Minister, Sh. Manohar Lal’s commitment towards safeguarding farmers interest, Haryana Government has decided to cover farmers growing horticultural crops against abiotic factors under an especially designed scheme.

A decision to this regard was taken in a meeting of the Council of Ministers held under the Chairmanship of Chief Minister, Sh. Manohar Lal held here today.

The Cabinet has accorded its approval for the implementation of Mukhyamantri Bagwani Bima Yojana (MBBY) - an assurance-based scheme to compensate crop losses due to adverse weather and natural calamities for farmers growing horticulture crops.

Horticulture growers face huge financial losses due to various factors, biotic factors that include losses due to sudden outbreak of crop diseases, insect-pests infestation, and abiotic factors like untimely rainfall, hailstorms, drought, frost, extreme temperatures, etc.

The Department of Horticulture has examined various crop insurance schemes covering horticultural crops and felt the need that a new scheme is required to cover crop loss due to natural calamities and adverse weather conditions. This scheme has been designed as Horticulture Crop Assurance Scheme and named as MBBY with the aim to encourage farmers to cultivate high-risk Horticulture Crops.

The parameters like hailstorms, frost, rainfall, flood, fire, etc., which lead to crop loss have been taken under the scheme. A total of 21 vegetable, fruit and spice crops will be covered under the scheme.

Under this scheme farmers need to give only 2.5 percent, that is, Rs. 750 for vegetable and spice crop and Rs. 1000 for fruit crops against a sum assured of Rs. 30,000 and Rs. 40,000 respectively.

The claim compensation will be based on survey and extent of loss in four categories of 25, 50, 75 and 100 percent. The scheme will be optional and will cover the entire State.

Farmers will have to opt for this scheme while registering their crop and area on Meri Fasal Mera Byora (MFMB) portal. Season wise crop registration period will be fixed and notified from time to time. The scheme will be implemented at ‘Individual Field’ that is crop loss assessment will be done at the individual field level.

A seed capital of Rs. 10 crore will be kept by the State Government, State and District Level Committees under Pradhan Mantri Fasal Bima Yojana (PMFBY) will monitor, review, and resolve the disputes at State Level as well as District Level.

Manohar Lal today accorded approval for a proposal regarding amendment in Rule 15(1) and (2) and Appendix-A of the Punjab Jails Department State Service (Class-III Executive), Rules, 1963 to fill up the vacant post of Assistant Superintendent Jail.

These Rules may be called the Punjab Jails Department State Service (Class-III Executive), Haryana amendment Rules, 2020.

For filling up the vacant post of Assistant Superintendent Jail, there is requirement for amendment of the education qualification that is Matriculation with Hindi or Sanskrit as one of the subjects in the departmental service Rules as per the latest instructions of the Government.

As per the amendment, now in the relevant rules for directly filling up the post of Assistant Superintendent Jail, the educational qualification is graduation in any stream from any recognized university or equivalent and Hindi or Sanskrit as a subject in Matric or Higher Education.

Manohar Lal while paying homage to all the known and unknown martyrs of the state on the occasion of Haryana Veer and Shaheedi Diwas said that today we are breathing in the open air of freedom only because of the supreme sacrifice of the brave martyrs of our motherland.
In a message issued on the eve of Haryana Veer and Shaheedi Diwas, the Chief Minister said that Haryana has been the land of warriors, patriots and battlefields since ancient times. The history of Haryana is a saga of courage and valour of martyrs and heroes. He said that the state government celebrates Haryana Veer and Martyrs Day every year on September 23 so that the coming generations of the state know about the sacrifice of the brave martyrs who secured freedom for the nation.
He said that if we look at the military tradition of this state, we come to know that after the independence of the country, in the wars of 1962, 1965, 1971 and Kargil, the heroes of the state have shown their might. Even today, every tenth soldier in the country's army is from Haryana.

Chandigarh, September 22: Haryana Government has appointed Mr. Justices Somnath Aggarwal (Retd.) of Punjab and Haryana High Court as Commission of Inquiry in a bid to ensure fair and transparent inquiry to inquire into the sequence of events leading to incidents at Bastara Toll Plaza in Karnal on August 28, 2021.

A decision to this regard was taken in the meeting of Council of Minister held under the Chairmanship of Chief Minister, Sh. Manohar Lal held here today.

The Commission of Inquiry will inquire into the circumstances leading up to and including the action by the Police at Karnal on August 28, 2021 and the use of force against the demonstrators.

The Commission will also ascertain persons responsible for said situation and further will inquire into role of Sh. Ayush Sinha, Sub Divisional Magistrate, Karnal, in the action by the Police on August 28, 2021.

The Commission will complete the inquiry and submit the report to the State Government within a period of one month from the date of publication of notification in the Official Gazette.

