Chandigarh, August 6:

To bring more transparency and save people’s time, the Local Government Minister, Punjab, Mr. Brahm Mohindra has issued instructions to all the Commissioners and Regional Directors of the Municipal Corporations to approve the Building Plans only through online portal from 6th August, 2020. These instructions to be implemented with immediate effect. The initiative, apart from putting an end to people running from pillar to post to get approvals, will also remove intermediaries from the system.

Disclosing this here today in a press statement, Mr. Brahm Mahindra said that Punjab Government is committed to provide maximum e-facilities to the general public under e-service program and e-portal has been launched on August 15, 2018 to accomplish this target. He said that earlier, there were some technical issues in the portal, Now this has been resolved and the portal has been restarted in a well-designed manner so that the general public has not faced any difficulty in getting the online approval of Building Plans and other services. Now the people friendly government in Punjab has achieved a new milestone by launching above hassle free Online services along with Online Building Plan Approval System (OBPAS). People can get online building plan approval, online layout approval, online change of land use approval, online approval of telecommunication Towers and online approval NOC of plots under Regularization Policy with OBPAS system. With the introduction of above services Local Bodies OBPAS will ensure faster and hassle free service to the citizen of the state.

The Local Government Minister further said that building plan and other services are easily available on portal in a hassle-free manner. He said that after August 05, 2020, all these works in the department being done only through E portal and any work will not be dealt manually. Now people would be able to make online submission through Online Portal - Enaksha. The people would be benefitted by the Computer verification of CAD drawing file, Online Payment facility, Movement of files and approvals within stipulated timelines, Status shared online, e-mail and through SMS to applicants, Computer generated certificate with digital signature and Moving towards improved monitoring of projects for RERA compliance.

Mr. Brahm Mahindra said that all the officers have been instructed to ensure these orders and in case of non-compliance, strict action would be taken against erring officers.



56305 employers registered on GoI portal would have visibility of jobseekers registered on PGRKAM

Chandigarh, August 6: The Punjab Government with the idea to make more employment opportunities available to the youth of Punjab has executed the integration of Punjab specific Punjab Ghar Ghar Rozgar and KArobar Mission portal with the National Career Service which is the official portal of the Government of India. Disclosing this here today the Punjab Technical Education Minister Mr. Charanjit Singh Channi said that this would open new doors pan India for skilled youth of Punjab.

The Minister said that the Punjab Government was the one who started the Job Fairs to provide jobs and self employment to the Youth of the state under the visionary leadership of Chief Minister Captain Amarinder Singh. He said that the other states, even the GoI, started adopting the Punjab model to provide a single platform to job seekers and employers of the private sector. He said that Punjab has already conducted five Mega Job fairs and provided jobs and self employment to 12 lakh youth of the state, and Punjab Ghar Ghar Rozgar Misson is ready to provide one lakh job opportunities to the Youth during 6th Mega Job Fair which would be held in the month of September this year. He further said that presently about 8 lac youth are registered on PGGRKM portal.

Mr. Rahul Tiwari, Secretary Employment Generation said that with this integration, registered jobseekers on PGRKAM would also be able to access pan India services including all India jobs on the NCS portal without the requirement of registering again. He said that about 56305 employers who are presently registered on the National Career Scheme portal of GoI would have the visibility of jobseekers registered on PGRKAM to, thus providing our youth more employment opportunities.

The Secretary said that now youth registered on PGGRKM portal would also be able to participate in various events on the NCS portal such as Job Fairs, counseling sessions etc. The users would be able to access details of various kinds of Skill training and courses available on the NCS portal.


Vigilance Bureau nabs ASI for taking bribe Rs.5,000

Chandigarh, August 6: State Vigilance Bureau, today nabbed an ASI Amir Singh posted at City Police Station Nakodar, Jalandhar red handed while accepting bribe of Rs 5,000.

Disclosing this here an official spokesperson of the Vigilance Bureau Punjab said accused Assistant Sub-Inspector was nabbed red handed on the complaint of Sandeep Kumar of Nakodar, Jalandhar district. The complainant has approached the VB and alleged that the accused police official was demanding bribe Rs. 5,000 to help him in a police case.

After verifying his information, the vigilance team from VB unit Jalandhar laid a trap and the accused ASI was arrested on the spot while taking bribe of Rs. 5,000 from the complainant in the presence of two official witnesses.

He informed that a case under section of prevention of corruption act has been registered against him at VB police station, Jalandhar and further investigation is under progress.



Special plantation drive to be initiated to mark the 400th birth anniversary of Guru Tegh Bahadur ji

CHANDIGARH, AUGUST 6:A special plantation drive to be launched at Sri Anandpur Sahib and Baba Bakala dedicated to the 400th birth anniversary of Guru Tegh Bahadur Ji.

It was disclosed by Punjab Forest Minister Mr. Sadhu Singh Dharmsot during a meeting with top officials of the Forest Department here today. He said that the Chief Minister Captain Amarinder Singh had already announced to plant 400 saplings in every village dedicated to the 400th birth anniversary of Guru Sahib. He said that as part of this campaign a special drive would be launched at Sri Anandpur Sahib and Baba Bakala after identifying suitable places for plantation.

Mr. Dharamsot further informed that Banners and Hoardings would be put up at appropriate places of the state to encourage and engage people with this campaign. He said that every citizen should take responsibility for the sake of the environment and it was the need of the hour. He said that the forest department was being provided free saplings and appealed to the social activists, organization and youth clubs of the state to take care of these saplings into their areas.

Prominent among others who were present on the occasion included Additional Chief Secretary Forest Mrs. Ravneet Kaur, Additional Secretary Forest Mr. Ravinder Singh and Principal Chief Conservator Mr. Jatinder Sharma.



Chandigarh, August 6-Two days after Punjab Congress chief Sunil Jakhar sought strict action against party MPs Pratap Singh Bajwa and Shamsher Singh Dullo, the entire Punjab cabinet on Thursday also pitched for the duo’s immediate expulsion for their `anti-party and anti-government’ activities, which they termed as gross indiscipline.

The actions of the two Rajya Sabha MPs call for immediate and strict action against them by the party high command, said the cabinet ministers, seeking the dismissal of Bajwa and Dullo for attacking their own Congress government in the state over the hooch tragedy.

The ministers, in a joint statement, called for the whip to be immediately cracked on the two MPs, without any laxity or delay. Indiscipline could not be tolerated at any time, least of all when Assembly elections in the state are less than two years way, they said, pointing to the MPs’ repeated attacks on the state government, including Chief Minister Captain Amarinder Singh.

Questioning their decision to raise concerns on the hooch tragedy, the ministers said the two MPs had never, in their Rajya Sabha term, bothered to raise any issue of the interest of the state they represent. “Why did they not press for the completion of the ED probe into the drugs issue during the Akali regime? Why did they not protest in the House against the anti-farm Ordinances of the Union Government? Why did they never speak about the CBI’s failure to probe the sacrilege cases?” the ministers asked.

The ministers said that by bypassing all party and government forums to protest against the government handling of the hooch tragedy and to approach the Governor for CBI and ED inquiries into the case, the two MPs had not only attacked the very basis of democratic governance but had sought to undermine the Punjab Police force, which was effectively cracking down on the liquor mafia despite the Covid pandemic pressures it was currently handling.

This is not the way democratic systems and institutions are meant to function, said the ministers, pointing out that a CBI probe was needed only if the police failed to deliver, which was definitely not the case at present. In any case, they pointed out that the whole of Punjab had been witness to CBI’s total lack of efficiency in investigating the sacrilege cases, which eventually the state police is having to solve. Even the targeted killings were solved not by CBI but by the state police, the ministers said, expressing full faith and confidence in the Punjab Police ability to bring every guilty individual to book even in the spurious liquor case.

Moreover, the decision on recommending or not recommending a CBI probe rests with the state government, and not with two MPs, who are unable to even represent the interests of Punjab properly in Parliament, the ministers said. Instead of doing their job as MPs, both Bajwa and Dullo seem intent on destabilising their own government, either out of their own greed for power or at the bidding of those who want to destabilise the Congress in Punjab, the ministers pointed out. In either case, the duo had rendered themselves useless, and of no value to the party, and needed to be shunted out without delay, the ministers stressed.

What was even more unacceptable was the fact that instead of feeling even remotely apologetic, these MPS continue to be on the offensive, going so far as to launch a personal attack on PPCC president Sunil Jakhar. How can party MPs from a state go around openly criticising the chief of their own state unit, they asked, adding that the Congress had a strong leadership in Punjab and did not need two indisciplined members denting the image.





Chandigarh, August 6-A group of Punjab ministers on Thursday hit out at the Akalis and the Aam Aadmi Party (AAP) for shamelessly using the hooch tragedy to play with the sentiments of the people with an eye on the Assembly elections.

The opposition was so busy playing to the gallery that even the sufferings of the victims and their families seemed not to have affected them, said the ministers, in a joint statement issued here.

The statement was issued by cabinet ministers, Sukh Sarkaria, Sadhu Singh Dharamsot,

Sunder Sham Arora and Bharat Bhushan.

Ridiculing the Shiromani Akali Dal (SAD) president Sukhbir Singh Badal’s announcement that the party would approach the Governor to seek the Congress government’s dismissal, the ministers said the game-plan of the party had been completely exposed. It was clear that, following the pattern of Madhya Pradesh and Rajasthan, the Akalis, acting on the directives of their political masters – the Bharatiya Janata Party – were trying to destabilise Punjab’s duly elected government.