Chandigarh, September 22- Haryana Government will also start 'Krishna-Utsav' in the state on the lines of Gita Mahotsav with a view to promote tourism in the state, in which life events of Shri Krishna will be presented in an enchanting manner with the help of tableaux, music, dance and modern technology.

A meeting was organized under the chairmanship of Haryana Chief Minister, Sh. Manohar Lal here today to prepare the outline of this festival. Haryana's Education, Tourism, Art and Culture Minister, Sh. Kanwar Pal was also present during the meeting.

Regarding the programme related to 'Krishna-Utsav', the Chief Minister directed that just as Surajkund International Handicraft Fair in Faridabad district and Gita Mahotsav of Kurukshetra have special importance at national and international level, similarly the proposed 'Krishna-Utsav' has special significance and should be organized accordingly. He said that Lord Krishna has a special relation with the land of Haryana. In Kurukshetra he gave the celestial message of Shrimad Bhagwad Gita to Arjuna in which the importance of action was emphasized.

It was informed during the meeting that the description of various forms of Lord Shri Krishna will be shown at the 'Krishna-Utsav'. Bal Leela to Rasleela; the personality of Lord Krishna as that of an ordinary human, king and Karma Yogi etc. will be depicted. Krishna’s avatar through tableaux and his rasleela and musical art will be displayed through the theater during this festival. The story of Bal Gopal will be described through storytelling. The role of Shri Krishna in the Mahabharata will be shown through modern technology. Not only this, people will be able to witness live arti of all the famous temples of Lord Krishna across the country during the Utsav.

However, the manner in which the state government is making preparations for the grand event of this 'Krishna-Utsav', it is clearly evident that like the Gita Mahotsav, this festival will promote religious tourism as well as general tourism in Haryana.

Chief Principal Secretary to Chief Minister, Sh. DS Dhesi, Advisor, Resource Mobilization Cell, Sh. Yogender Chaudhry, Principal Secretary, Art and Cultural Department, Sh. D. Suresh and other senior officers were also present during the meeting.

Retired Indian Administrative Officer, Haryana Sh. Sameer Pal Srow, has been appointed as the Chairman of the State Environment Impact Assessment Authority of Haryana

Chandigarh, September 22 – Retired Indian Administrative Officer, Haryana Sh. Sameer Pal Srow, has been appointed as the Chairman of the State Environment Impact Assessment Authority of Haryana. The Ministry of Environment, Forest and Climate Change, Government of India has issued a notification in this regard. He has assumed his charge this afternoon.

It may be noted that Sh. Sameer Pal Srow, a 2002 batch IAS officer, had retired from the post of Director, Haryana Information, Public Relations and Languages Department, about two years ago. Although Sh. Srow has also successfully served as the Deputy Commissioner in many districts of the state, his work as the Director of Information, Public Relations and Languages Department is well remembered. The Department of Information, Public Relations and Languages is considered as an important department in the State Government, because the responsibility of propagating the policies of the State Government rests on the shoulders of this Department. This department is under the Chief Minister, in such a situation, the Director / Director General of the department has direct contact with the Chief Minister and discussions are held for organizing most of the big events and programmes. Sh. Srow had joined this department as Director on July 4, 2016. After that, Chief Minister, Sh. Manohar Lal liked his working style so much that he entrusted the responsibility of this department to Sh. Srow till the officer’s retirement. Sh. Srow has been counted among the officers close to and trusted by the Chief Minister.
Talking about the programmes that were entrusted to the Department, under the Directorship of Sh. Sameer Pal Srow, Information, Public Relations and Languages Department was made the nodal department for the 550th Prakash Parv festival of Sri Guru Nanak Dev ji in the year 2019. This grand festival organized in Haryana was appreciated all over the country. Along with this, the programme of 350th Prakash Parv of Guru Gobind Singh was organized at the national level in Patna. At that time the Haryana Government had sent two trains full of devotees there. The Chief Minister had entrusted this big task to Sh. Srow. Under the able guidance of Sh. Srow, while he was the director of the Department, where on one hand the world saw the excellent performance and publicity of International Crafts Mela in Surajkund, on the other the while the popularity of International Gita Festival of Kurukshetra was heard till Malaysia.
Haryana Film Policy was formulated on October 27, 2018 under the supervision of Sh. Sameer Pal Srow, which has been discussed till Bollywood in Mumbai.
Now the Union Ministry of Environment and Climate Change has appointed Sh. Sameer Pal Srow as the Chairman of 'State Environment Impact Assessment Authority', this is being considered as an effective step of the state government towards improving the environment in the state. Environmental clearance for various types of government and private projects is given by this authority. Earlier this work was done at the central level, but later the central government gave powers to the states for this. In such a situation, giving Sh. Srow a big role as the Chairman of the 'State Environment Impact Assessment Authority' on the occasion of 'World Car-Free Day' speaks volumes about the trust that the central and state government have in him.