But the cheap machinations of the Akalis will not succeed, and they would end up humiliating themselves even more in the eyes of the people of Punjab than they had been doing over the past three and a half years, said the ministers. If governments could be dismissed for crimes committed by gangsters and criminal mafias, the SAD-BJP government of the past would have been dismissed in the first year of their rule, they said, citing the mafia raj that prevailed across the state under their regime.

Pointing to the various hooch tragedies that had taken place under the SAD rule, and were taking place in many states even now under BJP-ruled governments, the ministers dared Sukhbir to come out with details of the action taken in any of those. In contrast, the Punjab Police, on strict directives of Chief Minister Captain Amarinder Singh, had already taken 50 people in its net, including many of the kingpins of the mafia responsible for the deaths of more than 100 people in the latest tragedy, they pointed out.

The ministers also ridiculed the Akalis for making baseless accusations of complicity of some elected Congress leaders in the liquor mafia. “Wait for the inquiry to be over. The Chief Minister has already made it clear that no one involved in the tragedy would be spared”, said the ministers adding that if this government had gone by mere hearsay and wild allegations, without any investigations (which incidentally are underway), both Sukhbir and his brother-in-law, Bikram Majithia, would have been behind bars by now.

Reacting to Sukhbir’s demand for the resignation of the Chief Minister, the ministers asked the SAD president how many times he had stepped down after the numerous deaths due to illicit liquor, drugs, police atrocities etc during the Badal rule. In fact, the Captain Amarinder government was still trying to clean up the mess left behind by the SAD-BJP in every area, they added.

The ministers said that unlike the Akalis and the BJP, which had been notorious for covering up major crimes, and in fact patronising mafias through their 10-year tenure, Captain Amarinder had not just given the police a free hand to investigate the case but had put on them the onus of bringing the guilty to book at the earliest.

Top excise department and police officials had been suspended and were under the scanner for their role in the case, said the ministers, challenging Sukhbir to tell the people how many times their government had dared take such strict action in any criminal case. All political and other links of the accused in this case were being probed thoroughly – a far cry from the SAD-BJP rule when criminals made hay under the benign eye of their leadership, the ministers further said. In fact, Captain Amarinder himself had described the deaths on the hooch tragedy sheer murder – a description which Sukhbir had conveniently chosen to ape, they added.

Even AAP had no leg to stand on despite being the main opposition party in the state, the ministers said, pointing to the gross mismanagement in Delhi, where the party is in power. If the Centre had to step in to help the Arvind Kejriwal government manage the Covid pandemic, one can only imagine what the usual level of governance in Delhi must be, they quipped. They termed as ludicrous the fact that the AAP protest against the hooch tragedy was led by a man notorious for his alcoholism

Chandigarh, August 6:Squarely blaming the SAD-BJP alliance for sheltering the perpetrators of the hooch tragedy in the state, the President of Punjab Youth Congress Mr Barinder Dhillon today said that pics of liquor smuggler with Akali-BJP leadership has vindicated the stand of Congress that this illegal Business flourished under their open patronage.

In a statement issued here today, the President of Punjab Youth Congress said that the main perpetrator of hooch tragedy in Batala Triveni Chauhan had deep links with the alliance leaders and her Business bloomed during the decade long misrule of Akali leadership. He said that the pictures of Chauhan with senior Akali leaders including former Ministers Mr Gulzar Singh Ranike and BiBi Jagir Kaur, former Chief Parliamentary secretary Mr Gurbachan Singh Babbehali, MLA Batala Mr Lakhbir Singh Lodhinangal and others indicated that the Akali leaders were hand in glove with the liquor mafia that operated in the state. Mr Dhillon said that as a fact of matter the Akali-BJP alliance ensured free flow for the mafia during their misrule.

Quipping on the misleading statements being made by Akali-BJP leaders regarding the involvement of Congress leaders in this, the President of Punjab Youth Congress said that ‘pot was telling kettle black’ as the entire country knew that every type of mafia flourished during the SAD-BJP regime. He said that not only this but the Akali leadership gave plum postings to Chauhan during their stint in government. Mr Dhillon said that in order to shirk its responsibility the Akali-BJP alliance was issuing baseless statements which were far away from reality.

The President of Punjab Youth Congress reiterated that the commitment of the state government led by Chief Minister Captain Amarinder Singh to ensure that scourge of drugs was wiped out from the state. He said that the Chief Minister has already ordered the registration of cases under section 302 against the smugglers involved in this man made tragedy. Mr Dhillon said that no stone would be left unturned for this noble cause and the perpetrators of this heinous crime however affluent they might be would not be spared at any cost.
